2. Public Comments

Eli Sagor, 3030 Woodbridge, stated that he would like to make comments on transit shelters after the commission has discussed the topic.

3. Approval of January meeting minutes

Member Anderson moved to approve the minutes of January 25,2005, of the Public WorksITransportation Commission. Member Rossini seconded.

4. Communications Items

The Roseville Home and Garden Fair is Saturday, February 25; and Duane Schwartz asked which members could attend and man the Public Works booth. Member Willenbring said he could be there at some point. Member Wilke said they could discuss who would attend later in the evening. Page 1 of 5 Spring clean-up day will be Saturday, April 30.

Applications for various city commissions are being solicited.

The Clean Water Legacy Act is being considered in the state legislature. It would affect Roseville residents as it would require a fee on sanitary sewer bills of $36 for residents and a range of fees based on usage for commercial properties.

Member Wilke said that he was asked to attend a meeting with the state and various others to discuss the Oakcrest closing at Snelling. The State has replied that they would reconsider opening the median on a temporary basis if the City would commit to a project that would improve access to the neighborhood from the streets that border this neighborhood, other than Snelling Avenue.

5. Transit Shelter Discussion

At the January meeting, the City Council voted to go ahead with the transit shelter program so the topic is back with the Commission to recommend site locations. Transtop would like to place 20 shelters in Roseville and has submitted a list of suggested locations.

Member Willenbring thought the shelters should be the same as what they're using in St. Paul to make repairs easier, but thinks it would be good to have a Roseville logo on them.

Connie Barry, Transtop Inc., gave a little information on how they've determined possible shelter sites.

Member Wilke asked about the shelters around Rosedale since it is already a transit hub. Ms. Barry said that people wouldn't necessarily be going to the mall and the buses aren't necessarily going into the transit hub.

Member Wilke said that he thinks if the shelters in Roseville were a little different than those in other cities; it would be more aesthetically pleasing. Connie Barry said that in comparison the street signs in Roseville have the city logo but they're the same standard color as other cities. The color they've used in St. Paul is a standard color around the country. Member Willenbring thought it would be less confusing if they were the same color, people would automatically know that it was a transit shelter. Member Wilke thought that since all the streetlights on County Road C will be green, it would be more consistent if the shelters were green.

Ms. Barry said that in the current transit shelter ordinance it states the slab can only be 16' x 5' concrete slab, but the slab needs to be that big for the Page 2 of 5 shelter itself. There would have to be a sidewalk access to the shelter, which would make the slab larger. Duane Schwartz said the measurements are only for the shelter itself and wouldn't limit the sidewalk.

Duane Schwartz presented two comments received in the Engineering office. One was in favor of the shelters, and one just had a question.

Eli Sagor, 3030 Woodbridge Street, thanked the Commission for the job they were doing and said he appreciated being notified of the meeting. He said he is a transit rider several days a week and thinks it is an important part of the city and is pleased to see the proposal to add the transit shelters. He went on to say that he sometimes feels bombarded by advertisement and doesn't like it. He would hope that in the near future the City could provide the shelters without advertising.

Member Wilke asked Connie Barry of Transtop Inc. to give them an overview of what the advertising standards are for the shelters. She explained that the advertising revenue supports the whole process, and without it the shelters wouldn't exist. She said they do not put shelters in front of private residences. Duane Schwartz said there are standards for the advertising in the city ordinance.

Kevin Mules, 2646 Hamline Avenue, said that he lives on the NE comer of County Road C and Hamline and there is a proposed shelter on that corner right in front of his home. He also suggested instead of advertising putting up notices of city events or school activities.

As there were no more public comments, the Commission began discussing individual shelter sites.

Currently, there are Metro Transit shelters in Roseville, which have a different design that Transtop's would have. Member Wilke thought it would look better if all shelters in the city were the same. Schwartz said we could ask Metro Transit if the city logo could be put on their shelters so that would match the new shelters.

Member Willenbring said he drove by each site before the meeting and didn't think there would be any construction problems for any of the sites. Most are by existing bus benches.

Member Rossini wanted affirmation that there would be trash receptacles at each transit shelter. Connie Barry said there would be.

Page 3 of 5 Member Willenbring moved to send the proposed transit shelter list to Council after removing site #15 and moving site #22 to the #15 position. Member Anderson seconded.

The Commission went on to discuss the color and style of the shelters

Member Anderson moved to recommend to Council the use of Transtop's standard design and color, with the addition of the Roseville logo, for the shelters in Roseville. Member Willenbring seconded.

Member Willenbring agrees with the design and the addition of the logo, but would like the shelters painted moss green.

6. South Owasso BIvd/Lady Slipper Park Concepts

Duane Schwartz updated the Commission on the neighborhood meeting. He said that the neighborhood seemed to like Concept #2, but there were several things from the other concepts they wanted incorporated.

Deb Bloom discussed the costs involved and the storm water impacts.

Member Wilke asked about the time frame. Bloom said the park plan would go before the Council for approval on March 14. A soils engineer will have to be consulted to come up with the rest of the plans. Other details have to be considered before designating a construction schedule, such as South Owasso Blvd being closed.

Member Willenbring said that they need to analyze the cost between closing the road during construction and keeping it open for residents.

Member Wilke said they're putting in a new railroad crossing so maybe that can be done in conjunction with other things to lessen the inconvenience.

7. Storm Water Pollution Prevention Program Annual Report

Deb Bloom discussed what has been done this past year to comply with the program.

Page 4 of 5 Member Willenbring asked if there were many septic systems in Roseville. Bloom said there are none.

Member Willenbring asked about a right to entry provision, is that for businesses or residential. Bloom said it applies to all properties.

Member Willenbring asked how many Brownfield cleaning and monitoring sites are in Roseville. Bloom said none are being monitored by the City right now.

Member Rossini asked if the City monitors sites for erosion control. Schwartz said we do.

Metro Transit recently released proposed transit reductions and fare increases due to budget shortfalls. We are attaching information the City received regarding the proposed reductions. Several routes in Roseville are proposed to be eliminated. Hearings will be held in April on the proposed changes. A discussion on the impacts, as well as your direction on your position regarding these changes is sought at this time.

As you may have read in the news media this week, the regional transit system faces a $60 million budget challenge over the next two-year funding cycle. This has prompted the Metropolitan Council to develop a broad package of solutions twoof which, unfortunately, are a fare increase and service reductions.

I have enclosed details that might be of interest to you, your Council and your city staff. I also would be pleased to have a Metro Transit staff member visit with your staff to talk thl-ough the changes as they impact your citizens. Please call Arlene McCarthy, our director of service development, if you would find that of value. I-Ier number is 612-349-7766.

Please be aware that the Metropolitan Council has set seven public hearings on this topic for mid-April, and the Council has activated a number of other feedback mechanisms so that citizens unable to attend a public meeting can have their voices heard.

If the Metropolitan Council approves any changes during its meeting in late May, service reductions would take place in September and December and a fare increase would be implemented July 1''.

Of course, we wish we did not have to propose these difficult adjustments in a time when the region need to expand its resources in the fight against congestion. The budget problem - prompted largely by disappointing revenue forecasts from our major funding source, the motor vehicle sales tax money - with rising fuel costs and other inflationary pressures leaves us without good alteinatives.

A serious variance between projected revenues and expenditures is anticipated for the upcoming state biennium, arising primarily from a combination of lower than previously projected Motor Vehicle Sales Tax (MVST) revenues and much higher than projected fuel and health insurance costs. Staff has developed a combination of measured and balanced adjustments for revenue enhancements, service adjustments, efficiencies, and cost containment to address this shortfall with the minimum of possible impacts to the riding public and the region as a whole. Council policy as well as state and federal guidelines require public hearings for the purpose of input prior to implementation of any significant fare increase or service adjustment by the public transit system. The dates and locations of these hearings, and other channels for public input, have already been approved by the Metropolitan Council in order to expedite the timing of any necessaly actions that may be ultimately adopted. With the public hearings scheduled for April 12-20, 2005, a completed package of potential changes subject to public input must be available no later than April 2, 2005. The public comment period remains open until 10 days after the final hearing, at which time staff will assess the input and bring modifications to the proposals back to the Council for final consideration in May, 2005. Summaries of the potential changes will be presented at the March 14,2005, Transportation Committee. Overview and Funding Analysis of the latest regional budgeted transit operation costs versus projected revenues from all sources suggests a variance of approximately $60 million for the biennium or roughly 10% of the overall budget, assuming the status quo in fares and service levels. The Metropolitan Council's transit operations account for about $55 million of the total amount. This includes Metro Transit, Metro Mobility, cont~actedtransit operations, and support for community based operations. The balance, $5 million, affects the suburban opt-out transit systems. Some routes would be eliminated entirely, while others would have specific reductions, such as cutting weekend service or reducing hours of service or the frequency of buses. Reductions were determined based on ridership and comparing operating cost to ridership revenue.

Unless otherwise noted, implementation would take place in September or December 2005.

Minneapolis - Como Ave. - Maryland - Rice St. - St. Paul Weekday - Service east of Como & Cleveland would be reduced from every 20 minutes to every 30 minutes between 10 a.m. and 3:30 p.m. These trips would be eliminated: the eastbound trips that leave Como & Snelling at 6:10 a.m. and 6:38 a.m.: the eastbound trips that leave 5th St. Garage at 11:50 p.m. and 12:42 a.m.; and the westbound trip that leaves 5th & Cedar at 11:46 p.m.

Council Committee Okays Release of Transit Fare, Service Adjustments for Public Hearing

ST. PAUL - (March 14) -- The transportation committee of the Metropolitan Council today released for public consideration proposed changes to transit fares and service levels - part of broader package of solutions to cope with a projected funding gap over the next two years.

The fare and service proposal will be considered by the full Metropolitan Council on March 23 and then be discussed at public hearings in April. The Council is scheduled to take final action in mid-May. The fare increase, if approved, would be implemented on luly 1, and service adjustments discussed at the public hearings would, if approved, take place in September and in December.

The proposal, which includes a 25-cent across-the-board fare increase for Metro Transit and other regular-route providers, responds to a $60 million funding challenge prompted by rising fuel and health care costs as well as disappointing revenues from motor vehicle sales taxes - a major source of transit funding.

"To address the problem, the Council must reduce costs, improve efficiency and raise revenue," said Committee Chair Mary Hill Smith. 'In addition to the other measures we are taking, this means asking customers to pay more, just as they're doing at the gas pump. It also means the amount of transit service must be examined and routes reprioritized in light of the funding challenge. Even though we have not had a systemwide fare increase for four years, we as Council members recognize how difficult and challenging these changes will be for our customers."

Under the proposal, Stored Value Cards will remain available in $10, $20 and $40 amounts, each with a 10% bonus amount. The $40 card's ride value will decrease from $45 to $44.

Seniors/Youth/Persons with Disabilities

Fares for seniors, youth and persons with disabilities riding regular-route transit are unchanged under the proposal. However, fares are projected to increase for those who ride Metro Mobility and other specialized services for persons with disabilities. Here is the proposal.

Metro Mobility / ADA Service

Even with the proposed increase, fares for Metro MobilityIADA customers remain 50 cents lower per ride than the maximum permitted under federal guidelines.

The total fare increase proposal for buses, trains and Metro MobilityIADA services is projected to raise about $6 million annually in revenue and result in an estimated loss of 1.7 million rides. The last across- the-board fare increase was in 2001; rush-hour express fares were increased 25 cents in 2003.

Service Changes

Some 70 percent of Metro Transit routes and Metropolitan Council regional routes operating on weekdays would be impacted in some fashion by a proposed 10 percent reduction of regular-route service. The reductions will result in a 3.7 percent ridership decline and would save $15.9 million in annualized service costs. Under the proposal, 28 weekday routes would be eliminated, 78 weekday routes would be reduced and 47 would be unchanged.

"In assembling the service plan, we asked our staff to focus on under-performing routes, route segments and trips in order to impact the fewest customers possible. We also sought to retain an emphasis on transit's role in relieving rush-hour congestion and to make adjustments in a way that preserves the integrity of the system and permits growth when resources are available," Hill Smith said.

Metro Mobility and other ADA services

The proposal calls for service to be available within one mile of a regular bus route that provides, primarily, all-day, fixed-route service. This service area remains well within federal guidelines, which requires service be delivered only within 3/a-mile of a regular bus route.

Item Description: Overnight Parking Ban Discussion

We have gathered some information as to what other cities are doing for parking restrictions during the winter months. We feel we need to gather additional city policies to be able to give you a more comprehensive picture of how other cities are dealing with this issue.

We would like to get additional feedback from you to better define your goals in this area.

Recommended Action:

Feedback to staff regarding the scope of this issue. Roseville 602.09: NO PARKING AFTER SNOWFALL: A. Parking Restricted: No person shall park any vehicle, except in compliance with directions of a police officer or in compliance with regulatory parking signs, on any street for a period of forty eight (48) hours commencing immediately after any two inches (2") or more continuous snowfall or until snow removal has been completed on any street, whichever occurs first. (Ord. 687, 12-18-1972) B. Removal of Illegally Parked Vehicles: Any vehicle parked in violation of this section is declared to be a nuisance which interferes with snow removal from public streets and any police officer may remove or cause to be removed, summarily, any such vehicle by means of towing or otherwise or such police officer may require the driver or owner to remove such vehicle off the paved, improved or traveled portion of such street. C. Prosecution For Violation: The removal of a vehicle which is parked in violation of this section, either by a police officer or under the direction of a police officer, shall not preclude a prosecution for violation of any provision of this chapter. 1305.07. Parking in congested zones. Subdivision 1. General rule. It is unlawful to park a vehicle or permit it to stand upon a street in a congested zone for a period of time longer than one hour during the hours between 8:00 o'clock a.m. and 6:00 o'clock p.m.

Subd. 2. Congested zones. It is unlawful to park a vehicle or permit it to stand upon a street which has been designated a one hour zone for more than one hour. When a one hour zone is in an area in which parking by resident permit pursuant to subsection 1305.15, the one hour restriction does not apply to vehicles bearing resident pennits, but allows non-permitted vehicles to rcmain on the strcet for not morc than one hour.

1305.09. Restricted ~arking.Subdivision 1. Four hour rule. Except as otherwise provided in this code, no person in charge of a vehicle tnay park or permit the vehicle to stand upon a highway, street or alley in the city or on property owned or leased by the city, for more than four consecutive hours between the hours of 12 o'clock a.m. and 8 o'clock a.m. nor for more than six consecutive hours at any time. Subd. 2. m.In an industrial, commercial, or multiple dwelling arca wherc off-street parking area or huck standing spaces are provided, thosc vehicles must use the designated arca for parking, loading or unloading.

Subd. 3. Snow. After a snowfall of at least two inches, parking is prohibited on public streets, highways, and alleys in the city and on property owned or leased by the city. Parking may not resume on a street, highway or alley until it has been plowed and the snow removed to thc curb line. Parking may not be resumed on any individual property owned or leased by the city until the property has been plowed to the perimeters thereof. (Amended, Ord. No. 91-14, Sec. 1)

1305.10. (Added, Ord. No. 96-10) Prohibited parking. Subdivision 1. Notwithstanding any provision in this section to the contrary, the parking of any truck-tractor, semi-trailer, truck tactor and simi-trailer combination on commercially zoned private property is prohibited except in the following circumstances:

(a) where such parking is necessary in connection with construction activity which is actually occurring on the property pursuant to a valid and current building permit;

(b) for a period of up to 12 hours, or such longer time as pennitted in writing by the police chief, where such parking is for the purpose of unloading or loading materials, supplies or inventory to be used in connection with the business activity occurring on the property; but not for the purpose of storage of such materials, or inventoly pending sale;

(c) where such vehicles are actually being offered for sale or leasc by the business located on the property, but only if such sale or lease activity is permitted by this code; No person shall leave the key to the ignition in the ignition switch or other conspicuous place within a motor vehicle while the motor vehicle is parked and unattended. Whenever any employee of the Public Safety Department shall find any motor vehicle parked in violation of this Section, the Officer shall be authorized and directed to remove the keys. No person shall park or leave standing any vehicle on any street or roadway after a snowfall of at least three inches. Sec. 29-33. Prima Facie Evidence.

The operation, use, or parking of a motor vehicle in violation of the provisions of this Article shall be prima facie evidence that the motor vehicle was at the time of such violation, controlled, operated, and used by the owner thereof. (Ord. No. 535, 12-10-85; Code of 1988; Code of 2001)

Winter Ticketingrrowing Policy

What is the City's Ticketing and Towing Policy? According to City ordinance, a vehicle parked on a street after a snowfall of two inches or more may be issued a violation ticket and towed immediately. If the vehicle is towed there will be a charge for towing and storage. The time used to tag and tow illegally parked vehicles and re-plow a street where a towed vehicle sat, is wasted time and money. As a taxpayer, that time is your money, so please help make the best use of it, and have a safe winter season. Speak with neighbors, landlords or friends to make arrangements for parking your vehicles off the street during and following snowfalls of two inches or more. North Saint Paul -- Page 2 of 4

The City is governed by the Council Manager 'Plan B"form of government. Under this plan, all legislative policy making powers are vested in the Council consisting of a Mayor, elected for a 4-year term, and fou Members, elected for 4-year terms. These oficers are elected at large, and any qualified voter residing i is eligible to hold office.

A professional City Manager is responsible for administration of all policies and instructions of the City and for the direction of an expert municipal staff of 64 persons.

The city is protected and served by a full-time police force of 16 officers and a 33-member volunteer Fir, Department, which is fully accredited by the Fire Underwriters Grading Bureau. Ambulance service is pr State certified ambulance and attendants.

All of these dedicated employees maintain City services at the highest possible level. The Council may create boards and commissions to advise the Manager with respect to any municipal f~ to investigate any subject of interest to the City. It has been the custom to designate individual memb~ Council as representatives on these advisory boards. These Council Members work directly with the City toward seeking a solution of problems which arise in their special fields.

In matters of purely local concern, the Council is empowered to act freely, providing there is no violatior and Federal laws. Thus, the City may levy taxes for its own needs within limits established by State law issue bonds for any lawful purpose.

Q. HOW DO I GET A PERMIT?

A. Apply for a building permit by filling out an application at City Hall. Permits identify and describe the work to be covered by the permit, the land on which the pro1 work is to be done, and the use for which the proposed work is intended.

Appiications should be accompanied by a site plan and a scaied detailed drawing of the proposed projec do not have a survey of your lot, there is a good chance that the city does. Working with a lot survey is way to present a site plan.

The building division will review the application and issue a permit if the work described conforms to the Uniform Building Code and other pertinent laws and ordinances.

Beginning 12:Ol am November 1, through midnight April 1, all vehicles parked on City streets must be parked on the side of the street that bears addresses that are odd andlor even according to the day. On odd numbered days, vehicles must be parked on the even addressed side of the street. Between the hours of 7:00 pm to midnight you must move your vehicle to the side of the street where parking is allowed for the next day. If your vehicle is found to be in violation of this ordinance, you may be issued a summons and your vehicle may be towed. This ordinance is necessary to allow proper snow plowing. If your car is not moved to the correct side of the street on the appropriate day, you are in violation of this parking ordinance. SECTION 9.07. PARKING DURING SNOW PLOWING AND REMOVAL.

Subdivision 1. Snow Plowing. After a snowfall of at least two (2) inches, parking is prohibited on any public street or alley, and parking may not resume on any such street or alley until the same has been plowed and the snow removed to the curb line.

Subdivision 2. Snow Removal and Hauling. The City Engineer or Public Works Director is hereby authorized to post "No Parking" signs for snow removal along streets where snow removal operations will require the use of the entire width of the street by snow plowing and removing equipment. Such signs shall be posted at frequent intervals at least four (4) hours prior to the time when snow removal commences on the street so posted, and such signs shall be removed promptly after completion of the snow removal operation. Snow removal shall be done on any street so posted as soon as possible following a lapse of four (4) hours after posting the signs. It is unlawful for any person to park any vehicle, or leave any vehicle which was parked at the time of posting for a period of more than two (2) hours thereafter, in any block on any street so posted during the time the said signs are posted thereon, and it is also unlawful for any person other than an authorized representative of the City to remove said signs.
