In a speech aired Monday night, Duterte said Cimatu, a former Armed Forces chief, will serve as an “adjunct” official for the Inter-Agency Task Force on Emerging Infectious Diseases (IATF). “All he has to do is to advise [the IATF here in] Manila that these things are being done, these things are not yet done, and these things must be done,” Duterte said. The President then called on the Department of Health, the Department of the Interior and Local Government, and the National Task Force against COVID-19 to assist Cimatu in fulfilling his new designation. Earlier this year, Duterte tasked Cimatu with coordinating the evacuation of overseas Filipino workers from the Middle East amid US-Iran tensions. Cimatu will be the latest former military officer to aid the government’s COVID-19 response, joining the likes of Secretary Carlito Galvez and Defense Secretary Delfin Lorenzana. To date, there are 30,682 COVID-19 cases nationwide, including 8,143recoveries and 1,177 deaths. Less restrictive coronavirus lockdowns have been maintained nationwide except for Cebu City which is now under an enhanced community quarantine (ECQ) and Talisay City which is now under a modified ECQ due to high transmission rate and an increased demand for critical care.

    The Development of the Public-Private Partnership Technique for the Metro Manila Urban Expressway Network Final Report 4 CASE STUDY OF R10/C3/R9 (+ R10/C5 Link) EXPRESSWAY 4.1 Planning Environment 4.1.1 Background of the Case Study Expressway In the preparatory stage of this PPP Study, an expressway over R10 (from 100 meters north of Zaragoza intersection to the C3 intersection) and C3 (from the R10 intersection to Bonifacio Avenue) was the object of the case study. These sections were selected mainly because the project has not yet been concessioned. In the meeting on the Scope of Works for the Study held in October 2001, the DPWH proposed to include the R9 section (from the C3 intersection to the toll plaza of the NLE) in the case study. JICA agreed with the DPWH proposal on condition that CMMTC, whose existing concession includes the R9 section shall waive its right on this section before the start of this Study. As a result of discussions, CMMTC partially waived its concession for the said section. At the end of Phase 1 of this PPP Study in March 2002, the Study Team proposed to extend the R10 section to the north beyond the R10/C3 intersection, turning right on C4 and linking the Case Study Expressway with the MNT C5 (Phase 2) at the northern end of Dagat-dagatan Avenue. This was approved by the DPWH and the JICA. Thus, the alignment of the Case Study Expressway was finalized as shown in Figure 4.1. Four suspects were arrested by the DENR Environmental Protection and Enforcement Task Force and the NBI Environmental Crime Division on June 8. They were Ramil Ong, Bernie Bagay, Rizal Mofar and Arjhun Gaviola. The DENR said the suspects were nabbed after they caught in the act of transporting agarwood extracted from local tree species. Charges of violation of Republic Act 9147 or the Wildlife Resources and Protection Act and the Revised Forestry Code of the Philippines have been filed against the suspects who are being held at the NBI detention facility in Manila. Agarwood, one of the most expensive raw materials for the production of perfume, incense, fragrance oil and traditional medicine, can be sold for as high as P160,000 per kilo.
