These “patient” people are then thanked for their perseverance and for enduring long conversations about the dense intricacies of insurance history. This was not the case for me. This dissertation was developed through hundreds of conversations with mentors and advisors, colleagues, students, close friends, acquaintances, family, and strangers. During these conversations, I never encountered indifference or boredom. The thoughtfulness and excitement with which people responded to my research encouraged and sustained me, and most importantly for a dissertation writer, it allowed me to believe that my project matters. Drawing on analyses of insurance marketing, consumption, investment, and regulation, I argue that insurance institutions and actuarial practices played a crucial role in introducing neoliberal rationalities and governance to American life in the years following World War II. Through postwar marketing, public service campaigns, and a host of instructional and lobbying efforts, private insurers sought to train and produce a new kind of responsibilized insurance consumer and entrepreneurial subject-citizen – one who could think in actuarial, risk-based ways about family, finance, and the future, and who eschewed the public provision of social welfare in favor of private security. The emergence of a postwar neoliberal order entailed a spatial transformation as well as a social one. In the three decades following World War II, insurance institutions invested billions of dollars in shopping centers, urban housing developments, suburban subdivisions, and infrastructure projects like natural gas pipelines. These investments helped restructure the American landscape by producing securitized spaces geared towards ensuring the circulation of people, goods, and private capital. The political impacts of actuarial practices were also profound. In debates with insurers over the classification categories used to price and determine availability of insurance coverage, civil rights and women's activists attempted to curtail discrimination by changing the regulatory frameworks that governed the private insurance industry. The failure of activists to secure legislation and their demands for more precise statistical measurements iv in the field of insurance underwriting reflected the diminishing utility of rights-based frameworks in combating discrimination in insurance and signaled the triumph of a new, actuarial, understanding of political community as structured around the notion of risk. The growing presence of actuarial systems and the emerging neoliberal social order did not go unnoticed, or uncontested, by postwar observers. In the years immediately following World War II, opposition to actuarial thinking arose in American popular culture in the critique of private insurance and its ability to provide security in postwar drama, in the dark meditations on fate and fragmentation offered by film noir, and the dystopian and turbulent future worlds depicted by science fiction. Resistance to actuarialism, however, diminished in the final decades of the twentieth century as Americans increasingly began to identify insurance classifications and contracts as natural and inevitable, and to see private security as a right of citizenship. Blasko1 Introductory Note: The Central Intelligence Agency’s World Factbook defines “merchant marine” as “all ships engaged in the carriage of goods; or all commercial vessels (as opposed to all nonmilitary ships), which excludes tugs, fishing vessels, offshore oil rigs, etc.”2 At the end of 2014, the world’s merchant ship fleet consisted of over 89,000 ships.3 According to the BBC: Under international law, every merchant ship must be registered with a country, known as its flag state. That country has jurisdiction over the vessel and is responsible for inspecting that it is safe to sail and to check on the crew’s working conditions. The scheme, which was first hatched after Wakefield read Robert Gourlay’s A Statistical Account of Upper Canada, inverted the dominant under- standing of the relation between school and society. Wakefield claimed that without systematic colonization, universal schooling would be dangerous and demoralizing. Wakefield intervened in contemporary debate about welfare reform and population growth, opposing attempts to enforce celibacy on poor women and arguing that free enjoyment of “animal liberty” made women both moral and beautiful.     When Colonization Goes South: Understanding the Reasons Behind the Failure of Wakefield’s Systematic Colonization in South Australia Edwyna Harris Monash University Sumner La Croix* University of Hawai‘i 3 December 2018 Abstract Britain after the Napoleonic wars saw the rise of colonial reformers, such as Edward Wakefield, who had extensive influence on British colonial policy. A version of Wakefield’s “System of Colonization” became the basis for an 1834 Act of Parliament establishing the South Australia colony. We use extended versions of Robert Lucas’s 1990 model of a colonial economy to illustrate how Wakefield’s institutions were designed to work. Actual practice followed some of Wakefield’s principles to the letter, with revenues from SA land sales used to subsidize passage for more than 15,000 emigrants over the 1836-1840 period. Other principles, such as surveying land in advance of settlement and maintaining a sufficient price of land, were ignored. Initial problems stemming from delays in surveying and a dysfunctional division of executive authority slowed the economy’s development over its first three years and led to a financial crisis. These difficulties aside, we show that actual SA land institutions were more aligned with geographic and political conditions in SA than the ideal Wakefield institutions and that the SA colony thrived after it took measures to speed surveying and reform its system of divided executive authority. Cain, Double Indemnity recounts the tale of Walter Neff (Fred MacMurray), an insurance salesman who becomes involved with the beautiful wife of a client. Together Neff and Phyllis Dietrichson (Barbara Stanwyck) concoct an insurance scam that will get rid of Mr. Dietrichson and allow the two lovers to run off with the proceeds from an insurance policy. Unfortunately, things don’t work out, and in one of the film’s final sequences Walter and Phyllis are left in a standoff with each other, waiting to see who will blink first. Questions 1. Perhaps the most famous character in film noir movies is the femme fatale. Who is the femme fatale in this film? Describe her character and what she does that qualifies her to be this archetype. 2. In film noir, many of the male leads are weak, frustrated men. While you are watching Double Indemnity, make a mental note of Walter Neff’s characteristics? What kind of man is he? What is his relationship like with women? 3. Double Indemnity has been called “a film without a single trace of pity or love.” Do you agree with this statement? Explain.
