As active as the United States has been over the past three years, the operating tenets and mechanics of a durable grand strategy have yet to come. The books under consideration here address that dilemma. They all explicitly accept what has come to be the general principle of American grand strategy: that the surest way to attain lasting security is for the United States to enlarge the community of nations and other groups that generally ascribe to liberal political and economic values. -

Since the publication of John Rawls’ magnum opus A Theory of Justice in 1971, there has been a significant resurgence of philosophical work in the tradition of contractarianism. The distinguished bourgeois political philosopher Robert Nozick has argued that A Theory of Justice is one of the most important works in political philosophy since the writings of John Stuart Mill. “Political philosophers,” Nozick concludes, “now must either work within Rawls’ theory or explain why.”1 It is not far from the truth that Rawls single-handedly not only gave life to analytical political philosophy, but also resuscitated contractarianism, a philosophical tradition that — in many respects — had been lying dormant in a philosophical coma. In fact, social contract theory has become the hegemonic tradition in liberal social and political philosophy. It regards the author not as an heir or precursor to any given political tradition, but rather as a compelled syncretist whose primary philosophical concern was the moral significance of the democratic age. It suggests that Tocqueville devised his ‘new political science’ with a keen view to the existential implications of modernity. In order to support that suggestion, the essay explores the genealogy of Tocqueville’s moral and political thought and draws a relation between his analysis of democracy and his personal experience of modernity. Relatively few authors in the history of political thought have produced an intellectual legacy of such overarching resonance as Alexis de Tocqueville. Even fewer, perhaps, have so persistently eluded ordinary analytical and exegetical frameworks, presenting to each astute observer a face so nuanced as to preclude serious interpretive consensus. As writes Lakoff (Lakoff 1998), ‘disagreement over textual interpretation in the study of political thought is not uncommon’. However, ‘it usually arises around those who left writings of a patently divergent character’ (p. 437). When we thus consider the ‘extraordinarily coherent and consistent nature’ of Alexis de Tocqueville’s political philosophy, it appears somewhat odd that the academic consensus surrounding that author relates almost exclusively to the grandeur of his intellectual achievement (Lukacs 1959, 6). -

Niall Ferguson Is Fellow and Tutor in Modern History at Jesus
Niall Ferguson Professor, Harvard University Niall Ferguson, MA, DPhil, is Laurence A. Tisch Professor of History at Harvard University. He is also a Senior Fellow at the Hoover Institution, Stanford University. He has published fourteen books. His first, Paper and Iron: Hamburg Business and German Politics in the Era of Inflation 1897-1927, was short-listed for the Longman- History Today Book of the Year award, while the collection of essays he edited, Virtual History: Alternatives and Counterfactuals, was a UK bestseller. In 1998 he published The Pity of War: Explaining World War One and The World’s Banker: The History of the House of Rothschild to international critical acclaim. The latter won the Wadsworth Prize for Business History and was also shortlisted for the Jewish Quarterly/Wingate Literary Award and the American National Jewish Book Award. In 2001, after a year as a Houblon-Norman Fellow at the Bank of England, he published The Cash Nexus: Money and Power in the Modern World, 1700-2000. His other books include Empire: The Rise and Demise of the British World Order and the Lessons for Global Power; Colossus: The Rise and Fall of the American Empire; The War of the World: Twentieth-Century Conflict and the Descent of the West; and The Ascent of Money: A Financial History of the World, which won the Handelszeitung Economics Book Prize. In 2011 he published Civilization: The West and the Rest. An accomplished biographer, Ferguson is also the author of High Financier: The Lives and Time of Siegmund Warburg (2010) and is currently writing a life of Henry Kissinger. -

3 The End of American Exceptionalism The Social Question in the United States Fred Block Exceptionalism has been the dominant theme in United States history from its founding. At the time that the United States won its independence, the old nations against which the United States formed its identity were, in fact, the great European imperial powers—England, France, the Netherlands, and Spain, and the United States differed from these nations in critical ways. First, to expand and grow, the United States had no need to establish overseas colonies; it could draw immigrants from Europe and extend its territorial empire westward. It was able to create an internal colony in the American South where chattel slavery was the central economic institution. Second, it led the world in developing a democratic political system in which the right to vote was given to most adult white males. However, the tensions between slave states and free states resulted in the creation of a uniquely constrained central government.1 Third, the combination of early democracy, the continuing inflows of both coerced and free laborers, and the rich- ness of the American continent created a uniquely productive economy that sus- tained unprecedented levels of prosperity for two full centuries. Together, these elements made the trajectory of the United States exceptional.2 But over the last forty-five years, American exceptionalism seems to have come to an end. Werner Sombart insisted that there was no socialism in America because “all socialist utopias came to nothing on roast beef and apple pie,”3 mean- ing that the material prosperity and upward mobility available to white workers in the United States precluded the kind of mass socialist movements that emerged in Europe. -

That means that there is no state religion, and that all religions and beliefs are viewed as equal from the perspective of the State. This approach is epitomized in the separation of state and church, or more broadly, in the separation of politics and religion. Sometimes, the expression ‘secular State’ is used to refer to this regime, for example in Article 1 of the Constitution of the French Republic. The idea of the neutrality of the State is generally seen as the outcome of the developments that transformed the political philosophy of the Enlight- enment into constitutional law. Its philosophical roots can be traced back to Locke’s famous ‘A Letter concerning Toleration’, where he stated that ‘it is above all things necessary to distinguish exactly the business of civil government from that of religion, and to settle the just bound that lie between the one and the other.’1 The liberal defence of the separation of state and church stresses the separation between the private and the pub- lic spheres. The more radical varieties of liberal thinking even imply that religion belongs entirely to the private sphere, and should not in any way play a role in public life. -

At the same time, some authors also note that the term “American exceptionalism” itself was born in a specific discourse within U.S. Communism, and, for a period, it was primarily understood with reference to the peculiar causes behind the absence of a strong socialist movement in the United States. The connection between this original meaning and the later usage is not fully explored; often it is assumed that “exceptionalism” existed before the label was created as the idea is traced back to the founding of the American nation or even to the colonial period. -
