Oberflächlich ist alles beim alten geblieben. Museveni ging, allerdings mit seinem schlechtesten Ergebnis, abermals als Sieger hervor. Der bei den letzten Wahlen 2001 unterlegene Besigye verlor auch dieses Mal. Im Parlament sitzen nunmehr Abgeordnete, die neben ihren Wahlkreisen auch noch Parteien vertreten. Insgesamt hatten sechs Parteien mindestens einen Wahlkreis gewonnen und zogen damit in die achte Nationalversammlung ein. Die aus dem Movement hervorgegangene NRM hat eine komfortable Mehrheit gewinnen können. Die Opposition wird von der FDC vertreten, die die zweitmeisten Stimmen auf sich vereinen konnte. Als offenkundiges Zeichen erheblicher Umstellungsschwierigkeiten aller Beteiligten auf das Mehrparteiensystem zogen 37 unabhängige Abgeordnete in die National- versammlung ein. Bei der Ernennung des Regierungskabinetts stellte Museveni mit 27 Ministern und 44 Staatsministern einen neuen und vielfach kritisierten Rekord auf. Dennoch konnte auch dieses Kabinett nicht allen ethnischen, religiösen und sektorspezifischen Interessen entsprechen und wurde deshalb auch intern heftig kritisiert. Mixed methodology was used whereby both qualitative data and quantitative data was used. In terms of data presentation, data was presented in a way that communicates the information and enables conclusions to be drawn. The findings were divided into; the implication of fishing conflict, causes of fishing conflicts; the implications of the conflict over fishing on Uganda–Kenya and the interstate efforts.

Allen Unkenrufen zum Trotz war CHOGM für Uganda und die Museveni- Regierung ein voller Erfolg. Die Oppositionsparteien „Forum for Democratic Change“ (FDC) und „Democratic Party“ (DP) hatten im Vorfeld mehrere Delegationen nach London geschickt, um das Treffen wegen anhaltender Unterdrückung der Opposition und Verletzung der Menschenrechte durch die Regierung in Uganda abzusagen. Da alle derartigen Versuche im Sande verliefen, boykottierte der Oppositionsführer Besigye demonstrativ alle CHOGM- Veranstaltungen und rief zu Massendemonstrationen auf, die aber nur eine enttäuschende Beteiligung brachten. Das Parlament hat seine Arbeit ein Jahr nach der Wahl professionalisiert und die Regierung verschiedentlich zu Kurskorrekturen gezwungen. So wurden bereits Anfang des Jahres regierungsseitige Versuche, die Unabhängigkeit der Gerichte zu unterminieren vom Parlament deutlich verurteilt und die Regierung zum Einlenken gebracht. In der Korruptionsbekämpfung hat der Haushaltsausschuss eine führende Rolle übernommen und andere mit der Korruptionsbekämpfung beauftragte Institutionen, wie den Inspector General of Government (IGG) und die Staatsanwaltschaft, Directorat of Public Prosecution
