M Anderson will send background information about Africa House from the Heritage centre to the media team. The zoom community council meeting can be recorded and put onto Facebook but it was agreed that the minutes will be enough to keep the public up to date if they don’t attend the zoom meeting.

    HUNTERSTON SITE STAKEHOLDER GROUP SUMMARY OF KEY POINTS FROM THE FIFTY SIXTH MEETING HELD ON THURSDAY 5 MARCH 2020 AT THE WATERSIDE HOTEL, WEST KILBRIDE, KA23 9NG Chair’s Opening Remarks and Vice Chair Updates and Correspondence The Chair was disappointed in the NDA’s decision, based on advice from BEIS, not to let the Site Stakeholder Group meeting in December 2019 go ahead due to the upcoming general election, meaning there had been no meeting for six months. During that time, two very important issues were ongoing – Hunterston B Reactor 3 and Reactor 4 Safety Cases and the implementation of REPPIR 2019. The Chair and Vice Chair attended the Scottish Sites meeting in Edinburgh on 31 October 2019. Mrs Holmes attended the annual Magnox SSG Chair and Vice Chairs meeting in London on 23/24 January 2020. Actions and Approval of Previous Minutes The Minutes of the meeting of 5 September 2019 were approved. Hunterston A Site Reports Hunterston A Report – Mr John Grierson The site’s Total Recordable Incident Rate (TRIR) remains at zero. The site successfully demonstrated two contingency exercises with both being rated green and providing learning points. Focus groups are being set up through the Mental Health and Wellbeing Initiative. Equality, Diversity and Inclusion (EDI) improvements are being assessed through analysis of surveys. The site will move to a 4 day/wk (from 4.5 days/wk) from April 2020. Deplanting is moving on in the ponds. The SAWBR project is slower than anticipated due to various challenges. Updates were given on SILWE and WILWREP plants.

Executive Summary 1.1 North Ayrshire Council has a statutory obligation under the Roads (Scotland) Act 1984 to manage and maintain its public road network. The adopted road network within North Ayrshire has a total length of 1040km. The core roads assets are currently estimated at a value of approximately £1.7 billion. 1.2 The Council’s Roads Service has adopted an asset management approach to allocate available road, structures and street lighting maintenance funds to locations that will offer the best return on the investment. 1.3 The Roads Asset Management Plan (RAMP) and the roads assets maintenance strategy follows the recommendations contained within the ‘Well Maintained Highways Code of Practice’, ensuring that the Council’s statutory obligations as delegated Roads Authority are met. 1.4 In complying with the Code of Practice, an effective regime of inspection, assessment and condition recording is well established which assists in not only providing a road network for the future but one that promotes social inclusion and contributes to economic growth within the area.

    North Ayrshire Research Briefing: Scottish Index of Multiple Deprivation 2020 Main Points • North Ayrshire is the 5th most deprived Council area in Scotland (as in 2016) • 52 (28%) of North Ayrshire’s 186 data zones are in the 15% most deprived in Scotland (compared to 51 (27%) in 2016) • Deprivation is concentrated in The Three Towns and Irvine locality areas but Kilwinning and the Garnock Valley also have above average deprivation • North Ayrshire deprivation is mainly concentrated on the employment, income and health domains Background The Scottish Index of Multiple Deprivation (SIMD) has been published by the Scottish Government every three or four years since 2004. An updated (sixth) version was published on 28 January 2020. The SIMD offers an opportunity to assess relative deprivation across Scotland. Analysis is at data zone level of which there are 186 in North Ayrshire (average 727 population/344 households per data zone). All 6,976 Scottish data zones are ranked in order of relative deprivation. As such it is important to recognise that the SIMD does not measure absolute deprivation. Even if areas improve over time there will always be a “most deprived” data zone and there will continue to be 1,046 data zones in the 15% most deprived in Scotland. Indeed over time deprivation has become less concentrated in the major cities with a consequent increase in relative deprivation in other parts of Scotland. As well as an overall deprivation rank the SIMD provides a breakdown by seven ‘domains’ - income, employment, education, health, crime, housing and access.     A Directory To the Articles and Features Published in “The Burns Chronicle” 1892 – 2005 Compiled by Bill Dawson A “Merry Dint” Publication 2006 The Burns Chronicle commenced publication in 1892 to fulfill the ambitions of the recently formed Burns Federation for a vehicle for “narrating the Burnsiana events of the year” and to carry important articles on Burns Clubs and the developing Federation, along with contributions from “Burnessian scholars of prominence and recognized ability.” The lasting value of the research featured in the annual publication indicated the need for an index to these, indeed the 1908 edition carried the first listings, and in 1921, Mr. Albert Douglas of Washington, USA, produced an index to volumes 1 to 30 in “the hope that it will be found useful as a key to the treasures of the Chronicle” In 1935 the Federation produced an index to 1892 – 1925 [First Series: 34 Volumes] followed by one for the Second Series 1926 – 1945. I understand that from time to time the continuation of this index has been attempted but nothing has yet made it to general publication. I have long been an avid Chronicle collector, completing my first full set many years ago and using these volumes as my first resort when researching any specific topic or interest in Burns or Burnsiana. I used the early indexes and often felt the need for a continuation of these, or indeed for a complete index in a single volume, thereby starting my labour. I developed this idea into a guide categorized by topic to aid research into particular fields.

    Introduction This booklet aims to provide you with information about the changes that are happening to early learning and childcare in North Ayrshire. In August 2020 the annual entitlement to early learning and childcare will be 1140 hours for all three and four year olds and eligible two-year olds. Parents have the choice to use their early learning and childcare (ELC) entitlement at any local authority or funded provider* meeting the National Standards. There is a full list of local authority and funded providers at Appendix 2 and on the CARIS website: www.families.scot Throughout this document the terms: • Parent refers to both parents and carers. • Funded provider refers to local authority, private and voluntary providers, and childminders that are in contract to deliver ELC on behalf of the Council. 2 Your Questions Answered What does this mean for me? You will be entitled to 1140 hours of ELC if you have a child aged 3-5 years. You could also be entitled to this is you have a 2-year-old child and you meet certain eligibility criteria which is detailed on Page 8. You will be entitled to either 30 hours per week over term time (38 weeks) or 23.75 hours per week over the full year (48 weeks) or 28.5 hours over 40 weeks. You can choose to take this in different ways – over full days/half days, or a combination of both, or a blended model over two providers. How will the funded sessions work? To meet the needs of our families and carers there will be three models of delivery available in North Ayrshire Council ELC establishments.
