CRIME, POLICING AND PLACE Spiralling crime rates and continuing public concern about police– community relations ensure that crime and policing remain firmly on the social and political agenda. An awareness of crime continues to affect the lives of ordinary people and also to stimulate policy-makers who recognize that crime rates form one of the litmus papers by which their effectiveness is judged. Of the many agencies involved in the battle against crime, the police in their various roles constitute the most obvious front line. Drawing in case material from Britain, Europe, Canada and America, Crime, Policing and Place examines the significance of spatial patterns of crime and the processes which produce them. The book analyses the implications of theoretical and methodological innovation in the study of crime and policing, the processes which underlie the uneven distribution and impact of crime and the success of recent policies aimed at preventing crime and enhancing police– community relations. The contributors are drawn from a variety of academic disciplines which include criminology, geography and social policy and also from police and government agencies with direct inputs into policy. Both Jennifer and Lyana have submitted articles for this Newsletter – so read on! Next we should welcome five new members who joined the Club in the last few weeks of Jennifer’s year. These are (in no particular order) Nick Inglis, a Lieutenant Colonel with the Royal Engineers, Liz Jackson, a language teacher and wife of Father Mark Jackson who is the British Forces Gibraltar Chaplin at Kings Chapel, Karen Lawson, a retired Army Officer who now works locally as a Secretary/PA and tour advisor, Alan Lillywhite who is working with GHA as a consultant psychiatrist, Shirley Lillywhite who is a clinical psychologist. A big welcome to you all and we hope you will have a wonderful Rotary time with our Club. Richard Gambier-Parry, Ian Fleming, and Golden Eye! Operation Golden Eye was an Allied plan during World War II to monitor Spain after a possible alliance between Franco and the Axis powers, and to undertake sabotage operations. Lieut. Commander Ian Fleming RNVR of the NID (British Naval Intelligence) formed the plan. As part of his plan, Operation Tracer was necessary to watch the Straits of Gibraltar. In the event, no German takeover of Spain took place, or an invasion of Gibraltar so the plan was shelved in 1943. Fleming later used the name for his Jamaican home where he wrote the James Bond stories. However, the connection between the three shown in the above heading was actually very real. In 1941, Rear Admiral John Henry Godfrey, the Director of NID asked Richard Gambier-Parry to be wireless consultant for Operation Tracer, a highly classified, military operation - in which a team sealed in a clandestine observation post - was to monitor enemy vessels should Gibraltar fall to the Axis Powers. Initially, plans were made to provide a year's worth of accommodation for five men, including food, water, sanitation, and wireless communication. The scheme was later changed to one that would support six men. Eventually, provisions for seven years were supplied - just try to imagine the prospect of being buried for up to seven years! Admiral Godfrey - consulted with several experts on the feasibility and requirements of the scheme.

12/23/2018 Stay-behind - Wikipedia Stay-behind In a stay-behind operation, a country places secret operatives or organizations in its own territory, for use in the event that an enemy occupies that territory. If this occurs, the operatives would then form the basis of a resistance movement or act as spies from behind enemy lines. Small-scale operations may cover discrete areas, but larger stay-behind operations envisage reacting to the conquest of entire countries. The United Kingdom put in place the Auxiliary Units. Partisans in Axis-occupied Soviet territory in the early 1940s operated with a stay-behind element.[1][2] During the Cold War, the North Atlantic Treaty Organisation (NATO) and the Central Intelligence Agency (CIA) sponsored stay-behind networks in many European countries, intending to activate them in the event of that country being taken over by the Warsaw Pact or if a communist party came to power in a democratic election. According to Martin Packard they were "financed, armed, and trained in covert resistance activities, including assassination, political provocation and disinformation."[3] Many hidden weapons caches were found in Italy, Austria, Germany, the Netherlands and other countries, at the disposition of these "secret armies". The most famous of these NATO operations was Operation Gladio, acknowledged by Italian Prime Minister Giulio Andreotti on October 24, 1990.
