1.0 Background
This report details the findings of community consultation exercises conducted by and / or analysed by Robin Patel, Ergadia Museums & Heritage on behalf of Carluke Development Trust.
2.0 Aims & Objectives
The Carluke Development Trust wishes to align its strategic objectives according to the needs and aspirations of the communities within Carluke parish. In August CDT launched the ‘Carluke Conversation’ with the intention of gathering as many community voices as possible. Parallel to this process is the creation of a Stage 2 Scottish Land Fund application for Carluke High Mill which will also be underpinned by the evidence gathered
by community consultation. As such the ‘Carluke Conversation’ will enable to CDT to develop broader
objectives which could then be applied to projects and initiatives.
The aims of the ‘Carluke Conversation’ consultation process were to;
1. Work closely with Carluke Development Trust to identify effective methods to capture community priorities and aspirations for the development of Carluke parish.
2. Engage with communities within Carluke using a variety of consultation methods. 3. Explore four core themes to identify development priorities including; a. Employment, education, training and volunteering b. Health & wellbeing c. Communal greenspaces d. Community engagement and support.
4. Explore emerging themes (e.g. town centre regeneration) arising from the open-ended conversation process.
5. Provide strategic analysis of the resulting data resulting in recommended strategic goals for CDT.

The evidence gathered by the ‘Carluke Conversation’ has resulted in the suggestion of three broad strategic goals and associated projects for CDT. It is understood that these goals and projects are open to revision and not necessarily representative of CDT policy.

271 respondents replied to this open-ended question with 1182 comments. Respondents were asked to indicate their top 5 priorities for the future development of Carluke. This was to not create a ranking of priorities, but instead designed to capture a range of topics which each respondent felt to be important. The responses submitted were subsequently grouped according to comment categories. The most frequent responses received included “regenerating the town centre”, “improving transport infrastructure” and “developing leisure and culture activities”.

179 responses were submitted to this open-ended question. Responses were categorised / grouped. Respondents indicated they wished to see new initiatives creating apprenticeships, training & employment opportunities, alongside a package to stimulate new business development in Carluke.
A considerable proportion of responses highlighted providing opportunities for young people and creating new courses within schools or a centre for lifelong learning. Responses also highlighted a desire to for the local economy to be stimulated, particularly through the development and support of local businesses. The existence of facilities such as Lifestyles which already hosts many classes suggests that there is a desire to create a dedicated lifelong learning hub (campus) with an identifiable local careers / training / employment service.
