The BUREAU OF FIRE PROTECTION, REGION-10, invites PhilGEPS registered contractors to bid for the following: Lot Approved Budget Price of Bid Completion of Qty Description No. for the Contract Documents Works Construction of Typical 180 Calendar days Fire Station with 1 1 lot Php 7,320,968.20 Php 5,000.00 Upon receipt of Mezzanine of Kinoguitan Notice to Proceed Fire Station Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. 2. The summary of the bidding documents is as follows: Advertisement/Posting of Invitation to Bid August 19, 2020 August 19, 2020 to September 14, Issuance and Availability of Bid Documents 2020 Pre-bid Conference 9:00 AM September 01, 2020 Last Day of Written Clarification September 4, 2020 Last Day of Issuance of Bid Bulletin September 7, 2020 On or before 9:00 AM September 14, Deadline for submission and Receipt of Bids 2020 Opening of Bids 10:00 AM September 14, 2020 4 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 4. A complete set of Bidding Documents may be acquired by interested Bidders from the BAC Secretariat Office (see address below) and upon payment of a nonrefundable fee for the Bidding Documents, in amounts pursuant to the Schedule. The Bidding Documents may also be downloaded free of charge from the website of the PhilGEPS provided that bidders shall pay the non-refundable price not later than the submission of their bids. Interested bidders may inspect the Bidding Documents and obtain further information from the BAC Secretariat and the address given below. 5. The Bureau of Fire Protection R-10 will hold a Pre-Bid Conference on September 01, 2020 at exactly 9:00 AM at the ground floor, Bureau of Fire Protection R-10, Maharlika Building, Gumamela Extension, Carmen, Cagayan de Oro City. 5.1 Prospective/Participating Bidders shall only be allowed one (1) representative to participate the said pre-bid conference, subject to the rule on physical distancing and mandatory wearing of face shield and mask to all representative is mandatory. NO FACE SHIELD AND MASK NO ENTRY. 6. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be on 10:00 AM September 14, 2020 at the Ground Floor Bureau of Fire Protection R-10, Maharlika Building, Gumamela Extension, Carmen, Cagayan de Oro City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. 6.1 Prospective/Participating Bidders shall only be allowed one (1) representative to participate the opening of bids, subject to the rule on physical distancing and mandatory wearing of face shield and mask to all representative is mandatory. Bidders shall drop their duly accomplished eligibility requirements, technical and financial proposals in two separate sealed envelopes in the designated bid box located at the Office of the BAC Secretariat. 8. SUBMISSION OF QUERIES FILING OF MOTION FOR RECONSIDERATION, AND REPLY THERETO 5 8.1 Submission of letters and correspondences intended to the BAC shall be made through ELECTRONIC MAIL to its official email address ([email protected]). Likewise, reply to such letters and queries shall also be made through electronic mail. 9. The Bureau of Fire Protection R-10 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 10.
