Assessment Report Volcano Eruption Republic of Cabo Verde As of 16 December 2014 Prepared by UNDAC and the United Nations Office Cabo Verde SITUATION OVERVIEW The analysis in this document is based on the assessment conducted by the United Nations Disaster Assessment and Coordination (UNDAC) Team and secondary data consolidated by the United Nations Office in Cabo Verde. 1 Severity of the Crisis A volcano eruption in Fogo Island, in Cabo Verde, began on 23 November and continues as of 16 December 2014. The eruption has had direct impact on the people living in Chã das Caldeiras, the volcano crater area. 1076 people have 1076 been evacuated from the area, of which 929 have been relocated in temporary People displaced from the affected accommodation centres and in houses built in the aftermath of the 1995 area of Chã das Caldeiras eruption, while the remaining are sheltered in host families’ homes. The affected people are a predominantly rural community, whose subsistence 929 largely depends on agriculture and livestock. A comprehensive taxonomic revision of the Cape Verdean skinks is proposed based on an integrative approach combining (i) a phylogenetic study pooling all the previously pub- lished molecular data, (ii) new population genetic analyses using mitochondrial and nuclear data resulting from additional sampling, together with (iii) a morphological study based on an extensive examination of the scalation and colour patterns of 516 live and museum spec- imens, including most of the types. All Cape Verdean species of skinks presently recogni- sed, formerly regarded as members of the genera Mabuya Fitzinger, 1826 and Macroscincus Bocage, 1873 are considered as members of the Cape Verdean endemic genus Chioninia Gray, 1845. The new phylogeny and networks obtained are congruent with the previously published phylogenetic studies, although suggesting older colonization events (between 11.6 and 0.8 Myr old), and indicate the need for taxonomic changes. Intraspecific diversity has been analysed and points to a very recent expansion of Chioninia delalandii on the southern islands and its introduction on Maio, to a close connection between Chioninia stangeri island populations due to Pleistocene sea-level falls and to a generally low haplo- typic diversity due to the ecological and geological characteristics of the archipelago. -

TRANSFORMATION OF “OLD” SLAVERY INTO ATLANTIC SLAVERY: CAPE VERDE ISLANDS, C. 1500–1879 By Lumumba Hamilcar Shabaka A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of History- Doctor of Philosophy 2013 ABSTRACT TRANSFORMATION OF “OLD” SLAVERY INTO ATLANTIC SLAVERY: CAPE VERDE ISLANDS, C. 1500–1879 By Lumumba Hamilcar Shabaka This dissertation explores how the Atlantic slave trade integrated the Cape Verde archipelago into the cultural, economic, and political milieu of Upper Guinea Coast between 1500 and 1879. The archipelago is about 300 miles off the coast of Senegal, West Africa. The Portuguese colonized the “uninhabited” archipelago in 1460 and soon began trading with the mainland for slaves and black African slaves became the majority, resulting in the first racialized Atlantic slave society. Despite cultural changes, I argue that cultural practices by the lower classes, both slaves and freed slaves, were quintessentially “Guinean.” Regional fashion and dress developed between the archipelago and mainland with adorning and social use of panu (cotton cloth). In particular, I argue Afro-feminine aesthetics developed in the islands by freed black women that had counterparts in the mainland, rather than mere creolization. Moreover, the study explores the social instability in the islands that led to the exile of liberated slaves, slaves, and the poor, the majority of whom were of African descent as part of the Portuguese efforts to organize the Atlantic slave trade in the Upper th Guinea Coast. With the abolition of slavery in Cape Verde in the 19 century, Portugal used freed slaves and the poor as foot soldiers and a labor force to consolidate “Portuguese Guinea.” Many freed slaves resisted this mandatory service. -
