Locs D(2005) JV9 C¿-ζ*- , Dear JaiIues/^ Thank you for the information you sent me on the situation of child care in Romania. As you can imagine I am well aware of the extreme complexity and sensitivity of this issue. For this reason the Commission has been very active in helping Romania to implement a child protection system in line with the standards of EU Member States. The PHARE programme has been used to help the Romanian authorities to implement modem structures in Romania. The new law which entered into force on 1st January 2005 is in line with the principles of our acquis and especially the UN Convention on Children's Rights (Article 21 of this Convention admits international adoption only if all other solutions have been exhausted). This is the spirit and the letter of the new law, which concentrates above all on the child's interests. These provisions have been assessed by an Independent Panel of Experts on Family Law of EU Member States under the chairmanship of a Belgian magistrate. They have concluded that the law and practice in Romania is now in line with the standards in place in our Member States. I folly understand that this sensitive issue raises different questions and symphatise with many of the different views expressed in this context. However, I feel that it is vital that the Commission continues to support Romania in implementing best practices of our Member States.

    President Barroso Presents the Commissioner Designate for Bulgaria

    IP/06/1485 Brussels, 26 October 2006 President Barroso presents the Commissioner designate for Bulgaria The President of the European Commission, José Manuel Barroso, today presented the designated member of the European Commission proposed by the Bulgarian Government, in agreement with him. The nomination is Ms Meglena Kuneva, the current Bulgarian Minister for European Affairs. Ms Kuneva will be responsible for consumer protection. « I am delighted to welcome among us» said President Barroso, « the Bulgarian Commissioner designate. From next January, the European Union of 27 will become a reality and that reality will be reflected in the composition of the Commission. I am convinced that Ms Kuneva has the professional and political qualities, as well as the personal commitment and necessary experience to accomplish all the tasks which I am proposing to make her responsible for. » The Bulgarian Commissioner designate along with the Romanian Commissioner – yet to be designated - will attend hearings at the end of November in the European Parliament, which will give its opinion on the nomination in the following weeks. The hearings before the Parliament will take place according to the procedure adopted in 2004 during the formation of the Barroso Commission. The consultations for the designation of the Romanian Commissioner are still ongoing. The curriculum vitae of Ms Kuneva can be found in annex.     The European Parliament elections in Bulgaria are likely to reinforce the country’s political stalemate between left and right blogs.lse.ac.uk/europpblog/2014/04/14/the-european-parliament-elections-in-bulgaria-are-likely-to-reinforce- the-countrys-political-stalemate-between-left-and-right/ 14/04/2014 The Bulgarian government currently lacks a majority in the country’s national parliament, with the governing coalition counting on support from 120 out of 240 MPs. Kyril Drezov writes that the upcoming European elections will likely be fought on the basis of this domestic situation, with European issues playing only a minor role, and the majority of seats being distributed between the two largest parties: the Bulgarian Socialist Party and the Citizens for European Development of Bulgaria (GERB). European Parliament Elections are still fairly new for Bulgaria – the 2014 elections will be only the third since accession. Like previous EP elections in 2007 and 2009, their function is purely as a test for changes in national politics. The present election campaign is overwhelmingly dominated by domestic concerns and is notable for the absence of EU-related issues. As a leftover from the accession days, the European Union is still considered ‘a good thing’ in Bulgaria and does not generate much passion. There is consensus amongst Bulgarians that key European policies are shaped somewhere else, and that Sofia’s role is to adapt to these policies whatever shape they may take. The big traditional players in Bulgarian politics gravitate towards particular European party families – Socialist, Christian Democratic and Liberal – and in their election manifestoes mostly parrot whatever line these party families take on the big European issues.

We have just had a very productive exchange of views with Vice-Premier Ma Kai and several Ministers on a wide range of economic and trade related issues. This has been done in the context of the Fourth High-Level Economic Dialogue between the European Union and China. The EU and China together represent around a third of global GDP. That means that our bilateral relations, as well as the impact we have on global economic relations, carry a lot of weight. Since the aim of developing a "strategic partnership" with China was announced in 2003 – a decade ago - there are now stronger trade links, and we have established working policy dialogues across a wide range of fields. On macro-economic policy coordination, we hold regular discussions on our respective economic policies at different levels, including with the Chinese National Development and Reform Commission, the Central Bank and the Ministry of Finance. In recent years, the crisis has posed very serious challenges to our economies, different in nature and size but all of them underlying the importance of global economic governance to tackle problems that have effects that cross borders; that affect the world economy.

    Seguimiento de Noticias Regulación Internacional Julio – agosto 2014 Sumario Se resumen las noticias sobre distintas iniciativas y novedades regulatorias dadas a conocer a lo largo de los meses de julio y agosto de 2014. Se introduce al final del documento un glosario para mejor comprensión de las abreviaturas y acrónimos empleados. En esta ocasión destacamos la formación de las distintas instituciones europeas con el nombramiento de sus nuevos miembros, además, de las prioridades de la nueva presidencia rotatoria bajo Italia. Asimismo, deben resaltarse tanto la recientemente aprobada nueva ley de renovables alemana como la cobertura muy ajustada que se espera en varios países europeos en los próximos inviernos. Temas de Fondo Comienza la nueva presidencia bajo Italia Los temas energéticos bajo esta presidencia se basarán en cinco puntos: 1. Seguridad de suministro, todo ello influenciado por los problemas del área ruso – ucraniana; 2. Marco de energía y clima 2030 , de modo que se pueda alcanzar un compromiso en el Consejo Informal de Energía y Medioambiente del 6 de octubre y un acuerdo en el Consejo Europeo del 23 y 24 de octubre; 3. Mercado interior , con una nueva comunicación en octubre sobre la evolución del mercado interior; 4. Nuclear , con la revisión de la Directiva de seguridad nuclear y la decisión sobre el proyecto nuclear de Hinkley point C; 5. Combustibles , con la finalización del “fines check” de la industria refinera en Europa, así como, avanzar en la Directiva de calidad de los combustibles y la huella de carbono de los biocombustibles. ABSTRACT Today, Italy contains one of the most rapidly changing populations of the European Union. Currently, 7.2% of Italy’s 60 million residents are non-citizens. Recent demographic data trends towards a large demographic shift in Italy society. One of every six babies delivered was born to a foreign born immigrant in 2008. This wave of immigration, especially the segment arriving from Africa, has not been integrated smoothly into Italian society, however. Because of a prevailing xenophobic attitude in Italy, immigrants have been greeted with prejudice and even acts of violence. Thus, immigrants have become the “other” in Italy. The purpose of this thesis is to uncover “othering” in Italy and its origins through the translation of a work of a respected Italian journalist (Gian Antonio Stella).
