Like the entire Federal SFISM – 2020 Annual Report SFISM – 2020 Annual Report Office of Sport, the Swiss Federal Institute of Sport Magglingen started January with a new structure and the new year with a freshly printed strategy for the period up to 2024. After a few months, the strategic objectives suddenly fell by the wayside: their priority had to give way to that of the protection concepts to minimise the risk of infection. While a few measures to achieve the strategic objectives were actually fuelled by the situation, others were put on hold or lost momentum. The way of collaborating between the FOSPO departments and between colleagues changed drastically. -

Federal Act on the Promotion of Sport and Exercise (Sport Promotion Act, SpoPA) of 17 June 2011 (Status as of 1 January 2018) The Federal Assembly of the Swiss Confederation, based on Article 68 of the Federal Constitution1, having considered the Federal Council Dispatch of 11 November 20092, decrees: Chapter 1 General Provisions Art. 1 Objectives 1 In the interest of the physical fitness and health of the population, holistic educa- tion and social cohesion, this Act seeks to achieve the following: a. to increase sports and exercise activities of all age groups; b. to increase the importance of sport and exercise in education and training; c. to create suitable conditions for promoting talented young athletes and elite sport; d. to encourage behaviour that establishes the positive values of sport in society and fights undesirable side effects; e. to prevent accidents in sport and exercise. 2 The Confederation achieves these objectives through: a. supporting and conducting programmes and projects; b. measures pertaining in particular to education, high performance sport, fair- ness and safety in sport, and research. This candidature dossier meets the requirements detailed in the Minimum Requirements for the CISM World Winter Games (version 12 January 2016). friendship through sport! 5th CISM Military World Winter Games 2025 / Candidature dossier Switzerland is ready! Snow sports have a long tradition in Switzerland. Switzerland has had many opportunities to showcase its talent and know-how in hosting competitions of all sizes. Furthermore, appearances by internationally successful Swiss athletes attract worldwide attention. That is why the Federal Council supports major sporting events in Switzerland. And that is why, as head of the Federal Department of Defence, Civil Protection and Sport, I personally lend my full support to the candidature to host the 5th CISM Military World Winter Games. I am confident that the Organising Committee will do its utmost to stage an unforgettable event for the athletes involved. Thanks to the high-quality winter sports infrastructure already in place, there is no need to construct new facilities. As such, this international sporting event takes into account of Switzer- land’s unique mountain landscape, its population, as well as its fauna and flora. In my role as Switzerland’s defence and sports minister, I therefore lend the candidature for the 5th CISM Military World Winter Games my full backing and support. -

So too is sport. In recent years, this process of change has led among other things to the creation of the Federal Office of Sport (FOSPO) and has prompted the Federal Council to draft a concept for a sports policy in Switzerland. One of the key developments has been the move away from promoting purely sport to promoting both sport and other forms of physical activity. This is reflected by the fact that "General promotion of sport and physical activity" is one of the four strategic business areas of FOSPO. This term will also be used in the new legislation to promote sport due to come into force in 2011.
