SPRING 2018 UNDERGRADUATE LAW JOURNAL The Final Frontier: Evolution of Space Law in a Global Society By: Garett Faulkender and Stephan Schneider Introduction “Space: the final frontier!” These are the famous introductory words spoken by William Shatner on every episode of Star Trek. This science-fiction TV show has gained a cult-following with its premise as a futuristic Space odyssey. Originally released in 1966, many saw the portrayed future filled with Space-travel, inter-planetary commerce and politics, and futuristic technology as merely a dream. However, today we are starting to explore this frontier. “We are entering an exciting era in [S]pace where we expect more advances in the next few decades than throughout human history.”1 Bank of America/Merrill Lynch has predicted that the Space industry will grow to over $2.7 trillion over the next three decades. Its report said, “a new raft of drivers is pushing the ‘Space Age 2.0’”.2 Indeed, this market has seen start-up investments in the range of $16 billion,3 helping fund impressive new companies like Virgin Galactic and SpaceX. There is certainly a market as Virgin Galactic says more than 600 customers have registered for a $250,000 suborbital trip, including Leonardo DiCaprio, Katy Perry, Ashton Kutcher, and physicist Stephen Hawking.4 Although Space-tourism is the exciting face of a future in Space, the Space industry has far more to offer. The partnership includes the USA, Russia, Canada, Japan, and Europe. Orbiting 400 kilometres above us, the ISS offers unique opportunities to observe our planet, carry out research in space and prepare for human exploration of the Solar System. ESA is responsible for two key elements of the International Space Station: the Columbus research laboratory, and the Automated Transfer Vehicle (ATV) that delivered precious supplies to the ISS during five flights from 2008 to 2015. A European Service Module based on ATV technology will provide four major system functions to NASA’s Orion spacecraft: propulsion, power, thermal control and vital resources for the astronauts, such as water and a breathable atmosphere. -

I was among onboard passengers - officials from Kazakhstan Space, press and diplomats. We all were invited to attend the launch of the International Space Station (ISS) first component (the Russian-made Zarya or Functional Cargo Module FGB) by Proton launch-vehicle at the Baikonur spaceport. Two hours before ISS first module launch we joined the official delegations from NASA, Russian Space Agency (RSA), ESA, Canadian Space Agency (CSA) and NASDA to see the modified facilities of both "Energiya" Corp. and Khrunichev's Proton assembly-and- test building. Mr. Yuri Koptev, Chief of RSA and Mr. Dan Goldin, NASA Administrator actively were drinking russian tea and talking about crucial issues of the International Space Station and the future of Space Exploration. In fact, Cold War is over and the world's top space powers accomplishments are stunning: • The first human flight in space in 1961; • Human space flight initiatives to ascertain if and how long a human could survive in space; • Project Gemini (flights during 1965-1966) to practice space operations, especially rendezvous and docking of spacecraft and extravehicular activity; • Project Apollo (flights during 1968-1972) to explore the Moon; • Space Shuttle's flights (1981 - present); • Satellite programs; • A permanently occupied space station "Mir" (during 1976-1999); • A permanently occupied International Space Station presently underway. We and a few people approached them to learn much more particulars of their talking and to ask them most interesting questions. -

In August of 2000, the SLCC Community Writing Center began working with writers from local organizations in two- month writing workshops. Each workshop culminated in a publication and a public reading. At first, this DiverseCity Writing Series worked one-on-one with a variety of organizations: Justice, Economic Independence and Dignity for Women; the Road Home shelter; Liberty Senior Center; and Cancer Wellness House. In the summer of 2003, the DiverseCity Writing Series expanded to offer multiple, on-going writing groups. Volunteers were trained in collaborative writing strategies and became mentors for a variety of open-interest and specialized writing groups. In the fall of 2003, the pieces written in these groups were assembled to create sine cera: People Are Strange, the first DiverseCity Writing Series anthology. -
