MS CYD HO (in Chinese): Madam President, with regard to medical and health services, particularly relating to public health and preventing the spread of diseases, will the Government inform this Council: (a) of the number of occasions in the past three years on which the Health, Welfare and Food Bureau, Department of Health (DH) and Hospital Authority (HA) communicated with the corresponding Guangdong authorities in respect of matters relating to medical and health services, and list out, in chronological order of the communications, the issues discussed, the responsible local and Guangdong officials involved, the outcome of the discussions and the follow-up actions taken by the relevant authorities in Hong Kong and Guangdong; and (b) whether it has assessed the effectiveness of the communication mechanism mentioned above; if it has, of the assessment results; whether it will improve and enhance this communication mechanism; if it will, of the implementation timetable, the responsible officials, the circumstances in which the mechanism will be activated, as well as other relevant details? SECRETARY FOR HEALTH, WELFARE AND FOOD (in Chinese): Madam President, (a) Hong Kong operates an effective public health control system, including monitoring the pattern and trend of communicable diseases, through efforts on international, regional and local fronts. We maintain an international network for the exchange of epidemiological information through the World Health Organization (WHO). Currently, the WHO requires notification of all cases of cholera, yellow fever and plague and routine report of statistics on cases of rabies, leprosy, acute flaccid paralysis and virus isolation 4270 LEGISLATIVE COUNCIL ─ 5 March 2003 data (including influenza). We will report to the WHO incidents involving infectious disease outbreaks which may have global public health significance. Locally, we have in place a statutory notification system for 27 infectious diseases. The DH also operates a comprehensive disease surveillance system comprising hospitals, clinics and laboratories. In addition, Hong Kong also maintains close contact with the Ministry of Health in Beijing. The Health, Welfare and Food Bureau, the DH and the HA may contact officers in the Ministry of Health through meetings and exchanges to discuss a wide range of public health issues which are of interest to both sides. These include the control of communicable and non-communicable diseases, health promotion, healthcare management practices, the development of traditional Chinese medicine, and so on. Contacts are also made, wherever necessary, at the provincial level. There is regular exchange of information between the DH of Hong Kong and Guangdong Province on specific communicable diseases such as cholera, viral hepatitis, malaria and HIV/AIDS. In the event of an outbreak of disease in the Mainland, we will also contact the mainland health authorities immediately through various means to obtain the latest information. Details of meetings between Hong Kong and Guangdong health sector in the past three years in respect of matters relating to medical and health services are listed at Annex. (b) We have established channels of communication between the DH in Hong Kong and the health authorities in the Mainland. For outbreaks of diseases which are of public health importance, immediate contacts will be made through the established channels. In the light of recent developments, we shall review our communication channels to ensure even closer collaboration with the mainland authorities for timely exchange of information on public health issues. LEGISLATIVE COUNCIL ─ 5 March 2003 4271 Annex Communication between Hong Kong and the Mainland on Health Issues Date Details of Meetings March 2000 Officers from the DH met with the Pearl River Delta Region HIV/AIDS Research Group of Guangdong Province to discuss the control of AIDS/HIV across the border. The information exchange on surveillance on AIDS/HIV was enhanced. May 2000 A delegation of the Health Department of Guangdong Province attended the HA Convention to exchange views with senior executives of HA on hospital management issues. June 2000 The DH held a meeting with health authorities of Guangzhou, Hainan, Shenzhen, Zhuhai and Macao. A mechanism for rapid exchange of information on communicable disease outbreaks was established to strengthen the virological and epidemiological surveillance. Monthly reports of selected communicable diseases have been exchanged since the meeting. August 2000 Representatives from Shenzhen Hospital of Traditional Chinese Medicine (深圳市中醫院) met with DH officers to exchange views and experience on Traditional Chinese Medicine.

    LC Paper No.CB(2)415/12-13(05) For information on 8 January 2013 LegCo Panel on Food Safety and Environmental Hygiene Usage and Promotion of Gardens of Remembrance, Scattering Cremains at Sea and Internet Memorial Service Purpose This paper briefs Members on the usage of the Gardens of Remembrance, scattering cremains at sea and the Internet Memorial Service and sets out the Administration’s efforts in the promotion of these services. Background 2. Owing to the scarcity of land in Hong Kong, the Government has, over the past few decades, actively encouraged cremation as a means of disposal of the bodies of the deceased. The statutory six-year exhumation cycle for coffin burials has been implemented and maintained in all public cemeteries while a 10-year exhumation cycle is being adopted for non-permanent coffin burials in cemeteries managed under the Board of Management of Chinese Permanent Cemeteries (BMCPC). We have also ensured that there are adequate cremation facilities to provide cremation sessions for the public in a timely manner. The above measures have proved effective, and the number and percentage of cremations out of the total number of deaths have risen substantially in the past 36 years from 7 300 and 35% in 1975 to 37 900 and 90% in 2011 respectively. 3. With a growing and aging population, the annual number of deaths is projected to increase from 42 700 in 2010 to 50 300 in 2020. Correspondingly, the number of cremations is expected to increase from 38 000 in 2010 to 47 300 in 2020.

Our response to the Association’s submission is set out below. Due to limited land for earth burials, the Government has been encouraging cremations instead of traditional earth burials, and all burials in public cemeteries are subject to the six-year exhumation policy in accordance with an Executive Council decision in 1976. Since Gallant Garden is part of the Wo Hop Shek Public Cemetery, the prevailing six-year exhumation policy, which applies to all public cemeteries, is also applicable to earth burials in Gallant Garden. At the end of the six-year period, the remains of a deceased civil servant buried in Gallant Garden have to be exhumed for re-interment in permanent urn spaces, or in niches after cremation, inside the Garden.

    LEGISLATIVE COUNCIL PANEL ON PUBLIC SERVICE Burial Policy Applicable to Gallant Garden PURPOSE This paper briefs Members on the current policy applicable to the earth burial of civil servants died on duty at Gallant Garden. BACKGROUND 2. The proposal for Government to provide burial spaces for civil servants died on duty was first raised by the Staff Side of Disciplined Services Consultative Council (DSCC) in June 1990. The Administration supported the idea and this resulted in a plot of land with an area of approximately 1,600 sq. m. in Wo Hop Shek Public Cemetery being allocated for burial of officers died on duty. 3. This burial plot, named as “Gallant Garden”, was commissioned in November 1996. It has 110 earth burial spaces, 165 urn spaces and a columbarium consisting of 120 niches. The Gallant Garden is managed and maintained by the Food and Environmental Hygiene Department (FEHD). 14 earth burial spaces, 5 niches and 2 urn spaces have been taken up. In addition, a memorial plague will be erected inside Gallant Garden to register civil servants died on duty to commemorate their contribution. ELIGIBILITY FOR BURIAL 4. The burial spaces and niches in Gallant Garden are reserved only for civil servants died on duty. An officer is considered to have died on duty if he/she dies as a result of injuries received : (a) in the actual discharge of his duty; (b) without his own serious and wilful misconduct; and (c) on account of circumstances attributable to the nature of his duty. This could include cases where an officer suffered a heart attack in his office and subsequently passed away or where an officer who was killed by a car accident while performing outdoor duties.

    A Guide to After-Death Arrangements ••••••••••••••••• Published by the Food and Environmental Hygiene Department (06/2021) Foreword There is an appointed time for everything, including birth and death. When a family member or friend passes away, however much agony and grief we may have, we need to make the necessary after-death arrangements after all. This booklet provides concise information on matters such as death registration, disposal of bodies and ashes, and the holding of funerals. We hope the bereaved and relevant service agencies will find it useful in handling funeral matters. At present over 90 percent of the bodies of the deceased are cremated each year. To optimise the use of resources, the Food and Environmental Hygiene Department has relaxed the arrangement for interring additional cremated ashes in a public niche. If a deceased is a close relative or has a close relationship with a person with ashes already interred, his or her ashes can be interred together in the same niche of the first deceased. The relaxation enables our loved ones to stay together after death and makes paying respect to them more convenient. In recent years more and more people have chosen to scatter the cremated ashes of their loved ones in the peaceful and tranquil Gardens of Remembrance or at the boundless sea, enabling them to return to nature. Of all the death cases each year, over 10 percent follows the green burial path, and the trend is on the rise. I hope green burial will become the mainstream arrangement for handling cremated ashes. I also encourage you to express early your wishes for the after-death arrangements to your loved ones for your own peace of mind and to make life easier for them.
