Myanmar Cyclone Nargis Hub Update No. 4

OVERVIEW & KEY DEVELOPMENTS

• On 11 December, a Dry Season Water Security Workshop was held in Pyapon led by the Chairman of the Pyapon TPDC and UNICEF, the WASH cluster lead. Issues such as identification of villages that may likely face water problem during dry season; identification of feasible solutions; and development of response and management programmes.

• On 28 November, officials from the Township Coordination Committee (TCC), District Peace and Development Council (DPDC), Township Education Department, donors from Global Aid Network (GAIN) and Nawarat Construction Group (NCG) commemorated the official opening of a reconstructed primary school in Pho Swar Village, Tha Leik Kyi Village Tract. GAIN and NCG have so far reconstructed primary schools in Tha Leik Kyi, Tha Leik Ka Lay, Tha Leik Chaung Phyar, Kyan Khin Tu Myaung and Pho Swar Villages.

• A French INGO, Handicap International (HIF), has started working in Pyapon since 1 December. They plan to open a Disabled Resource Centre. They have already set up one Centre in . At this stage, they are certain to continue their activities in the Delta region up to March 2009.

• Preparations for a Tripartite Core Group (TCG) livelihoods pilot project has reached advanced stages in Pyapon. It will be implemented in Tha Leik Kyi Village Tract in partnership with IDE/M, with technical assistance from ASEAN volunteers. It aims to provide assistance in summer paddy cultivation.

SECTORAL UPDATE

In the Pyapon hub, 8 clusters currently have active coordination mechanisms. In total, 28 agencies (5 UN agencies, 10 INGOs, 13 LNGOs) are present in the Pyapon hub.

AGRICULTURE • FAO, in partnership with the Livestock Breeding and Veterinary Department, and with cooperation from the Peace and Development Council (DPDC), conducted livestock training for Pyapon villagers on 30 November. FAO will provide these villages with chickens and ducks. • ICDP/UNDP () distributed green gram and black gram provided by FAO to beneficiaries in 11 villages that have been selected for the demonstration plots for pulses, paddy and compost. They will invite and give trainings to other villages using these demonstration plots.

CHILD PROTECTION • Save the Children conducted a Child Protection workshop on 2 and 3 December. • In the Pyapon General Coordination Meeting on 28 November, UNICEF briefed on the United Nations Convention on the Rights of the Child to partners.

EDUCATION • Samaritan’s Purse is going to construct a primary school building in Ta Man village. • UNICEF has provided a total of 147 temporary school structures to 75 schools and supported the repair of 45 schools in Pyapon. They have also provided CGI sheets to the Department of

Education for school reconstruction. UNICEF will also build a model school at The Mai Htaw Auk village. • UNICEF has worked closely with the Township Education Department. Out of 42,536 primary students in , 41,347 received the ‘’Essential Learning Package’’ each. A total of 6,000 plastic tables and 17,011 plastic chairs were provided to almost all schools and all teachers (1,100) received a teacher’s kit each. Every primary school has received at least 2 ceramic filters, steel mugs and hygienic materials such as soaps, towels, buckets and nail clippers. • 114 schools also received 2 fabricated latrines each. • Out of 227 schools, 180 schools in Pyapon received school supply kit each from UNICEF, 193 received a carpenter kit each and 40 received recreation kit each. 1,100 black boards were also distributed to all schools. • UNICEF has been supporting 6 Early Childhood Development (ECD) Centres in Pyapon Township, by providing 6 ECD kits and 120 bags of UNIMIX for the nutrition programme for 6 months.

EARLY RECOVERY • UNDP/ICDP is now implementing early recovery programmes in 20 villages and has plans to extend to 20 more villages.

FOOD • WFP conducted Food-for-Work (FFW) training for its cooperating partners in Pyapon on 27-28 November. Forty-six (46) participants attended this training. The FFW programme will begin in January 2009.

HEALTH • MDM conducted assessment in 54 villages covered by health sub centres of Kyet Pha Mwe Zaung, Kyon Ka Don and The Mein Htaw RHCs and will share the results. • MDM held an opening ceremony of the Byan Ka Zee Sub Centre on 26 November. • IOM has a fixed clinic located in Seik Ma Village and outreach teams that provide medical care in Pyapon Township. IOM plans to build prefabricated clinics in Kyone Dar village in Township and Daw Nyein village in Pyapon Township. • UNICEF has distributed a total of 23,000 bed nets in Pyapon township so far through Basic Health Staff and LNGO/INGOs. • UNICEF and the District Health Department jointly conducted a Communication Skills Training with emphasis on “Protect to Live” on 29 November in Pyapon. A total of 72 participants participated, including Basic Health service staff, UN and INGOs.

LIVELIHOODS • Mingalar has so far (since the start of the recovery programme after Nargis) distributed 10,000 bags of fertilizer, 260 fishing boats and 260 fishing nets in 48 village tracts. They have conducted livelihood assessment in 10 villages in Pyapon (Kyon Ku, Ah Chan, Shwe Mya Kyi, Ah Kyi Wa, Ah Kyi Ka Yin, Chaung Twin, Kyar Su, Kan Chaung Su, Ah Pyaung and Ta Man Thit villages in order to plan their livelihood programmes. They have plans to provide 500 households with livelihood support from these villages. • As an extension of DRR training that are provided with the Ministry of Social Welfare, Mingalar Myanmar has conducted DRR trainings in Sar Oh Chaung, Bankyun, and Nauk Pyan Doe villages.

LOGISTICS • As previously reported, one Mobile Storage Unit (MSU) is available at the Logistics Centre. Any interested partner should contact U Aung Kyaw Oo, WFP Logistic Cluster or Ms. Dorte Jessen for further information.

NUTRITION • A nutrition assessment of children under the age of five years in Pyapon was conducted by midwives (using the weight for age monitoring chart, as well as measuring MUAC). UNICEF gave them both technical and operational support through its EPI plus activities.

SHELTER

• Association Francois-Xavier Bagnoud (AFXB) has started the construction of 20 houses in Chaung Wa village and 10 houses in Kan Thar Yar village in Pyapon. They also have plans to construct 20 houses in Dedaye and 30 houses in Kyaiklat Township. • IOM has conducted an assessment in Ward No. 18, Auk Kwin and Hmaw Bi villages in Pyapon for the housing project.

WASH • UNICEF has provided support for cleaning 42 ponds in Pyapon. It has also distributed 12,000 hygiene kits 26 villages around Tei Pin Seik Sub centre area, 16 villages around Seik Ma area and Tha Mein Htaw, Mingalar Taung Tan, Kin Wun villages. Other villages were reached through other agencies. • In addition to hygiene education, UNICEF has also provided IEC material (booklets, pamphlets and posters).

CROSS-CUTTING • With a focus on older people, HelpAge International is distributing food and medical assistance in Kyaik Lait. Food will be distributed for the last time in December 2008 while the Mobile Medical Unit will conclude its work in January 2009. In November alone, 4,608 consultations were conducted by the mobile medical unit. Older people’s cash grant for shelter has been managed for a total of 1,155 beneficiaries.
