As CEO of the Double H Ranch since its inception, I can genuinely state that our road to success has not been achieved without learning from our mistakes and identifying opportunities even through the hardest of economic times. Our organization met or exceeded all its goals in 2013. We achieved a balanced budget and our team did a commendable job in controlling expenses. We invested in several capital improvement projects with an emphasis on enhancing accessibility and safety. Through the efforts of our admissions team and Hospital Outreach Program, we saw a significant increase in camper referrals. Insuring that we provide the highest quality of program and medical services is paramount, and our outstanding regulatory inspections indicated that we operate an exceptional organization. We continue to focus on building sustainability and creating new leadership opportunities within the organization. Volunteerism continues to grow in strength and truly represents one of our main lifelines in fulfilling our mission. The Double H Ranch continues to invest in its marketing/com- munications strategies to build greater awareness throughout New York State. Our Corporate Partnership Program is growing and our committee structure is incredibly strong. We applaud the efforts of the not-for-profit sector and we are grateful that the community has embraced our mission for the long term. Childhood illnesses are not going to disappear and we need to preserve and expand the critical services that we provide on a year-round basis to children and families who are dealing with life- threatening illnesses. The Double H Ranch accomplished many wonderful goals in 2013, but we know that there is much more ahead of us. We have strong leadership along with a dedicated year-round team of staff and volunteers. There are many variables that distinguish us from other not-for-profits and we recognize that we have an obligation to help those in greater need. With deep appreciation, Max J. As the needs of our children change and grow more intense, our staff are continually challenged to adapt all programs to meet our mission that all Medical children participate. AMC also provided a fall of 2013, Mitochondrial Family Weekend. This is volunteer PICU Physician and Hospitalist, as well as nurses. a diagnosis served in our summer program and one with little support for camp programs and family Hematology Oncology retreats within our community.     Chapter 8 Rail A component of the SAFETEA-LU legislation is to improve interregional and international transportation and to serve the mobility needs of people and freight. New York State’s Transportation Master Plan’s vision is to create a seamless system in which travelers can conveniently shift between modes and operators to complete trips that meet their individual and business needs. Long-Range planning efforts in Herkimer and Oneida Counties are consistent with this vision in planning transportation systems that will serve the mobility needs of people and freight. Rail transportation is an efficient way to move freight and people while saving energy, reducing air pollution, relieving traffic congestion, and reducing maintenance and repair on the highway network. Rail service in the HOCTS Planning Area consists not only of long-distance, pass-through freight movement. There are also short lines that deliver goods to local industries, passenger service provided by Amtrak at stations in Utica and Rome and the Adirondack Scenic Railroad. The use and condition of the Utica and Rome stations, the Adirondack Scenic Railroad and the implementation of high-speed rail are high priorities for the region. Recommendations made in this chapter include: the implementation of the Union Station Master Plan, elimination or correction of unsafe grade crossings, restoration of the Adirondack Scenic Railroad, and support for high-speed passenger rail service. I would like to start by acknowledging my partners in government. First and foremost, I want to recognize the unbelievable commitment and dedication of all our county government workers. They carry out our mission with professionalism and skill every single day. They are the best government workforce in the state. I want to thank the members of the Oneida County Board of Legislators for their service and dialogue, especially the Board Chairman Gerald Fiorini. I want to thank my department heads who implement the vision we outline through programs and services that meet the needs of our people. I want to thank Sheriff Robert Maciol, District Attorney Scott McNamara, County Clerk Sandy DePerno and Comptroller Joseph Timpano. I want to thank Mayor Robert Palmieri of Utica and Mayor Jaqueline Izzo of Rome for their continued partnerships.     2020 Budget Address In accordance with the terms of the Oneida County Charter, I come before you today to present the proposed budget and capital plan for 2020. I thank the members of the Board of Legislators for being my valued partners especially, Chairman Gerald Fiorini who has been a colleague and a friend and has been instrumental in helping us move this county forward. I want to take a minute to recognize all my department heads and my budget team of Tom Keeler and Anthony Carvelli for putting in the work on this budget. It’s not an easy task. To my other partners in government, thank you for all the great work you do. Comptroller Joe Timpano, Clerk Sandra DePerno, Sheriff Robert Maciol and District Attorney Scott McNamara continue to lead their offices with vision and integrity. We stand here today at a pivotal moment in our community’s history. That is no exaggeration. As this county’s chief executive, I make a point to look forward to a better tomorrow. And tomorrow seems to come faster everyday – never faster than the past three months – when over 20 years of hard work, investment and planning culminated in the attraction of Cree Inc. from North Carolina. On September 23 rd , I met Cree CEO Gregg Lowe at Griffiss International Airport and together we drove the eight miles from the airport to SUNY Poly to announce the cornerstone of a new future for Oneida County. Cree will build the world’s largest Silicon Carbide Wafer Fabrication Facility right here in Oneida County.

    0TENGAGE CNY 0TA Regional Cultural Plan 0Tto Boost the Livability and Economic Vitality 0Tof Central New York: 2015-2025 0TCortland, Herkimer, Madison, Oneida, Onondaga, and Oswego Counties0T Integrating culture into every community; improving the quality of life for UallU residents; and improving the overall livability and vitality of Central New York. 1 FOREWORD We are proud to present ENGAGE CNY, a regional cultural plan that will strive to reposition arts, culture, and heritage as catalysts for improving the vitality of this 5,500 square mile region in the heart of New York State. Over the next 10 years ENGAGE will increase cultural and creative opportunities for its 1.01 million Cortland, Herkimer, Madison, Oneida, Onondaga, and Oswego county residents and thousands of visitors. ENGAGE CNY, commissioned by CNY Arts and funded by a 2013 Regional Economic Development Council grant, is New York State’s first regional cultural plan and one of the few regional cultural plans in the nation. ENGAGE’s geographic reach was designed to align with our New York State Council on the Arts Decentralization geographic reach. The very process of creating this plan has already increased communication and cooperation across the region. Guided by 72 community leaders representing all six counties, an extensive eight-month campaign (July 2013 through February 2014) sought opinions and ideas through surveys, meetings, and focus groups. Community response exceeded expectations! In all, 8,806 Central New Yorker’s cared enough to offer their thinking and ideas. The extent of participation alone speaks volumes about the interest and desire to see that regional culture and creativity thrive.
