Longreach Regional Council - Longreach Sustainable Water Management Winner - Water, Wastewater, Sewerage and Drought Management - Projects $5M - $10M - sponsored by qldwater

Longreach had two water reticulation systems which both had aging infrastructure that needed to be addressed as a priority. Councils due diligence with reviewing the viability of Longreach’s water supply provided a clear direction for a sustainable approach to its water management.

Council’s resolution to investigate the viability of the Longreach water systems was made in April 2008. The first phase of the potable water reticulation mains replacement was completed in July 2011. The next two phases are expected to be completed by 2016. The bore is constructed and Council is currently waiting on funding approval before finalizing the project and is expected to be completed by December 2011.

People Award Winner IPWEAQ Engineer of the Year - Martin Crow

Martin Crow has been the CQ Branch President since July 2007 and on the IPWEAQ Board since November 2007. He has recently stood down as Branch President and has been elected to the Board Committee position. Martin has devoted considerable time and energy to his Branch and Board activities throughout this time. He is always a ‘participant’ and ‘contributor’ and can be relied upon to fulfil his obligations as Branch President and Board member.

Martin has a close connection to his CQ members and maintains strong relationships with the local community of TMR and JCU. As well as his Branch and Board activities, in 2009 Martin undertook the role of project manager for the review of Queensland Streets. He undertook the role of engaging the stakeholders and obtaining the funding contributions, as well as coordinating the steering group and the workshops across Queensland. Martin is a worthy recipient of this Award of IPWEAQ Engineer of the Year.

Pat elected to present the paper at the INGENIUM New Zealand Conference held in Wellington. He has written some notes:

“Despite being waylaid by the Chilean Ash Cloud, I eventually arrived in “Windy Wellington” at midnight and 24 hours late.

The NZ Capital certainly lived up to its name with temperatures in single digits, and the weather wet and windy. My aging body reminded me why I no longer live in Wellington and now reside in Tropical Far North Queensland.

The conference could have been transplanted to anywhere in Australia. IPWEAQ Members Highly Awarded at the IPWEA Conference

At the recent very successful IPWEA International Conference IPWEAQ came away with five Awards:

Public Works Project of the Year (sponsored by Engineers Australia) Wide Bay Water Corporation - WetSide Water Education Park

WetSide Water Education Park is a unique, free, seaside public space that teaches visitors about the value of water and its sustainable use in a fun, interactive, integrated way.

The park is located on one hectare of foreshore land at Pialba, Hervey Bay, and is fitted with onsite stormwater harvesting and treatment equipment. It is believed to be the only recreational water facility in the world that is harvesting water from urban run-off in this way. The stormwater treatment is a key educational component of the park and helps to supply more than 300 jets and fountains in the park.

The prize was accepted by David Wiskar on behalf of Wide Bay Water Corporation.

Keith Wood Medal Gil Holmes (LOGOV Manager)

To recognise outstanding service to local government engineering and the IPWEA. We were saddened by Keith Wood’s passing the week prior to the Conference, however he has left a lasting legacy.

The IPWEAQ Board nominated Gil Holmes for the Keith Wood Medal. Gil was President of IPWEAQ from 1984 to 1986 and a Trustee of the Foundation since then until the end of 2010. Gil has been a dedicated Trustee and LOGOV Chair throughout this time, and while he has retired as a Trustee he continues to finalise the carryover from the 2010 very wet event and ensure that his handover to his successor is trouble-free.

Career Gil Holmes commenced his career in 1962 as a Cadet Engineer at Brisbane City Council and retired as District Engineer 36 years later. He worked initially in Water and Sewer, then Works, followed by the Business Unit structure.

Emeritus Membership Dawson Wilkie

Dawson’s nomination was made by the IPWEAQ Board. He was presented with his Award at the IPWEAQ State Conference in Maryborough.

Dawson has been a member since prior to current records in the Division (pre 1993). He has had a strong involvement in the Division, commencing as Branch President on 19th November 1999.

Dawson always encouraged new membership in the Branch, and making sure that the new members were welcomed and invited to Branch Conferences. He ensured that Branch Conferences were hosted at as many Councils as possible, providing additional support where possible.

Dawson commenced the NQ Supervisors Conference in 2005 and in his role as Director of Engineering at Townsville City Council, a position he held for 14 years, he and his staff developed and produced this conference until 2009 when it was held in Mackay.

In 2004 Dawson was a driver of the commencement of the Queensland Water Directorate. Dawson worked tirelessly to ensure the success of this business venture for the Institute and its success today is as a result of his hard work. Emerging Leader Nadia Ives, Toowoomba Regional Council

Nadia’s nomination was made by the IPWEAQ Board. She was presented with her Award at the IPWEA International Conference in Canberra with other Emerging Leaders from each State.

Synopsis Since commencing her role of Principal Engineer South West (Construction and Maintenance - Engineering Services) with Toowoomba Regional Council in January 2009, Nadia Ives has been the key person in implementing the co-ordination and management of engineering services within three previous Shires of Millmerran, Clifton and Pittsworth. She has also instigated and currently chairs the Women in Engineering and Science Group at Toowoomba Regional Council.

IPWEAQ State Conference Annual Golf Day

Our annual golf day was held at beautiful Hervey Bay Golf & Country Club this year, and was first up on the social program of our most recent and highly successful IPWEAQ State Conference. The weather gods smiled on us, as the 29 players who attended were treated to excellent conditions for the whole of the round. This was a stark contrast to the rather damp conditions enjoyed by a few very hardy players at last year’s event. The club put on a very fine golf burger lunch to help sustain the players through the round, which must have worked as there were some great score cards handed in at the end of the day. Every year, around 2 800 crashes in Queensland result in death or serious injury. Road crashes are preventable. It is time to take action. IPWEAQ took action on the 4 October, 2011 at the Mantra Hotel, Hervey Bay by bringing together people from government and industry for the inaugural Road Safety Seminar.

At this first gathering a keynote presentation was given from Professor Narelle Haworth on “Road Safety in a Changing World”. The National Road Safety Strategy was updated with a presentation on “Safer Roads Area - Infrastructure elements”. Passionate ‘Grass Roots’ perspectives were heard from David Behrens - Campbelltown City Council and Kerry Doherty - MBRC.

John Walker – BRC, Martin Crow – RCC along with James Cahill – TMR joined David and Kerry on a wonderful panel discussion on Local Government Strategies.

Underpinning the day was the safe system approach with the four guiding principles: • People make mistakes; • The human body is vulnerable; • The road system should be ‘forgiving’; • Responsibility for road safety is shared.

Jason Deller wrapped up the day and closed with a group photo of everyone pledging to contribute what they can within their organisation to the Decade of Action for Road Safety. It was an emotional conclusion to a powerful day. See you at next years’ seminar at Sheldon on Tuesday 2 October!

It was great to able to catchup with many of you during the conference in Wide Bay and to renew friendships with colleagues from around the state. As usual the conference was well organised thanks to the IPWEAQ office staff - a great effort from Christine and the team.

It struck me once again how tight knit our industry is. From the suppliers, contractors, consultants and government sectors the camaraderie and mutual support that enables all of us to accomplish great outcomes for our communities was very evident in the trade exhibit area, the conference sessions and social events.

It seems that I never leave a conference without finding some new or innovative product among the trade displays that might be useful in a project. This time I was impressed with a modular, precast fishway system - I’m sure some of these will find an application in one of our culvert projects soon.

The Excellence Awards were a fitting tribute to how as an industry we deliver even though we are sometimes a bit reticent to let the world know about it. It is always gratifying to see some of the smaller organisations achieve awards, proving that you don’t have to be big to produce clever, innovative and successful projects. Congratulations to all the winners especially the People Award winners.

North Queensland Branch

This year’s Annual IPWEA North Queensland Supervisors Seminar was hosted by Townsville City Council from the 14-16 September 2011. The seminar was held at a number of local venues show casing some of the iconic locations of Townsville, such as The Strand, Palmer Street and Ross River. This years theme was ‘Constructing the Future and Challenging the Past’. A number of the presentations focused on different techniques and systems to assist the future construction of the north, providing delegates the opportunity to enhance their skills and knowledge.

The Technical Tour was hosted by Abigroup which included a tour of two major projects currently in progress in Townsville, the Port Access Road and the Douglas Arterial Road Duplication. Both of these projects show cased multi million dollar road infrastructure projects including a number of bridges, two of which span the Ross River. Both projects are of regional significance to Townsville in providing a duplicated section of the around the outskirts of Townsville that saves road transport time and allows residents to travel more safely to their destination, and a dedicated road into and out of the Port of Townsville, a major economic driver for the city. Once again thank you to the sponsors and presenters of this years event, without their support it is difficult to hold such events regionally.

I would also like to also make mention of the very successful 2011 IPWEAQ state conference which was hosted by Fraser Coast Regional Council at Maryborough. Congratulations to Carpentaria Shire Council for winning the up to $5M Water, Waste Water, Sewerage and Drought Management project Excellence Award - Well Done. The full branch conference was held on 8/9 September 2011 in Rockhampton. This conference was rescheduled as a result of flood inundation of a substantial part of the region. The conference commenced with a successful BBQ and lawn bowls evening attended by approximately 30 delegates. The formal part of the conference was held the following day and presided over by outgoing Branch President Martin Crow. Delegates were treated to a variety of excellent papers. The Key Note Address was presented by Trinity Graham and her team from Aurecon. Trinity gave a detailed summary of the Rockhampton flood studies. Delegates found this particularly interesting in light of the extensive flooding which took place throughout the Rockhampton and Fitzroy River Basin in January 2011.

The conference included the AGM where the delegates elected executive positions of the branch. I addressed the delegates and touched on a number of issues that I would like to promote during my term. The full branch conference will be held in the first part of 2012 with expressions of interest offered by delegates from the Bundaberg region to host the conference. Hervey Bay also offered to support the conference if held in their region. However, the President believes that the Central Highlands area would be ideal given its geographical central location to the branch.

The AGM also agreed to support a 50% discount for first year membership for new members. Each member is encouraged to promote the benefits of being a member of IPWEAQ and encourage other professional non members engaged in the industry to join the Institute. In particular, this could apply to the Department of Transport and Main Roads and Professional/Technical officers from the Department of Environment and Resource Management. I look forward to sharing ideas and leading the Central Queensland Branch forward over the next two years. Wow. What a great state conference we had in Hervey Bay and Maryborough. The quality of presentations always amazes me at these conferences, from keynote speakers, to private industry, to council officers, every session and every talk was well worth attending. The opportunities to see what is available to us in the marketplace, as well as to hear what initiatives other councils are undertaking, are what makes both the state and branch conferences so valuable. The information sharing and networking opportunities are also endless, and I certainly left the conference with numerous new contacts.

Of course we can’t forget the sponsors, who as usual provided wonderful support to the event, and we were provided with many opportunities to talk to the company representatives both at their booths, and at the numerous social functions they sponsored. The success of the conference is a tribute to all that contributed to it, as well as the organisational skills of Christine, Suzanna, and all the IPWEAQ staff. Congratulations also to the new board, who were officially welcomed at the AGM held at the conference.

Don’t forget to attend our South West branch conference to be hosted by Lockyer and Somerset, November 17-19 at Gatton. Water Skills Partnership

Sunwater is the most recent organisation to join the Queensland Water Skills Partnership, creating a great opportunity for collaborative projects over the coming year. This clearly demonstrates a recognition of the importance of issues affecting regional communities, including increased competition from the resources sector.

Membership of the partnership is voluntary, and the benefits of membership are proving to be significant, with substantial additional funding negotiated with the State towards new training places through a program to be administered in partnership with LGAQ. The first product to be released, an industry induction program targeted at new and prospective employees is nearing completion and will be available soon. The feedback to date has been excellent and we intend to provide regular updates to the program as well as customisation for members.
