State 211 Project 主办单位 PhD Workshop Hosted by: China Your Offer Makes More Senses Here… 博士生国际招生面试交流会 PhD Workshop China State 211 Project State 211 Project is the Chinese government's new endeavor aimed at strengthening about 100 institutions of higher education and key disciplinary areas as a national priority for the 21st century. The implementation of State 211 Project is an important measure taken by the Chinese government in its effort to facilitate the development of higher education in the context of the country's advancement in social and economic fields. Primarily aiming at training high-level professional manpower to implement the national strategy for social and economic development, the project has great significance in improving higher education, accelerating the national economic progress, pushing forward the development of science, technology and culture, enhancing China’s overall capacity and international competitiveness, and laying the foundation of training high- level professional manpower mainly within the educational institutions at home. During the 9th Five - Year Plan period, the government will initiate actions to strengthen a number of institutions of higher learning and key disciplinary areas. It is envisaged that after several years' efforts some 100 institutions of higher learning and a group of key disciplinary areas will have greatly improved their quality of education, scientific research, management and institutional efficiency. In addition, these institutions will also have made remarkable progress in reforming the management system and consequently become the bases for training high-level professional manpower and solving major problems for the country's economic construction and social development. As a result of such efforts, this group of institutions will set up national standards in overall quality, with some of the key universities and disciplinary areas approaching or reaching the advanced international standards. The majority of them will have enhanced their physical conditions and staff competence, in addition to noticeable achievements in human resources training and scientific research. Adapting to regional and sectional development needs, these institutions are expected to play a key and exemplary role. Jing-Jin-Ji Region, People’s Republic of China Michael Lindfield, Xueyao Duan and Aijun Qiu 6.1 INTRODUCTION The Beijing–Tianjin–Hebei Region, known as the Jing-Jin-Ji Region (JJJR), is one of the most important political, economic and cultural areas in China. The Chinese government has recognized the need for improved management and development of the region and has made it a priority to integrate all the cities in the Bohai Bay rim and foster its economic development. This economy is China’s third economic growth engine, alongside the Pearl River and Yangtze River Deltas. Jing-Jin-Ji was the heart of the old industrial centres of China and has traditionally been involved in heavy industries and manufacturing. Over recent years, the region has developed significant clusters of newer industries in the automotive, electronics, petrochemical, software and aircraft sectors. Tourism is a major industry for Beijing. However, the region is experiencing many growth management problems, undermining its competitiveness, management, and sustainable development. It has not benefited as much from the more integrated approaches to development that were used in the older-established Pearl River Delta and Yangtze River Delta regions, where the results of the reforms that have taken place in China since Deng Xiaoping have been nothing less than extraordinary. The Jing-Jin-Ji Region covers the municipalities of Beijing and Tianjin and Hebei province (including 11 prefecture cities in Hebei). Beijing and Tianjin are integrated geographically with Hebei province. In 2012, the total population of the Jing-Jin-Ji Region was 107.7 million.

    Urban Development Planning/Needs Assessment Collaborators: Guangxi University of Technology, Departments of Foreign Languages and Social Work Guangxi University, Nanning, School of Public Administration Pingxiang Mayor and City government Photo Courtesy of Field School Participants The purpose of this project was to illustrate objective, systematic, and representative community needs and assets assessment methodology to Chinese social science and public administration students and faculty; city and regional planning staff and officials; as well as U.S. graduate and undergraduate students. The objective of data collection was to help inform local planning and policy decisions and improve responsiveness of government, give some voice to local resident concerns, and serve as a pilot study for potential comparative urban studies (such as U.S. versus China perceived community needs). The urban project was planned to be implemented in the city of Liuzhou, but like the rural project, the urban development project was delayed by local officials so the research site was moved to Pingxiang and included the collaboration of students and faculty from Guangxi University in Nanning. Some of the findings include: • The only problem approaching a moderate level of concern was unemployment. • All the others were identified by most residents as “not a problem” or a small problem. • When asked what areas of the community needs the most improvement, the responses varied. The most common were public safety/security and street lighting, followed by the environment and maintenance of public property. • Asking about local services resulted in more critical responses: residents were only moderately satisfied with all the city services and neighborhood resources.
