1. WELCOME

Bishop Rubin asked the Archdeaconry of Ingagane to lead the meeting in worship. He said the Archdeaconry of North Coast would lead worship at the next Diocesan Council Meeting. The Scripture reading was from Ephesians Chapter 4 versus 1 – 6. The challenge is to live up to your calling for the Lord’s sake. To ensure the unity of the spirit and for all parishes and regions to be united in the Lord.

Mr Ngubane then introduced those who had lead the worship.

Bishop Rubin thanked the Archdeaconry of Ingagane and welcomed everyone, particularly those who were attending Diocesan Council for the first time. Special mention was made of the new Mother’s Union President, Mrs Vilakazi. He congratulated the Venerable May Laban on her recent birthday and the Revd Gary Thompson on becoming a grandfather.

He said that the Diocesan Council is a very important body in the Diocese of Natal. The highest decision making body was Synod followed by Diocesan Council which is made up of the regions with representatives elected from those regions, these included the , a clergy person and lay representatives. He also said that although the Diocese is Episcopally lead by the it is Canonically governed.

4. Matters Arising from the Minutes

4.1 Provincial Synod Resolution on Education

Bishop Rubin said that he had approached someone to head an Education Committee but at the moment she was involved in a project, he would approach her again once it was completed. He also said that St Mary’s Diocesan School was hosting a meeting of Heads of all Diocesan Schools in Southern Africa, he would raise this matter again then.

4.2 Auditors/Churchwardens responsibilities

Bishop Rubin said that everything one needs to know about our PBO status is contained in the Parish Manual.

Bishop Nkosinathi asked what the impact of all the organizations would be on the PBO status.

The Diocesan Secretary replied that all organisations under the umbrella of the Church need to submit their Annual Financial Statement to the Diocesan Office. This information can be included in or attached to the Blue Form of the Parish. SARS need to know the total gross income of the Diocese. Rental of property can cause a problem if it is more than 5% of the gross income of the Diocese as the Diocese would be required to pay tax. In any event 85% of the income of the Diocese has to be related to what our main objective is, which is being a church.

The Finance Manager mentioned that it was necessary for all organisations (eg. Mothers’ Union, St Bernard Mizeki, AWF, St Agnes Guild) not to have individual bank accounts and work independently but to work through the Parish account.

He also said that when Clergy fill in their tax returns they must be honest about their income as SARS is now monitoring the Diocese.

Bishop Rubin said that he would be writing to the different organisations to arrange a meeting with them to discuss their Annual Financial Statements.

5. ARCHDEACONRY REPORTS/MOTIONS

Bishop Rubin asked that the person presenting the report not necessarily read the report as these had already been sent out and were taken as read, but that one or two points be highlighted.

5.1 Cathedral/Pietermaritzburg

The Revd Vusi Mqadi presented the report in the absence of Sibisi who was on leave. He said that youth members of St David’s Prestbury had joined the Cathedral youth for a very successful weekend leadership camp which was held at L’Abri near Greytown. He said that Vernon Hammond had contributed to the training at the camp.

Bishop Rubin informed the meeting that the Revd Vusi Mqadi would be moving at the end of the year to take up a position at the Parish of St Augustine’s, Umlazi and that Dr Makhosi Nzimande would be joining the Cathedral and would be ordained a Deacon in November.

5.2 Ingagane

It was noted that The Venerable Ngcobo had submitted his report and sent in his apologies. No one spoke to it.

5.3 Msunduzi

The Venerable Mangena presented her report saying that there was a lot of positive work taking place in the region although it had been quite difficult with the merging of two archdeaconries to get all the clergy together for meetings for one reason or another.

When the clergy had met they had agreed that youth development and training would be the priority for this year. They had invited the Revd Kevin Robertson from Emseni Youth Development to speak to the clergy. The content of his discussion, with notes, was shared extensively at the last Regional Council meeting. Parishes have been given preparatory work to do before actual training can begin.

Retired priest, the Revd Johann Vilakazi, addressed Regional Council on his PHD research..

5.4 Umkhomazi

The Revd Wayne van Heerden presented the report in the absence of the Venerable Frankie Thacker who is on sabbatical in the UK.

He said that :

● Lay Ministers had attended a Lay Ministers’ Workshop held at the Cathedral on 23 June lead by Bishop Nkosinathi. A similar workshop will take place at Springvale in isiZulu on 18 August. ● Parish of Richmond hosted a Clergy Forum at which the Director of PACSA spoke on Gender Violence bringing useful resources to share with the clergy. ● Retired priest, the Revd Johann Vilakazi, addressed Regional Council on his PHD research on the potential of ‘Outstations’ (Chapelries) with particular reference to rural areas.

● There had been prayers for the Revd Shange who had recently lost her husband and had an accident in which she rolled the parish vehicle. ● The Revd Kevin Reddiar is doing a sterling job in the Parish of Ixopo. ● St Mary’s were involved in organizing a soccer tournament for 14 local schools. ● Eston Mid Illovo United Church was broken into but fortunately nothing stolen. ● St Bernard Mizeki Diocesan School is still being dealt with by the Department of Education. The School will celebrate its 21st Anniversary in September.

5.5 Umngeni

It was noted that The Venerable Mosdell had submitted his report and sent in his apologies. No one spoke to it.

5.6 Uthukela

It was noted that The Venerable Ngcobo had submitted his report and sent in his apologies. No one spoke to it.

5.7 Durban

The Venerable May Laban presented her report.

● She congratulated Bishop Rubin on his appointment as Dean of the Province of the Anglican Church of Southern Africa. ● St Mary’s, Greyville is being cared for by the Lay Ministers. ● Christ Church’s Sunday school is growing and there is a need for committed teachers. They have also experienced burglaries and are repairing the fence. The parish is planning to establish a day care/crèche in the Church hall. ● St Aidan’s men’s group had a service at the Japanese Gardens. 16 women attended the AWF AGM at Inanda. Tea was served to outpatients and nurses on President Nelson Mandela’s birthday. A library is available for the congregation. The car park has been re- surfaced and the rectory fumigated. ● St James’ is celebrating their 110th Anniversary, a service was held on 22 July. Pastor Brett from the Vineyard Church was the Preacher. They celebrated a street market, flowers and music through the church. Revd Meyer is looking forward to the birth of his third child. ● St Paul’s have Sunday school children trained as Servers and they lead the service on family Sundays. A new youth group has been formed with thanks to Ms Pearl Nzuza and Revd Brian Mahlambi. Communion Service is held in six retirement homes in the city and the numbers are increasing. The Mother’s Union is celebrating Women’s day with a Wellness program. The choir appeared on

national television to celebrate Seafarer’s Sunday. The Parish is looking forward to the wedding of Revd Pinky Jwara and Revd Lovington Nyoni.

Bishop Rubin asked that everyone be more vigilant and careful as there have been many burglaries as well as one Priest being held up in his home.

5.8 Durban Ridge

The Venerable Msimango presented his report.

● St John the Divine had the copper roof off the belfry stolen. ● Sydenham held a Mother’s Day, the R2 000 raised was presented to the John Palmer Home for the blind. The youth organized a picnic to the Japanese Gardens. ● St Thomas is hosting a mission to the parish in conjunction with St st rd Elizabeth’s and St Agnes’ on the weekend of 21 – 23 September. ● St Faith’s will be hosting the St Bernard Mizeki service on 25 and 26 August 2012. ● Christ Church has launched a Wellness Clinic to be held the last week of each month.

Bishop Rubin said that he is looking into appointing a Priest for Cato Manor/Chesterville towards the end of the year.

5.9 Durban South

The Venerable P Dludla presented his report and said that he has been able to meet with all the parishes and is enjoying getting to know them.

● Parish of Bellair is still having trouble with their tenants. ● Parish of Bluff is working on developing the parish. ● Parish of Chatsworth is planning a youth camp and youth Sunday. ● Parish of Enwabi has 100 confirmations, 40 of which are adults. ● Parish of Lamontville celebrated its 55th Anniversary service on 29 July. ● Parish of Merebank are begining to work together. ● Isipingo held a Patronal service. ● Parish of Wentworth held an Alpha course which was the source of spiritual growth. ● Regional conference for parish Councils will be finalized at the Regional meeting on 21 August 2012. ● Mr Andile Mvelase the youth representative was chosen to represent the Diocese at PYC. ● The Parish of Umlazi has submitted its building plans for a new church. They already have R2 million and will be having a fund raising event in the near future.

5.10 Lovu

The Revd Margie Wishart, senior priest, has stepped in to help the region since the sudden and unexpected move of the Archdeacon. She said that the region is becalmed and it is doing its best to work through this stage.

Bishop Rubin said that a number of new priests would be moving to the region. The Revd Andrew Manning from the Diocese of Highveld would be moving to Amanzimtoti and when the Revd Margi Silva retires in February 2013 a priest will take over from her at Parish of Umzinto.

5.11 North Coast

The Venerable Peter Houston reported that there is a wonderful team of clergy in his region and they are very excited about the future because of the great potential increase in parishioners they could glean from the expected expansion of Ballito and the planned Dube City.

Bishop Rubin asked Venerable Houston to mention the envisaged tour. He said that Bishop Rubin was very keen that the clergy get together and have a strategic tour around the area to visit the developing areas. The Revd Canon Peter Gunning from Parish of Maidstone is trying to arrange a meeting with the Regional Town Planner to try and tie in with the Dube City development and the projected phenomenal growth between Ballito and Maidstone over the next few years, to find a way to get the Anglican church in early.

5.12 North Durban

The Venerable Mike Skevington presented his report.

● Parish of St Columba continues with its “Ignite” initiative which is a key part of parish life. ● St Margaret’s, Northlands held a leadership workshop in May which clarified their vision. The church had a wonderful women’s weekend. ● St Michael’s, Umhlanga is improving and enlarging the hall kitchen. ● Parish of KwaMashu has started the building work on phase two. There is dynamic life and growth in the parish. ● St Martin’s Durban North has various prayer initiatives that are being introduced as well as ways to build fellowship and reaching out more effectively. A Christian Life and Mission course will begin in August.

Bishop Rubin said that the Parish of KwaMashu’s building project will cost in the region of R10 million. The Parish have already raised over R2 million. They have strong support from their lay people who are driving the project. Bishop Rubin also said that he likes it when the Parish takes the initiative to raise funds for their projects.

Bishop Nkosinathi mentioned that Chapter is to be held at Madadeni and the members of Chapter would be visiting the different developments taking place in the region.

5.13 Pinetown

The Venerable Andrew Warmback presented his report.

● Parish of Clermont had their 1st leadership workshop. There was good participation and they have been given home work to overcome difficulties in expenditure in the region. ● The Revd Bongani Mngomezulu’s death on the 20 June 2012 was a great loss, he had been a priest for 25 years. Prayers for his family were requested. ● The youth attended the Diocesan Youth Day celebrations at the Cathedral. ● St Michael and All Angels extension will be dedicated on 30 September by Bishop Rubin. ● The region is fortunate to have the Revd Gary Thompson in their region. They had a Stewardship Meeting on 14 June 2012. ● The Revd Johann Vilakazi, addressed Regional Council on his PHD research. ● The Third Rubin Phillip peace Lecture will take place on Sunday 21 October at St John the Baptist, Pinetown. The lecturer will be Prof Jonathan Jansen.

5.14 Umzimkhulu

The Venerable Patrick Nene presented his report.

● The Region as a whole is doing well. ● The Regional youth day held in July with Pearl Nzuza was very successful. ● The Revd Johann Vilakazi, addressed them on his PHD research. ● The Deputy President of Mother’s Union Mrs Zipho Nyawuza is from the Parish of Margate. ● Bishop Nkosinathi confirmed a small group of people in June. ● Parish of Harding’s growth is good. Two St Agnes Guild members were enrolled this year. ● Parish of Port Shepstone have completed the first season Alpha Course. In August they will celebrate their Patronal Festival. ● Parish of Umzimkulwana are going to have the rectory flooring fixed. 5.15 Diocesan Organisations/Bodies

Youth Report

Pearl Nzuza the Diocesan Youth Co-ordinator presented her report.

● She said that her visits to the regions had been published in the iZindaba. ● Some regions were not represented at youth council. ● When visiting the regions they had held workshops, talks and fellowship. ● At St Augustine’s, Umlazi she had addressed a group of 47 young ladies and Revd Gumede invited her to address a group of 26 young men as well on the same topic “Knowing your identity in Christ” ● She said she would be visiting Pholela ● She thanked the Bishops, and clergy who support youth ministry and always give them a platform to grow. ● Lastly, she said she would love to be invited to all the regions and parishes and that they were please to contact her.

Children’s Ministry

Mrs Rose Phillip, Chairperson and Co-ordinator presented her report.

● She thanked the clergy who communicated with their co-ordinators and teachers about training sessions in their area. ● She said that Children’s Ministry has a team that goes from area to area. ● They visit two areas in the first half of the year and another two in the second half of the year. Areas visited are All Saints Ladysmith, Cathedral, St Pauls Durban and St Katherine’s Port Shepstone. ● Another Koinonia Weekend is being planned in 2013 because the last one held in 2011 was so successful.

Stewardship

The Revd Gary Thompson said that he had not submitted a report as there had not been a meeting since the last Diocesan Council but that he would have a report for the next meeting.

He said that he had emailed the clergy requesting any input/material that would be useful to include in the folder that he is compiling. E.g. Sermon outlines, themes and greetings, prayers, envelope forms, books to purchase. Once done he can circulate to everyone hopefully by the end of September/October.

Bishop Rubin said he was pleased that the manual was being compiled and asked the Revd Thompson if he could address the Coastal Episcopal area to speak and have a discussion about stewardship. He said that he would furnish a date for this meeting. He said that Parishes were welcome to approach the Revd Thompson individually, although addressing a region would be easier.

Theological Education and Formation Committee

Bishop Rubin introduced the Revd Canon Dr Peter Wyngaard who is the new Director of Theological Education and Formation who started in this position on 1 August 2012.

The Revd Canon Dr Wyngaard said that his role as Theological Educator is that the Bishops undertake to be the teachers and guardians of the faith and in his view he is in this position to help and support them in their teaching of the faith.

To reflect on what is meant by teaching, there are three aspects.

● Head - academic Study, intellectual development ● Hands - the skills, how to run a parish, services, funerals, administration ● Heart - Attitudes philosophy of life, spirituality

Transformation – As Christians we all need to be transformed to become like Jesus. By running workshops, studying further and improving skills one can transform the church and in that manner help change the world.

Bishop Rubin said that the Diocese would invest ± R 1 million for further accommodation in the Colenso House property or the purchase of the House of Studies if available. He also said that it was now a pre- requisite for anyone ordained to have a Degree in Theology or working towards a Degree. Some of the students at present are embarking on a Masters Degree. He said that the College of Transfiguration still played an important role and needed the Diocese’s support, but it was now necessary for the Diocese to have its own educational facilities. The training offered, in time, will not only be for equipping the clergy but will include training of lay leaders.

St Agnes Guild

Mrs Zodwa Hlatshwayo, Deputy President presented the report in the absence of Ms Hadebe.

● Members are involved in community activities. ● Durban and district had a gala dinner in which an education fund was launched. ● Significant spiritual growth with some members studying to become priests. ● The three Presidents of AWF, M.U. and St Agnes Guild met to discuss how the Women Ministries of the Diocese could work together. ● A retreat was run by Bishop Seleoane in July. ● The Committee will be meeting the Women Ministries to formulate a standard curriculum to be following in teaching the disciples of the guild.

● St Agnes Guild thanked the Bishops, Dean, Diocesan Chaplain and Regional Co-ordinators and all members of the Diocesan clergy for their valuable advice and support.

Bishop Rubin thanked her and asked her to extend our gratitude to the President. He asked that Mrs Hlatshwayo send the names of the new office bearers to Bishop Rubin’s office for inclusion in the iZindaba.

Mother’s Union

Mrs Vilakazi the newly elected President presented the report.

● The Annual Nguni Cluster meeting took place at St Faith’s Mission Durban on 26th May 2012. Five Dioceses were represented. Bishop Rubin conducted the Eucharist Service and Bishop Tsietsie gave an address on the “Role of a Women in the Church and in the family”. Mrs Mhlongo from the Department of Health spoke on the Domestic Violence Act. th ● The Diocesan Executive election took place on the 30 June. ● Mother’s Union and District and the AWF had a party for the elderly members of the church. ● Food parcels were donated to Motala Farm and Nazaret in Pinetown. ● All newly elected Diocesan Presidents had a retreat in Gauteng in July. ● Regional training took place in July. ● Enrolment Service will take place in Howick on 9 September 2012. ● Mrs Vilakazi thanked Mrs Ngubane for her dedicated work and talent and leadership as the past President of the Mother’s Union.

Bishop Rubin said that he would be bestowing the Order of the Holy Nativity on Mrs Florah Ngubane for her dedication to the Mother’s Union.

He said that he had waited for the elections to be held before meeting with the new Presidents of the Women’s Organisations over the issue of a co-ordinator/worker for the Women’s Organisations.

The Revd Tembe asked whether in future the Women’s Organisations could send their itinerary to Bishop Rubin before advertising dates as the 9 September is a Sunday and the clergy will not be able to attend the enrolment service.

Bishop Rubin said that once he had met with the organisations to work on the diary for 2013 he would send out a directive to all parishes.

Bishop Rubin said that the Diocese should affirm the part that all Organisations contribute within the Diocese, he had thought of inviting the leaders and chaplains to a service at the end of November where they would be prayed for.

Environment

The Revd Margi Silva spoke of the recycling initiatives in her area. She said that Pennington have linked with the conservancy and have different colour containers to throw glass, paper etc. into. Another of the initiatives is that two ladies in the parish are making necklaces out of magazine paper. She gave one necklace to Mrs Rose Phillip and held up an example for people to see. The third initiative was to ask a group of orphans to make paper carrier bags out of old newspapers. The meeting was impressed by the creativity of these projects.

St Bernard Mizeki

Mr Khehla Dube presented his report. He said that they had their enrolment service on 16 and 17 June 2012. 400 men attended the Saturday Service and 1400 the Sunday Service, this showed a substantial growth in their numbers. After the enrolment service on Saturday they were given a talk and counseling by a person from the Department of Health on relevant issues such as cancer, BP, diabetics, HIV and Aids, some of the men chose to go for free testing. He thanked Bishop Ndwandwe for attending on the Saturday and said it was really appreciated. As part of their social outreach the Guild visited six families in Richmond with food parcels and to pray with them. He said that one particular family’s home had been burnt to the ground and they had absolutely nothing left, the Guild had apart from the food parcel contributed money towards a stove so the family could cook for themselves. He asked if anyone could assist to please contact him in this regard. He said that the Guild was looking forward to a visit from the Diocese of Highveld on 25 August 2012.

Anglican Women’s Fellowship

Ms Mbongwe presented her report. She said that the leaders of the Mother’s Union and the St Agnes Guild had joined them with the determination of starting a journey where they as women of the Diocese would work together to do God’s work. Motivated by the strong desire to see people being self-reliant they spoke to Prof Allen Femi Lana of the Institute for Rural Development and Community Engagement at Mangosuthu University of Technology, about starting church and/or even home gardens in those areas were it would be feasible. He was very keen to help them and a further report on the program and progress will be presented at a future meeting.

Bishop Rubin thanked the Archdeacons for their reports and the Clergy for their input and what happens in Parishes. He thanked the Heads of the Organisations for their informative reports. 6. CENTRAL FUND BUDGET – FIRST DRAFT 2013

Bishop Rubin explained the process of implementing the Budget. The Diocesan Secretary said that the Special Budget Meeting where feedback is given by the Regions is to be held on 11 October 2012 at 9.00 am at the Cathedral Centre.

He asked that a schedule of offers from the parishes for each region is compiled and brought to the meeting on 11 October 2012.

The Central Fund Draft Budget was then tabled and the Diocesan Secretary briefly led the meeting through the budget. He highlighted the following:

● An increase in the clergy stipend by 6.5% (2012, R171 264 – 2013, R182 400). Parishes to provide housing and utilities, transport, reimbursal of reasonable costs for personal vestments, books etc. ● 19 Retired clergy/widows receive a pension augmentation, the majority receive medical assistance. Pension augmentation has been increased by 6.5% on actual 2012 figures. ● A transfer of R125 700 will be transferred to the Travel and Removal Fund. ● The stipend/pension budget is made up as follows.

● Theological Education and Training. The Training/Workshop budget amounts to R102 000. ● Ordinands training for 2013 is estimated to be about R950 000. ● Evangelism/Growing the Church budget for 2013 is R36 000. ● Diocesan contribution to the Cathedral Centre has been set at R534 036. ● A total of R2 792 924 from Diocesan Trust Funds will be credited to the budget. ● A 6.8% increase in assessments on average if we are to grow the church and cover the stipend package. ● The new rates act could possibly change, he said that he would report back to Parishes if he received any information. ● 160th Anniversary Celebrations will be funded from the Accumulated Funds of the Central Fund. ● Page 4i explains what happens to each Rand of our assessment ● Page 4iii explains what happens to each Rand we give to ACSA based at this stage on the 2012 budget. ● Page 5 gives a breakdown of total gross expenditure and how it is financed.

Bishop Rubin said that some parishes do not cover the cost of their priest which is unfair and they should endeavour to do so. He said that it is the Diocese’s responsibility to pay a living wage to their clergy.

The Revd Thompson pointed out typographical errors on page 1 and 2. The amended budget pages are attached. He also asked how come the Bishop received a bigger budget than the Suffragan Bishops. This in part is made up of the bigger staff complement of the Diocesan Bishop and the cost of Chaceley Place.

A question was raised as to how the youth budget is allocated. This is for workshops at diocesan level and there is an allocation for regions. Bishop Rubin and the Dean control the budget. Funds can be applied for through the Bishop. The Diocesan Secretary mentioned that Bishop Rubin needs a communications officer as this is a very large Diocese, this person would be employed on a contractual basis and that is why this budget had increased significantly.

It was agreed that the budget could be sent out electronically.

8. GENERAL

8.1 Thelological Education/Anglican House of Studies

This was discussed under Item 5.15.

8.2 160th Anniversary of the Diocese of Natal in 2013

Bishop Rubin said that he had intended breaking the meeting into sections to discuss “What would you expect for the 160th Anniversary Celebrations” but time was running out. He asked that the Archdeacons take this back to their regions and discuss it and draw up a list of ideas to be forwarded to his office.

8.3 Parish Manual – updated

Bishop Rubin said that the Parish Manual had now been updated and printed and was available for distribution.

8.4 Clergy Handbook – new

A Draft Clergy Handbook has been produced, this is aimed at Stipendiary Clergy and holds all information that Stipendiary Clergy need to know regarding, Rules and Regulations as well as Guidelines on Deceased Estate Administration and an example of a Will, also included are contact details. A Clergy Forum will be held towards the end of September to go through the handbook.

8.5 2013 Diary

Bishop Rubin said that his office had started working on the 2013 diary dates and asked that Parishes and Organisations send dates to his office where they would like a Bishop to be present in their Parish.

8.6 Closing date for holding of Vestry meetings is on 15th March

Bishop Rubin said that although it seemed very early Clergy must start preparing for their Vestry meetings in 2013. Set dates and plan to get their audited books ready for Vestry.

8.7 Izindaba – contributions and distribution

Bishop Rubin said that the Izindaba is a very useful and informative news letter. He asked that parishes use it for notices and information they may want to share.

8.8 Notice of 2013 budget

Bishop Rubin said that the 2013 budget first draft had been handed out to everyone and has already been discussed.

8.9 Diocesan Lenten Appeal for 2013 : Sweetwater’s Rectory

Bishop Rubin said that the Lenten Appeal 2012 had been for the Parish of Woodlands/Montclair. The 2013 Lenten Appeal would be given to the Parish of Sweetwaters to enable them to build a rectory. The aim of the Diocese is to create a new Parish of Sweetwaters, but a priest cannot be appointed until such time as a rectory has been built.

8.10 Diocesan Synod in 2013

Bishop Rubin reminded the meeting that a Synod will be held in 2013. Details will be shared at a later stage.

8.11 Acts of the Diocese of Natal

Bishop Rubin said that these had been printed and were available for distribution.

8.12 Theme for 2013

Bishop Rubin had been thinking about a theme for 2013 and said he is thinking about Spirituality. In addition, he would like to offer the clergy opportunities to become spiritual directors. He said he has been in touch with an Institute in Johannesburg who sent a lot of course material/information, he will with the help of a committee look at it and make it available to clergy. Some of the courses are as long as 2 years, depending what the person wants to achieve. Spiritual direction is not the same thing as preaching and teaching, he said it is a different ball game. There are many clergy and lay people, who can do spiritual direction as a

ministry in the Diocese.

He said that in his own journey in the matter of spirituality he is taking an extended retreat of 30 days.

8.13 20th Anniversary of the of Women

The Venerable Bellina Mangena said that this year in the Anglican Church of Southern Africa we would be celebrating the 20th Anniversary of the Ordination of Women. A special service is to be held in Pretoria on 24 September 2012 and ACSA have asked for one representative from each Diocese. ACSA have also asked that each Diocese have its own celebration. Bishop Rubin said that a date had not yet been set but would be decided on in the near future and asked every parish and organisation to support women’s ministry.

8.14 Bishop of Swaziland

Bishop Rubin asked the meeting if it would support the proposal that we send greetings to the newly elected Bishop of Swaziland. He asked Dr M Nzimande to draft the letter of greeting.

9. THANKS

Bishop Rubin thanked the Archdeaconry of Ingagane for opening with worship and reminded the Archdeaconry of North Coast that they were responsible for worship at the next Diocesan Council.

He also thanked the Archdeacons and Organisations for their reports. He thanked the staff for all the preparation that had been done for Diocesan Council.
