Notice of Preliminary Field Investigations for Amherst Island Ferry Docks Improvements

Dear Resident, Rankin Construction Inc. (RCI) and their design consultant Morrison Hershfield (MH) have recently been selected by the Ministry of Transportation (MTO) to construct the Amherst Island ferry docks improvements. The recommended plan for the improvements was determined during an Environmental Assessment Study completed in January 2014. Benefits & Improvements: • Easier access to and from the island; • Improved efficiency of ferry operations; • Better accommodation for increasing number of large commercial trucks and farm equipment; • Converting existing docks from side-loading to end-loading; • Larger paved parking areas and sidewalks; • Upgraded bubbler system for winter ice control; and, • New terminal buildings with public restrooms, bike racks and staff offices. Timing: • Design phase to be completed in mid-2017; • Construction phase to begin in late summer 2017; • New end-loading docks in-service June 2019; and, • Project completion summer 2020. RCI understands how important the Amherst Island ferry service is to the local community and is committed to communicating up-to-date information about the design and construction of this project. Although people should expect some temporary disturbances to local traffic, ferry service will not be impacted by the project. Public comments are welcome throughout the project. RCI will work with residents, businesses and other community stakeholders to minimize construction impacts. As the project progresses, a more detailed consultation and communications strategy will be developed. RCI’s first on-site task is to undertake preliminary engineering investigations and surveying this winter. During January 2017 surveyors and test drilling equipment will be working at both Millhaven and Stella docks and in the surrounding waters. There will be no impacts to ferry service during these investigations.

NOTICE OF STUDY COMMENCEMENT

DESIGN BUILD FOR AMHERST ISLAND FERRY DOCK IMPROVEMENTS MILLHAVEN AND AMHERST ISLAND, LOYALIST TOWNSHIP DB 2015-4199 THE PROJECT Rankin Construction Inc. (RCI) and their design consultant Morrison Hershfield (MH) have recently been selected by the Ministry of Transportation (MTO) to undertake the Detail Design Study and construct the Amherst Island ferry dock improvements (see Key Plan, below). The recommended plan for the improvements was determined during a Preliminary Design and Environmental Assessment Study completed and documented in a Transportation Environmental Study Report in January 2014. The project includes converting the existing side-loading ramps to end-loading in order to accommodate the Frontenac II and the future new Amherst Island ferry. This will allow for easier access to and from the island, improve the overall efficiency of ferry operations and to better accommodate the increasing number of large commercial trucks and farm equipment. The ferry service improvements will include: end-loading ramps; a larger paved parking area to accommodate more vehicles; sidewalks; an upgraded bubbler system for winter ice control; and new terminal buildings with public restrooms, bike racks, and staff offices.

THE PROCESS The study will follow the approved planning process for a Group ‘B’ project in accordance with the Class Environmental Assessment for Provincial Transportation Facilities (2000) with the opportunity for public input throughout the study.

The design phase has recently started and should conclude in mid-2017. The construction phase should start in late summer 2017 and be completed in the summer of 2020. Although there could be some temporary disturbances to local traffic and operations, ferry service will not be impacted by the project.

A round of Public Information Centres (PIC) will be held both in Millhaven and on Amherst Island. The PIC is tentatively scheduled for the spring of 2017. The date and location of the PIC has yet to be determined. A Design and Construction Report (DCR) will be prepared and made available for a 30-day public review period. Advance notice of the PIC and DCR review period will be placed in this publication and mailed to individuals and organizations on the project’s stakeholder mailing list, once details become known. It is a certification program used to measure and characterize ways building owners can reduce the environmental impact of their facilities. You requested more information about facilities for pleasure boaters, as well as shore amenities during construction. The scope of this project does not include docking facilities for private boats; however, the existing public boat launch will be reinstated. Our work includes the construction of temporary docks at Millhaven and Stella and the current plan is for the docks to be end-loading. End loading docks are more efficient and will ensure use of the full capacity of the ferry vessel. This project involves extensive land and water work at both terminals, including installing a new bubbler system at the docks only, construction of new terminal buildings, and the creation of additional parking and pedestrian areas, among other upgrades. Communications on this project has been exceptionally well done. </p><p>1. Project Coordination </p><p>It's an Island and the ferry provides a lifeline to the mainland. Residents are vulnerable to delays and unexpected events. Please confirm that emergency access will not be impeded. Please provide information to the public about: </p><p>• the proposed design and timing of the 700 m stretch of Highway 33 adjacent to the Millhaven dock included in the ferry dock project, • the proposed reconstruction of Highway 33 by MTO and • the proposed intersection changes by Windlectric Inc. at Highway 33 and County Road 4 • traffic delays related to the Windlectric Inc. creation of a new access road to the Muncipal park adjacent to the Invista lands, reconstruction of the existing road on the south parcel of the Invista lands, and road crossings by trucks, heavy equipment and turbines from the north to the south parcels of the Invista property crossing Highway 33 all of which can impact traffic and ferry access </p><p>Please ensure that all construction is coordinated such that one project is not paving a road only to have another dig it up and that any lane or road closures are communicated to the public well in advance. </p><p>Please provide confirmation that all detours, lane closings and traffic management will be coordinated with Windlectric Inc. so that the ferry project has priority. in the first few weeks of the turbine project, staff have failed to follow best practices for traffic management and have created an unsafe intersection which is an accident waiting to happen. Resents cannot rely on Windlectric Inc. for traffic safety. </p><p>2. Source of Cement </p><p>As the environmental assessment for the ferry project makes no mention of a cement batching plant and related fugitive emissions and noise, please confirm that all cement will be sourced from the mainland. The location of a cement batching plant on the Island in proximity to the Island school is of great concern and no additional cement production should occur on the Island particularly as it was not disclosed as part of the EA. </p><p>3. Exemptions to the Noise By-law </p><p>Please provide confirmation that NO exemptions to the Township Noise By-law will be requested. Please use creativity and ingenuity to determine "what would it take" to proceed with the ferry dock project without seeking exemptions to the noise by-law. The Island will be subjected to horrific noise from the heavy equipment and 15,000 truckloads of materials from the proposed wind turbine project. The Township Noise By-law should be respected to give residents some respite and construction should be restricted to 7 am to 8 pm Monday to Saturday.pm Another level of government should not put the Township in the position of having to deal with requests for exemption that could create a precedent for the turbine project. </p><p>4. Use of Ferry and Parking Areas </p><p>Please confirm that the the ferry will only be used for construction vehicles at non peak periods and ensure that the parking areas are not obstructed. Please ensure that the restriction on oversized vehicles on the ferry is respected. Please identify all project vehicles else you will receive complaints and concerns that may be best directed to Windlectric Inc. </p><p>5. Fuelling of Vehicles and Equipment </p><p>Please restrict fueling to an area a minimum of 100 m from all watercourses inlcuding <a href="/tags/Lake_Ontario/" rel="tag">Lake Ontario</a> and ensure that no fueling of barges, tugs or equipment located on barges and tugs and platforms occurs in the waters adjacent to Amherst Island. </p><p>6. Subcontractors </p><p>Please identify all subcontractors and confirm that no subcontractors has been issued orders from MOECC. </p><p>While I very much welcome a front loading ferry, waiting areas and related infrastructure I believe that the plans reflect a very expensive solution. We offer the following responses to your questions. </p><p>1. Project Coordination We can confirm that emergency access will not be impeded by construction and that emergency service vehicles will continue to access the ferry as they do now. </p><p>We are proposing to reconstruct approximately 250 m of Highway 33 in the immediate vicinity of the Millhaven ferry terminal. This will include the addition of paved shoulders and five streetlights placed along the north side of Highway 33. These highway improvements are tentatively scheduled to occur between June 2019 and September 2019. Any traffic impacts resulting from these improvements will be communicated to the public in advance through the project website and on-site signage. Highway 33 construction projects that are undertaken by MTO are considered separate undertakings which are beyond the scope of our work and our ability to comment. </p><p>1 Any work proposed by Windlectric in support of their project is considered as a separate undertaking that is outside of our scope of work and our ability to comment. </p><p>In future, should it be determined that: </p><p>‒ Windlectric activities conflicts with the improvements to the Amherst Island Ferry Terminals ‒ Highway 33 construction conflicts with the improvements to the Amherst Island Ferry Terminals </p><p> it may become necessary to coordinate our efforts with that of Windlectric and/or MTO’s Highway 33 Contractor, as is customary with highway construction projects. </p><p>2. Source of Cement No decision has been made at this time. </p><p>3. Exemption to the Noise By-Law Construction will generally be limited to weekdays with noisier activities scheduled to avoid early mornings and late evenings as much as possible. However, there will be certain situations where it will be necessary to carry out work at night to avoid disrupting the ferry service and complete the project in an efficient and timely manner. Rankin will be continually reviewing their schedule and operations in relation to the municipal noise by-law; and if required, Rankin will be applying for a noise by-law exemption from Loyalist Township for specific activities. If a noise by-law exemption is granted, we will ensure that the conditions set out in the exemption are followed and that advance notification is given to affected residents through the project website and on-site signage. </p><p>4. Use of Ferry and Parking Areas We will respect all restrictions relevant to oversized vehicles and loads when using the existing ferry system, the marshalling and parking areas; and, we will seek to avoid peak ferry periods to the extent possible. Most Rankin vehicles and equipment are identified with Rankin markings; however, specific sub-contractors have yet to be determined and may be marked differently. </p><p>5. Fuelling of Vehicles and Equipment Rankin is committed to minimizing environmental impacts, which includes preventing all contaminants from entering all watercourses and waterbodies: fueling, regular service and maintenance of mobile equipment will not be allowed within 30 m of a waterbody. The only exception to this is the fuelling of barges, which will take place within a specifically identified site when conditions are favourable. Additional environmental protection measures intended to avoid or mitigate environmental impacts will be presented in the project’s Design and Construction Report (DCR), which will be available for a 30-day public review period in June 2017. We will provide you with notice via an email to this address to advise you when and how to view the DCR, once details are finalized. </p><p>An Environmental Monitor, with oversight by the Environmental Manager, will be assigned to inspect, monitor and supervise construction activities to ensure compliance with the environmental protection measures contained in the DCR. Rankin’s Environmental Protection Plan, Spill Prevention Plan and Spill Response Plan will be implemented and present on-site at all times. Corrective action will occur immediately after any issues have been identified. </p><p>6. We consulted with the project team members for a solid hour, April 25, 2017 </p><p>The “Design-Build for improvements ...” appeared to be dominated by the accommodation of motorized-vehicles. </p><p>Stella passenger building: the public entrance to the building is a long way from the passenger pickup location. Pedestrians will be transiting this route in all weather. If the distance cannot be significantly shortened, the walkway should have a sheltering canopy. </p><p>Stella marshalling area: The bicycle lane is currently positioned exactly where passenger doors will be blindly swung open. I prefer the bicycle traffic to be flowing to the left of the stationary traffic, otherwise some sort of separation is required (physical distance or barrier). Or the bicycle lane and the vehicle line sequence of the marshalling area merely needs to be flipped (right to left, rather than left to right. Bicycle traffic flowing past the driver side of stationary vehicles)? </p><p>Stella parking: I do not recognize where the ferry crews will be parking their multiple vehicles. The crews are accustomed to accessing their personal vehicles while docked. </p><p>Millhaven unloading: The status quo side-loading docks force vehicle traffic to slowly maneuver to exit the ferry. In spite of this bottle-neck, this traffic presently accumulates in a queue at the stop sign at the highway during commuter times. The village of Bath has been growing rapidly, their commuter traffic will be increasing. </p><p>The end-loading conversion will facilitate a smooth pulse of significant traffic attempting to access the highway and merge into the east-bound highway traffic. I suspect that after the end-loading conversion, the traffic bottle-neck will be the merging into highway traffic. This queue will at times back up onto the ferry ramp. The incline up to the stop sign should be ameliorated as a minimum. Even better would be an east-bound merge lane on the highway. The Wolfe Islander III has dedicated traffic lights to facilitate emptying the ferry. </p><p>Traffic flow on the actual Millhaven dock/ ferry lane/ ferry ramp would be improved if it was designed for two lanes of vehicle-traffic, that would accommodate simultaneously loading and unloading. </p><p>Kevin Coulter</p><p>From: ProjectTeam Sent: Friday, June 09, 2017 1:48 PM To: cloudbanks@kos.net Subject: Amherst Island Ferry Docks</p><p>Dear Mr. Sylvester: </p><p>Thank you for your comments and please allow me to respond to your May 12, 2017, email to Bob Bird of AECOM. Mr. Bird and AECOM were involved in a previous phase of this study and the Ministry of Transportation (MTO) have selected Rankin Construction Inc. (Rankin) and Morrison Hershfield Limited (MH) to complete the Detail Design and construct the improvements to the Amherst Island Ferry Docks. You raised several points concerning the design and layout of the Stella and Millhaven terminals, which I’ve addressed below. </p><p>Stella Passenger Building There will be a dedicated passenger pick-up/drop-off location directly in front of the Stella passenger building. A canopy for this area is not proposed, as it would add to construction and maintenance costs. </p><p>Stella Marshalling Area A 3 metre separation will be provided between the outermost marshalling lane and the bike lane, so there is no safety issue as far as inadvertent door opening is concerned. </p><p>Stella Parking Area A total of 35 parking spots are provided at Stella and 26 at Millhaven. The parking spots are not dedicated and can be used by the crew members, if needed. </p><p>Millhaven Unloading A traffic assessment was undertaken at Stella and at Millhaven during Preliminary Design to determine impacts resulting from the proposed improvements to the ferry docks, including any impacts to traffic on Highway 33. At Millhaven, the study did not uncover either excessive delays or excessive queuing that could potentially interfere with ferry operations (vehicular lo ading / unloading). Traffic queues during ferry unloading at Millhaven are expected to be approximately 20 seconds at peak times. </p><p>MTO will undertake a post-construction operational review of the traffic at the new Millhaven ferry terminal to determine if additional upgrades are required. The “incline” you refer to will be slightly improved but, due to the need to effectively drain the dock, the current fall from the highway towards the edge of the dock will have to be maintained. </p><p>The current ferries in us e do not have dual lane ramps, and we anticipate operational/safety concerns with simultaneous loading and unloading of the ferry. The conversion to end-loading docks should improve movement at both the Millhaven and Stella.
