2018 2019 Bega Valley Shire Council Annual Report 2018-2019 Welcome Bega Valley Shire Council is proud to present our Annual Report for 2018-19. The Annual Report is a key point of accountability between Council and its community. This report outlines progress made against the Council’s 2018-2019 commitments in the Delivery Program and Operational Plan, and describes how Council is supporting achievement of the Community Strategic Plan. The report presents performance measure results for Council services, and summarises annual achievements across the key outcome areas. In accordance with the Local Government Act 1993 the Annual Report also includes required statutory information and provides an overview of the Councils financial position. More detailed information on the financial performance of the Council during 2018-2019 can be found in the Annual Financial Statements, a companion document to this report, which will be released early in 2020. Our Aboriginal Custodians The Bega Valley Shire Council acknowledges that Aboriginal people are the original inhabitants, custodians and native titleholders of all land and water in the Shire. The resolution was carried unanimously. The SWPC was established in 1976 and played a vital role in securing State and Federal funding for the upgrade of the Summerland Way. The committee was wound up in June 2014 because the Pacific Highway duplication project was a higher priority into the foreseeable future. That situation has now changed. The Pacific Highway upgrade is fully funded and is scheduled for completion in 2020. This will free up a huge amount of civil works construction capacity. It is also likely that continued infrastructure spending will be required to support and stimulate the economy. Further development of the inland Grafton to Brisbane corridor is now underway with the $240m second crossing of the Clarence River at the Grafton end, and the Beaudesert bypass on the northern side of the Queensland-New South Wales border. To realise the potential of the Summerland Way as a viable alternative to the Pacific Highway for heavy vehicles operating between Northern NSW and South East Queensland, the east of Mt Lindesay deviation needs to be constructed. -

Local Government Boundaries Commission 1. Summary of Local Government Boundaries Commission comments The Boundaries Commission has reviewed the Delegate’s Report on the proposed merger of Corowa Shire Council and Urana Shire Council to determine whether it shows the legislative process has been followed and the Delegate has taken into account all the factors required under the Local Government Act 1993 (the Act). The Commission has assessed that: the Delegate’s Report shows that the Delegate has undertaken all the processes required by section 263 of the Act, the Delegate’s Report shows that the Delegate has adequately considered all the factors required by section 263(3) of the Act, with the exception of the factors listed under subsections 263(3)(e4) (wards) and 263(3)(e5) (diverse communities), and the Delegate’s recommendation in relation to the proposed merger is supported by the Delegate’s assessment of the factors. 2. Summary of the merger proposal On 18 February 2016, Corowa Shire Council wrote to the Minister for Local Government to propose that the Corowa Shire Council and Urana Shire Council local government areas be merged. The Minister for Local Government referred the proposal to the Acting Chief Executive of the Office of Local Government for examination and report under the Act. The following map shows the proposed new council area (shaded in green). Communication licences Fact sheet Communication licence rent In November 2018, the NSW Premier had the Independent Pricing and Regulatory Tribunal (IPART) undertake a review of Rental arrangements for communication towers on Crown land. In November 2019, IPART released its final report to the NSW Government. To provide certainty to tenure holders while the government considers the report, implementation of any changes to the current fee structure will apply from the next renewal or review on or after 1 July 2021. In the interim, all communication tenures on Crown land will be managed under the 2013 IPART fee schedule, or respective existing licence conditions, adjusted by the consumer price index where applicable. In July 2014, the NSW Government adopted all 23 recommendations of the IPART 2013 report, including a rental fee schedule. Visit www.ipart.nsw.gov.au to see the IPART 2013 report. Density classification and rent calculation The annual rent for communication facilities located on a standard site depends on the type of occupation and the location of the facilities. In line with the IPART 2013 report recommendations, NSW is divided into four density classifications, and these determine the annual rent for each site. Table 1 defines these classifications. Annexure A further details the affected local government areas and urban centres and localities (UCLs) of the classifications. Figure 1 shows the location of the classifications. A primary user of a site who owns and maintains the communication infrastructure will incur the rent figures in Table 2. A co-user of a site will be charged rent of 50% that of a primary user. -

Northern connectivity event 25 May 2018 update Northern connectivity event update 5 Release of water from dams to support native fish in rivers of the northern Murray-Darling Basin started in mid-April. This water has now flowed from the Gwydir and Macintyre rivers into the Barwon-Darling, and is now between Collarenebri and Bourke. Monitoring of fish and habitat is underway. The watering event is being shared with riverside communities. Event update The flow from the northern connectivity event reached 1,000 ML/day in the Barwon River at Brewarrina on 22 May, and remains at about that level. This is the first time in over a year that flow of around 1,000 ML/day has persisted for more than a day there. The current flow at Brewarrina Weir is shown below – note the inundation of in- channel vegetation downstream of the weir, which is providing organic material and habitat, and the rock ramp fishway on the bottom right of the image, which allows fish to move past the weir and disperse upstream and downstream. 1 Flow 1 1 Northern connectivity event 25 May 2018 update Recent images from around Brewarrina and the weir are shown below. There was a significant change in water colour as the connectivity flow arrived, as a result of river bed inundation and the capture of sediment and organic material into the flow, to fuel productivity.
