NMFS proposes to implement the specifications for fishing year 2015, 2016, 2017, and 2018 separately prior to each fishing year. The specifications pertain to ACLs for coral reef ecosystem fisheries in the Exclusive Economic Zone (EEZ or federal waters; generally 3-200 nautical miles or nm) around American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), Guam, and Hawaii, and a post-season AM to correct the overage of an ACL if it occurs. Because of the large number of individual coral reef ecosystem management unit species (CREMUS) in each island area, individual species were aggregated into higher taxonomic groups, generally at the family level. -
Folk Taxonomy of Marine Fauna on Takuu Atoll, Papua New Guinea
2 SPC Traditional Marine Resource Management and Knowledge Information Bulletin #39 – April 2018 Catching names: Folk taxonomy of marine fauna on Takuu Atoll, Papua New Guinea Anke Moesinger1 Abstract Folk taxonomies are a critical component for understanding resource use patterns and cultural, social and economic preferences on geographically remote Pacific atolls. To understand how people perceive and make use of their environment, 200 local names for marine vertebrates and invertebrates were collected and the hierarchical classification system was documented on Takuu Atoll in Papua New Guinea. The local nomenclature of the marine fauna of Takuu is based largely on shared fundamental morphological charac- teristics. Furthermore, all fish (Te ika) in the ocean are placed into one of five distinct groups in the hierar- chical classification system. These include three functional groups that are categorised by ecological niche, whereas another group encompasses all fish that possess a certain behavioural trait. The fifth group is unique in that it is solely made up of fish that were previously targeted during local Sii fishing expeditions. This article presents an analysis of Takuu residents’ descriptions and classifications of local fish and marine invertebrates. FAO names: En - Goldflag jobfish; Fr - Colas drapeau; Sp - Panchito abanderado. Diagnostic characters: Body elongate, laterally compressed. Nostrils on each side of snout close together. Jaws about equal or lower jaw protruding slightly. Premaxillae protrusible. Maxilla extending to vertical through anterior part of eye or slightly beyond. Upper and lower jaws both with an outer row of conical and canine teeth and an inner band of villiform teeth; vomer and palatines with teeth, those on vomer in triangular patch; no teeth on tongue. Maxilla without scales or longitudinal ridges. Interorbital region flattened. First gill arch with 8 to 11 gill rakers on upper limb, 17 to 21 on lower limb (total 27 to 32). Dorsal fin continuous, not deeply incised near junction of spinous and soft portions. Last soft ray of both dorsal and anal fins well produced, longer than next to last ray. Caudal fin forked. Pectoral fins long, equal to or somewhat shorter than head length. Dorsal fin with X spines and 11 soft rays. Anal fin with III spines and 8 soft rays. Pectoral-fin rays 15 or 16. Membranes of dorsal and anal fins without scales. Tubed lateral-line scales 67 to 74. Colour: body purplish or brownish violet; sides with numerous yellow spots or faint yellow chevron-shaped bands; dorsal fin yellowish to yellowish brown; upper lobe of caudal fin yellow. Sexual dichromatism: males over 27 cm (fork length) with much yellow on lower lobe of caudal fin, usually forming a distinct blotch; females with or without yellowish colour on lower lobe of caudal fin, but if yellow present, not forming a distinct blotch. -

A Status Report on the Coral Reef at Pulau Durai, Anambas Islands Indonesia
A STATUS REPORT ON THE CORAL REEF AT PULAU DURAI, ANAMBAS ISLANDS INDONESIA BY CAROL MILNER1, KATHARINE CURRIER1,2, BLAKE KOPCHO1 and ABIGAIL ALLING1 ABSTRACT The coral reefs of the South China Sea surrounding Pulau Durai (located in the Northwest of Indonesia at the Anambas Islands) were surveyed from 22 June to 5 July 2011 to provide baseline data on their biotic composition and condition. At each of four sites around the island, point intercept methodology over two 50 m transects yielded an average benthic cover of 26% live hard coral. The maximum live hard coral cover observed was 47% on the Northern side of the island where fishing boats anchor overnight to seek shelter from the SW Monsoon. The minimum of 3% live hard coral was observed on the West side, which is the inhabited area of the island and where there is the greatest amount of anthropogenic activity. A total of 38 hard coral genera and 115 fish species were recorded across all transects. The average biomass of fish per transect was 2135.5 kg/ha and the populations were mostly comprised of herbivores which correlated with the abundance of dead coral, algae overgrowth, and lack of predator fish. Crown of Thorns sea stars (Acanthaster planci) were present at all sites with a maximum of 15 individuals sighted on both the North and South Shallow transects. In general, damage from anchors and destructive fishing practices have gravely impacted Pulau Durai‟s reefs in the past. Present threats include continued anchoring, over-fishing and a current infestation of Crown of Thorns, which is consuming the remaining health and abundance of living coral. -

This is a collaborative effort primarily between the Western Pacific Regional Fishery Management Council, NMFS-Pacific Island Fisheries Science Center, Pacific Islands Regional Office, Division of Aquatic Resources (HI) Department of Marine and Wildlife Resources (AS), Division of Aquatic and Wildlife Resources (Guam), and Division of Fish and Wildlife (CNMI). This report attempts to summarize annual fishery performance looking at trends in catch, effort and catch rates as well as provide a source document describing various projects and activities being undertaken on a local and federal level. The report also describes several ecosystem considerations including fish biomass estimates, biological indicators, protected species, habitat, climate change, and human dimensions. Information like marine spatial planning and best scientific information available for each fishery are described. This report provides a summary of annual catches relative to the Annual Catch Limits established by the Council in collaboration with the local fishery management agencies.
