City and Delegate Profiles 1 Bangladesh Benapole Benapole Pourashava (town) is located in Sharsha (Jessore district) about 7 km from Upazila headquarter and about 34 km from the district headquarter, Jessore. The Pourashava came into existence on 16th May 2006 as a `C’ Class Pourashava and became an `A’ Class Pourashava on 20 September 2011. The 2011 total population of the Pourashava is 88,672. Benapole Pourashava is governed by 1 Mayor and 12 Councilors – 9 male and 3 female. The Pourashava is spread over an area of 17.40 km2 and is divided into 9 wards consisting of 9 mouzas. Benapole Pourashava has regional significance because the Asian Highway and Railway line both pass through the Pourashava. The Pourashava faces many problems like the lack of planned residential areas, lack of electricity and safe drinking water, traffic congestion, lack of community facilities, lack of infrastructure facilities, and poor capacity of the Pourashava administration etc. Population size 88,672 Land area (km2) 17.4 Population density (per km2) 5,096 Md. It was raised to the status of a Municipality in 1972 and became a “B” class Municipality in 1984. At that time, Chuadanga Municipality had an area of 32.67 km2 with three wards and 13 mahallas. It was upgraded to an “A” class Municipality in 1995 with an area of 37.39 km2, consisting of 9 wards, 41 mahallas, 13 mouzas and 71 mouza sheet (BBS-2001). -

She works for the Consultative Commission on Industrial Change (CCMI). She previously was management adviser for the Deboeck group of FEP-FEE (European publishers). Rachid Madrane, Minister of Culture and of Social Services for the COCOF Rachid Madrane is a member of the Belgian French-speaking socialist party, currently Minister of the COCOF (French community commission) in charge of Social Services, Professional Training, Culture, and External Relations, as well as Minister of Brussels Region in charge of Urbanism and Public Hygiene. Julek Jurowicz, Managing Director of SMartEu Julek Jurowicz graduated as electrical engineer (1972) and commercial engineer (1973) at Université Libre de Bruxelles. From 1990 he specialised in the field of international taxes and worked as a consultant. In 1998 he co-founded SMart a.s.b.l. and has since been the managing director of the SMart group. Denis Stokkink, Chairman of Pour la Solidarité European Think Tank Denis Stokkink is an economist. His professional experience is rich and varied and includes working for the Belgian Minister of Employment. In 2002, he became President of the European Think Tank Pour la Solidarité, which is an organisation dedicated to promoting solidarity and diversity-based policy in Europe. Denis Stokkink also chairs a number organisations in Europe and is a lecturer at several institutions in Belgium and France. -

Mkhonto Our keynote speaker for today Honourable Judge V Saldanha Members of the Gauteng Circle of the Law Society Distinguished guests Ladies and Gentlemen Good Morning On behalf of the City of Johannesburg I would like to thank you for inviting us to this important function of the legal fraternity. Gatherings like these offer us an opportunity to share ideas but also to immerse ourselves in the country’s legal issues and in the latest debates in the field. Ladies and gentlemen, as a country we have come a long way since the dawn of democracy in 1994. The democratically elected government led by the African National Congress has done much to deliver on the people’s expectations since then. We now have the most liberal constitution in the world. Previously, human rights violations were an intrinsic part of the system. Now, when they occur, they are seen as a disgrace to our society and action is taken against the perpetrators. Apartheid, which left many of us with physical and mental scars, has been buried for good. As the City of Johannesburg we have also made strides in implementing national policy. We continue to transform our City, including our townships such as Soweto and Alexandra, from a city based on segregation and suspicion to a non-racial people’s city. -

Led by its president, Ambassador Uri Savir, the Glocal Forum promotes peacebuilding and development activities through city-to-city relationships, youth empowerment and information communication technology. The Glocal Forum believes that cities have a central role in international relations and that mayors are poised to become the new diplomats of our world. City leaders have the advantage of mobilizing the good will, energy and expertise of their civil societies to contribute to peaceful dialogue and cultural exchange. The organization supports city-to-city networks by connecting them to the resources of the private and public sector. The Glocal Forum utilizes this global coalition of international organizations and private sector companies to harness resources and address local needs. A primary goal of city-to-city cooperation is to build an environment in which divisions caused by conflict and hatred can be bridged with harmony and coexistence. The Glocal Forum uses the city- to-city model as a fresh approach to brokering peace in the Middle East. -

SPEECH BY CLR MPHO PARKS TAU, EXECUTIVE MAYOR OF JOHANNESBURG, INNOVATING IN FINANCING SOUTH AFRICAN CITIES CONFERENCE, SANDTON, 28 JANUARY, 2015 Your Excellency, Honourable Gauteng MEC for Finance, Ms Barbara Creecy Mayors Senior government officials Business community Distinguished guests Ladies and gentlemen. On behalf of the City of Johannesburg I would like to welcome you all to this Innovating in Financing South African Cities Conference hosted by the City in collaboration with the Global Fund for Cities Development (FMDV). Our theme for the workshop is: “Creating funding opportunities for world-class African possibilities”. Ladies and gentlemen, economic development is high on our priority list and the onus is upon us as political leaders, national government, municipalities, banking institutions, regulatory bodies, those in the business world and the other stakeholders present here today, all of whom have the interest of our cities at heart, to ensure that the goals that are set are attained and sustained. Central to this is infrastructure development, this is key to the development of our economy. With global economic slowdown that hampers revenue targets and thus ability finance most of the infrastructure on balance sheet, it then becomes critical that we address these challenges as a collective. The harsh reality in South Africa today is that small and medium sized local government entities as well as municipalities need long term financing at reasonable cost for a number of infrastructure projects. Most urban infrastructure projects have been financed by the state up to now. However with the declining availability of state funds, the flow of money to local government infrastructure projects is steadily diminishing.
