Rutgers Recreation Intramural Team Rules

1. All players must have their RU I.D. to play!

2. Registration fee will be $30 per team.

3. Teams consist of 5 field players and a goalie. Teams must have at least 5 players to start. Field players will wear one color while their goalie will wear another color. Coed teams consist of 6 players (3 male 3 female) If only 5 people, teams must consist of a three-two split. In coed play the goalie may be male or female.

4. Teams should arrive fifteen minutes before the posted start time of their game. Teams will only be given a 5 minute grace period after their posted start time to have the minimum number of players required to begin. Once the grace period expires, the game will be declared a forfeit.

a. Note that playoff seeds will be based on a points system. Forfeiting a game will result in your team losing points. Forfeiting 2 games will result in your team being removed from the league. b. Players must participate in a minimum of 2 regular season scheduled games in order to play in the playoff tournament.

5. Players are allowed to participate on TWO teams (Coed & Men’s or Coed & Women’s) Players must be flexible to playing times or they will forced to choose one league only.

6. Proper Sneakers must be worn at all times. No black soled shoes, boots or dress shoes allowed. Wearing of hats, loose jewelry, and watches are prohibited.

7. Games consist of two 20 minute halves. Halftime will be 3 minutes in duration. The clock will run continuously except for official time outs. Each team will have one 30 second time-out per half. Clock stops last 2 minutes of 2nd half.

8. The winner of a tip off will take first possession followed by an alternate possession arrow to start the second half. Teams switch goals after half time.

9. During the regular season, a tie game will remain as such. For playoffs an overtime period will be 5 minutes. A coin toss will decide first possession followed by the possession arrow. Teams will defend the same as in the second half. If the game is still tied after the overtime period 5 players from each team will shoot alternating penalty shots. All players will shoot at the same goal. Winner of coin toss chooses between order or the goal at which to shoot.

10. Substitutions are made on the fly from the team bench area by the scorer’s table. Teammate must tag-in to assure a clean, non-advantage entry.

11. Players may take 3 steps with the ball after gaining possession (landing after catching a ball is step 0) Players may hold the ball for no longer than 3 seconds. RESULT: Delay of game and loss of possession.

12. Handball will not employ a shot clock. However, in the second half, if a team fails to show forward progress (toward the opponent’s goal) they will be given a verbal warning followed by a delay of game, which will result in an immediate change of possession at the spot of the violation.

13. A player may not pass to him/herself. Consecutive possessions by the same player may only occur after a missed or blocked shot or tipped ball by the defense.

14. Field players may not purposely the ball below the . Goalies may use saves within the goalie arc. Outside of the goalie arc, the goalie is a regular field player.

15. In coed play a female must posses the ball at least once on any scoring attempt. Goals by females count as two points. If an offensive player retains possession of the ball due to a rebounded shot outside the arc, the team must again pass to a girl before attempting to shoot.

16. A in is awarded to a team when the ball is knocked (sideline) by the opposing team at the sideline nearest to the spot of last touch. Defending players must remain 5 feet away from the throw in. If the goalie was last to touch while making a save, the goalie will regain possession of the ball. Both feet must be touching the ground during a throw in.

17. If the ball is knocked down by the opposing team and stays within the boundaries, the ball will change possession.

18. A goal is scored when the entire ball has passed over the goal line between the goal post and under the crossbar.

19. Field players may not enter the shooting arc (3 point line) unless their momentum carries them into the area. If this happens, they must immediately leave the shooting arc once their momentum has stopped. Field players can jump and shoot from completely outside of the shooting arc. If jumping into the area, the ball must be released before touching the ground and the offensive player must immediately leave if the shot is missed and play resumes. If a rebound is gained by the offensive team, and is scored while an offensive player is within the goal crease, the goal is null.

20. The goalie is allowed to leave the goal arc with the ball. Once the goalie has left the arc, he/she is held responsible to all the rules the other 5 players are. The goalie may receive a pass from a field player while in the goal area. When the goalie throws the ball into play, the pass may not cross the half court line. If done so, then a change of possession occurs at half court.

21. A ball blocked by the goalie that bounces once can be retrieved by either team, given that neither team retrieves the ball within the three point arc. The offensive team must make at least one pass before a shot can be taken after a rebound. Rebound in co-ed must be touched by a female before another shot is taken.

22. A ball going behind the goal is an AUTOMATIC goalie throw regardless of whether the offense or defense touched it last.

23. Each team can have at most one defender (stopper) who will be allowed inside the shooting arc, but not inside the goalie area (blue line). If there are 2 defenders in the zone at one time, the offensive team will receive at penalty shot.

24. Regular fouls result in a penalty shot if in the act of shooting, otherwise a restart will be granted at the site of the infraction. If a player is fouled during a shot, and the shot is not scored, the player will be awarded a penalty shot. If the shot is scored, the shot counts.

25. Technical Fouls result from excessively rough play such as excessive hitting, pushing, etc. A single conduct technical leads to a penalty shot awarded to the effected person and the offense team maintains possession of the ball.

26. A player may not pull, hit or the ball out of the hands of an opponent. If a defensive player attempts to do so, a foul is called, and the offensive team will be granted a restart from the spot of the foul. If the attempt to steal the ball is during a shot, a penalty will be enforced and a penalty shot will be granted. Excessive roughness may lead to an ejection.

27. Violations and Penalties(minimum of 2 minutes)

a. (2 minutes without contact/ 5 minutes with contact) b. Sliding(2 minutes without contact/ 5 minutes with contact) c. Pushing(2 minutes) d. Holding(2 minutes) e. Hitting(2 minutes) f. Roughing(2 minutes) g. Hitting the ball out of the hands during a shot (2 minutes) h. Flagrant foul(Double major and game expulsion (10 minutes) i. Fighting(Double major and game expulsion (10 minutes)

28. Flagrant Fouls refer to an intent to injure another player through pushing, tripping, hitting, throwing elbows, etc. Continuous excessive roughness after fouls and warnings may be labeled as flagrant. Flagrant fouls result in an ejection for the offending player, and a penalty shot for the offended person.

29. The team captains are the only players allowed to discuss a call with the game officials as long as it is done courteously.

30. Badgering Officials will result in immediate game disqualification. A WARNING IS NOT NECESSARY.

31. During a match, the Student Director may be called upon by the official for a rule interpretation. In addition, only the Student Directors are allowed to declare a match forfeited.

32. While the game of team handball is a non-contact , injuries (mostly minor) do occur. Players should participate with this understanding. Also, participation in the intramural program is completely voluntary. Rutgers University is not responsible for injuries incurred during intramural play. It is strongly recommended that participants have satisfactory health status and accident insurance to cover any injury that may occur.

33. Alcohol/drugs are not to be brought to any Rutgers Recreation Facility. Players coming to their game under the influence, risk forfeiture of the game, suspension from intramural play, and referral to the Dean of Students.

34. There will be a Sportsmanship Rating System in place for all teams. At the conclusion of every game, the officials and intramural supervisors, will rate each team based on their sportsmanship towards their opposing teams and the officials. The rating can range from 4.0-0.0. Teams must have at least a 2.5 rating average in order to be eligible for the playoffs. Teams must have at least 2.0 rating for each game in the playoffs in order to advance to the next round. Any team that receives a 0.0 in a playoff game will be disqualified from that playoff tournament and suspended from all IM events for a period of time to be determined by the professional staff. The sportsmanship ratings are based on:

a. 4 (Excellent)- given to a team which demonstrates good sportsmanship and maintains an excellent attitude of complete cooperation. Full and complete support of the officials. b. 3 (Above Average)- given to a team when there is no incident of poor sportsmanship. Respect shown for opponents and officials. c. 2 (Average)- given to a team when unsportsmanlike conduct is not present in the game except for rare minor infractions. Poor behavior limited to individual/s, not to the entire team. d. 1 (Below Average)- given to a team if players, other than the captain, persist in questioning officials' decisions; and/or they repeatedly argue with the officials. For frequent use of profane or vulgar language. If spectators, clearly related to the team, fail to cooperate with the officials and the team is not supportive of the officials' efforts. e. 0 (Poor)- given to a team when a player is ejected and the team does not assist the officials in removing the player from the area. If players disregard warning of unnecessary roughness, unsportsmanlike conduct, abusive language or action, etc. If the team refuses to attempt to control their fans after a request to do so from the IM Supervisor.
