1923 - 1931 A Meeting of the Conservators of Ashdown Forest duly convened and held at the Nutley Inn, at Nutley, on Friday the 31 st day of August 1923, at 3.0 p.m. Present Mr. Geo. M. Kenward „ Edward Martin „ William Mitchell The Chairman explains in consequence of the lack of any important business he exercised his authority in postponing the Meeting of the Board until today. The Minutes of the Meeting held on the 15 th June last are read and confirmed. Ditch, R.A.F. Golf Club Ranger Brown reports that the ditch cut by the R.A.F. Golf Club had been filled in. Refuse At Forest Row The Clerk reports that he wrote to the Rural District Council of East Grinstead urging them to make provision for the collection of domestic refuse at Forest Row and read a reply dated the 30 th June last stating, “The Council sympathise with the Conservators on their difficulties of dealing with the matter referred to and that they will be pleased to assist in any way they can, but they do not see their way to undertake a system of collecting house refuse in the Parish of Forest Row at present.” Mr. Freshfield states that he has reason to believe that the Council will in time reconsider their decision. It is Resolved that the Clerk keep the matter in mind with a view to exercising further pressure when a suitable opportunity arises. Ranger Kirby New Bicycle The Chairman reports that he authorized the purchase of a new bicycle for use of Ranger Kirby at the cost of £ 8: 5: 0. It is Resolved that the Chairman be thanked for his trouble in the matter and that the cost of the bicycle be paid out the General Account. Mr. R.H. Stevenson, License The Clerk reports that the license to Mr. R.H. Stevenson authorized at the last Meeting has been granted and Mr. Stevenson has paid the first Acknowledgement of 2/6. Miss Rumbold, Water Pipe The Clerk reports that the license to Miss Rumbold to lay a water pipe under the Forest land from Rist Wood to Yew Tree Hall has been signed, and Ranger Brown reports that the work has been carried out and the surface of the Forest restored to his satisfaction. Finances The Clerk produces the Bank Books which show that the balances are as follows: General Account: £ 131: 14: 2 2nd Ranger Account: 28: 18: 5 Protection & Improvement Fund: 160: 5: 8 The Clerk states that since the last Meeting he has received £ 56: 4: 6 subscriptions to the 2 nd Ranger Fund. Rate The Clerk reports that the rate made on the twenty ninth September 1922 will be practically exhausted by the next Meeting. It is Resolved that notice be given on the Agenda for the next Meeting of the Board to make a new Rate and that the Clerk prepare the necessary documents for the purpose. Applications For P.O. Telephone Lines Sir Francis Champneys states that as Local Member of the County Council, applications made by the Post Office to the County Council for the erection of telegraph and telephone lines within the District he represents are sent to him by the County Surveyor for his views, and he has suggested to the County Surveyor that he should also consult the Clerk of the Conservators. It is Resolved that the Clerk be instructed to request the County Surveyor to submit to him any applications affecting the Forest and to ask for an assurance that he will do so. Mr. Freshfield, on behalf of the Forest Row Committee reports, Mr. Barolet, Encroachment That Mr. Barolet, the purchaser of the Brickyard Farm near Gills Lap, having erected a fence which inclosed certain stripes of Forest Land, he viewed the fence and that Mr. Barolet has since rectified his fence. Clearing Site Of Forest Row Camp The sum of £ 4: 16: 3 has been incurred for labour and insurance for removing thistles etc around and on the site of the Forest Row Camp between 7 th July and 4 th August inst. Refuse, Deposit Notices It is desirable that notice boards be erected prohibiting the deposit of refuse on the Forest and that hand bills to the same effect be circulated. Telephone Line To Water Farm The license for extending the telephone line to Water Farm has not yet been completed, the Clerk is waiting to receive an amended form of license. It is resolved that the Report be approved and entered on the Minutes. Clearing Site Of Forest Row Camp – Protection & Improvement Fund That the bill for £ 4: 16: 3 be paid out of the Protection & Improvement Fund. Notices Prohibiting Deposit Of Refuse - Protection & Improvement Fund That it be referred to the Chairman of the Board and the Chairman of the two District Committees to settle the form of notice prohibiting the deposit of refuse on Forest land, the pattern and number of notice boards and the positions *** which they shall be erected and to have them erected, and to decide as to the issue of leaflet notices, the expenses incurred by them to be paid out of the Protection & Improvement Fund. Telephone Line Marden Hill The Special Committed appointed to deal with the application of the Post Office for the erected of an overhead telephone line down Marden Hill report that it was suggested to the Post Office that they should avoid the Forest land by connecting up with the existing line at Lye Green but that the Post Office having given reasons why this would be too costly the Committee ultimately assented to the route originally proposed as it does not seriously affect the amenities of the Forest. It is resolved that the Committee be thanked for their efforts in the matter. Mr. Follett states that the Maresfield Committee have nothing to report. Cheques It is resolved that cheques be drawn as follows: Kirby Herbert: 11 weeks salary @ £ 2 to 3 rd prox.: £ 22: -: - Ditto house rent @ 5/- to do: 2: 15: - Ditto Employers Insurance @ 1/3: 13: 9 £ 25: 8: 9 Brown William: 11 weeks salary @ £ 35 to 3 rd prox.: £ 19: 5: - Ditto Employers Insurance @ 1/3: 13: 9 £ 19: 18: 9 The Clerk: A half year’s salary to the 30 th June last £ 75: -: - . It is resolved that the next Meeting of the Board be held on Friday the 9 th November next at 3.0 p.m. or on such other day and hour as the Chairman may consider necessary. Applications For Telephone Lines The Clerk reports that the County Surveyor on the 10 th September last acknowledged the Clerk’s letter to him requesting that any applications made to him for the consent of the East Sussex County Council to the construction of telephone or telegraph lines affecting the Forest should be submitted to him as Clerk to the Board and not sent to the local member of the Council as at present, and stated that he would submit it to the Roads and Bridges Committee. The Chairman states that as a Member of that Committee he strongly urged compliance with the application, but that the Committee refused their sanction and declined to state any reason for such refusal. Refuse, Notice Boards The Chairman reports that the Committee appointed to deal with the matter of notices prohibiting the deposit of refuse on the Forest went fully into the matter and drew up a form of notice which he produces and decided to have notice boards painted and erected on parts at 7 points in The Forest Row District, viz, (1) Top of Chapel Lane (2) Cherry Orchard, near the gate of Broadstone Warren (3) Wych Cross ** Cross Roads (4) Near the Goat (5) Ridge Road near Miss Hall Park (6) Ashdown Place, near present Notice Boards against cutting Holly (7) Chuck Hatch, near Hartfield Road, and at 6 points in the Maresfield District, viz (1) At Pound Gate Just above Mrs. Dadswell’s Cottage (2) New Road at turning Just below Poplar Farm (3) At Duddleswell Corner at side of present notice board (4) At corner of track leading to Old Windmill opposite Marlpit Cottages (5) At bottom of Faiwarp Uckfield Road below the Church (6) At corner of Main Road leading to Greenwood Gate. The Committee do not consider it necessary to issue leaflets. The Committee will proceed to have the notice boards prepared and erected. It is resolved that the action of the Committee be approved and confirmed. Water Farm, Telephone Line The Clerk produces an amended application from the Post Office with plan attached for approval of the extension of the telephone line from Quabrook Gate to Water Farm and Broadstone showing that all poles originally erected for the line from Quabrook Gate to Holly Croft and Yew Tree Hall are to be removed except the 9 th on the North side of Yew Tree Hall which at the Clerk’s suggestion they have agreed to move nearer to the boundary of Yew Tree Hall, and that, with that exception the whole of the line will be under ground.
