Executive Summary

There is increasing evidence that the Road Safety agenda can be promoted by the development and establishment of road safety referral centers, called NESTs (Networks and Education for Safety in Traffic), with an aim to improve Road Safety both nationally and Europe wide while being the “heart” of interaction for Road Safety applications and actions performed, based on good practices and scientific evidence of previous EC funded projects. Relevant efforts have been developed in a few European countries, following a variety of forms, functions, equipment used and structure. Because of the diversity of related centers it is difficult to be compared and evaluated as a whole so that European governments will be convinced of their usefulness. While most of them have been developed through private incentives, governmental support is necessary so that their use becomes widespread and their results maximised.

The consortium comprising organisations from 9 European countries has undertaken the task of developing such a Referral Centre for Road Safety and relevant actions, through the AVENUE (Actions for Vulnerable, Elderly, Novice drivers and road Users in Europe) for Traffic Safety project which is supported by the European Commission. The NEST being the “heart “ of interaction for road safety will implement best practices applied worldwide and innovative approaches towards Road Safety considering also the experience through EU projects. Furthermore, the consortium aspires to spread the practice in many European countries, using its success at the national level and project level to showcase the huge potential that referral centers may have. The development, implementation and establishment of the referral centers and the comparison against existing applications, will demonstrate the strengths and weaknesses of traditional and existing practices and also the innovative approaches towards Road Safety.

In Europe and especially in countries ranking high in fatalities, the Referral Centre for Road Safety is expected to have a huge potential for saving national resources not to mention the humanistic scope of saving lives. This makes the potential for reduction of accidents one of the initiatives to support development in Europe in both absolute “revenue” and also the “Return on Investment” as the recourses for establishing and running the centre are minor and utilisation of resources is optimal. Considering the proven track record so far of the referral centers and the evidence indicating their effectiveness it is a challenge to endorse, improve and expand.

This document serves the purpose of reporting progress during the third year of the AVENUE project and its extension. Despite the long preparatory phases during the first year and serious difficulties triggered by the financial crisis and low funding rate, a significant amount of work towards project objectives. There is satisfaction for the progress and effort all partners have put toward implementation of the AVENUE project so far under such difficult circumstances. Individual reports show that partners are doing an excellent job at a national and international level.

However there is significant area for improvement. This mainly applies towards integration of individual partners effort in order to increase impact on an international level. No matter how big impact there is on a national level AVENUE cannot achieve and exceed its objectives as the initial plan envisages without international integration and influencing international policy making stakeholders.

The strong and proven popular concept of NESTs in combination with the diverse consortium having the right balance between public, private, research and NGOs gives the opportunity of creating a heritage that will be sustainable and make significant changes that will last long. Since 5

the project is in its third year next steps are also considered based on the facts and data collected in the first two years. These steps will build on AVENUE results and experience (good and bad) in order to improve (rather than revolutionise) road safety education. The introduction of experiential training and learning with the structured and systematic use of state of the art technologies and applications developed under the experience of scientific based evidence is a milestone for changing behaviours towards a safer environment for all road users ranging from early ages and vulnerable road users to professional drivers and corporate fleet personnel commuting. Introduction

AVENUE for Traffic Safety has created referral centres for road safety and actions for citizens.

4 types of referral centres for road safety, called NESTs (Networks & Education for Safety in Traffic), have been developed: European, national, local and mobile structure. The NESTs disseminate and implement work done in previous EU projects, while being the “heart” of interaction for road safety. Guidelines, evaluation and dissemination aim to lead to EU wide implementation.

Using the NESTs as a foundation, the project organizes actions for citizens, putting emphasis on vulnerable road users, elderly and novice drivers, through the creation of trainings, interaction and high quality campaigns and events to influence the behaviour in a sustainable manner. An active involvement and collaboration of road safety professionals and motivated volunteers has ensured cost effectiveness of the interventions.

Definition of the objective(s) of the project

The objective of the AVENUE project was to create referral centres for road safety, as well as actions for citizens.

The general objectives of the AVENUE project were to:

 Promote “referral centres for road safety” as best practice  Raise public awareness for road safety  Reduce road accidents and fatalities  Promote safe driving and courtesy on the road in order to obtain better understanding between different categories of road users  Participate in the European Year of Volunteering (2011), in order to highlight road safety volunteering

The specific objectives of the AVENUE project were to:

 Design and implement 4 types of NESTs, referral centres for road safety: European, national, local and mobile  Develop and implement actions and customised educational programmes for citizens.  Design and launch awareness raising campaigns/coaching programmes for road safety.  Organise interactive workshops involving two or more road user groups  Provide guidelines of NEST and action implementation, in order to ensure sustainability and duplicability after the project.  Develop and implement a methodology for evaluation of the impact of NEST referral centres and actions organised to showcase the effectiveness of the methodology used.

Description of work performed during year three and extension.

Work Package 1: Establishment of a European NEST referral centre

The European NEST has launched and continuously updates a website for European citizens and policymakers who want to organize attractive road safety events with a considerable impact to communities and the society. The website http://www.avenuefortrafficsafety.eu/ was launched in January 2011 and updated in 2013 based on partners and users feedback. The information is available online and provides links to other relevant websites, like the European Road Safety Observatory and the European Road Safety Charter. The website also actively promotes information about previous EU co-funded projects, in order to facilitate the future use of their conclusions. This is done in a continuous close partnership with the dissemination activities.

Partners have been requested to send updates in order to include them in the website. 14 action modules have been added to the web site during the final period of the project.

More than 10 news items have been published, and promotion has been made for the dissemination event in Brussels.

Work Package 2: Establishment of fixed NESTs

The fixed national NEST are the national reference centers for road safety actions. Different configurations have been tested, based on national needs and good practices of experiential and safety halls developed in Iceland and Sweden and best practices that have been implemented in Germany led by DVW.

The fixed national NEST is open to citizens of all ages and other stakeholders. It is also a place for sharing information between NGOs active in different fields of road safety. It has also been equipped with high quality equipment and material for training courses and discussion groups.

The involved partners defined the application and sources to be offered in the NEST according to the target groups to be addressed. They concluded with the requirements on the technical issues, the actions to be implemented, the procedures that are being developed. Suppliers were also surveyed, offers requested and prices compared. Sponsors also had to be identified and approached. A number of technologically advanced equipment for demonstrating road safety: driving simulator, seat belt sledge, roll over simulator, Reaction test, special scales for demonstrating force during collision, alcohol goggles that

simulate vision after alcohol consumption, children’s seat training car cabin, reflective material for night time visibility and other applications.

Basic setup of equipment has been decided. Staff and volunteers were trained, plan of visitor hosting was developed and NESTs started functioning the NEST and hosting visitors.

RSI NEST space in Athens

RSI NEST was fully operational on its permanent location in the “Hellenic Cosmos Cultural Centre” one of the most prominent cultural venues in Athens as of November 2011. Since end of 2012 the nest is also operating in “MotorPress” and “OTE Academy” where trainings take place. It is open to citizens of all ages and cultural backgrounds and other stakeholders. It is a place for sharing information between different stakeholders in the fields of road safety. It is equipped with high quality equipment and material for training courses and discussion groups.

Many educational events, training courses and discussion groups have already taken place, training thousands of participants. A few selected events will be presented

Over 2.000 young officers, students of Army Academies, Military Units’ Officers and Executives attended lectures, seminars and experiential trainings on driving behaviour.

As part of the European project AVENUE, R.S.I. “Panos Mylonas” held seminars of the project “Hermes” in cooperation with the Supreme Court of Greece. The "Ermis" program has been implemented since January 2012 and concerns young delinquent drivers. The seminars were implemented in Piraeus in cooperation with the Office of Juvenile Probation Court Piraeus and in Athens in cooperation with the Office of Juvenile Courts of Athens. Each "Ermis" seminar has six hours duration and is composed by four different modules: a theoretical part about prevention when driving or powered two-wheeler riding, an experiential part with the use of RSI's simulators and activities, a workshops' part with the participation of psychologists and road traffic accidents' victims and the evaluation part, where participants are requested to give their feedback. Each seminar is attended by 25-30 participants. So far, more than 300 young delinquent drivers have attended "Hermes" in a program that is among the most important in Greece in order to improve road safety.

R.S.I. carried out 7 educational seminars of the program “Hermes” in collaboration with the Athens and Piraeus Courts. 123 young offenders of the traffic law, with their families, participated in the educational program, after the relevant court decisions, while 2 of them offered social work.

214 school teachers of Primary and Secondary Level Education Schools were trained throughout Greece through the theoretical and experiential learning using the Institute’s simulators in Athens and Patras.

ITS

The National Road Safety Centre (fixed NEST) in Poland is established in Warsaw, at the premises of Motor Transport Institute (ITS). It is a place for sharing the knowledge and best practices in the field of road safety.

Aims of the Polish NEST:

 to improve road safety education level,  to improve the quality of teaching road safety,  to increase social awareness on topics related to road safety.

The activities of the NEST:

 providing knowledge in the field of road safety to children and adults,  methodical aid for teachers and organizers of after-school activities,  aid to families in teaching children road safety.

The Polish National NEST is equipped with high quality equipment which demonstrates different simulations of human body behaviour in various situations in road traffic.

In the framework of the project additional equipment was purchased for the Polish NESTs. The equipment gives the centers additional potential and reinforces even further the experiential learning capabilities.

Helmets

Small helmets demonstrate the results of not wearing helmets while riding a bicycle or motorcycle.

Elderly simulation suits

The suit simulates the experiences older persons can feel which is connected with their age. It shows the restrictions of the body which can have an influence on the traffic behaviour and the safety of the person, such as visual impairment, walking problems referring to body joints, hearing impairment. The equipment is in two sizes for different body postures.

Reaction tests

Two reaction tests have been purchased in order to equip the mobile and the fixed NESTs. These equipments are designed to improve reaction, dexterity and mobility levels.

Bright LED cluster targets are numbered and arranged in an optimised hand-motion configuration and put under the control of a dedicated microcomputer. The targets may be lit up in either random or repetitive ways.

The programs cater for all levels of skill and are suitable for people of all ages, providing each user with their own 'personal best'. They can be used for 'drink driving' reaction studies with the use of alco-goggles but also for the assessment for road safety programmes.

Car airbag simulator

This educational equipment simulates the explosion and the impact of an airbag during the car accident. During the presentation the importance of wearing seatbelts is also underlined. The airbags are replaceable.

Interactive phantom CPR

The phantom is used for resuscitation learning with the possibility of evaluation of the exercises that were done, which is enabled by the in-built computer and special software which can be installed at any computer device. Also, the comparisons between the participants of such training and their level of first- aid skills can be made.

Within the activities of the National NEST various groups of road users visit the premises at ITS. They come here to learn about road safety in general, to know what are the major dangers on the roads, how to avoid risky situations and how to behave in road traffic.

The presentation of new equipment available at National NEST within the AVENUE project

In December, new pieces of equipment were purchased as part of the AVENUE project for the mobile and fixed NEST. They were as follows: old age simulation suits, an interactive phantom CPR for resuscitation learning with the possibility of evaluation of the exercises that were done, BATAK device to check the driver's reaction time both in the mobile and static form and car airbag simulator. All these devices raised a lot of interest among the employees of the Institute, as well as among the students visiting the Institute (i.e. the trainees and the

students for whom special presentations were prepared with the possibility of doing exercises).

The finale of the competition entitled “I walk and ride safely in Europe”

On May 24, the 13th finale of the competition “I walk and ride safely in Europe – in Poland and the Netherlands” took place at School No. 80 in Warsaw. The competition is organized each year, for the past years also with regard to safety in other European countries. The main objective of the competition was to promote safe and cultural patterns of behaviour among children and young people in traffic (whether as pedestrians, passengers, or cyclists) and to sensitize them to the problems of other road users. This year Holland was selected from among all the countries of the European Union, because of their effective actions and good solutions with regard to road traffic safety. In the Netherlands there is one of the highest safety rates on roads. The competition, in which Motor Transport Institute’s experts have been taking part from the very beginning (both as members of the organizing committee and the members of the jury), consisted of three stages. The first one was the school stage (whose participants were individual people), then the semi-final Warsaw stage (whose participants were teams) and the final Warsaw stage (whose participants were teams).

The competition was attended by 4th, 5th and 6th grade pupils from Warsaw primary schools. During the final stage the competition jury was checking their behaviour and safe attitudes when moving on the road. The participants of the preliminary stage performed the tasks related to the issue of road traffic safety in Europe, especially in Poland and the Netherlands, and to the measures to increase the European level of road safety. They could also demonstrate their knowledge concerning the principles of first aid.

During the semi-finals, which took place within Motor Transport Institute premises, the participants prepared multimedia presentations showing their planned trip around the Netherlands. These presentations included a description of the safest route to a chosen site, tips for safe travel for pedestrians, passengers and cyclists, and the values and distinguishing features of the presented subject as well. Having completed this step, both children and their caregivers had the opportunity to visit the mobile NEST of the AVENUE project in Motor Transport Institute and experience some of the equipment (which was suitable for their age ; others were experienced by their teachers) including: an elephant test, a belt sledge simulator, roll-over car simulator, helmets experience, visibility on roads stand, and driving simulator and the Laboratory for Psychophysical Research.

During the finale, the participants were riding their bikes in real traffic and were evaluated by five jury teams, arranged at different places of their bicycle route.

Work Package 3: Establishment of Local NESTs

The fixed local NESTs are the reference centers for road safety actions in their community (city or province). Different configurations have been tested, based on local needs and good practice idea developed in the province of Fryslân (Netherlands).

The fixed local NESTs are open to citizens and other stakeholders. Citizens are able to follow trainings and discussion groups in these NESTs. It is be place for sharing information between local branches of NGOs active in different fields of road safety. It has been equipped with high quality material for training courses and discussion groups.

ROF

Background information

The activities of the Regionaal Orgaan verkeersveiligheid Fryslân (ROF) on the training centre in Drachten started in 2004. Through the years the idea arose of establishing a VerkeersEducatieCentrum – VEC (Traffic Education Centre) or in AVENUE speak ‘NEST’. The negotiations with the current private owner and operator about this subject started in the spring of 2009. Eventually this led to a good and solid cooperation between the government (ROF as a part of the civil service of the province of Fryslân) and the commercial environment (the owner of the centre, private entrepreneur and trainer in transport and logistics). The end state is as follows. The ROF is renting the half of the accommodation building. The other half is used by the owner. In the building at the Traffic Education Centre / NEST in Drachten the commercial and the ideological worlds of traffic education are brought together. In these offices the ROF accommodates its cooperation partners to bring together mental power and execution power. Furthermore, this way of accommodating has a positive effect on the entire overhead costs. Some of the cooperation partners are using the training centre. Others don’t. For the context of this report it’s important to notice that the main educational activities on traffic safety in the province of Fryslân are taken place close to the people. On site at school, in the village etcetera.

Description of tasks related to ROF

 The fixed local NEST in Drachten will be the reference centre for road safety actions in the province of Fryslân (Netherlands).  The fixed local NEST in Drachten will be open to citizens and other stakeholders.  Citizens will be able to follow trainings and discussion groups in the fixed local NEST in Drachten.  The fixed local NEST in Drachten will be a place for sharing information between local branches of NGOs active in different fields of road safety.  The fixed local NEST in Drachten will be equipped with high quality material for training courses and discussion groups.  The fixed local NEST in Drachten acts as a good practice for the development of local fixed NESTs elsewhere.

Comments & Work accomplished

1) In the final year of the AVENUE project the NEST in Drachten has gradually grown to THE reference centre for road safety in the province of Fryslân. Primarily because the NEST is the home from which all our main partners operate. Secondary because of the practical education activities who take place on the training centre itself. Third because of the increasing awareness of the NEST among the Frisian population. 2) The site and the offices are accessible on working days from 8 till 18 hours. Depending the planned activities the site and accommodation are open on evening hours and Saturdays. In exceptional cases on Sundays. 3) Citizens are following trainings on the training centre (on the training centre and in the conference rooms in the accommodation building). Both, ROF and cooperation partners, are using the offices and conference rooms for meetings and consultations. 4) The following cooperation partners of the ROF have their offices in the NEST: a. Veilig Verkeer Nederland – VVN (Dutch road safety organisation). Staffing 12. b. Stichting Bevordering Verkeerseducatie – SBV (Organisation for promoting safety education). Staffing 5. c. SBV Baanexploitatie B.V. (Private Company, Ltd, owned by SBV). Staffed by SBV. d. Fietsersbond (Dutch cycling union). Staffing 2. e. Responsible Young Drivers – RYD (Responsible Young Drivers Netherlands). Staffing 2. f. ROF. 2 flexible workplaces for ad hoc use. g. 1 office in use by the caretaker.

All these organisations have their own identity and specialisations. We noticed more and more cooperation between the entities. Sharing ideas and information has demonstrated to be much easier in a NEST than in the original situation. 5) The organisations themselves already have high quality material in their possession for their respective educational projects. August 2011 the ROF acquired a smart board for the NEST. The device is being used by all the partners. 6) The ROF shares its experiences and expertise with all the AVENUE partners. ROF contributed the ‘WP 3 Guidelines for creating a NEST by ROF’ to the project followed by the ‘WP 3 Plan for sustainability local fixed NEST Drachten’.

UPATRAS

The local NEST developed in Greece was established in the university of Patras following the decision of the senate to meet the expectations for the implementation of AVENUE and the local NEST that serves as a referal centre for Western Greece, a region ranking highest in fatal and serous injuries in Europe. the UPatras NEST is hosted by the university and is based in a standalone building in the university campus in the rea of science and technology museum.

Several events and trainings were held some of them dealing with training of trainers for schools, corporate managers and personnel, traffic police officers and students of all grades.

The main objective was to provide appropriate resources for teachers and students for road safety education. After the evaluation and the fine tuning of the first version of the educational material, the final version of the material was used in the framework of “the Flexible Zone”, in schools located in urban region in the center of Patras in 2011. The implementation continued for years 2012-2013.

Before the implementation of the program, teachers were informed about the main objective of this program mainly to support behavioural change through education. To this end, they were given general directions about the basics of traffic education and the need to trigger a change of attitudes and behavior by all means: by developing children’s understanding of road traffic as wel as of the causes and consequences of road crashes, by helping them realize their own responsibilities as pedestrians, passengers or cyclists for keeping themselves safe, by sensibilising them to the necessity to obey the traffic rules and to adopt a responsible attitude towards their own safety and the safety of others, to be aware of some physical constraints (e.g.body size, perception capacities, concentration skills) as well as of external factors’ impact which might function as an obstacle to the identification of hazards, by enabling them to acquire behavioral skills necessary to survive in traffic. Therefore, training should be regular, frequent and combined with practice in a realistic road environment. In addition, training should be multi-modal (didactic, interactive, simulation, real life) and teaching methods should be consistent with the developmental level of child.

The proposed activities could be used inside and outside classrooms, first, outside the scope of school curriculum and then as part of the curriculum related to Modern Language, Study of Environment, Mathematics or Art, concern the pupils: a) as pedestrians, b) as passengers, and c) as drivers (bicyclists).

As pedestrians the students, through these activities, realized the dimensions (height, weight) and the kinetic possibilities of their body, their perceptual possibilities in each age-related phase, the place, the size and the movement of hands and legs, in order to understand the importance that such an awareness 23

has for their safety. At the same time, they were familiarized with the basic rules and the traffic signals, they observed, they studied and judged their own behavior and the road behavior of other pedestrians.

As passengers, the students through discussions, exchanged experiences, observation and description of incidents or through dramatizations, they comprehended the necessity of observance of rules of accurate passengers’ behavior in the car, in the bus or on the bicycle.

As drivers, the students tried to develop correct driving behavior, realizing that they are persons responsible not only for their own safety, but also for the safety of others. They learned the mechanism and the ways of proper function of bicycle, the rules of right bicyclists’ behavior, while they were familiarized with the benefit of first aids. Moreover, they took part in real situations, detected successfully cases of correct and non-correct bicyclist behavior, reached to form easily "The Decalogue of a good bicyclist" which they hanged on the class table of statements. Finally, they constructed a maquette with intersections and crossings, while they implemented, with toys cars and toys bicycles, what they had learned during the program.

According to teacher’s reports, coaching program was carried out successfully without major problems.

Train the trainer’s course for primary and secondary education instructors of Prefecture of Achaia

An important step in the field of information and education on road safety held in Centre Road Safety (local NEST) Western Greece that the Institute has created the Museum of Science and Technology of the University of Patras.

At the request of the Directorate of Education of Achaia Prefecture of 95 teachers participated in a six- hour seminar on road safety organized under the Program AVENUE for Traffic Safety of the Institute and the University of Patras.

There, the teachers participated in experiential training on the 15th of January 2013, using the equipment simulators rollover crash, driving drunk and activities posting attention correlation Speed - weight, reaction time and stopping distance.

At the start of the seminar, the event welcomed the Vice Rector of the University of Patras Prof Anna Roussos, who said very happy about the fact that the Masters and Teachers of Achaia participate in this briefing, noting also that "together we can help strengthen road safety". 24

Former Rector of the University and Principal Investigator Program AVENUE for Traffic Safety at the University of Patras Prof Stavros Koumpias said: "The offer of the University Program AVENUE, related education to students, teachers and teacher educators. Good education for children is a step improvement of society as well as education and road safety have absolute respect ".

Mrs. Eugenia Pierro, Director of Secondary Education said delighted to soiree, stressing: "Road safety is a matter of education, culture, civilization and the weight to be borne by teachers in improving road education is great."

This seminar was the beginning of a series of trainings held at Center Road Safety Western Greece, with the participation of University students and students of all Achaia, following a circular to be sent to schools by the Directorates of Primary and Secondary Education. By the end of the school year is estimated that more than 5,000 young people (pupils and students) were informed at the Centre of the Institute at the University of Patras.

AESLEME

 AESLEME: AESLEME premises have a specific space to carry out the following activities:  Presentations talks on road safety.  We develop training courses for our trainers and volunteers: Before starting the school year course, Aesleme prepares an updated its presentations, thereby all our trainers and volunteers met in this boardroom and we give them the new information and presentation. The last meetings were organized in September 2011 and May 2012. We showed them the new audivisual material, updated figures and new issues.  In this boardroom, we also receive mayors, councilors and police or city council representatives to illustrate the activities we carry out in schools and sign collaboration agreements with them: In these years, we have received here the Mayor and the Road Safety Councilor of Pozuelo and the Police Representative of this town of Madrid, with whom we have signed a collaboration agreement, as well as with the Mayor of Leganés and Alcorcón.  We receive presidents and directors of many enterprises in order to explain them our road safety activities and convince them to be our sponsors. (Mapfre Foundation, as the social part of the insurence Mapfre, develops various activities of road safety and share Road Safety campaigns with AESLEME since 15 years before. Fundación Mapfre also supports some of our own campaigns. Among many other presidents or directors of the foundations of the insurers, we also met with representatives of confederations such as CNAE, with whom we carry out the courses of the “Recuperación del carné por puntos” (courses for recovering driving license points).  We receive road safety experts to improve results and share good practices. (Mapfre, Línea Directa, CNAE, DGT, UNESPA, FESVIAL (The Spanish Foundation for Traffic Safety. Fesvial is an independent entity that was created as a social work, in order to prevent accidents, promote sustainable mobility, training and driver education, and study of accidents, as well as investigating appropriate strategies for its prevention. Its objective is to promote measures and

develop actions to raise public awareness that together we can reduce the number of accidents on our roads).  In our office we have got supplies, flyers, posters and other divulgative material of road safety to collect and distribute.  We have videos, DVDs, books and magazines that people can consult at the office.  We organize meetings with relevant organisations on road safety to discuss and share best practices.  Everyone who need information or help on road safety/ disability issues can come to our office. This way, people who needs advises or information on how to adapt their houses, or psychological or legal advice after an accident, comes to Aesleme to require assistance. Aesleme receive also people interested in road safety, with questions such as what type of child restraint system to choose or how to choose it, etc).  We have got a web site where people can consult information on road safety issues.

Work Package 4: Establishment of mobile NESTs

The mobile NEST has used high quality road safety material and travel around the involved Member States, as well as the rest of EU, whenever possible.

Different configurations of mobile NESTs have been tested and equipped with driving simulator, rollover car, belt sledge, collision weight and a van/trailer combination for transport. This material is too expensive for citizens or small NGOs to rent or buy. AVENUE gives answers to real needs of citizens and communities about road safety.

RYD.EU

We have developed an important number of activities with our mobile NEST in Belgium and neighbouring countries.

Breathalysers have been added to the equipment in October 2012, in order to explain better the risks of driving under the influence of alcohol.

The NEST has proven to be sustainable, and all equipment will continue to be used after the end of project.

Further growth of a NEST is achievable on medium term. The NEST has the potential to create new project ideas in the future, cross-fertilizing it with developments of other local, national and European projects.

Just like the previous years, the Mobile NEST has been active in Colmarberg during the Young Drivers Day 2013, a prestigious road safety event in our country.

The mobile NEST has been further used and internal guidelines for its use have been added.

We develop this NEST in close collaboration with TOP-25, where a lot of common actions have been undertaken, mainly with presence of their crash test.

Several big events have been covered, like the World Series by Renault in Spa - Francorchamps. Besides this, we have participated in numerous local events in schools, road safety days and other public or private events.

Our mobile NEST has been used several times in other Member States, with the help of other project partners.

RSI

Having acquired state the art equipment for the Mobile NEST (rollover simulator, belt sledge - crash simulator, driving simulator, collision weight scales, reaction test etc.), the Institute has informed through experiential road safety programs 15,000 citizens of all ages. The Mobile Unit has visited a large number of regions in Greece, mainland and islands in close cooperation with local authorities, the traffic police and also including local stakeholders and supporters. We are going to present a few indicative actions out of the many events organised.

Corporate educational programs

Road Safety Institute "Panos Mylonas" continues to work on Health and Safety of corporate world, undertaking educational programs for staff and executives of private and public companies in Greece in its National NEST in Athens or with the use of its Mobile NEST unit. During the last months people from NESTLE, Johnson & Johnson, Janssen-Cilag, Singular Logic, Attica Natural Gas and other companies have attended educational programs as part of the AVENUE for Traffic Safety program.

Mobile NEST at Kastellorizo island

The President of R.S.I. “Panos Mylonas" along with partners and the Mobile NEST visited Kastellorizo on the 7th and 8th of June 2013 (ES remote area of Europe) after an invitation from the "National Intermunicipalities Network of Healthy Cities" for the annual meeting of the Network, in which Mrs. Danelli - Mylona presented the work and the activities of the Institute. The Conference was attended by Mayors and Counsellors from Municipalities throughout the country and after many meetings with the representatives of the Municipalities it has been agreed to launch trainings with the use of the Mobile NEST throughout the country. It is important to stress out the fact that Kastellorizo is the Eastern part of Europe and the people of the island never had the chance to attend road safety seminars, even more, experiential ones. RSI's Mobile NEST presence there, was more than just a road safety training: it was a message that all our fellow citizens, no matter how far located, deserve the best possible opportunities to learn about prevention and vulnerable road users.

Educating young children (6-12 years)

During June R.S.I. “Panos Mylonas” had the opportunity to educate the young children of employees of the company "PAPASTRATOS" in the scope of the program "In traffic with safety” on the 13th of June 2013 as a part of the activities of Corporate Social Responsibility organized at regular intervals by the company.

Also the Institute participated in the 36th Festival for the Child that was organized by the Municipality of Lykovrysis - Pefkis educating many children who participated in the Festival.

What is more, R.S.I. held activities at the Road Safety Park "Panos Mylonas" in Patras where students from all schools of Achaia with their parents and their teachers were invited. More than 500 young children were educated, while during the event 29

the Institute was honoured by the Deputy Mayor for the work in children's education, as well as it's support on road safety actions. The fact that road traffic accidents represent the second reason of death globally (and in Greece) for the age group 5-14, is drawing much attention from RSI. From 2008 more than 55.000 young children have been experiential trained on road safety through the program "In traffic with safety".

“Travelling Greece in Comfort & Safety” in collaboration with the Athens International Airport “Eleftherios Venizelos”

The R.S.I. "Panos Mylonas", with the support of the Athens International Airport "Eleftherios Venizelos" under their multiannual cooperation, raised an awareness campaign that was held in the premises of the airport throughout July 2013, in order to raise awareness on road safety in Greece. Posters designed by RSI specifically for this campaign were put in several spots around the Airport in order to remind to all travellers to enjoy their time in Greece, in comfort and safety. The aim of this initiative was to raise awareness and point out to visitors the risks of the road, especially at a time when the rural roads are used by a large number of road users. July was carefully chosen, as it is the month with the most road traffic accidents and victims, in Greece.

"Students’ Road Safety and Prevention Activities" in collaboration with the Region of Attica

A special event was organized regarding the results of the project "Students’ Road Safety and Prevention Activities"; the project was implemented in the first half of 2013 by the Institute in a partnership with Attica Prefecture region. To achieve the objectives of educating students and reporting on high risk sites, 85 people were employed for six months. The program was successful yielding results better than expected. Teams of Instructors visited more than 120 schools, Primary and Secondary, where they trained 7.000 students. Also 135 risk sites around school areas were identified and recorded. Teachers, students, parents and local bodies praised the Institute on all actions carried out under the program, while some of the people that were part of the program are still cooperating with RSI in multiple actions.

“Night without Accidents” in Chalkida

With a strong presence of volunteers, R.S.I. organized the "Night Without Accidents" on the 20th of July 2013 in 2 nightclubs in Chalkida with the participation of Samaritans Volunteer & Rescue of Chalkida, the Greek Red Cross and Greek Scouts. The aim of the event was to inform young people on responsible drinking and encouraging them to designate a driver that will not drink in order to drive safely his friends back with the message: "All have fun, ONE does not drink ... the designated Driver”.

This event was held for the sixth time in Chalkida where after measurements performed, due to activities held by the Institution in cooperation with the Traffic Police Department of Chalkida, helped reduce serious traffic incidents concerning drink-driving in the region, by 70%.

«Pit - Stop» for Road Safety

The “Pit - Stop for Road Safety" was an innovative activity implemented late July 2013, in order to help d rivers become aware of the key issues that they need to take care of when traveling and also to remind them the value of prevention just before leaving for their summer holidays. This action has involved volunteers and members of the Institute, volunteers from AXA Insurance, Goodyear Dunlop Greece and the Toyota NEW KIFISOS S.A. The activity took place in a rest area of the National Road connecting Athens with Peloponnesus. Three teams of volunteers and mechanics were checking cars for 5 minutes and we're giving check lists to drivers pointing out problems on tires, lights, clutches, brakes, seat belt using, helmet using (for motorcyclists) etc. The Pit - Stop lasted for six hours during which 100 vehicles were checked in and 350 passengers were informed on preventing issues when traveling long distances. Pitstop was enabled though our AVENUE mobile NEST.

Mobile NEST in Bulgaria in the International Youth Day

The Greek mobile NEST travelled to Bulgaria in August 2013 within the framework of the “AVENUE” program (Actions for Vulnerable, Elderly, Novice Drivers and road Users in Europe) which is supported by the European Commission and is coordinated by the R.S.I. “Panos Mylonas”. The workshop for the prevention of road traffic accidents was created with the cooperation of the Open Youth and R.S.I. Panos Mylonas; hundreds of Bulgarians and many Greeks used the simulators of the Mobile NEST and took advice on road safety by our qualified experts.

Participation of R.S.I. at the 25th Congress of Health Education and Welfare on Isolated Insular Areas

The President of R.S.I. Mrs Vassiliki Danelli - Mylona along with members of RSI participated in the 25th Conference of the Health Education held in the beautiful island of Ithaca, presenting actions on "Juvenile Delinquency and traffic incidents, the role and the activities of R.S.I." while during the conference, people had the chance to participate in experiential activities coming for the first time in contact with relevant equipment, commenting frequently, that were inconceivable risks that might arise from everyday misbehaviour.

Road Safety events in the Municipalities of Amaroussion & Thrakomakedones

The Municipality of Amaroussion in collaboration with R.S.I. ”Panos Mylonas” and DIAGEO, has held informative activities on the Municipality’s main square regarding Road Safety and health promotion issues in October 2013. During the event RSI’s Mobile NEST’s equipment was used to raise awareness of the vulnerable road users in one of the biggest municipalities of Attica prefecture.

In Thrakomakedones, under the moto "Say No to road traffic accidents, Say Yes to road safety", more than 300 students along with their parents had the opportunity to engage in experiential activities with the use of RSI’s Mobile NEST. Among the civilians were several officials who, declaring impressed by the effectiveness of vital information from RSI’s part engaging in active discussions with the Institute’s people.

“Road Safety Month” in Crete with the AVENUE Mobile NEST

A major event unlike any other concerning road safety in our country is taking place in Crete from 8 – 19 of November 2013cin the beautiful island of Crete, suffering from road traffic crashes. RSI in close cooperation with the Hellenic Chambers Transport Association and the four Chambers of Crete are implementing road safety awareness actions for 12 consecutive days with the participation of more than 50 local organizations.

RSI’s Mobile NEST with six members of the Institute’s trainers are educating students, civilians, families, members of volunteer organizations, employees of private companies, members of local authorities while in cooperation with local media, all actions are promoted through the internet, newspapers, radios and television.

This is one of the most important actions that ever took place in Greece in terms of people participating and the active engagement of all involved parties. It is estimated that within these 12 days, more than 15.000 people have taken part in the experiential trainings with the use of Mobile NEST’s simulators (that

RSI has in possession in terms of the AVENU E project), in open trainings that run for more than 12 hours each day.

INTER CARS MOTOR SHOW

INTER CARS MOTOR SHOW in Bemowo turned out to be the site of a remarkable automotive event, which gathered thousands of spectators. The most famous racing drivers met all in the same place. What is more, the leading figures of the Polish drifting scene were present as well. And, last but not least, Bartek Ostalowski appeared. He is a man who alone can drive a car with his feet and has a race car licence. A lot of attention was drawn by stunt shows. During this event Motor Transport Institute presented a rollover car simulator and helmets experiences, as a part of AVENUE mobile NEST which attracted a lot of users.

Night Power in Lomza

On August 18, another edition of the Night Cycle Power 2012 Grand Prix took place in Lomza. It attracted about 60 drivers and a lot of spectators. The organizers of this event wanted to promote alternative and safe races on the popular 1/4 and 1/8 mile distances. These races are organized on closed and specially prepared sections of public roads. At the same time, the event was intended to improve the level of road safety. It was inspired by the global programme of improving road safety that had been launched by the UN. The race series Night Power is connected to other additional thematic events. There were a lot of attractions and activities provided for the spectators of sport competitions. They included: an exhibition of antique cars, contests with prizes, live music and stunt shows. As in previous editions of this event, Motor Transport Institute supported the event with a presentation of rollover car simulator, alco-goggles, small helmets experience.

The 35th Anniversary of the Children's Memorial Health Institute

The celebration of the 35th anniversary of the Children's Memorial Health Institute started with a family picnic "Safe Child." In the sports area many special events took place. Among other things, there were the presentations of medical emergency prepared by the Great Orchestra of Christmas Charity, police shows, and the presentations of motorcycle and car security systems. The picnic was a great opportunity to benefit from expert advice given by the people working at the Children's Memorial Health Institute. The participants also tried equipment from AVENUE mobile NEST – rollover car simulator, alcogoggles, helmets experiences – belonging to Motor Transport Institute and also played American football.

In the Old Orangery the Jubilee Gala took place, which started with a session devoted to the scientific research projects implemented at the Children's Memorial Health Institute. A photo exhibition “Together in the hospital” was also opened. The Jubilee ended with a concert dedicated to the employees of the Center.

Public Transport Days 2012

Public Transport Days 2012 was a weekend dedicated to the promotion of public transport. This year's event was held on September 22-23. It was organized as a part of the "European Mobility Week", which is the culmination of the "European Car Free Day." The purpose of the Public Transport Day is to promote public transport and rail transport.

From the very beginning, i.e. since 2002, the event is addressed to a wide range of the inhabitants of Warsaw. It is a typical familial event. In addition to the presentation of various vehicles, facilities and to occasional short trips by modern and historic municipal trams, the transport operators and the institutions related to transport presented the visitors with the best solutions for public transport. Motor Transport Institute was among the institutions involved in this event and supporting it with the equipment from AVENUE mobile NEST (belt-sledge, roll-over car simulator, alco-goggles). On September 22, as part of its prophylactic activity, ITS also prepared an educational traffic safety “corner” for children with games and small competitions regarding traffic safety.

The 21st Grand Finale of the Great Orchestra of Christmas Charity

The 21st Grand Finale of the Great Orchestra of Christmas Charity was organized on January 13. The purpose and catchword of that fund-raiser was "The purchase of professional equipment for saving children’s lives and enabling medical care to senior patients.” As in previous years, Motor Transport Institute took an active part in this charitable action. A part of the mobile NEST – rollover car simulator was presented in order to make the fund-raiser more attractive. The presentations with ITS mobile NEST took place in front of the Polish Public TV Headquarters in Warsaw.

“Safe Driving with the White-and-Red Flag” Fete

As part of the celebration of the Flag of the Republic of Poland Day, both the Military Police Headquarters and the Headquarters of Warsaw Garrison prepared for residents of Warsaw an interesting and full of attractions educational offer. A prophylactic fete was organized under the banner "Safe driving the White- and-Red Flag."

The education and measures to increase the security of Poles are essential elements of modern patriotism. Therefore, the intention of the organizers of this event was to combine the celebration of the Flag of the Republic of Poland Day with the achievement of educational and preventive targets in the field of road safety. Motor Transport Institute, being a co-organizer of the Day, presented mobile NEST equipment: belt-sledge and rollover simulators, and alcohol-impairment goggles as well. An Open Day at Motor Transport Institute

An Open Day at Motor Transport Institute was held on May 8, 2013. As always, it was a good opportunity to present its achievements and popularize the issues connected with road safety among all interested people, inter alia, by participating in special exercises and by the demonstration of human reactions in a 37

car crash and in the course of driving under the influence of alcohol, etc. The participants had a chance to visit the National fixed NEST at ITS premises and learn about different road safety topics.

Campaign “Safe Crossing – Stop and Live!”

On May 24, the ninth edition of the campaign “Safe Crossing - Stop and Live!” began. Briefings and press conferences were organized in Warsaw and other 21 Polish cities. As part of the campaign, simulations of accidents on railway crossings were planned in order to pay attention to the issue of road safety and to the risks that can be avoided. The main aim of the campaign is to change social attitudes, to shape and consolidate safe patterns of behaviour at railway crossings, and - consequently - to reduce the number of accidents on the railway tracks and railroad crossings. The campaign is aimed at drivers, cyclists and pedestrians respecting their division into adults and children, as well as to the media, to companies and institutions. As in previous years, Motor Transport Institute took part in the inauguration of the campaign presenting a rollover simulator – part of AVENUE mobile NEST.

“Let us be Safe Together!”

The main assumptions behind the campaign “Let us be Safe Together!” are as follows: the increase in the level of the tram traffic safety, the elimination of

threats to life and health of road users by means of warning them against inattention and recklessness while driving and by promoting the effective measures for road safety. The originators of the campaign want to draw road users’ attention to the trams moving in the city traffic because the majority of road accidents (i.e. collisions or incursions) with the participation of a tram are caused by pedestrians and car drivers.

The fifth jubilee edition of the campaign "Let us be Safe Together" was inaugurated on June 19 with a press conference and a spectacular simulation of a tram-car crash.

The Third European Seminar was held on the tram traffic safety which was entitled "A tram in the city. Why do we make mistakes on the road?". Motor Transport Institute was a honorary partner of the campaign and supported the event with mobile NEST equipment.

Scientific Picnic of the Polish Radio and the Copernicus Science Centre

According to the organizers of this event, on June 15, 150 thousand science lovers visited the National Stadium. Both in the stands and in the alleys leading to the main facility about 190 tents were deployed where about a thousand shows took place. Scientific Picnic of the Polish Radio and the Copernicus Science Centre is the biggest open-air event in Europe dedicated to promoting science. Outdoor formula proved to be so good that it became an inspiration for other countries. This event took place under the honorary patronage of the European Commission. In 2013, approximately 200 Polish and foreign institutions presented their achievements. The Copernicus Science Centre was responsible for the substantive content of the picnic. Motor Transport Institute has been participating in the Picnic for the past 39

several years. Its mobile NEST equipment – rollover simulator and a belt sledge, and alcohol-impairment goggles and the experiment with an egg in a small helmet – are always very popular.

Family Picnic „Safe Holiday”

A family picnic “Safe Holiday” was held on June 30 in Warsaw. Motor Transport Institute has been involved in the organization of the event, during which it presented rollover and belt-sledge simulators. Both simulators were provided by the ITS Mobile NEST.

Educational workshops “Safe Child during Travel and on the Road”

“Safe Child during Travel and on the Road” is an educational project which is aimed at the youngest road users, their parents and their careers. The programme of educational workshops conducted as part of the Wola Park Shopping Centre included, among other things: the test for cyclists examining their knowledge of the road safety rules, art classes for the youngest children, lessons in first aid, "Hospital for teddy bears", training in applying dressings, belt sledge and rollover simulators. Motor Transport Institute was one of the partners contributing to these workshops and providing AVENUE NEST equipment.

Police Day

On July 21st, Police Day was celebrated in Agrykola Park in Warsaw. The celebration was opened by the Police Commander in Chief. The inauguration of the event was a football match between the Polish and German police national teams. The picnic nature of the event and a number of unusual items on the agenda attracted crowds of visitors. Among other things, the presentations of police dogs and horses, and modern equipment, belonging to the Central Bureau of Investigation and the Bureau of Anti-Terrorist Operations were prepared for the guests. The participants could take a closer look at the vehicles used by traffic police and the equipment used by bomb disposal units etc. There were also demonstrations of martial arts, lessons in first aid, as well as a shooting range. During the picnic one could watch the parade drill of police orchestras and listen to live bands. The event was also supported by Motor Transport Institute which in the context of educational activities promoted the wearing of seat belts in cars and presented a rollover simulator and other equipment from AVENUE mobile NEST.

The celebration of St. Christopher Feast Day – the saint patron of car drivers

On the very same day, July 21st, the presentation of AVENUE mobile NEST rollover simulator enriched the inauguration of the 14th National St. Christopher Week. The celebrations in honour of St. Christopher, who is the saint patron of car drivers and travellers, began with the Mass in the St. Florian's Cathedral located in eastern Warsaw. "The Golden Steering Wheel of St. Christopher" was granted during the ceremony by the MIVA POLSKA and the National Pastoral Care of Car Drivers. It was the 12th edition of this competition.

Safe Driver’s Day

For the eighth time the National Chaplain of Car Drivers and the Safe Driver’s Foundation, announced the Safe Driver’s Day on July 25. On St. Christopher Feast Day, they called for a careful and prudent driving every day so that all Polish citizens could travel safely both on national and local roads.

On July 25, the Day without a Traffic Ticket was celebrated in Mielec (en route outbound Tarnow). It was organized with the participation of such organizations as: the Department of Traffic Police in Rzeszow, the Mobile Group WZP from the Customs Chamber in Przemysl, MIVA POLSKA and Motor Transport Institute. The drivers who have committed a minor offense, instead of getting a fine, took part in the test using collision and rollover simulators. Both simulators were provided by the ITS Mobile NEST. The principal aim of this test was to make them aware of the importance of fastening seat belts. This year's celebration of Safe Driver’s Day was accompanied by a nationwide radio campaign, which encouraged everyone to particularly cautious and sober driving on Polish roads in the spirit of kindness for other road users.

Motorization is not only for the sighted

On September 9, thanks to the initiative of the Warsaw S1 Association – Improvement and Development of High-performance Driving Techniques – a group of visually impaired people were able to test their abilities related to driving a car, which is not accessible for them on a regular basis. After a brief 42

introduction, blind participants sat next to an experienced driving instructor and could try to operate the steering wheel. Both the people who had not driven a car before and the people with driving licenses but not able to drive any more acted as drivers. Another unusual training session took place at the Centre of the Improvement of Driving Techniques in "Moto Park Ulez" near Deblin. The event was also supported by Motor Transport Institute, which in the context of educational activities presented a rollover simulator and promoted wearing safety belts in vehicles as part of its AVENUE mobile NEST.

“Be sensible!”

A new social campaign was inaugurated with the press conference under the banner “Be sensible!”. This action was organized by the Police Headquarters. It was addressed primarily to the elderly (60+), motorcyclists, and pedestrians. Seizing the opportunity, the Police Headquarters encouraged all road users to the correct patterns of behaviour on the road, and to showing more kindness, refraining from violence and respecting law regulations. The press conference launching the campaign was also attended by the members of staff of Motor Transport Institute, who presented mobile NEST equipment: belt sledge and rollover simulators and promoted wearing safety belts in vehicles.

‘Safe on the Road’ Picnic

On October 4, ‘Safe on the Road’ Picnic took place in Wolomin. It was organized by the Voluntary Labour Corps. As part of this event, Motor Transport Institute presented special simulators and alcohol-impairment goggles from AVENUE mobile NEST.

“Infrastructure 2013” Fair

On October 22, the 11th Fair of Road and Rail Construction, and Traffic Management entitled “Infrastructure 2013” began at the Fair and Congress Centre MT Poland in Warsaw. This fair is a special professional event where exhibitors present products, services and solutions for the road, rail and transport. It is also a good opportunity to take advantage of the unique participation in seminars and discussions led by experts.

The conference entitled “The Impact of Safety on the Development of Transport Infrastructure” was organized on the first day of the fair. The co-organizers of this conference were the most important national institutions dedicated to transport, namely: the General Directorate for National Roads and Motorways, the Chief Inspectorate of Road Transport, Motor Transport Institute, the Partnership for Road Traffic Safety Association. The Ministry of Transport, Construction and Maritime Economy and the National Road Safety Council were the partners in this enterprise. During the fair, Motor Transport Institute also presented, as part of the educational activities within the AVENUE NEST, belt sledge and rollover simulators and promoted wearing seat belts in vehicles.

Celebration of the World Day of Remembrance for Road Traffic Victims

On November 5, The World Day of Remembrance for Road Traffic Victims was inaugurated with launching a press conference at Moscice Art Centre in Tarnow. It was attended by many representatives of governmental and non-governmental institutions and organizations promoting the idea of road safety and helping the victims of road accidents. After the conference, an international educational programme “Road Show" was presented. It included the meeting of the road accident victims and their family members. In addition, on the first day of Celebration a seminar was organized by Motor Transport Institute for the Regional Road Safety Council on the safety of the young on the road. On the very same day, Motor Transport Institute also presented, as part of its educational activities within AVENUE mobile NEST, belt sledge and rollover simulators and promoted the idea of wearing seat belts in vehicles.

On November 16, a seminar for families of accident victims began in Zabawa. Afterwards, they could listen to the concert “From the darkness into the light” and walk along the Memory Lane. On November 17, the Mass for the victims of traffic accidents and their family members was celebrated. The celebration of the World Day of Remembrance for Road Traffic Victims was held under the patronage of the Minister of Justice and the Attorney’s General Office. Among the organizers of the celebration were: the Association for the Care of Victims of Road Accidents Communication Disasters, the National Pastoral Care of Car Drivers and Motor Transport Institute.

Weekend headlights testing

Free tests of headlights were conducted by the specialists from Motor Transport Institute in the mall M1 parking area (Warsaw-Marki) on November 16-17. An ultra-modern and innovative LIGHT ANALYZER LIGHTS ITS was used which is a unique type of analyzer on European scale. It is an automated device that analyzes a computer image of automotive lights registered by a special measuring converter. The analysis reveals both the quality of road lighting and dazzling scale. The two-day test cycle was not only a scientific enterprise but it was also dedicated to drivers in order to raise their awareness in the domain of automotive lightning. The participants could learn a lot of interesting information concerning this subject, namely: how to take care of their headlights, how to verify their quality, and – finally – what their importance for road safety consists in. An additional attraction and educational action for drivers and passengers was the opportunity to participate in an experiments in a rollover simulator provided by ITS mobile NEST of AVENUE project.

Saint Barbara car rally

On December 6th, a special car rally was organized in order to celebrate the mining festival of St. Barbara's Day. The events organized by Polish Automobile Association are important both in social and sport terms. They usually gather thousands of enthusiastic motor fans. On the lists containing the winners’ names one can find numerous surnames of famous race drivers. Although this year the weather was not very good because it was a frosty and snowy day, the event was accompanied by the presentations of a rollover simulator provided by Motor Transport Institute’s mobile NEST from AVENUE project.

Work Package 5 EDUCATIONAL ACTIONS TOWARDS INDIVIDUAL ROAD USERS

The WP is developing customised educational material and provision of courses for various groups with focus on vulnerable road users and provision of education for these groups.

The second part of the WP with the name Customized Educational Programs is aiming at the development of short or long-lasting educational programs. The education material is derived from scientific based evidence, know-how of European projects and practical experience. Furthermore the education process is not in the form of passive lectures but actively involves the groups to be educated and more specifically: school children, parents – teachers, novice drivers, the elderly and vulnerable road users.

A “train the trainers” course has been organised at the beginning so that staff and volunteers have been trained in best practices on road safety education, achieve quality of offered education and achieve a critical mass of specialised trainer in order to achieve multiplying effects for future actions.

All along the year Avenir Santé implement different types of actions towards individual road users: school interventions, day & night actions. Civic volunteers and volunteers are the main actors of those actions.

The Institute participated with experiential activities of the Mobile NEST in this year’s Athens Motor Show that was visited by 30.000 people, representing a very important target group because of their passion for cars and motorcycles. Events for Road Safety from R.S.I. “Panos Mylonas” in Western Greece

The R.S.I.’s Mobile NEST travelled to Patras region for a series of events. Specifically, experiential training was implemented to students of the second grade Education in the Institute’s Local Referral Road Safety Centre for Road Safety that is hosted at the University of Patras. Also after being invited at the Center of Military Technicians’ Training, RSI’s Mobile NEST was moved to the premises of the Center to deliver experiential training for all the people there.

Education to students of first degree education in the Municipality of Achaia

During the educational programs developed by the Department of Education of Western Achaia instructors of the Road Safety Institute "Panos Mylonas" visited schools in the Municipality of Achaia to inform and educate 600 young students under the “In traffic with safety” experiential program, with the active cooperation and participation of over 30 teachers. The directors and teachers of schools who are greatly concerned about the serious road traffic problems in the area, warmly welcomed R.S.I. “Panos Mylonas”.

We have further developed our programs in secondary schools, where we have a 2-hour more theoretical program, called “Formapack”, targeting 16 to 18 yo, as well as a practical session, called “Variapack”.

We have started developing a pilot version of the Formapack towards newcomers in Belgium who do not speak our language, as Brussels is a centre of immigration.

The “impossible texting & driving test” clip has been posted on Youtube in Y2, for dissemination, and has been viewed over 2.3 million times.

RYD.LU

Our educational program in schools and youth venues continued, but with a limited number of actions. It is based on the Formapack and Variapack, as developed by RYD.BE.

The formapack

In formapack, which lasts two hours, we discuss the main causes of road accidents, and reaction time to demonstrate the need to keep safe distance in traffic. We also discuss the dangers of driving under the influence and the importance of seat belts. Halfway, students do a practical test with AlcoGoggles, making them understand the effects of alcohol and drugs on sight and consequently on driving.

We also let young people interact between them and discuss road safety issues. These exchanges are very friendly and help ensure that the message is conveyed in an interactive and effective manner.

The variapack

The variapack is more practical. We demonstrate through examples and instructive games the importance of responsible driving. As for formapack, we also leave significant time for discussion and exchange of opinions.

AESLEME

In AESLEME we are specialized in road safety (risks, how to avoid accidents, PAS and consequences) and educational campaigns.

We design the most of our campaigns specially for children and young people. School age is the best time to incorporate safe behaviour habits, which make responsible citizens and therefore we are carrying also out a prevention campaign in military academies, teaching institutions and police headquarters.

By means of the continued education and the campaigns of prevention and awareness, we have reduced the number of deaths and people injured in the medium and long term.

AESLEME, for the last 22 years, has been carrying out the accident prevention campaign called “It Can Happen to You” in schools, institutes, universities, militaries and policemen academies of Spain. “It Can Happen to You” has reached near 3.000.000 children and young people.

The conference has been carried out by a team of professionals formed by a doctor and a person with a spinal cord injury due to an accident. They impart the conference, of approximately two hours, with an interesting power point presentation with videos and is adapted to different ages (from 12-25 years old).

The structure of the conference is as follows:

 Primary Prevention: Causes that produce accidents: speed, alcohol and drugs, distractions, fatigue, and so on as well as forms of avoiding (safety belt, helmet, rest head, children chair… (road safety).  Secondary Prevention: What to do when an accident occurs and what not to do in order to avoid secondary injuries.(PAS).  Tertiary Prevention: Consequences of accidents: physical, psychological and social problems of serious injuries in the spinal cord and brain.  Dialogue: In this part the students ask questions and ask for more information.

We adapt “It can Happen to you" to the university population. Our aim is that they evaluate, for their own, if it is worth taking certain risks, to tenor of the consequences. Therefore, one leads them to being aware of the risks, from the testimony of someone who already has suffered an irreversible injury in an accident.

Accomplished and future goals:

-To diminish the number of deaths for road accidents in Spain.

-To diminish the number of serious injured people (craneoencefalic traumatism, tetraplejias, paraplegias, amputations ...) due to road accidents.

- To sensitize on the physical, psychological, familiar, social, labor and economical problems of the disabled persons after an accident.

Methodology:

Conference of near 2 hours given by a sanitary professional specialized in emergencies or hospitable attention and a person with a spinal cord injury due to an accident.

The exhibition of the referees complements itself with audio-visual material (presentations in power point and videos). Nowadays we are around 150 persons: 30 doctors, 15 nurses, 25 physical therapists and 80 spinal cord injured persons for accidents.

Volunteers: Aesleme has some volunteers helping us in this campaign. Tasks: Drive, help people disable to go to the conferences, office work, and we have people with spinal cord injury giving conferences.

Evaluatión: AESLEME carries out a “Survey” that submits to the students a few days before the conference to know their knowledge with regard to factors of risk and preventive measures and it´s made again one month later to evaluate since to improve his knowledge and the level of recollection.

In addition there is delivered to the director of the center a "Leaf of Opinion " with two aims: to possess a justification of which the conference has been realized and on the other hand to possess the opinion of the person in charge of the center about the campaign (content, technical means, referees ...).

“Road Safety Training” for last year pupils in Vratza campaign.

The campaign (table below gives an overview) was realized by Open Youth in Vratsa, regional centre (61,000 Inhab.) in northwest Bulgaria. The aim of the campaign was to inform about consequences of driving under the influence of alcohol, non-using of seatbelt, danger of distraction and inattention during driving and danger of aggressiveness on road. Campaign took place in high school hall, where was realized the show for high school students. First, Open Youth showed PowerPoint presentation about the road safety issues then participants were invited to discuss the topic and were given leaflets. Afterwards, participants were encouraged to try alcogoggles, drug goggles, weight scale and Distract-a-Match game. Campaign lasted 2 hours.

The campaign was realized with help of the local inspectorate for education and support from the governor's office. Target group participants were recruited in high schools in the city. The age group was 16 – 18 years: high school youngsters that are in their last 2 years of the school attendance and will soon become active participants in the road traffic. Volunteers for the campaign were recruited as usual (see above). Key techniques were discussion and peer-interaction again.

During campaign were used these materials: PowerPoint presentation, alcogoggles and drug goggles, leaflets, weight scale and Distract-a-Match game. New feature of this campaign is PowerPoint presentation accompanied by explanation of traffic rules and statistics from the local traffic police representative.

“The content varied from serious statistics to funny cartoons, all aiming to prove the scale of the risks on the road. We also combined it with other road safety tools to make it more attractive and entertaining. We target the ´wow´ effect without flooding the people with fear appeals. It was more oriented on the comparison with the audience personal experience.”

Effectiveness of usage PowerPoint presentations varies, depends on level of processing, information value, content personalized to focus group, personality of presenter etc. Limited time range and 55

connection of presentation with other activities made this campaign attractive to focus group, as Open Youth confirmed.

"Risky Driving Behaviour Prevention by Driving Simulator" campaign.

The campaign (table below gives an overview) was realized by Open Youth in Vidin, regional centre (48,000 Inhab.) in northwest Bulgaria. The aim of the campaign was to inform about consequences of driving under the influence of alcohol, non-using of seatbelt, danger of distraction and inattention during driving and danger of aggressiveness on road. Campaign took place in high school room, where was realized the show. Open Youth showed PowerPoint presentation about the road safety issues and then participants were invited to discuss the topic and were given leaflets. Afterwards, participants were encouraged to try driving simulator and Distract-a-Match game. Campaign lasted 2 hours.

Similarly as in previous campaign, the campaign was focused on youngsters in pre-driver age. Participants were recruited with the help of the school director and teachers at the school. The participation was voluntary. Message of this campaign was very similar to “Road safety training” campaign, also techniques were the same. However, Open Youth used driving simulator instead of alco- and drug goggles and weight scale. Utilizing of these materials was very similar to another Open Youth’s campaigns.

Thanks to similar goals, target group and school environment we can compare “Road safety training” campaign and "Risky driving behavior prevention by driving simulator" campaign. “Road safety training” campaign used various tools, which were focused on addressing as many people as possible. Alcogoggles, drug goggles, weight scale and Distract-a-Match game, everything is easily usable within big groups of people. Thanks to this, 75 youngsters in 2 hours participated in this campaign.

On the other hand, the essential point of "Risky driving behaviour prevention by driving simulator" campaign was (besides presentation) driving simulator, where was measured the reaction time of the user at the event of a sudden obstacle on the road and showed other possible situations on the road. Driving simulator experience needs more time, so only 15 persons were participating in this campaign. In this small group, the experience can be much stronger than in big groups, above that, driving simulation provides a very real experience. The need to take care of the road safety is much stronger, to prove it, we can mention that Open Youth recruited here new volunteers for future actions. Although the number of participants was not very high, the campaign can be assessed as successful.

Work package 6: Awareness raising coaching program for road safety

During the WP material was developed for Awareness Raising Coaching Program for Road Safety and launch of a number of programmes reaching the general public.

This task addressed all kind of road users. It consists of multimedia presentations providing road safety basic information and advice. The content is continuously updated to latest evidence based guidelines and is aiming to create interaction between the audience and the presenter. These campaigns aim at addressing high numbers of participants, were flexible and adjustable to specific or generic events.

“Train the trainers” courses have been organised for the staff and volunteers involved in this action. Campaigns take place during exhibitions, sports events, cultural events, concerts, summer camps, auto- club events and other local and national festivities.

AVS

All along the year Avenir Santé welcomes and trains young people (civic volunteers and volunteers). Those young people participate in the different projects of the association by being actors of the events. The association train them to be able to disseminate prevention message to other young people.

Information and awareness raising campaigns and actions for Road Safety were co-organised by RSI and the Representation of the European Commission in Greece

Flash-Mob for Road Safety

The first ever road safety Flash-mob was organized by the Road Safety Institute “Panos Mylonas” in Syntagma Square, the central square of Athens, during the UN Global Road Safety Week (6-12 May 2013) for the active promotion of road safety through the message "Stop road crashes". The event was organised in Athens with the support of the European Commission and the European Youth Forum for Road Safety, while the choreography was created by Mr. Fokas Evaggelinos (one of the most famous Greek choreographers) and his dace teachers dance teaches based on a song created by George Mylonas. After the Greek Road Traffic Police stopped the circulation of vehicles, hundreds of volunteer dancers enthusiastically performed the choreography, impressing not just civilians that were in the location at this time, but all Greeks and the rest of Europe in an event that had great media coverage. AVENUE messages and posters were presented during the event held volunteers and dancers. For the success of the event, RSI cooperated with: 59

"Students’ Road Safety and Prevention Activities" in collaboration with the Region of Attica

A special event was organized regarding the results of the project "Students’ Road Safety and Prevention Activities"; the project was implemented in the first half of 2013 by the Institute in a partnership with Attica Prefecture region. To achieve the objectives of educating students and reporting on high risk sites, 85 people were employed for six months. The program was successful yielding results better than expected. Teams of Instructors visited more than 120 schools, Primary and Secondary, where they trained 7.000 students. Also 135 autopsies recordingrisk sites were gathered. Teachers, students, parents and local bodies praised the Institute on all actions carried out under the program, while some of the people that were part of the program are still cooperating with RSI in multiple actions.

“The Alcohol is a Bad Driver“ campaign.

The campaign (table 1 gives an overview) was realized by Open Youth in three Bulgarian regional centres: Dobrich (90,000 Inhab.), Vratsa (61,000) and Vidin (48,000). The aim of the campaign was to inform about consequences of driving under the influence of alcohol. Campaign took place in pedestrian areas in city centres, where trained volunteers in the age of 18 – 25 addressed people of same age, discussed the topic with them, demonstrated the effects of alcohol by alcogoggles, gave them leaflets about dangers of drink driving and at the end as a reward for participation gave them alcohol-free beer. Whole campaign lasted 6 days, 2 days in each town, 4 hours per day.

Volunteers for the campaigns were recruited thanks to local contacts of Open Youth, who spoke to the young people and offered the list of them. Open Youth chose ones with suitable profiles and train them for this specific action. Selection criteria were: activity in their community, eagerness to participate and availability. No previous experience was required, because Open Youth provide a complete training on the subject. Volunteers were trained in speaking in public, handling alcogoggles, moderating the debate and knowledge of the issue.

“Our experience shows that people that are active in their communities are quite positive, friendly and talkative, they have a lot of acquaintances and are able to attract visitors through their verbal and non- verbal behaviour. Thus ensures the high participation rate and effectiveness of the event. The participation in previous projects or campaigns assures that operator has developed a mental image of the process and is able to deal with unforeseen circumstances and predict the behaviour of the visitors.”

Key techniques used during the campaign were peer interaction and discussion. Thanks to previous projects Open Youth has a lot of experience with these techniques and their training. Peer interaction was used for better communication with youngsters and to make them interested in the first couple of seconds. It also helps with non-formal style of peer-to-peer discussion. The importance of peer interaction in explaining risky behaviour during adolescence verified Gardener (2005).

Discussion itself starts by introduction of road safety topic, then volunteer let the discussion loose, while carefully steering it around the point he want to make and seamlessly curate it. The quality of discussion is ensured by careful training of volunteers in leadership and debate techniques. The effectiveness of discussions on changes in behaviour was demonstrated by Misumi (1989) on the example of accident rate within bus drivers, which decreased after discussions by 80 %.

For the campaign there were used these materials: alcogoggles, leaflets, badges and alcohol-free beer. Alcogoggles were used as an icebreaker at the beginning of contact phase, when volunteers started a discussion about drink driving with passers-by.

“The best outcome of previous project is the recognition we see among visitors, quite a lot of them have heard about the alcogoggles through friends or media and been wanting to try them and few of them have tried them in previous projects and are now bringing friends and relatives to experience them for themselves.”

From scientific point-of-view, alcogoggles are only moderately effective. Although there can be observed significantly greater decrease in favourable attitudes toward drinking and driving (see Jewell, Hupp & Luttrell, 2004), this decrease has only short-term effect – Jewell & Hupp (2005) proved that change in attitudes quickly disappeared four weeks later. Jewell & Hupp (2005) also referred that attitudes toward drinking and driving were only significantly changed when participants actually wore the goggles, as 61

opposed to only viewing another person wearing the goggles. In addition, this immediate attitude change did not translate into behavioural change within four weeks of the Fatal Vision goggles experience. Based on these findings we can say that alcogoggles has only limited effectiveness, but, on the other hand, they have the potential to attract passers-by, so they are suitable for the first contact with people.

Leaflets explained effects of alcohol on driver and circumstances of risky behaviour when under influence. It also explained ways how to avoid drink driving, where to find more information about the topic and contact details on selected experts if they have more questions. The positive effect of leaflets confirmed Sustersic et al. (2012). Badges were just for advertising.

At the end of the discussion volunteers gave participants one alcohol-free beer as a reward for their participation. The message of this was: “you can have fun without using alcohol even with a beer”. It also should support responsible drinking and remove the possible mental barrier about consuming non-alcohol beer, when showing participants that the taste of alcohol-free beer is very similar to normal beer.

Regarding to self-evaluation of the campaign Open Youth says:

“The outcomes of the projects are: we have a huge following on our Facebook page, we are recognized by the public and the media for our efforts and methods, we have also the statistics of the mortality rate of youngsters involved in car accidents showing a decrease in the percentage of youngsters (15-25) killed on the roads.”

Among other positives Open Youth recognises only few leaflets in litter bins around the location of the campaign and returning people, who already have take part in some of Open Youth’s campaigns.

"European Year of Volunteering" campaign.

The campaign (table 2 gives an overview) was realized by Open Youth in Bulgarian capital Sofia in the frame of European Year of Volunteering. The aim of the campaign was to inform about consequences of driving under the influence of alcohol and drugs. Campaign took place in conference hall with free access to the stand. Trained volunteers in the age of 18 – 25 addressed people of same age, discussed the topic with them, demonstrated the effects of alcohol and drugs by alcogoggles and drug goggles, gave them leaflets about dangers of drink driving and notebooks with wider information about the topic and offered them to try the Distract-a-Match game. Whole campaign lasted 2 days, 8 hours per day.

As in previous campaign, volunteers for the campaign were recruited thanks to local contacts of Open Youth. Similarly was realized recruiting and training.

Key techniques were discussion and peer interaction again. The process was very similar as in “The Alcohol is a Bad Driver“ campaign, just with small differences caused by wider variety of used tools and different place of the event. Conference room instead of public space in street brought several benefits, especially the possibility of realize activities regardless of the weather. Thanks to this Distract-a-Match game was used. On the other hand, there were other things to do at the event, so it was necessary to attract the attention of people.

During the action were used leaflets, alcogoggles, drug goggles, notebooks and Distract-a-Match game. Usage of leaflets and alcogoggles was the same as in campaign no. 1. Drug goggles are another type of vision impairment goggles, so the techniques and methods are the same as in the case of alcogoggles.

Notebooks were used for presenting more information about the topic than in leaflets. There were about 50 pages of information and some space for personal use.

“Notebooks are more attractive to have and they have space for taking personal notes. People are more inclined to get them and to keep them while leaflets usually end in the trash bin. People use them at least until their capacity to put notes in finished which can take years. This way the information is with them for longer.”

Distract-a-Match game is simple shape and colour matching game helps demonstrate in a fun and engaging way the impact of distractions on reaction time and judgment and extends the lesson to the impact of distracted driving.

“The game is a very simple, colourful compact and attractive tool proving a straightforward point in an unquestionable way. That a human mind is unable to fully concentrate over two different tasks and that it takes twice if not more time to complete the same thing. In driving terms, texting and driving leads to longer reaction time meaning higher risk. The experience we got from the game was that participants who tried it left the stand smiling and talking about it. It affected the way they think about possible distractions such as texting, arguing with a friend on the backseat, talking on the phone, trying to fix the radio station etc.”

Although Distract-a-Match game is quite new tool, explaining the effect of distraction during driving is realized for a long time, e. g. Gregersen & Bjurulf (1996) described another type of explanation event. The game helps to take note of the danger linked with distraction during driving, what Nelson, Atchley & Little (2009) founded as a crucial factor of behavioural change forward non-operating cellular phone during driving.

During this campaign, Open Youth tried to use the tools that allow them to reach a maximum amount of people in the shortest time. There were used various tools and materials, the information and emotional reactions were deep.

“Ready for Action” campaign

The campaign (table below gives an overview) was realized by Open Youth in Bulgarian capital Sofia as a part of the annual meeting of the Youth in Action programme in Bulgaria. The aim of the campaign was to share and disseminate successful practices within NGOs. Campaign took place in conference hall with free access to the stand. People from Open Youth invited visitors to their stand and gave them a leaflet about road safety issues. Then they offered visitors to try alcogoggles, drug goggles, driving simulator, weight scale and Distract-a-Match game. Trained volunteers discussed with visitors road safety topics related to used tools and materials during whole stay. At the end, volunteers gave visitors notebooks as a reward for their participation and encouraged them to be active in road safety issues. Whole campaign lasted 1 day, for 6 hours during the meeting.

Comparing to "Volunteer! ... through road safety" campaign, wider variety of materials was used. As before, Open Youth used leaflets, alcogoggles, drug goggles, notebooks and Distract-a-Match game. Moreover, thanks to good opportunities at the site of action they used also driving simulator and weight scale.

Use of driving simulator for educational reasons in public is quite common, but relatively expensive thing. It is necessary to make compromise between realism of simulation and transferability of simulator device. The purpose of using simulator is to give people chance to experience firsthand some unusual or dangerous situations, which they can see on roads, and try how they react in such situations. After 64

completion of simulation people can discuss their behaviour with operators or experts, who can give them valuable advices, so they are readier and more aware for these situations. The other way of using simulator for public shows is to demonstrate the driving under influence (see Brookhuis, 2011) or driving in special conditions, like on slippery ice, with under-inflated tires etc.

“The simulator is capable of simulating unforeseen events on the road. One exercise was that the participants tried riding at a polygon while their reaction time was tested in case of sudden appearance of an obstacle on the road. Their reaction time was taken and analyzed from the time of the event to the moment that the car has stopped. The simulator showed participants that the car keeps on moving for quite a long distance during the time when the signal from the brain is transmitted to the reaction of foot, which starts breaking. The point is you need an adequate distance and speed to avoid an unexpected obstacle. Furthermore, it is possible to show how several factors are influencing this reaction time, factors such as speed, driving under influence of alcohol, tunnel of speed etc. So in short, a specific traffic events and hazards as well as special conditions of the driver were simulated with the simulator.”

Less common tool used in road safety campaigns is weight scale, which shows participants the enormous energies, which has influence on the objects in the vehicle during ride.

“It works by putting some weight on the scale. The kilograms that the scale shows are then multiplied by a factor for a specific speed range, respectively 50km/h, 90km/h and 130km/h. The number received is the weight of the object measured at the moment of a direct collision with the respective speed with e. g. a stone wall or a tree. So we first measure person’s normal weight, afterwards we show them what their personal weight would be at the event of a head-on collision – this is the point when we get the ´wow´ effect after they see how much they are going to weight and then we explain the benefits of seatbelt usage. Furthermore, we use the weight scale to prove a point that an unsecured luggage on the back seat is also a potential danger for them. A simple thing like laptop at the back seat weighting just 3.5 kilos at the moment of a collision on the highway with a speed of 130 km/h turns in to a flying bullet weighting in more than 280kilos.”

The goal of the campaign was achieved by allowing the NGO workers to experience firsthand all the risk prevention procedures done by Open Youth. Effectiveness of campaign can be measured by received positive feedback from visitors and high public and media interest. Although due to limited time it was not possible to address more people, usage of many types of tools made the visitors’ experience great and longstanding.

Work Package 7- PRACTICAL SAFE DRIVING TRAINING

The task has addressed specific groups, such as high risk drivers, novice drivers and opinion leaders such as volunteers and members of road safety institutes or institutions in the form of “a train the trainer” course. This task aimed to have a high impact on dangerous driving behaviours, such as speeding and taking high risks, also to provide more effective accident avoidance practices such as promoting courtesy, safe braking and steering. It includes the practicing to the effective use of car/motorcycle safety equipment. Participants from all consortium members have been invited to this activity.

“Motorcycle Safe Riding” Seminar

The seminar on “Motorcycle Safe Riding” including both a theoretical and a practical part has been met with great interest and enthusiasm from the participants and was successfully completed on Saturday, December 14th.

At the seminar that was organized by the Road Safety Institute “Panos Mylonas” (R.S.I. “Panos Mylonas”) and hosted at the military air force airport in Dhekelia participated many observers from the Greek MOTO GUZZI Club, that also allocated the space for the theoretical part of the seminar, employees of the companies that are members of the Alliance for safety and courtesy on the road “Roads to the Future” and employees of other companies that cooperate with R.S.I. “Panos Mylonas” in order to train their staff on Road Safety issues. Trainers at the seminar were volunteers of R.S.I. “Panos Mylonas” with an extensive experience in safe riding of a motorcycle.

The program mentioned broadens the Institute's efforts to enhance the safety of vulnerable road users, such as motorcycle drivers, and was implemented within the framework of the E.U. funded Program AVENUE for Traffic Safety that R.S.I. “Panos Mylonas” is coordinating for 13 organizations in 9 countries.

It has to be noted that even though the motorcyclists represent a small percentage of road users (16.5%) in our country, they represent the tragic 35% of fatal crashes; while for every 1.5 klm. travelled by a motorcyclist, the risk for a motorcycle’s driver to be fatally injured in a traffic incident is by 16 times more possible than that of a driver of another vehicle.

Work Package 8- ACTIONS INVOLVING 2 OR MORE ROAD USERS

This task aims at bringing together Road User Groups such as Car Drivers, Two Wheeled Motor Vehicles, Cyclists, Pedestrians and specialists such as road safety volunteers, policemen, rescuers, medical stuff, social workers, victims and people affected from road accidents. The aim is to reduce aggression among those categories and to promote courtesy on the road.

This WP contains multimedia campaigns as well as interactive workshops for groups.

Goal of the actions is to provide results, knowledge and synthesis of opinions through informative presentations, actions undertaken-organised and reaching a consensus on different road behaviours.

AVS

All our actions and events involve two or more road user groups:

 actions in driving schools involve car and motorcycle drivers, as well as driving teachers and future drivers  actions in schools involve pedestrians, novice drivers, bicycle users…  public events involve parents and children, as well as car drivers, bicycle users, pedestrians.

Second RSI Bike Athlos - Tour of Peloponnese

RSI, following the great success of the 1st Bike Athlos «Athens to Thessalonica» in June 2012, organised the 2nd Bike Athlos.

The event took place during May 2013 in the geographical region of Peloponnese.

The 2nd Bike Athlos was a charity ride event aiming to raise funds for the support and promotion of RSI's goals. These include the advancement of road safety and traffic education as well as the prevention and reduction of traffic accidents, promoting road safety messages through the event itself and the cyclists acting as road safety ambassadors. The AVENUE mobile NEST was part of this campaign since the AVENUE NEST mobile unit followed and supported the events organised in the major cities the cyclists went though: Sparta, Nafplio, Patras and Argos.

The cyclists started in the city Megara on the 23rd of May 2013, rode through Patra, Ancient Olympia, Sparta and eventually finish in the city of Nafplio on the 26th of May 2013.

The event aimed to promote the cultural heritage of Greece thus it is open to international registrations. Greece, a country with such a great contribution to the world's culture and civilization, lacks nowadays a civilized road behaviour. It also aimed to promote the harmonic coexistence of two road user groups, cyclists and car drivers.

The combination of a Bike Athlos that promotes a sound road culture together with the promotion of our national cultural heritage constitutes a very important project for increasing the information and consciousness of people and organisations both nationally and internationally.

Day 1 Megara - Patra (172km - 730m)

Athlos 2013 has started! Riders cycle by the sea for more than 140 km. This was a relatively easy route with no significant climb. It was a great warm up for the next day that went through the mountains.

Day 2 Patra Ancient Olympia (172km - 2660m)

The second day riders climbed from Patra to Kalavrita, cycling through a marvellous landscape. The day finished with a fascinating downhill that drove to the hotel's pool.

Day 3 Ancient Olympia - Sparta (156km - 1710m)

The third day had almost everything. Sea, mountains, lowlands. It was difficult mostly because of the previous day climb.

Day 4 Sparta - Nafplio (112km - 1580m)

This was the last day. After a short climb we reached Astros where we cycled for 40 km by the sea, heading to Nafplio. 68

Work Package 9- INVOLVEMENT OF VOLUNTEERS

The project consortium is mainly composed of NGOs with a large number of volunteers. Those volunteers were involved in the AVENUE project, properly trained and participated in many activities.

Scouts come together for Global Road Safety Week

Scouts around the world are joining hands together this week to strengthen global forces against the number one cause of death for young people, road accidents. Annually, over 1.2 million people die on roads in a cause that can easily be tackled with joined up action. The Second UN Global Road Safety Week (every five years) is taking place from 6 to 12 May 2013. On 6 and 7 May, 30 Rover Scouts and leaders from 14 countries came together for a series of events at the United Nations premises in Geneva on the invitation of Ireland, Scouts of Greece and the Greek-Hellenic Road Safety Institute ‘Panos Mylonas’. The events were supported and hosted by the United Nations Economic Commission for Europe (UNECE). 2011 to 2020 is also the ‘Decade of Action for Road Safety’ promoted by the United Nations.

Scouting for Global Road Safety, a one-day workshop for Rover Scouts and leaders took place on 6 May 2013. In the morning, participating Scouts learned about UNECE’s road safety activities and legal instruments administered by its Working Party 1. In the afternoon session, Scouts participated in an interactive lecture by Professor Claes Tingvall, a respected world authority in road safety from Sweden and the Director of Traffic Safety for the Swedish National Road Administration. To make the event dynamic and particularly meaningful for the Scouts, Professor Tingvall challenged the Scouts to consider how the pedestrian related aspects of the Convention on Road Traffic of 1968 might be revitalised or updated in a modern context, with a focus on youth and young adults. The outcomes of discussions, debates and recommendations coming from the Rover Scouts will be further opened to other Scouts around the world, including at the World Scout Moot in Canada (August 2013), and submitted to the Working Party as inputs for their review process.

At the closing session, UNECE officials reiterated their commitment to work with World Scouting. A Scout delegation has been invited to attend the 66th session of WP.1 scheduled for 23-25 September 2013, and to present the outcome of their deliberations from the workshop.

Scouting is the largest youth organization on the globe with a history of 106 years, and continuously growing - with an immense power in changing the society - promoting what is best in human behaviour for

good citizenship and leadership. It is important and timely that scouting should take a stand to help safeguard road safety.

On the occasion of the workshop in the UN Palais des Nations, RSI “Panos Mylonas” transported from Greece part of the equipment from their Road Safety Referral Centre, the European Union AVENUE project – mobile NEST, in order to provide the opportunity for the participants for demonstration and for experiential learning (reaction tests – speeding, drunk driving, destructed driving, collision weight scale), non-wearing of safety belt and helmet.

On 7 May, Scouts merged with top decision makers in Road Traffic Safety to commemorate the ‘International Level Crossing Awareness Day’, displaying once again the RSI – “Panos Mylonas” equipment and applications. World Scouting’s flagship initiative Messengers of Peace, which has been promoting the Global Road Safety Week on its online platforms and among its Network of Scouts around the world was strongly present on both days through exhibits and talks.

Although several Scout associations across the globe have been working closely on road safety in partnership with their national or local Road Safety bodies in the past, World Scouting’s association with UNECE began recently at the 22nd in Sweden (2011). UNECE pioneered road safety activities in the UN system 60 years ago and to this day – the Working Party on Road Traffic Safety – continues to be the only permanent body in the UN system that focuses on improving road safety. In addition, UNECE has been actively involved in the regional and global implementation of the Decade of Action for Road Safety, 2011-2020. In the context of the Decade, UNECE has ambitious plans for a series of road safety activities to educate, raise awareness, induce action and create dynamic and effective responses. On the closing of the event Mrs Eva Molnar, WP 1 Transport Committee Director, expressed her interest and support of UNECE on this ambitious project of Scouting for Global Road Safety.

UNECE has recently partnered – largely to achieve synergies - with various organizations to enhance road safety and to promote constructive action during the Decade of Action for Road Safety. Based on the work done by the Irish and Greek Scouts in advocating road safety to their Scouts, and based on their joint workshop at the Global Development Village and a special event (Joining Hands) on road safety at the 22nd World Scout Jamboree in Sweden in 2011, a UN General Assembly Resolution in 2012 has commended the efforts of WOSM (United Nations General Assembly Resolution on Improving global road safety (A/66/260) - (23 May 2012)). The GA resolution on improving road safety commends some recent road safety advocacy campaigns of ECE, including the World Organization of the Scout Movement (WOSM), the Hellenic Road Safety Institute “Panos Mylonas”, and Scouts of Greece. UNECE believes that there is value for both UNECE and WOSM – as well as to the cause of road safety - to continue working together in the area of road safety.

Road Safety Institute "Panos Mylonas" in collaboration with Scouting Ireland and the Greek Scouts Network (“Soma Hellinon Proskopon”) under the auspices of the United Nations, organized for the third time in a global level (after Sweden in 2011 and Geneva in March 2013) a road safety workshop for Scouts in MOOT Canada, attended by participants aged 18 to 25 years. Scope of this global project is to engage scouts from all over the world to take action for road safety, as well as create strong bonds with WOSM (World Organisation of the Scout Movement) in order to undertake and fund road safety actions in the whole world.

The workshop has gained attendance and interest from a variety of people with different educational and cultural backgrounds in terms of road safety, which makes this action particularly important. Up until now the people who have visited the workshop are young people from Canada, Australia, United Kingdom, Ireland, France, the Netherlands, Switzerland, Sweden, Norway, Finland, Denmark, Lichtenstein, Portugal, Spain, Mexico, Brazil, Costa Rica, Cambodia, Taiwan, , Oman, Luxembourg and Lebanon.

All participants have embraced with great enthusiasm the workshop’s activities which apart from experiential activities, include also active discussion of the differences between countries and the ability of the Leaders and members of the Scout Network to implement awareness programmes and campaigns in their respective countries.

Taking into consideration all the benefits that arise from this programme is what underlines it’s the great value and why it has been embraced by the United Nations, which has to be mentioned is an initiative launched by the Greek Road Safety Institute “Panos Mylonas”. The Scouts Network is consisted of more than 30 million people around the world and promoting the adoption of proper behaviour on the road in such a big group can change the data in road safety issues.

“This workshop is the best among the others we have visited. I had never imagined that a workshop for Road Safety could be so interesting, especially for me, since I come from a country where road safety is an educational issue already in young ages” said a participant from Sweden. A young man from Brazil commented “I wish we had the chance to learn such things in my country as well”, while a participant from Oman added “We would love to cooperate with you and maybe you could train us on what we have to do to cover the gaps in Oman’s Road Safety System”.

The issue of road safety is a global problem that stretched out by World Health Organization’s reports where it is clearly shown that road traffic accidents are the first reason of death for the ages 18-29 globally.

The Institute’s team was consisted of Evgenios Petoumenos (Programmes Coordinator of R.S.I. “Panos Mylonas”), Aris Kopanakis (volunteer, senior year student of Mechanical Engineering and Aeronautics, University of Patras), Elena Georgiadi (volunteer, Political Studies and International Relations 325graduate, University of the Peloponnese), Steven Lenihan, Callum Ryan and Denise Delaney (Leaders of Scouting Ireland). The workshop has ran for 2 weeks having reached more than 300 young people in 2 hour sessions.

The RSI President V. Danelli-Mylona held a presentation and a speech concerning this program in September in Geneva with the participation of national representatives and experts of Road Safety of all UN members, presenting the avenue program and the NEST models at the presence of EU representatives.

Survey during the Scouting Moot

RSI carried out a survey during the Canadian MOOT 2013, and the analysis proved that: Scouts are considerate regarding safety issues and the sample differs by far from the driving behaviour of random samples of other surveys. 26% of the scouts mention that occasionally-to-quite often have had aggressive driving behaviour; 44% of them mentioned that occasionally they make unjustifiable use of horn and take risks to overtake. Moreover, in our sample, the self-report aggressive driving behaviours associated with perceived stress of participants has a statistically significant value (p <,001).

A new volunteer recruiting campaign has been launched in collaboration with Fun Radio, a radio station with a lot of young audience.

The volunteers are being trained on a regular basis by the RYD BE staff, making them aware of the Mobile NEST and the training programs in schools.

For 2012-2013 we worked with 24 civic volunteers. And for the 2013-2014 we worked with 25 civic volunteers. All along the year different events and training are organized by and with the civic volunteers, for the group of volunteers. Each month, and in each region, are organized events in order to create a good atmosphere in the groups, and make them involved in the association: cinema, bowling, Christmas/Epiphany party…

We also offer our volunteers to be trained on first aids for example.

Besides the volunteers who help in the campaign “It can happen to you”, in the campaign “Enjoy but be smart” Aesleme also has the help of volunteers.

A month before each Grand Prix, Aesleme sign a collaboration agreement with a local institute, where the race will take place, in order to select 15 volunteers per each Prix. After this, the Thursday before the Grand Prix, Francisco Ureta, Delegate in Aragon and responsible for "Motorcycle Road Safety", teach road safety to young people of the institute, to give them knowledge on this subject, thank them for their cooperation and give more publicity to the campaign.

Work package 10: Evaluation.

A methodology was defined and used for evaluating the impact of the NESTs and the actions for citizens. Quantitative and qualitative outcome and output indicators were used.

Evaluation is a very important tool to distinguish the effectiveness, prioritise actions and can also lead to cost effectiveness and high return on investment. Based on the results of the evaluation certain procedures can be standardised for implementation in different Member States or regions, so that procedures are repeatable and results can be compared.

Factum

Summary

The evaluation of the road safety programmes within the AVENUE project run continuously. It served not only to evaluate but also to improve the road safety programmes during the development process. The evaluation followed a formative way and FACTUM was an interactive working evaluator. The partners received evaluation questionnaires to fill in. Depending on their answers they received feedback on their programmes and Networks & Education for Safety in Traffic (NESTs). The evaluation started with the survey of the status quo respectively by ascertaining the main and sub-goals of the programmes. These goals served as baseline for the final evaluation. General aim was that all set goals have been fulfilled by the project. The independent evaluator concluded that, the actions for citizens and NESTs within AVENUE were successful and contribute to a potential increase in traffic safety and a sustainable change in road user attitudes towards safe behaviour in traffic. Suggestions for further improvement of the programmes are given.

Objectives

Aim of the AVENUE project was to create referral centres for road safety and actions for citizens called NESTs (Networks & Education for Safety in Traffic). The NESTs can be divided into four structures: European, national, local and mobile structures. In this process the work done in previous EU projects and good practices were be implemented. In order to develop efficient road safety programmes these actions were evaluated by an independent partner, FACTUM OG, which was not involved in the previous programmes as well as the actions that were conducted. The evaluator was independent but was also interacting with all partners involved in the programme development and improvement. The main objective of the AVENUE project was that the developed road safety programmes shall be implemented finally in the several countries in Europe. Thus, it was necessary to have a common base for the evaluation so that the safety programmes can be compared. This deliverable contains evaluation of selected actions for citizens and NESTs conducted within the AVENUE project. Programmes that are not illustrated here but that were part of the AVENUE project used comparable methods and measures.

Methodology

In the evaluation part of this project, a template was sent to all partners asking them for the objects of the actions and for describing the programme in progress and procedure. Thereby, we asked them to describe both as detailed as possible. To support the partners we provided detailed questions concerning

the programmes. The template was provided as Excel- and as Word-file. The partners were asked to send the filled in templates back and to send us any updates.

We created for the partners who sent us the needed information an Excel file including one table sheet for each action. Thereby all the given information were collected and confronted. The information were considered regarding: the link between the activities and the goals; the used materials and the procedure. This served to connect the goals and the actions that are performed in order to achieve the particular objectives.

In order to support the partners, we made a comprehensive literature research to find evidence for their used materials (e.g. alco-goggles) and methods (e.g. peer-to-peer-discussions) they performed within their actions. This literature, resp. its issue relevant content and the sources were added to the particular materials and methods. This served to highlight the sense of the procedure and the used materials and to gain a argumentative structure on which the evaluation will be based on.

Results

At the end of the technical report the Evaluation report will come as an Annex. The complete results are be presented in comprehensive and explicit manner per partner and per activity.

AESLEME

Since Aesleme started the programme with Avenue we have reached more than 1 million people with those two campaigns. The sanitary professionals and the spinal cord injuries who give the talk to the students and militaries have a long experience on it. They are usually complimented by teachers, who return year after year to order our campaign, and then tell how children or students are who notified of their misbehavior on road safety to them parents or adults if they violate any rules.

Both campaigns have run as it was planned. AESLEME, for the past 24 years, has been carrying out the “It Can Happen to You” accident prevention campaign, which is indented for schools, college and university students and people in the military, so we had a long experience in how to do it. Students are

given a test before the talk of road safety and other after the talk, so we check the knowledge they have acquired and how it has improved their concept of road safety. In those years with the back of Avenue, we have reached more than 600.000 people with “It can happen to you”. “With the campaign “Enjoy but be smart” AESLEME reached more than 500.000 people with informational flyers and approaching people attending the circuit: an spinal cord injured Aesleme worker and volunteers made attendees see the consequences of an accident. Aesleme started with the campaign for the increase of fatalities among motorcyclists and after Aesleme began this campaign in Grand Prix circuits, there have been NO ONE deaths among attendees, something that had never happened before.

When the next year or a months later we back to that school to give another talk and children who have already listened the campaign see you, come to tell you that now they only go on the sidewalks, always use safety measures in the car, they tell their parents no to use the phone, that they always wear helmets on bike or looking before crossing an exit garage.... And during the talk, we see that we capture their attention because at the end of the conversation they ask many questions and show interest in the importance of road safety. And through the surveys we perceive changing concepts in them.

The advantage is that when we return next year, we found that they apply, in themselves and in their families, the knowledge gained. "It can happen to you "is a very direct campaign with clear and easily understood concepts through which they assume the responsibility to be pedestrians, cyclists or even passengers in a car. It is very easy to apply the knowledge with this campaign.

Work Package 11: Dissemination

The project and its results have been disseminated through a number of communication channels. The European NEST website (WP1) was maintained, press releases were distributed, interviews were given, participation in relevant conferences, participation in exhibitions that attracted large numbers of members of the scientific community as well as members of the public. The well laid out dissemination actions have multiplied the impact and the results that the project has by reaching much larger numbers of members of the public.

ETSC

Qualitative overview of AVENUE Project impact

The dissemination of the AVENUE results at the European level contributed to putting high on the agenda the road safety issues addressed by the project. AVENUE progress was followed and recorded in all ETSC main council reports and minutes during the main council meetings held.

While it is difficult to make a causal link between AVENUE and road safety policymaking, it can certainly be claimed that the work undertaken under the project has been instrumental in making sure that road safety matters (in particular for vulnerable road users) have received the deserved attention by the European policymakers.

Project Dissemination

ETSC’s work in WP11-Dissemination intended to outline the process of making results and deliverables of the AVENUE Project available to stakeholders and to a wide audience at European level. The dissemination strategy aimed at fostering broad dissemination of AVENUE main activities at European level and to promote its key results especially outside the consortium of project partners and their respective country.

The AVENUE Project was expected to deliver activities in 9 EU Member states. However its results were further disseminated in order to cover the 28 EU Member states. ETSC was the project partner leading WP11 on dissemination and it exploited its Europe-wide network to foster dissemination activities. By bringing together 47 National and International Organisations concerned with transport safety all across Europe and by counting on the support of a wide network of road safety experts, professionals, practitioners and researchers, ETSC was well placed to make the utmost from dissemination activities within and outside the project consortium.

Throughout the project articles were included in the ETSC newsletter Safety Monitor, reaching 4,022 recipients and approximately 1,000 monthly ETSC website visitors.

ETSC speakers presenting at various conferences and seminars, mentioned AVENUE in their presentations, together with a brief description of the project reaching more than 1,000 specialists and practitioners in the audience at the various events.

On the 8th of November 2011 ETSC organised, in cooperation with the Road Safety Institute Panos Mylonas, the first AVENUE dissemination event in Athens. Over 150 participants attended the seminar.

In cooperation with the project leader, the final AVENUE dissemination event took place in Brussels, on the 10th of September 2013. The event attracted a good level of attendance from road safety stakeholders, including representatives of the European Commission and the participants enjoyed a healthy discussion on how education and citizen involvement could be used as tools towards reaching the EU 2020 road safety target.

The AVENUE for Traffic Safety project held its 2nd Dissemination event in Brussels organized by ETSC and the Greek Road Safety RSI Panos Mylonas. The project, which has been initiated and coordinated by R.S.I. and supported by the European Commission (DG MOVE), brings together experts and 13 road safety organizations from 9 countries (Belgium, Bulgaria, France, Germany, Greece, Spain, Luxembourg, 84

Netherlands, Poland) with a common aim to: (a) implement activities and applications based on best practices, scientific evidence and use of state of the art technology and (b) develop the model for road safety referral centers - European, national, local and mobile. The so called NESTs shall be the "heart" of interaction for road safety for citizens, authorities and communities by:

 Raising public awareness for road safety –actions and campaigns  Promoting responsible behaviour for the general public and opinion leaders, as well as volunteerism for road safety  Educating citizens to embrace courtesy on the road and pre-act for their safety  Focusing on vulnerable road users (children, pedestrians, cyclists, powered two-wheeler riders, elderly, novice drivers etc)  Providing comprehensive Traffic Safety Educational tool, for local communities to clone and host on a permanent basis

Mrs Susanne Lindahl, from the European Commission Directorate – General for Mobility and Transport opened the event stating that “reducing traffic fatalities 50% by 2020 and having zero fatal crashes by 2050 is our main target. She added that “NGO's can complete each other and have the chance to do different things on the ground from what we in EC can do at legislations level”. Finally she has referred to the “injury initiative and mentioned that until today we only know the figures concerning deaths but from this year there is a single definition on serious injuries and we can start collect data for injuries as well”. Ms Florence Bonnefoy has also represented the European Commission to the Dissemination Event.

Mr. Antonio Avenoso, Executive Director of ETSC (European Traffic Safety Council) explained why his Organization supported R.S.I.’s initiative in the first place: “It is a very important project that is going to leave a great heritage to all European citizens while there will be return of the costs to us all thanks to the reduction of road transport crashes and injuries. The AVENUE Project is shared responsibility at its best and its activities have a multiplying effect in the society”.

The President of RSI Panos Mylonas and Project Coordinator Ms Vassiliki Danelli-Mylona stated that “the model successfully developed through the AVENUE Project is a great opportunity to be used in the procedure of training for a driving license as well as the reexamination of drivers that have lost their driving license because of traffic violations as already applied in Iceland by law with an impressive decrease in casualties. Furthermore the introduction of ISO 39001 created new opportunities for NEST facilities to support corporate training and certification and improve the road safety record. As it has been shown in other countries continuous driver training will have significant financial and operational benefits by the adoption of such policies”.

The second part of the Dissemination event included presentations by all of its partners presenting their achievements and best practices. AVENUE has involved 1.462.492 people directly and 5.221.500 indirectly during the last 3 years through its activities European widely.

In the closing session of the Event Prof. Dr. Gunter Zimmermeyer, German Organisation for Road Safety (DVW-Deutsche Verkehrswacht) Vice President stated that “We share the same issues, targets, programmes and vision. The exchange of information and experience gives important assistance to every one of us dedicated to reducing road fatalities. 85

AVENUE partners have managed to achieve the 3 past years sustainability for the NESTs through EC funding and sponsorships and hope that after the end of the program they will be able to achieve long- term operation.

AVENUE project is 30% funded by the European Commission (Directorate-General for Mobility and Transport) and is kindly supported by Olympus and Diageo Hellas, as well as Ethniki Asfalistiki insurance company and the Athens’ International Airport. In a period of time that Greece faces so major problems ranking still high in serious injuries and fatalities R.S.I. “Panos Mylonas” is trying to do the best for the protection of life in the roads with milestone initiatives in terms of raising awareness and education for road safety.

TRA Conference 2014

RSI Panos Mylonas between April 14-16, participated in the most important European conference of the transport.

RSI Panos Mylonas participated for the second consecutive year participating in TRA Conference after successful participation in the event in Athens in 2012 where RSI participated with a booth experiential education on road safety.

This time in Paris presented two posters with the latest developments of IOAS research activities in the field of road safety.

More specifically presented the project results AVENUE (Actions for Vulnerable, Elderly, Novice drivers and road Users in Europe - for traffic safety). Also RSI presented the preliminary results of the project "Use of THUMS Virtual Human Model for Road Safety Education". For this project IOAS partnered with Toyota Motor Europe, with the funding of Toyota Fund for Europe to create educational material on road safety with the use of advanced simulation tools and impact models which consider the impact of traffic incidents in the human body.

During the event, Ms. Vassiliki Danelli Mylonas, invited by ETNAplus, the European network of National Contact Points for transport research, presented the latest developments in the field of security policies unfairly and convergence with the agenda of the European Road Transport Research Advisory Council ERTRAC.

1st World Scout Education Congress, Hong-Kong (Nov.2013)

During the 1st World Scout Education Congress, where Scout leaders and executives from around the world were informed about the prevention of road traffic crashes, providing thus the opportunity to further promote European road safety initiatives and actions.

The President of RSI "Panos Mylonas" Mrs. V. Danelli-Mylona attended for the1st World Scout Education Congress in Hong Kong from 22-25 November showing the actions and work of the Institute representatives Scout Network and international organisations from around the world. AVENUE project coordinator was invited by the Secretary General of WOSM to present the AVENUE initiative to global scout leaders in the first Wold Scout Education Congress where 160 countries were represented with 500 participants. In this context, strengthening the bond of the Institute of the World Scout Network on actions relating to Road Safety, Ms. V. Danelli-Mylonas offered good training practices used on the long experience of the Institute, to become partakers of the idea of Road Safety and Traffic Education in the individual scout networks around the world with the support of the Road Safety Institute "Panos Mylonas".

In a specially designed exhibition presented implementation of the European Programme AVENUE for Traffic Safety, parallel to presentation and workshop regarding the initiative IOAS Scouting for Global Road Safety which is under the auspices of the UN.

Great interest was expressed by other Organizations outside Europe to know more about the AVENUE applications and the NEST model while interest was also expressed by those participating in the UNECE.

In the framework of “Enjoy, but be smart”, AESLEME has also organized several special events, which have added media coverage and projection, to extend these road safety prevention and educational messages.

These two activities have been carried out in collaboration with Spanish pilots. First, on December 14, 2011, the motorcycle rider of Bankia Aspar Team, Nico Terol, world champion 125 cc, and his team mate, Hector Faubel, runner-up in 125 cc in 2007, were involved together with 300 students, in a road safety session organized by AESLEME and Obra Social Caja Madrid. Later, on May 29, 2012, the SAG team driver, Ángel Rodríguez, who won 125 GP de España in 2001, went with Francisco Ureta, an AESLEME trainer, to one of his road safety sessions, attended by more than 400 students, (just before the Montmeló GP) to convey safety messages and raise awareness among them, about the dangers of the road.

In the other hand, AESLEME and Coca-Cola Iberian Partners have led the campaign "It can happen to you" to Castilla-La Mancha and Castilla-Leon, to coincide with European Mobility Week 2013 (18- 20/09/2013). The goal was to educate people about the importance of road safety through the prevention of circulation and hydration on driving.

Furthermore, Aesleme received on 3th June 2013 an exceptional collaborator, the F1 spanish driver María de Villota, in one of its speech to young offenders, focused on conveying the importance of road safety and driving. The aim was that children take an active commitment to road safety future drivers and, in turn, acquire basic and values, habits and attitudes theoretical knowledge to respond safely and responsibly to any traffic situation.

As part of the promotion of the AVENUE project, the Institute’s employees took part in the international congress entitled “Mobility & Road Safety in an Ageing Society” which was held in Vienna on 19-20 June. At this congress they promoted the educational package “Driver 50+” within AVENUE during the poster session.

Work Package 12: Project Management

The Project Management WP organised, controlled and managed WPs through the WP leaders.

RSI

RSI co-organised the meetings, produced minutes, defined the work schedule, and adjusted this whenever necessary in order to tackle delays and rectify deviations from the workplan. It acted as a contact point towards the European Commission, informed partners on legal issues, financial issues, controlled work flow progress, costs statements and was responsible for producing the reports and sending them to EC.

It also undertook the direct financial management of the project, collected individual partners financial statements, compiled the consortium financial report and audited the financial reports that will be delivered together with this interim technical report.

RSI also organised and contacted project management committee meetings. Reports and minutes were created based on the meeting results. Furthermore RSI contacted important stakeholders in order to keep the project progress up to date with European state of the art.

AVENUE project conclusion

Work has progressed well and according to the work plan. There were initial small deviations of the work compared to the work planned since the commencement coincided with the Southern European financial crisis. The low funding rates also intensified difficulties.

However and despite all odds the issues have been resolved successfully and the project has been concluded and exceeded expectations. The work performed was not only well aligned with project objectives and targets but also most partners overachieved compared to the planned and expected work. AVENUE has involved approximately 1.462.492 European and international citizens directly and 5.221.500 indirectly during the last 3 years through its activities in Europe and Internationally. The quality of partners reflected to the quality of work. It also reflected on the improvement and the increased interaction and sharing of know-how and experience. While the consortium has been much diversified in terms of activity, socioeconomic environment and road safety context, the exchange of experience and interaction has led to convergence and adoption of best practices.

During the first year infrastructures have been created or existing infrastructures have been improved and adapted to the NEST concept. Educational material and actions have been created, shared or further developed. Groups of road users have been informed and educated, while volunteers have been trained.

On year two AVENUE project has implemented a plethora of actions using the developed infrastructures and know how that was developed and shared during the preparatory phase of the project. Since technical infrastructures, preparatory measures, existing methodology improvement and pilot actions have taken place in a successful manner, partners were able to concentrate on the core concept of AVENUE and to use the NEST Referral Centres in the most efficient manner.

During year three and the five month extension the AVENUE actions have gained momentum expanded and matured. The continuous evaluation and improvement will give significant potential for sustainability after the end of the project. Numbers of directly and indirectly involved citizens have increased dramatically, experience and exchange of best practices has peaked and effectiveness and efficiency have reached a maximum.

Partners as individuals and as a consortium have committed themselves to continue the effort not just to improve the situation but to radically change the way we improve road safety through relevant measures and actions. The right mix of know-how, resources and voluntarism driven by a strong vision translated to clear and well defined objectives should impose the road safety culture as the norm and not the other way round. Partners are strongly dedicated to this and will continue the effort.

The strong and proven popular concept of NESTs in combination with the diverse consortium having the right balance between public, private, research and NGOs gave the opportunity of creating a heritage that will be sustainable and make significant changes that will last long. Since results have become more public (through dissemination activities, Web site, exposure to press), external influence and concepts together with internal influences, have enriched the initial concept and continuously lead to a more efficient road safety education and safety awareness environment.

AVENUE consortium has built on the evidence that the Road Safety agenda can be promoted by the development and establishment of NEST road safety referral centres both nationally and Europe wide. Relevant efforts have been developed in a few European countries, following a variety of forms, functions, equipment used and structure, centres for experience-based driver education and risk awareness trainings. AVENUE project has proven NESTS to be a way of empowering Road Safety in a sustainable 117

manner. Actions were well documented and packaged, evaluated, theoretically justified, results analysed and actions were improved and fine-tuned in a continuous manner, building on the accumulated experience.

The next step is these measures to enter the policy making domain. Courses at such safety NESTs should be made compulsory part of driver training at the EU and national level. While most existing varieties have been developed through private incentives, governmental support is necessary so that their use becomes widespread and their results maximised. The prospect of such centres to become compulsory or at least highly recommended for trainee and novice drivers, high risk drivers and drivers that have lost their driving license because of traffic law violations and point system by European directives should be promoted.

We have taken some steps towards this direction. We have contributed towards the DGMOV EC Non Paper: “Road safety planning, Good practice examples from national road safety strategies in the EU”. In the Education and training of road users section we have contributed a reference to NESTs, AVENUE and other similar efforts.

Furthermore in the framework of the reek presidency of the EU we have participated in the 6th European Road Safety Day on the 9th of May 2014 and the informal meeting of Transport Ministers the day before. We have demonstrated in practice the educational equipment and experiential learning methodologies. Our installation has attracted a significant amount of attention from international delegations, the public and EC officers such as the Vice President of the EC and Commissioner for Transport Mr Siim Kallas.

Since results are in place, the evidence exists, has been implemented and demonstrated for a number of years with significant results, there are two ways of moving forward.

1) Continue promotion on the European policy level 2) Continued promoting of the initiative to communities using private and public resources engaging different stakeholders

Both approaches have strong and weak points. It takes time to achieve policy interventions. However as soon as a European or national directive is implemented or enforced things move much faster. The second approach can have gradual and smaller scale results but can run faster and has stronger foundation on society and stakeholders since it is more bottom up and not top down such as the European policy level approach.

An optimal solution would be a combination of top down and bottom up approaches. In this way we can combine the strong foundations in society and at the same time to speed things up and facilitate the effort on the European or national policy level, when and where this is needed.

Working on both policy and implementation levels is very demanding however challenging at the same time. We envisage a world without road casualties and we will keep working strongly towards that direction.

Within this aim and vision of implementing such centers the metropolitan committee of transport has approved the establishment of AVENUE-NEST within the Attica prefecture. It is worth noting that all political parties represented in the committee valued the importance and voted for the establishment of the NEST in the public space. The space is located in a central and prime part of the city, close to the METRO line and RSI could not afford something like this on its own. The long term vision is to establish similar road safety NESTs in each regional authority.

The continuous actions and events implemented during the last 3,5 years through the AVENUE project in Greece and the awareness raising campaigns and actions had a considerable impact to the road traffic reduction in Greece of 30% reduction achieved. We strongly believe that the project had a significant contribution and it is clear that securing funding on a joint cooperation model of private, public and NGO partnership is the way forward. The AVENUE experience in Greece, Netherlands, Poland, Spain, Belgium, Bulgaria and Germany through mentoring organisation DVW has proven we can achieve results when there is commitment from all stakeholders. Competence and exchange of know-how and expertise has been shared. The European Commission has been most supportive to this initiative. The Project Officer and the Commission Services have always been responding and supporting actions whenever the coordinator requested for support to the project consortium. It relies now to the key stakeholders to take action taking advantage of the project implementation and further support to the continuation of this promising initiative that creates opportunities for the benefit of Road Safety in Europe and the world.
