This summary has been prepared in compliance with the procedures and operational policies of the African Development Bank through its Integrated Safeguards System (ISS) for Category 1 projects. The project description and rationale are first presented, followed by the legal and institutional framework in the Republic of Tunisia. A brief description of the main environmental conditions is presented, and then the road programme components are presented by their typology and by Governorate. The summary is based on the projected activities and information contained in the 60 EIAs already prepared. It identifies the key issues relating to significant impacts and the types of measures to mitigate them. It is consistent with the Environmental and Social Management Framework (ESMF) developed to that end.

  • Chapter 9 Establishment of the Sewerage Development Master Plan
The study on sewerage system development in the Syrian Arab Republic Final Report CHAPTER 9 ESTABLISHMENT OF THE SEWERAGE DEVELOPMENT MASTER PLAN 9.1 Basic Condition for Master Plan 9.1.1 Target Year One of Japan’s most highly authoritative design guideline entitled, “Design Guidelines for Sewerage System” prescribes that the target year for a sewerage development plan shall be set approximately 20 years later than the current year. This is due to the following reasons: • The useful life of both the facilities and the construction period should extend over a long period of time; • Of special significance to sewer pipe construction is the phasing of the capacity strengthening. This should be based on the sewage volume increase although this may be quite difficult to track; • Therefore, the sewerage facility plan shall be based on long-term prospect, such as the long-term urbanization plan. In as much as this study started in November 2006, the year 2006 can be regarded as the “present” year. Though 20 years after 2006 is 2026, this was correspondingly adjusted as 2025. Hence, the year 2025 was adopted as target year for this Study. 9.1.2 Sanitation System / Facilities The abovementioned guideline describes “service area” as the area to be served by the sewerage system, as follows: • Since the service area provides the fundamental condition for the sewerage system development plan, investment-wise, the economic and O&M aspects shall be dully examined upon the delineation of the area. • The optimum area, the area where the target pollution reduction can be achieved as stipulated in theover-all development plan, shall be selected carefully.

  • Tunisia 2019 Human Rights Report
TUNISIA 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Tunisia is a constitutional republic with a multiparty, unicameral parliamentary system and a president with powers specified in the constitution. During the year the country held parliamentary and presidential elections in the first transition of power since its first democratic elections in 2014. On October 6, the country held open and competitive parliamentary elections that resulted in the Nahda Party winning a plurality of the votes, granting the party the opportunity to form a new government. President Kais Saied, an independent candidate without a political party, came to office on October 23 after winning the country’s second democratic presidential elections. On July 25, President Caid Essebsi died of natural causes and power transferred to Speaker of Parliament Mohamed Ennaceur as acting president for the three months prior to the election of President Saied on October 13. The Ministry of Interior holds legal authority and responsibility for law enforcement. The ministry oversees the National Police, which has primary responsibility for law enforcement in the major cities, and the National Guard (gendarmerie), which oversees border security and patrols smaller towns and rural areas. Civilian authorities maintained effective control over the security forces. Significant human rights issues included reports of unlawful or arbitrary killings, primarily by terrorist groups; allegations of torture by government agents, which reportedly decreased during the year; arbitrary arrests and detentions of suspects under antiterrorism or emergency laws; undue restrictions on freedom of expression and the press, including criminalization of libel; corruption, although the government took steps to combat it; societal violence and threats of violence targeting lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and criminalization of consensual same-sex sexual conduct that resulted in arrests and abuse by security forces.

ISSN 1 746-7233, England, UK World Journal of Modelling and Simulation Vol. 10 (2014) No. 1, pp. 3-19 Balanced adaptive simulation of pollutant transport in Bay of Tangier (Morocco) Elmiloud Chaabelasri1∗, Alistair George Liam Borthwick2, Najim Salhi1, Imad Elmahi3 1 LME, Faculte´ des Sciences, BP 717, 60000 Oujda, Maroc 2 Department of Engineering Science, University of Oxford, Parks Road, Oxford OX1 3PJ, UK 3 EMCS, ENSAO, Complexe universitaire, B.P. 669, 60000 Oujda, Maroc (Received February 19 2013, Accepted December 17 2013) Abstract. A balanced adaptive scheme is proposed for the numerical solution of the coupled non-linear shal- low water equations and depth-averaged advection-diffusion pollutant transport equation. The scheme uses the Roe approximate Riemann solver with centred discretization for advection terms and the Vazquez scheme for source terms. It is designed to handle non-uniform bed topography on triangular unstructured meshes, while satisfying the conservation property. Dynamic mesh adaptation criteria are based on the local pollutant concentration gradients. The model is validated for steady flow over irregular bed topography, recirculation due to a sidewall expansion in a frictionless channel, and pollution advection in a flat-bottomed channel. An idealised application to the simulation of pollution dispersion in the Bay of Tangier, Morocco is presented, which demonstrates the capability of the dynamically adaptive grid model to represent water quality scenarios in a bay of non-uniform bed topography and complicated shoreline. Keywords: shallow water equations, pollutant transport, finite volume method, roe solver, dynamic mesh adaptation, unstructured meshes 1 Introduction Pollution of the Strait of Gibraltar has increased significantly in recent decades as a by-product of the growth of maritime transportation activities.
