The charges against Cleary, officially filed on Feb. 28, dealt with the theft ofstudent vouch: ers during the 2004 football season. The meeting took place to consider the bill, which was initially read March 2 in a full meeting of the Senate, and to vote on whether to send it back to the full Senate session for final approval. After a roll call vote, the bill failed to be reported favorably by a vote of 3-4. Cleary, who is on the'Government Operations Committee, then made a motion _ to postpone the bill indefinitely, which was passed 4-3. The original vote on the bill, made Feb. 23, passed by a major- ity vote offour.
