Authors Anders McD Sookermany is a senior research fellow at the Norwegian Defence University College (NDUC). He is a serving Lieutenant Colonel with a Defense College education supplemented with a doctorate degree in pedagogy and a masters degree in Philosophy of Sport. His research interest is related to skill-acquisition in postmodern/modern military contexts. Currently Sookermany is heading a R&D-program entitled Learning under Risk (LuR). The overall aim of the program is to describe, understand and explain the risk dimension in soldiers’ learning before, during and after participation in military operations. Besides this, Sookermany has served on several national and international committees, councils and working groups within the broader scope of learning, training, performance and culture. He is a serving member of the Editorial Board of Armed Forces & Society and the current President to ISMS were he also acts as the NDUC Council member. Eystein Lockwood Meyer is a Commander (Senior Grade) in the Royal Norwegian Navy and holds a MA in Defence Studies from Kings College London and a postgraduate diploma in Strategic Management and Leadership from The Chartered Management Institute. He has a wide service background from Coastal Artillery, Coastal Ranger Commando, ISAF PRT Meymaneh, ISTAR Manager in NLMARFOR Amphibious Task Group, Intelligence Functional Team (J2) in NATO Force Command Heidelberg, and is currently teaching maritime and joint operations at the Norwegian Command and Staff College. He has previously published a book chapter about the changing character of naval power during World War One and articles in the Norwegian Military Journal (NMT) about Operation Shingle, Chromite, and The Suez Crisis 1956 and The Unpredictability of War. Commander Meyer is the Head of the #ISMS17 Conference Committee and presents during the conference an abstract for a future book chapter about “Rapid British Amphibious Response as a Force Multiplier in the Nordic – Baltic Theatre” for the Changing Character of War program. David M. Last, PhD, is a graduate of the Royal Military College of Canada (BA), Carleton University (MA), the London School of Economics (PhD), and the US Army Command and General Staff College (MMAS). He served in the Canadian army for 30 years, and has taught political science and war studies at the Royal Military College of Canada since 1999, including three years as MILITÆRE STUDIER SE/2017 registrar. He served in Germany during the Cold War and his peacekeeping assignments included commanding Blue Beret Camp in Cyprus, Force Commander’s staff in Croatia, and Civil Affairs in Bosnia, with field research on conflict management in the Balkans, West Africa and the Middle East. He has edited or co-edited six books and published more than 60 chapters and articles on peacekeeping, conflict, and higher education. Since 2009 his research has focused on conflict management, taking a global comparative perspective on security education. He currently serves as the Chair of the Military Education Working Group in the International Society of Military Sciences, the co-chair of the Police and Military Relations Working Group of ERGOMAS, and teaches in the undergraduate and graduate programs of the Royal Military College in Kingston, and the graduate program of the Canadian Forces College in Toronto. Key words Energy Security, National Strategies, Energy Interests, Geopolitics of Energy. 45 Francisco José Berenguer Hernández Some considerations about the “energy security” concept Concept The concept of energy security has been present in publications for a cer- tain number of years, including the press and non-trade media, but it is apparently a recent one, or at least one that has not enjoyed the popular- ity of others such as road, workplace, social or even air security. However, it has taken on such importance nowadays that it deserves a specific section in the highest-level strategic documents of practically all of the nations in our environment, as will be seen in a later section. This is somewhat different from the form of security of other sectors that include the following in more generic terms: “well-being and progress of society”, “ensuring the life and prosperity of citizens” and other simi- lar expressions, with the exception of economic security. The latter, as a consequence of the long and deep recession that numerous nations, in- cluding Spain, have been suffering, has strongly emerged in more recent strategic thinking. Consequently, it is worth wondering the reason for this relevance and leading role of energy security in the concerns of the high- est authorities and institutions of the nations.

    2 April 2015 The Strange Death of the Counter-insurgency Era What lessons can we learn from the counter-insurgency era that spanned the US-led interventions in Afghanistan and Iraq? As M L R Smith and D M Jones see it, COIN was more of a narrative than an empirical concept, it concealed ideologically-tainted modernization projects that worked at cross purposes with actual needs, and much more. By MLR Smith and David Martin Jones for ISN The notion of counter-insurgency is an elusive idea that in general terms simply denotes the attempt to confront a challenge to established authority, but which came to function as a synonym for long-term external armed interventions by Western states, most notably in Iraq and Afghanistan. In the mid-2000s, ‘COIN’ was elevated to a position of explicit importance in defence thinking and became a source of endless fascination in analytical circles. The ‘classical’ thinkers of counter-insurgency were resurrected from a largely forgotten past and became an object of reverence. COIN became the defining military practice of the age. Since 2011 Western forces have been withdrawn from major theatres of operation. In 2014 Western nations ended their major combat roles in Afghanistan. Once heralded as an almost universal formula for success in complex interventions, the costs, consequences, and controversies associated with the counter-insurgency era have left an ambiguous and unfulfilled legacy. Analytical opinion has already moved on. The occupations of Iraq and Afghanistan that once loomed large in political life have already begun to fade from view, displaced by new and different crises on the world stage.

TREVOR THRALL JORDAN COHEN CAROLINE DORMINEY Abstract By law and executive branch policy, every decision to sell American weapons abroad must reflect an assessment of strategic interests, economic considerations, and risk. Little work, however, has been done to determine how much relative influence each of these factors has on such decisions. This article evaluates arms sales in the post-9/11 era and finds evidence that strategic interests and economic considerations significantly impact arms sales but no evidence that risk assessment does so. It concludes with suggestions about how to better incorporate risk assessment by making the cost/benefit trade- offs more explicit in the arms sales decision process.* ***** rom 2002 through 2018 the United States sold over $200 billion in major conventional weapons to 169 countries.     FEATURE Russia–Pakistan Strategic Relations An Emerging Entente Cordiale FEROZ HASSAN KHAN ince the famous American raid in 2011 that killed Osama bin Laden and given the US exceptional favor to India’s nuclear ambitions, Islamabad has gradually moved away from the United States, deepened Pakistan’s relations Swith China, and sought rapprochement with Russia. While Pakistan’s strategic relations with China have been developing for more than five decades, Islamabad’s relations with Moscow are new, evolving for less than a decade. Russia has always preferred India to Pakistan and shied away from any proactive role in conflict reso- lution between India and Pakistan. Additionally, Russia has been unsure of Paki- stan’s future and its strategic direction. In South Asia, Moscow seems to balance Russia’s interests proportionate to the strategic importance and economic advan- tage that each nation offers. Pakistan is a relatively small power undergoing internal and economic perils. It cannot match India’s power potential and offer the same scope of political, strategic, and economic influence that India wields in its rela- tions with major powers. Yet, Pakistan is a very important piece in the emerging geopolitical chessboard in Eurasia. Notwithstanding the handicap of perpetual asymmetry vis- à- vis India, Pakistan leverages its geophysical location, strong mili- tary with advancing nuclear capability, and considerable influence in the Islamic world in its conduct of international relations. In the past, Pakistan and Russia could not develop close ties because neither country fully trusted the other. However, given the mutual benefits to building relations, as discussed in this article, both countries are trying to move forward past lingering mistrust.

Hoyt The formal introduction of nuclear weapons into South Asian regional security raises important questions about the stability of the region. As two traditionally hostile states induct nuclear weapons and so- phisticated delivery systems into their militaries, what will keep them from utilizing these new weapons for coercion or warfare? Proliferation “opti- mists” argue that states will be deterred from destabilizing actions by the inherent mismatch in costs and benefits or risks and potential gains from challenging a nuclear-armed adversary.1 Proliferation “pessimists” point to the dangers of the spread of nuclear weapons; the myriad of things that can go wrong once nuclear weapons are introduced into an already heated con- flict situation; and the lack of careful thought and planning that might go into the development, deployment, and use of nuclear forces.2 Timothy D.
