Omodei (Deputy Leader of the Opposition) - (1) That this house calls on the government to conduct an inquiry into the abattoir industry in Western Australia, and in particular - (a) the reasons for the closure of Harvey Beef; (b) the location of current abattoirs; (c) potential sites for new abattoirs; (d) identify current abattoirs and their classification; (e) future sites suitable for international accreditation; and (f) whether government should provide incentives for new abattoirs or upgrading or relocation of current abattoirs, and any other matter pertaining to domestic and export abattoirs which inhibits their development and existence. (2) That the matter be referred to the Economics and Industry Standing Committee. (3) That the government take action on any matter relating to the continuation of a viable beef industry while the committee inquires into this matter. to which the following amendment was moved by Mr G. Snook - That the following paragraph be added to the motion - (4) That the committee report to the Legislative Assembly by March 2006. MR P.D. OMODEI (Warren-Blackwood - Deputy Leader of the Opposition) [4.04 pm]: The amendment moved by the member for Moore seeks to add the following paragraph to the motion - (4) That the committee report to the Legislative Assembly by March 2006. I will not take too long talking on the issue, but it was deemed that that amendment to the motion would finish it off. We wanted an indication from the government about whether it would support the motion. As members know, last Wednesday debate on the motion was adjourned by the member for Greenough; that terminated the debate. Needless to say, this matter is very important to the people of Western Australia. I will sit down right now so that we can move through the debate. MR A.D. McRAE (Riverton - Parliamentary Secretary) [4.05 pm]: The proposal that the committee report by March 2006 reveals part of the problem the government has with this motion, which we debated last week. The proposal is that somehow this Parliament and this chamber can assist the industry by referring the matter to a committee for investigation that goes to the very question of matters that are now in the hands of the voluntary administrator. The same proposition suggests that setting a reporting date of March 2006 will assist in the processes currently under way. That reveals the problem that the government has had with this motion from the outset. The government will not agree to this amendment. That is not to say that it will not be open to a discussion about an inquiry of the nature that has been proposed, or even about the proposed reporting date, but after the current problems have passed. Since this matter was last debated in this chamber and the amendment was proposed to be added to the original motion, a range of things has happened. The pace at which those things are occurring reveals that the reporting date of March 2006 will not assist our task. The Minister for Agriculture and Forestry met with the voluntary administrator, Ferrier Hodgson, as recently as last Sunday. He has undertaken to be receptive to submissions or to receive further information from the administrator. In that context, and in the context of the government’s intention that a sustainable commercial enterprise emerge from the hiatus in the operations of E.G. Green and Sons in Harvey, it is clear that an inquiry at this time will not assist all the stakeholders, including the producers, the administrator, the workers, the unions, the transport operators and the shire. The shire has added its voice to the calls of concern about how to ensure that a commercial operation emerges. In that context, we will not agree to this amendment. As I said to the opposition last week, the government is prepared to accept a modified set of terms of reference for an inquiry. It might even accept March 2006 as an appropriate time frame in which the Economics and Industry Standing Committee is to report to this house. Much work is yet to be done. I say again to members of this house and to the community that the government will do everything in its power to ensure that a sustainable commercial operation re-emerges from the hiatus of the operations of E.G. Green and Sons. We are working on that now in a collaborative and cooperative way. This motion and the amendment that has been proposed do nothing to contribute to finding that sustainable commercial solution, and therefore we will oppose it. MR M. McGOWAN (Rockingham - Minister for Peel and the South West) [4.09 pm]: I am pleased to speak on this very important matter. As the Minister for Peel and the South West, I know that Harvey is an important community in the south west and plays a pivotal role in the state’s economy. It is very important because of the support it gives to the rural community around the town; in particular, the beef industry, dairy industry and other industries in the area. It is very important to the government that E.G. Green and Sons continue to operate. It is also very important to the local community because, for approximately 90 years, it has been a significant employer in the region. It has provided good quality and good paying jobs for large numbers of local people. It is an important component of the economy of the Harvey area. It is very important to us that E.G. Green and Sons be able to continue operating. Of course, it provides 90 per cent of exports of beef. The ACTING SPEAKER (Mr P.B. Watson): Order! The amendment is that the committee report to the Assembly by March 2006. I ask the minister to speak to the amendment. Mr M. McGOWAN: Certainly. The amendment moved by the member for Moore imposes an unreasonable time frame for the committee to report. I expect that this matter will be resolved in a reasonably short period. From all the advice that has been provided to me, it appears that E.G. Green and Sons is a business that is largely sound and has a substantial asset base. It also has a very good name among consumers and a very good customer base overseas for products produced through the abattoir. It certainly appears to me from the advice I have received from the Minister for Agriculture and Forestry, Hon Kim Chance, that he thinks it is a long-term, viable entity that will be able to survive into the future as an ongoing business concern. He has visited Harvey and met with the workforce at E.G. Green and Sons. He has been in constant contact with the management of that business. His view is that this matter should largely be able to be resolved with a commercial solution. That commercial solution may involve some management changes at E.G. Green and Sons. It may involve some restructuring of the debt. It may involve some negotiations and discussions with the bankers to ensure that they can continue to extend credit to the business to allow it to continue to operate. Considering that today is 24 August, my expectation is that the matter will be resolved in the very near future, probably only a matter of weeks, and that E.G. Green and Sons will continue to operate. Mr A.D. McRae: That certainly is the view I have expressed previously on this matter. The minister in the other place has expressed the very same view. Mr M. McGOWAN: It is very important in these matters that business be allowed to come up with commercial solutions to these problems. Business should be allowed to get on with business. All I have heard from the Deputy Leader of the Opposition is solutions that are arrived at at a moment’s notice that involve the government giving money. That was the context of the question he asked last week. The issue had only just arisen. As far as the government was aware, there was no request by the company for any government support. The member for Warren-Blackwood came into the house and told the government to give the company money. That appears to be the solution that the opposition adopts to every single problem in Western Australia! Give them money; that is the answer to everything! I have certainly experienced that with my portfolios of tourism, and racing and gaming. We would need the budget of somewhere like Saudi Arabia to satisfy the demands of the opposition for every issue in Western Australia because every issue is to be resolved with money. The ACTING SPEAKER: Order! I ask the minister to address the amendment. Mr M. McGOWAN: My concern is that the opposition is imposing an artificial time frame on the reporting requirements of the committee that would artificially constrict what will be examined by the committee.

Political Chronicles Commonwealth of Australia January to June 2007 JOHN WANNA The Australian National University and Griffith University Shadow Dancing Towards the 2007 Election The election year began with Prime Minister John Howard facing the new Opposition leader, Kevin Rudd. Two developments were immediately apparent: as a younger fresher face Rudd played up his novelty value and quickly won public support; whereas Howard did not know how to handle his new “conservative” adversary. Rudd adopted the tactic of constantly calling himself the “alternative prime minister” while making national announcements and issuing invitations for summits as if he were running the government. He promised to reform federal-state relations, to work collaboratively with the states on matters such as health care, to invest in an “education revolution”, provide universal access to early childhood education, and to fast-track high-speed broadbanding at a cost of $4.7 billion. Rudd also began to stalk and shadow the prime minister around the country — a PM “Doppelgänger” — appearing in the same cities or at the same venues often on the same day (even going to the Sydney cricket test match together). Should his office receive word of the prime minister’s intended movements or scheduled policy announcements, Rudd would often appear at the location first or make upstaging announcements to take the wind from the PM’s sails. Politics was a tactical game like chess and Rudd wanted to be seen taking the initiative. He claimed he thought “it will be fun to play with his [John Howard’s] mind for a while” (Weekend Australian Magazine, 10-11 February 2007).

    Western Australia Parliamentary Chronicle July 2007 to August 2008 Liz Kerr and Harry Phillips * The last fourteen months of the 37 th Parliament in Western Australia was marked by a level of controversy and the announcement of an early election to be held on 6 September 2008. Highlights included the findings of a number of parliamentary committees, the reports of the Corruption and Crime Commission (CCC) with some of its recommendations being questioned by the Parliamentary Inspector of the CCC. Once again the lobbying activities of former Labor Premier Brian Burke and Minister Julian Grill, together with former Liberal Party Senator Noel Crichton- Browne featured in the controversy, and in the 12 months to August 2008 there were three changes of leadership in the Opposition Liberal Party, as the party suffered from internal divisions and indiscretions. Meanwhile the State’s booming economy, which provided excellent indices in terms of growth, employment and investment, led observers to believe that the incumbent Labor Government would be returned to office. The major ‘one vote one value’ redistribution in 2007 contributed to this view as it gave more seats to metropolitan Perth in the Legislative Assembly which appeared to make it difficult for the Liberal and Nationals, historically the stronger parties in the country regions. The redistribution, however, gave rise to further tensions within the parties over pre-selections, leading to a spate of resignations and an increase in independent members, whose numbers had swelled from two to seven since the February 2005 election. A serious gas explosion on the North West shelf in early June 2008, high international oil prices and a bear stock market combined to further change the economic and political climate.

He argued that […] in public life you take a position, and I think particularly of the decisions I have taken in the time I have been prime minister. I have to live with the consequences of those both now and into the future. And if I ever develop reservations, I hope I would have the grace to keep them to myself, because I think you take a position and you have got to live by that and be judged by it (Australian, 22 November 2006). His message was simple: if he had any personal reservations about invading Iraq he was not about to admit it or to say sorry. By late 2006, the Iraq occupation increasingly overshadowed the internal politics of both the US and the UK, but in Australia the quagmire of Iraq was a far less potent political factor. As one of the original “coalition of the willing”, Howard was implicated in the decision but had far less at stake than the other leaders and no list of casualties to inflict political pain. Moreover, the Labor opposition had not managed to turn the unpopular war into a political positive for itself.

    The 2008 Western Australian State Election: The Snap Poll Blunder * Harry Phillips ** Following the 6 September 2008 election in Western Australian, and a week of tense negotiations, the presence of ‘wall to wall’ Labor Governments across Australia was broken. In a significant moment in the evolution of the Western Australian Parliament an ‘alliance’ headed by Colin Barnett, the Liberal Party leader, formed government for the 38 th Parliament. Remarkably, Barnett had been reinstated to the party leadership a few days before the campaign ‘caretaker phase’. 1 The Liberal Party leadership had successively been in the hands of Matt Birney (to March 2006), Paul Omodie (to January 2008) and Troy Buswell, 2 each of whom had returned very poor poll readings. With the Liberal’s experiencing long term serious leadership problems, both the polls and pundits had been predicting a Labor return to office with Alan Carpenter to remain as Premier. However, Carpenter’s decision to call a snap election, the first since the passage of the ‘one vote one value’ legislation for the Legislative Assembly, nearly six months ahead of schedule broke a century of tradition in the State whereby governments served a full term. MS S.E. WALKER (Nedlands) [5.22 pm]: I feel that members are somewhat dwarfed by the new surroundings. Maybe the desks are lower; they are certainly narrower. Anyway, it is very nice. The opposition will not oppose this bill. How could we oppose it? It is commonwealth legislation. I was very surprised yesterday to receive in my office a flyer about a seminar being held today about racial hatred laws and tenancy. It stated that racially offensive behaviour in public would soon be unlawful. It is already unlawful under the commonwealth act. This bill is really window-dressing by the state government. The Attorney General is sneaking out of the chamber because he knows what I am going to say about this bill - that it is window-dressing. The contents of the bill are remarkably similar to those of the commonwealth Racial Discrimination Act 1975. The Attorney General has for the past six years denied the public of Western Australia the opportunity to have these sorts of conciliations and hearings, because he has failed to invoke the intergovernmental arrangement that he could have invoked under the Equal Opportunity Act. However, before I turn to that, I am tempted to raise an issue that I was not going to raise. Political Chronicles Commonwealth of Australia January to June 2006 JOHN WANNA The Australian National University and Griffith University The Liberal Ascendancy in the Governing Coalition With approximately twenty months to go before the next election, the Prime Minister, John Howard, decided it was time to refresh his ministry and give the government a new look. He was facing a constant barrage of speculation about his leadership intentions and, as Australia’s second longest-serving prime minister, he was yet to notch up ten years in the office (an anniversary that fell in March 2006 — see “the sweetest anniversary”, Weekend Australian, 25-26 February). The reputation of his government was also being damaged against the ever-worsening backdrop of the war in Iraq and the almost daily revelations emerging from the related Iraqi wheat scandal involving AWB Ltd (the former Australian Wheat Board) and a range of other government agencies. So, returning from his annual holidays, Howard took the opportunity to engineer a major ministerial reshuffle — a favoured tactic that was now becoming something of a pattern. To create room for the manoeuvre, Howard engineered three vacancies: Defence Minister, Senator Robert Hill, was retiring to take an ambassadorial post at the United Nations; the Families Minister, Senator Kay Paterson, resigned from the ministry; and Ian Macdonald (Fisheries, Forestry and Conservation Minister) was dropped from the outer ministry with Howard telling him he had no prospects of further promotion and should make way for younger members. In effect, Howard (aged almost sixty-seven) did to Macdonald (aged sixty) what Menzies had done in his day when offloading ministerial colleagues — telling ministers younger than himself that they had had a long enough innings and had no future in the ministry.

    Western Australia: Parliamentary Highlights January 2005 to July 2007 Liz Kerr and Harry Phillips * The first 30 months of the 37 th Parliament were some of the most controversial in the history of the Western Australian legislature. Less than a year after being elected for a second term, Premier Geoff Gallop resigned due to illness and was replaced by the factionally unaligned Alan Carpenter. One senior officer of the Legislative Council was accused of defrauding the Parliament, marking the beginning of a new era of accountability courtesy of the fledgling Corruption and Crime Commission (CCC). After a series of embarrassing revelations for the Carpenter Government in the period leading to June 2007, four Ministers departed the Cabinet and no less than three incumbent members and one former member were found to be in contempt of Parliament. This brief resume covers the matters which were particularly pertinent to the Western Australian Parliament in six month segments, which broadly coincide with the sitting patterns of the legislature. January–June 2005 The first months of 2005 were dominated by the 26 February State general election, and despite polling poorly for most of its first administration the Labor Government, led by Geoff Gallop, was returned for a second four year term. Predictions that Colin Barnett’s Liberal-National Party Coalition could win government were way off the mark as the election outcome was surprisingly similar to the 2001 poll, with Labor retaining the same number of Lower House members and an almost identical two-party preferred vote. In the Legislative Council, Labor and the Greens won 18 of the 34 seats, the same total as the previous Parliament, although Labor’s 16 seats represented an increase of 3 at the expense of the Greens.
