2018 DISTRICT ADMINISTRATION, YAMUNANAGAR 1 | Page Sr.No. of Chapters Name Chapters 1 Introduction a. Geographical setting of the District. Yamunanagar came into existence on 1st November 1989. At present the District has three sub Divisions (Jagadhri, Bilaspur, Radaur), Four Tehsil (Jagadhri, Chhachhrauli, Bilaspur, Radaur) and three sub Tehsils (Sadhaura, Sarswati Nagar, Khizrabad). A number of Streams and rivulets flow through this district mainly draining into the Yamuna, Somb and Pathrala rivers. River Yamuna Passes along the eastern boundary of this district dividing it from district Saharanpur of U.P. State. The important rivers, streams and rivulets passing through this district are Yamuna, Somb, Pathrala, Chautang, Sadhura Nadi part of the Markanda River etc. Whenever there are heavy rains, large areas of the district are affected by heavy discharge in the catchment areas of Himachal Pradesh. On the basis of information available, heavy rains/ floods affected the district badly in the years 1978, 1988, 1989, 1990, 1995, 1998, 2008, 2010, 2011 & 2013. Khadar area of this district along river Yamuna was affected by high floods. It has been experienced that people of this area have always taken the floods in their stride and they hardly faced any difficulty before 1978. It was in this year that villages like Kalesar, Mandewala, Mamdubas, Kaniawala, Bhilpura, Lakarmai Partappur, Nawajpur, Mandoli Gaggar, Kanalsi, Bhogpur, Bibipur Lapra, Karera, Model Town, Kamalpur Tapu, Bagwali, Jathlana, Lal Chappra, Sandhala, Gumthala, Pobari etc. were cut off due to over flow of water in river Yamuna as its discharge exceeded 8 lacs cusecs. The discharge in river Yamuna reaches to 8.63 lacs cusecs in the year 2013. It is therefore imperative that the District Administration is properly geared up to face floods with full preparation so that damage is controlled. Yamunanagar District Flood Control Order 2016 has been drawn out as a guideline for those concerned in the district during the current rainy season. Depending on the actual scale of floods these measures will have to be appropriately adjusted according to the need of the hour. b. Administrative setup of the district. Drainage map of the district:- enclosed 3 Flood Vulnerability in the district 3.1 Brief history of past floods in the district:- Date/Year Details a). Discharge to the tune of 98803 cusecs was observed which remained for one hour in river Yamuna. Villages affected were Bhogpur, Bibipur, Belgarh, Kanyawala, Bhilpura, Mandewala Sandhala, Sandhali, Nagla Rangran, Nagli 04-08-2012 Dera, Kamalpur Tapu, and Jathlana & Gumthala from it. b). On river Somb villages: Kattarwali, Khannuwala, Rampur Gainda, Ranjeetpur & Tihano were affected. c). On river Pathrala villages: Arjun Mara, Nagla & Jaitpur were affected. a). Discharge to the tune of 806464 cusecs was observed which remained for one hour in river Yamuna. Villages affected were Dammupura, Kalesar, Mamdubas, Mandewala, Bhogpur and Lapra, Sandhala & Gumthala from it. b). On river Somb villages: Bihta 17-06-2013 Muzafat, Khannuwala, Chintpur & Gadhwali were affected. c). On river Pathrala villages: Moindeenpur, Nagli, Nagla, Jaitpur, Arjun Majra, Majri Kota Kahan Singh, Leda Khaddar, Rajpur & Ariyanwala were affected. a). Discharge to the tune of 128339 cusecs was observed which remained for one hour in river Yamuna. Villages affected were Mahmoodpur Lapra, Bibipur, Kanalsi, Jathlana, Bagwali, Kamalpur Tapu Sandhala, and Lal Chhapper Majri & Gumthala from it. b). On river Somb villages: Lalhari, 16-07-2014 Udhamgarh, Bamnouli, Kattarwali & Kanalsi were affected. c). On river Pathrala villages: Manakpur, Kotra Kahan Singh, Chhoti Muzafat, Bangera & Darpur were affected. d). On river Markanda villages: Laharpur Dammuwala & Pammuwala were affected. a). Discharge to the tune of 101360 cusecs was observed which remained for one hour in river Yamuna. Villages affected 16-08-2015 were Kalanaur, Kamalpur, Mahmoodpur, Lapra, Bagwali, Tapu Majri, Kalesar, Gumthala Rao, Kandroli, Jathlana, Nagli, 4 | Page Gumthla Ghat, MT Karera, and Lal Chappar from it. b). On river Somb villages: Khanuwala, Ranjeetpur, Ranipur Khurd, Ranipur, Bhamnoli were affected. c). On river Pathrala villages: Rampur Jattan, Dadupur Jattan, Manakpur Lalhari, Nathanpur, Mukarabpur Kot, Bhangera, Bhangeri, Bhagpat were affected. d). On river Markanda villages: Laharpur Dammuwala & Pammuwala were affected. a) Discharge to the tune of 159219 cusecs was observed with remained for one hour in River Yamuna, villages effected were Bhogpur, Bibipur, Odhri. Unheri, Sandhala etc. b) On River Somb villages were 01-08-2016 Adibadri, Kathgarh, Rampur Gainda, Alisherpur Majra, Ramgarh Sawai, Bhamnouli, Malikpur Bangar, Rukali, Lopon, Tihano etc. c) On River Pathrala Villages Shahzadwala, Muzafat Kalan, Tibbi Araiyan, Chikkan, Azat Ashram etc. a)Discharge to the Tune of 147212 cusecs was observed with Remained for one hour in River Yamuna, Villages Effected were jathlana, Gumthla, Kalesar Mahamantra Valley, mamdu Bans, Baburam bans, Unheri, Lapra, Odri, Tapu Majri, Tapu Kamalpur, Sabapur etc. b) On River Somb Villages Rampur Gainda, Chintpur, Kattarwali, 02-09-2017 Ramgarh Sawai were etc. c) On River Pathrala Villages Nathanpur, Baniyawala, Upper Chicken, Lower Chicken, Shahzadwala, Azat Ashram Chicken, Tibbi Ariyan, Daulatpur Darpur, Tibryan, Kansi, Muzafat Kalan, Bhangeri, Kotra Kahan Singh, Mukarabpur, Bahadarpur, Jaitpur etc. 3.2 Flood risk and causes of flood in the district:- Heavy rain falls in the catchment area of river Yamuna causes flood in the district.
