World Heritage Site – Kalka Shimla Railway an Introduction
WORLD HERITAGE SITE – KALKA SHIMLA RAILWAY AN INTRODUCTION Ambala Division is the proud custodian of “WORLD HERITAGE SITE-KALKA SHIMLA RAILWAY”. The heritage status to KSR was awarded on 7th July, 2008 by UNESCO. Shimla (then spelt Simla) was settled by the British shortly after the first Anglo- Gurkha war and is located at 7,116 feet(2,169m) in the foothills of the Himalaya. By the 1830s, Shimla had already developed as a major base for the British. It became the summer capital of British India in 1864, and also the Headquarters of the British army in India. The Kalka- Shimla Railway was built to connect Shimla, the summer capital of India during the British Raj, with the Indian rail system. “The Guinness Book of Rail facts & feats” records Kalka Shimla Railways as the greatest narrow gauge engineering in India. It is indeed true, construction of 103 tunnels (102 Existing) aggregating five miles and over 800 bridge in three years, that too in rough and hostile terrain was not an easy task. The Historic, approximate 111 years old KLK-SML Railway line which was opened for public traffic on 9th Nov.1903, became UNESCO Declared world Heritage Railway line, when it was conferred Heritage status on 10th July 2008 & listed under “Mountain Railways of India”. The idea of a Railway line to Shimla dates back to the introduction of Railways in India. It is said that in The DELHI GAZETTE, a correspondent in November, 1847 sketched the route of railway to Shimla with the estimates of the traffic returns etc in appropriate style. -

A meeting of State Culture Ministers was held on May 13, 2003 to discuss the creation of better facilities and infrastructure at places of tourist and cultural importance, including shrines and places of historical importance. The discussion also touched upon the desirability of enacting legislation for the maintenance of important temples and places of worship on the model of the Jammu & Kashmir Shri Mata Vaishno Devi Shrine Act, 1988, the enactment of which resulted in manifold increase in the number of pilgrims and contributed significantly to boosting the economy of the region. -

LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2017-2018 (01.04.2017 TO 31.03.2018) I had taken oath as Lokayukta of Haryana on 19 th July, 2016 and this is my 2 nd annual report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. The Lokayukta is an anti-corruption authority constituted at the State level. It investigates allegations of corruption and mal-administration against public servants and is tasked with speedy redressal of public grievances. The origin of the Lokayukta can be traced to the Ombudsmen in Scandinavian countries. The Administrative Reforms Commission, (1966-70), had recommended the creation of the Lokpal at the Centre and Lokayukta in the States. The Lokayukta is created as a Statutory Authority with a fixed tenure to enable it to discharge its functions independently and impartially. Members of the public can directly approach the Lokayukta with complaints of corruption, nepotism or any other form of mal-administration against any government official. With a view to address the problems of redressal of citizens’ grievances, the President of India, vide notification 2 dated 40/3/65-AR(P) dated 05.01.1966, appointed the Administrative Reforms Commission. The object for appointing the Commission was to ensure the highest standards of efficiency and integrity in the public services, for making public administration an effective instrument for carrying out the social and economic policies of the Government and achieving social and economic goals of development for the benefit of citizens of the country. -

(ii) A fine of 500/- (Rupees five hundred only) shall be charged from the candidates who are Defaulter of actual examination fee by less than 20%. (iii) The Examination Form shall be accepted without late fee within 25 days of publication of result or 15 days from the date of dispatch of DMC which is later. (iv) The candidates desirous of appearing privately under the ordinance for private candidate of Kurukshetra University, Kurukshetra in various Under-Graduate/Post Graduate examinations shall submit their examination forms complete in all respects. To All Heads of Departments, Commissioner of Divisions, All Deputy Commissioners and Sub Divisional Officers (Civil) in Haryana, The Registrar, Punjab and Haryana High Court, Chandigarh. Dated, Chandigarh, the 1st January, 1986 Subject : Grant of Dearness Allowance to Haryana Govt. Employees. Sir, I am directed to refer to note-1 under para 1 of Finance Departments circular letter No. 4/1/80-3FR-II, dated 2.4.80, according to which the amount of dearness allowance admissible on pay of Rs. 2400/- per month and above is to be reduced by the amount of A.D.A. I & II merged at the time of fixation of pay in the revised scales. The matter has been considered further and it has now been decided that in the cases of officers drawing the revised pay scale of Rs. 2500-2750 they will be paid dearness allowance at full rates, with effect from the date of issue of this letter without any reduction on account of merger of such A.D.A. in the revised scale of pay. 2. This special concession which is not due to them will, however, be neutralized or withdrawal on receipt of the recommendations of the fourth Central Pay Commissioner in regard to revision of pay scales. 3.
