1. The Senate met at 10.40 a. m. The Senate President read prayers.

2. Senate in Closed Session Closed Session 10:45 a. m.

Open Session 1l:15a.m.

3. Votes and Proceedings: The Senate President announced that he had examined the Votes and Proceedings of Tuesday, 25th May,2010 and approved same.

By unanimous consent, the Votes and Proceedings were approved

4. Announcements: The Senate President acknowledged the presence of the following who were in the gallery to observe Senate Proceedings:

(i) Staff and Students of Bishop James Visa Memorial School, Kwamba-Suleja, Niger State; and

(ii) Students of Marketing Department, Evan Enwerem University, Owerri, lmo State.

5. Personal Explanation: Complaint Against Newspaper Publication: Rising on Rules 18 and 43, Senator Smart Adeyemi drew the attention of the Senate to the front page publication of The Sun Newspaper of Wednesday, 26"' May, 2010 Captioned ''NASS is Corrupt" credited to him. He refuted the content of the publication and stated that though he visited the EFCC, he never made such statement as was widely reported by the Newspaper.

Ruling from the Chair: The Senate President constituted a Six (6) man Ad-hoc Committee to investigate the publication on the alleged corruption in the National Assembly.

Members of the Ad-hoc Committee were named as follows:

i. Senator Mahmud Kanti Bello Chairman ii. Senator Adeleke O. Mamora Member iii Senator Member iv. Senator James E. Manager Member v. Senator Adamu G. TaIba Member Member vi. Senator Zainab A. Kure

6. Request for the confirmation of nomination: Motion made: That the Senate do consider the request of the President, Commander-in-Chief of the Armed Forces of the Federation for the nomination of Alhaji Ibrahim Mohammed as a Commissioner representing Kaduna and Katsina States in the Federal Civil Service Commission (FCSC) (Senate Leader).

Question put and agreed to.

Request accordingly referred to Committee on Establishment and Public Service to report within one (1) week.

7. Report of the Conference Committee on the Hydro-Electric Power Producing Areas Development Commission Bill 2010 (SB. 3): Motion made: That the Senate do consider and approve the Report of the Conference Committee on the Hydro-Electric Power Producing Areas Development Commission Bill 20 I 0 (Senator Nicholas Y.Ugbane - Kogi East)

Question put and agreed to.

8. Committee on Establishment and Public Service: Report on the Consolidated Legislative Salary Structure for National Assembly Staff: Motion made: That the Senate do resume consideration and adoption of the Report of the Committee on Establishment and Public Service on the Consolidated Legislative Salary Structure for National Assembly Staff (Senator Mohammed L Ahmed -Kwara North).

Debate:

RECOMMENDATION: Proposed Resolution (i): Question: That the Consolidated Legislative Salary Structure (CONLSS) for Staff of National Assembly as proposed by the National Assembly Service Commission be adopted and approved by the Senate - Agreed to.

Proposed Resolution (ii): Question: That the agreement above implies that the Consolidated Legislative Salary Structure be increased by 50% on the current Consolidated Public Service Salary - Agreed to.

Proposed Resolution (iii): Question: That the balance of 50 % as negotiated be spread over a period of eight (8) years structured as follows: 20% after 2 years; 15% after 4 years; and 15% after 2 years -Agreed to.

Resolved: (i) That the Consolidated Legislative Salary Structure (CONLSS) for Staff of National Assembly as proposed by the National Assembly Service Commission be adopted and approved by the Senate;

(ii) That the agreement above implies that the Consolidated Legislative Salary Structure be increased by 50% on the current Consolidated Public Service Salary; and

(iii) That the balance of 50% as negotiated be spread over a period of eight (8) years structured as follows:

20010 after 2 years; 15% after 4 years; and 15% after 2 years - (S.Res/3/078).

9. Constitution (Alteration) Bill 2010 (SB. 394): Motion made: That the BiII for an Act to Alter the Constitution of the Federal Republic of Nigeria Cap. C23, Laws of the Federation of Nigeria 2004 for the Establishment of the National Industrial Court 2010 be read the Second Time (Senator Victor Ndoma-Egba - Cross River Central).

Bill accordingly read the Second Time and referred to the Senate Committee on the Review of 1999 Constitution.

10. Registration of Mobile Phone Subscribers Bill 2010 (SB. 227):

Consideration of the Bill deferred to another Legislative Day.
