I am writing to you to apply for the designation of the Parish as a Neighbourhood Area under Regulation 5 of the Neighbourhood Planning (General) Regulations 2012. We are required by this regulation to supply you, our local planning authority, with the following documentation or information (see below): 1. A map identifying the area that we wish to define as our Neighbourhood Area 2. A statement as to why this area is the appropriate area for our parish 3. Confirmation that Ivinghoe Parish Council is the relevant qualifying body to act as applicant for this Neighbourhood Area for the purposes of Section 61G of the 1990 Act The map enclosed with this letter is of the existing parish boundary and this is the area that we would like to apply for as our Neighbourhood Area. The area covered by the parish boundary map, takes in the village of Ivinghoe, the hamlet of Ivinghoe Aston and a small number of properties and associated land in Ringshall. After much consideration and with the aim of achieving a success at referendum stage, the Parish Council deems only the area within the parish boundary to be suitable for the development of our Neighbourhood Development Plan. We are aware that it has been suggested that Ivinghoe Parish Council and Pitstone Parish Council develop a joint plan. Ivinghoe Parish Council have discussed the possibility of developing a joint plan, however, the members of the Council consider that due to the very distinct nature of the settlements of Ivinghoe and Pitstone and the lack of ‘connection’ for the residents of Ivinghoe Aston with the village of Pitstone, that a joint development plan would not best reflect the issues contained within each designated area. For example, with regard the lack of ‘connection’ between Ivinghoe Aston and Pitstone, many of the children in Ivinghoe Aston attend Edlesborough Primary School as opposed to Brookmead School in Ivinghoe. We have however, acknowledged that a close working relationship between Ivinghoe Parish Council and Pitstone Parish Council is important due to the fact that the villages of Ivinghoe and Pitstone share many community facilities. Please be assured that both councils intend to develop a clear plan of communication between the two, to facilitate the progress of both Neighbourhood Development Plans. Finally, Ivinghoe Parish Council confirms that it is a relevant body for the purposes of acting in relation to a Neighbourhood Area application, as per the Localism Act 2011 Section 61F. It was agreed at our council meeting on Tuesday 7 October 2014 that Ivinghoe Parish Council wishes to implement a Neighbourhood Development Plan and this application acts as the first part of this process. We would like to conclude by stating that we look forward to working with AVDC in the development of our plan and our intention to ensure that our plan is generally in conformity with the emerging Vale of Aylesbury Local Plan.
