United Nations S/2000/895 Security Council Distr.: General 22 September 2000 English Original: Arabic Identical letters dated 21 September 2000 from the Permanent Representative of Iraq to the United Nations addressed to the Secretary-General and to the President of the Security Council On instructions from my Government, I have the honour to transmit to you herewith a letter dated 20 September 2000 from Mr. Tariq Aziz, Deputy Prime Minister and Acting Minister for Foreign Affairs of Iraq. The Minister calls attention to the ongoing wanton aggression against Iraq by United States and British aircraft in the unlawful no-flight zones and to the fact that in the period from 1 to 8 September 2000 they carried out 278 sorties, 174 of them from Saudi Arabia, 88 from Kuwait and 16 from Turkey. The Minister urges the Security Council to meet its responsibilities with respect to the maintenance of international peace and security by intervening with the governments of the United States and the United Kingdom and with the countries participating in this aggression, namely Saudi Arabia, Kuwait and Turkey, with a view to inducing them to halt, end and desist from any resumption of their constant and unwarranted aggression against Iraq. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Questions 1. Previous research indicates that the governorate of Muthanna is stable and quite peaceful. Has there been any change in the general security situation in the governorate and Al Samawah? 2. Is there any information to suggest there are ex-Baathist insurgents, other insurgents, Sunni Islamists, the Mehdi Army or any other “extremist” Shia groups present in Al Samawah or Muthanna? 3. If any of the above are present, is there evidence that they are harming anyone, and if so, whom are they harming? 4. Are there Coalition forces present in Al Samawah or Muthanna and, if so, how have they been received by local Iraqis? RESPONSE 1. Previous research indicates that the governorate of Muthanna is stable and quite peaceful. Has there been any change in the general security situation in the governorate and Al Samawah? News and other reports from the last three months indicate that while there have been some violent incidents in Muthanna and its capital Al Samawah recently, overall the area remains one of the more stable in Iraq. Following is a summary of violent incidents over that time, drawn from a search of news reports on Factiva, Tribunal sources, Reliefweb and the Internet, and Iraq update reports on the intelligence database Stratfor. -

All the possibili- ties, problems, and challenges of distributing the available material and human resources across competing uses must be taken into consideration to maximize results for the national economy and the broader society. Three years of implementation of the 2010-2014 National Development Plan have resulted in important successes in certain areas and setbacks in others. It’s not fair to say that respon- sibility for the failures lies with the policies and programs adopted in the previous plan. The security and political dimensions of the surrounding environment, the executive capabilities of the ministries and governorates, the problems that continue to hinder the establishment and implementation of projects, weak commitment to the plan, and the weak link between annual investment budgets and plan priorities, along with the plan targets and the means of reaching these targets are all factors that contributed to these setbacks in certain areas and require that this plan be met with a high degree of compliance. The official decision announcing the 2010-2014 National Development Plan document in- cluded following up on plan goals in 2012 to monitor achievements and diagnose failures. -

Name of the Project Country: The Republic of Iraq Project: Samawah Roads and Bridges Construction Project (Loan Agreement: January 25, 2008; Loan Amount: 3,348 million yen; Borrower: The Government of the Republic of Iraq) 2. Necessity and Relevance of JBIC’s Assistance In the aftermath of many years of economic sanctions and conflicts, which have left deep scars in its economy and society, Iraq has begun to move toward reconstruction with assistance from the international community after the war. As is pointed out in Iraq’s national development strategy of 2005–2007, which was launched in June 2005, for smooth implementation of reconstruction activities in Iraq, it is imperative to transport aid goods and equipment through the neighboring countries. This is why rehabilitation and expansion of the road network is given one of the highest priority. The national highway No. 1, linking the Kuwaiti border to Baghdad and then to Jordan is the main arterial road of the country’s road transport network. However vehicles traveling this north-south route have to make a detour to the national highway No. 8, which runs through the center of Samawah city, Al Muthanna, since part of this trunk road remains under construction. As a result, vehicles traveling the north-south route added to ordinary city traffic cause chronic congestion in Samawah. The traffic congestion is most serious in areas surrounding the Samawah Bridge in the city center, which is the only crossing point around Samawah of the Euphrates that dissects the northern and southern Iraq and constitutes part of the national highway No. -

Samir Aita * Syria underwent profound changes since 2005 in its regional and international positioning, as well as in its internal political situation. This policy brief discusses the domestic prospects for change and the potential for reforms and analyzes the impact of regional and international developments on the domestic situation. For the first time in decades, Syrian public opinion is critical of its authorities’ role in Lebanon, with the majority holding them responsible for the situation there. The economic situation has deteriorated to levels dangerous for social stability. Direct criticism of the President and his team by the business community is unprecedented. The opposition overcame its weaknesses and political and civil society movements signed the “Damascus Declaration” calling openly for peaceful “regime change”. The prospects for peaceful change depend on the findings of the UN investigation commission over the assassination of former Prime Minister of Lebanon Hariri, the ability of the opposition to propose a platform to demonstrate to the Syrian public that change will not lead to chaos; and the ability of the “power system” to respond intelligently to the combination of international pressures and internal challenges on the economic, social and political front.
