FRANCO FRATTINI President A word from the President The importance of the Euro-Mediterranean Process has 04. 05. always been clear to Italy, which has contributed actively to building a bridge of dialogue between the two shores of this sea and to promoting encounter and respect among its various cultures. Europe, and Italy in particular, lies at the heart of the Mediterranean. Indeed, now that the most significant and ambitious enlargement in the history of European integration has been achieved, the Union has become the largest single actor on the international scene. It would be a mistake to imagine that a Europe so vast could neglect the Mediterranean's importance and added value, symbolized by the meeting and intermingling of so many coastal nations. The Osservatorio del Mediterraneo is the result of our desire to create a Foundation that offers a useful and efficient instrument for intercultural exchange, and that significantly contributes to the peaceful coexistence of peoples. After having been the principal producer and carrier of the values that today continue to illuminate our path, the notion that a model devised in other latitudes could be applied to a passive Mediterranean is simply unacceptable. Despite the complexity of the political, economic, social and cultural problems it faces at the threshold of the third millennium, the Mediterranean region is confronted with a difficult but elementary choice: to act either as a bridge or else as a wall, thereby distorting the meaning of what has, for PROF. Franco Frattini and five others, two of which are institutional members (the Ministry of Foreign Affairs and the Region Lazio). H.E. Franco Frattini, future Vice-President of the European Commission, was unanimously elected President of the new Foundation, while former senior executive of Unesco Prof. Mohamed Nadir Aziza was named Director General. The Italian Minister for Foreign Affairs is the official Chairman of the Foundation's Committee of Honour. The four meetings of the cycle “Grandi Conferenze 2005”, organised in collaboration with the Ministry of Foreign Affairs and other partners, allowed major Italian institutional representatives to introduce some of the leaders of Morocco, Tunisia, France and Spain during a conference in Rome. A cultural/educational day was also held in December 2004 (Sponde 2004) in Rome. Six major events arranged by the Osservatorio del GRANDI CONFERENZE WITH H.E. To avoid duplicating efforts already being pursued by other organisations with the same aims; Chapter 4 b. To establish a partnership network open to Italian and other Mediterranean Basin country organisations engaged in the same fields with the same goals. The programmes for the coming years can be divided into two main categories: 12. 13. 1. efforts aimed at strengthening Euro-Mediterranean cooperation in every field; 2. activities promoting intercultural and inter-religious dialogue as a factor in achieving peace and tolerance among peoples of the region and as an element by which to interact with the cultures and religions of the world. This is a matter of applying the principle of cooperation to the modern management of specific activities not directly associated with business nor with activities that usually produce quantifiable income.     Remarks by David Thorne, U.S. Ambassador to Rome Thank you for inviting me to this panel discussion in such illustrious company. Franco Frattini and Lamberto Dini are two experts when it comes to the European Union, and I am delighted to hear their insights. I would like to congratulate Prof. Federiga Bindi on the publication of this new book. Rather than speak in an academic manner about whether the European Union’s foreign policy is real or imagined, I thought I would speak briefly about how I in my work deal with the reality of the policies of the European Union every day. I would also like to start out by saying that for President Obama, who has sought at every turn to be multilateral in his approach, the European Union is an essential partner. In fact, I myself sometimes wonder why there is so much handwringing over the importance of Europe, because from the perspective of this administration, Europe is real, and Europe matters. For those of us who work for the USG, then, the foreign policy of the European Union is no myth, but it is a foreign policy borne both of the common interests of European countries and of the interests of individual states. For the United States or any other country to influence the European Union’s foreign policy, therefore, means engaging both in Brussels and individually with each of the Union’s members. This means that our dealings with Italy, as with all EU countries, are automatically double-pronged: we want to have input into relations bilaterally, but also to leverage each EU country’s influence in Brussels on issues of strong interest to us.

    The International Spectator 2/2006 Italian foreign policy survey Berlusconis Foreign Policy: Inverting Traditional Priorities Sergio Romano* For more than fifty years, from the signing of the North Atlantic Treaty in 1949 to the victory of Silvio Berlusconi in the 2001 national elections, Italy pursued, with variations dictated by circumstances, a foreign policy inspired by three essentials: enthusiastic adhesion to the objective of European union, a solid relationship with the United States, and a privileged relationship with the Arab countries of the Mediterranean and the Middle East. There were times in which it was not easy to reconcile friendship with the United States with loyalty to Europe. Some decisions in crucial sectors of defence and the economy (aeronautics for example) went more frequently in the direction of the United States than Europe. Italy generally preferred relations with Lockheed and Boeing to those with Dassault or EADS (European Aeronautic Defence and Space company, Toulouse, producer of the Airbus). But when decisions that were disagreeable to Washington were required (space policy, Galileo, the many trade disputes of the last decade), Italy was impeccably European. Stupisce perché i danni, anche severi e irreversibili, sulla salute umana e dei bambini in particolare, conseguenti all’esposizione a sostanze chimiche sono oramai noti e documentati da ampia letteratura scientifica. L’impegno prioritario dei Governi pertanto è quello di controllare e ridurre quanto possibile l’immissione di sostanze tossiche nell’ambiente. Molto in questo senso è ancora da fare, ma molto è stato fatto grazie alla normativa europea e anche italiana a dimostrazione di una costante e doverosa attenzione dei Governi al problema.
