Esquivias Assistant National Statistician National Censuses Service ISSN 0117-1453 FOREWORD The Philippine Statistics Authority (PSA) conducted the 2015 Census of Population (POPCEN 2015) in August 2015 primarily to update the country’s population and its demographic characteristics, such as the size, composition, and geographic distribution. Report No. 3 – Population, Land Area, and Population Density is among the series of publications that present the results of the POPCEN 2015. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides. -

Presented at the DLSU Research Congress 2015 De La Salle University, Manila, Philippines March 2-4, 2015 A Historical Evaluation of The Emergence of Nueva Ecija as the Rice Granary of the Philippines Fernando A. Santiago, Jr., Ph.D. Department of History De La Salle University [email protected] Abstract: The recognition of Nueva Ecija’s potential as a seedbed for rice in the latter half of the nineteenth century led to the massive conversion of public land and the establishment of agricultural estates in the province. The emergence of these estates signalled the arrival of wide scale commercial agriculture that revolved around wet- rice cultivation. By the 1920s, Nueva Ecija had become the “Rice Granary of the Philippines,” which has been the identity of the province ever since. This study is an assessment of the emergence of Nueva Ecija as the leading rice producer of the country. It also tackles various facets of the rice industry, the profitability of the crop and some issues that arose from rice being a controlled commodity. While circumstances might suggest that the rice producers would have enjoyed tremendous prosperity, it was not the case for the rice trade was in the hands of middlemen and regulated by the government. The government policy which favored the urban consumers over rice producers brought meager profits, which led to disappointment to all classes and ultimately caused social tension in the province. The study therefore also explains the conditions that made Nueva Ecija the hotbed of unrest prior to the Second World War. Historical methodology was applied in the conduct of the study. -

Estimation of Local Poverty in the Philippines November 2005 Republika ng Pilipinas PAMBANSANG LUPON SA UGNAYANG PANG-ESTADISTIKA (NATIONAL STATISTICAL COORDINATION BOARD) http://www.nscb.gov.ph in cooperation with The WORLD BANK Estimation of Local Poverty in the Philippines FOREWORD This report is part of the output of the Poverty Mapping Project implemented by the National Statistical Coordination Board (NSCB) with funding assistance from the World Bank ASEM Trust Fund. The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand. Ms. Caridad Araujo, for the assistance in the preliminary preparations for the project; and Dr. Peter Lanjouw of the World Bank for the continued support. The Project Consultants prepared Chapters 1 to 8 of the report with Mr. Joseph M. Addawe, Rey Angelo Millendez, and Amando Patio, Jr. of the NSCB Poverty Team, assisting in the data preparation and modeling. Chapters 9 to 11 were prepared mainly by the NSCB Project Staff after conducting validation workshops in selected provinces of the country and the project’s national dissemination forum. It is hoped that the results of this project will help local communities and policy makers in the formulation of appropriate programs and improvements in the targeting schemes aimed at reducing poverty. -

DND, DPWH Start Construction of More Infra Projects

ANDOLONG Chief, Defense Communications Service DND, DPWH start construction of more infra projects Representing the Secretary of National Defense, Secretary Delfin N Lorenzana, the DND TIKAS Champion, Defense Undersecretary Reynaldo B Mapagu together with DPWH Secretary Mark Villar attended the virtual ground breaking ceremonies for the construction of Barracks with Parking Way located at the Naval Station Felix Apolinario, Panacan, Davao City and the blessing and inauguration of the Six-Story Academic Building of the PA Intelligence Center of Excellence, Army Intelligence Regiment (PAICOE, AIR) located at Fort Andres Bonifacio, Metro Manila. They also witnessed the ceremonial signing and turn-over of documents for the Academic Building of the PAICOE, AIR between Col Yegor Rey Barroquillo, Regiment Commander, AIR and Engr. Medel Chua, District Engineer, Metro Manila 1st District Engineering Office, DPWH. The two projects are part of the DND-DPWH TIKAS Program aimed at addressing the various facility requirements of different AFP units across the country. The Academic Building of the PAICOE, AIR, is just one of the tangible accomplishments under the TIKAS Program. Previously, Sec Lorenzana and Sec Villar have inaugurated other completed TIKAS projects such as the new Camp Aguinaldo Station Hospital in Camp Aguinaldo, Quezon City; Admin Building and Headquarters of the 7th Infantry Division in Fort Magsaysay, Nueva Ecija; and, the various infrastructure projects for Training and Doctrine Command, PA in Camp O'Donnell, Capas, Tarlac. In the message of Secretary Lorenzana, delivered by Usec Mapagu, Sec Lorenzana expressed the profound appreciation and gratitude of the One Defense Team for the continuous support of the DPWH under the leadership of Sec Villar in the implementation of various peace and security infrastructure projects for the AFP. -

The Study for Socio-Economic Reconstruction and Development of Conflict-Affected Areas in Mindanao in the Republic of the Philippines SUPPLEMENTARY CHAPTER 5.3 NEEDS ANALYSIS In order to comprehensively sketch the structure and depth of development needs in CAAM, various needs identified through the surveys were ranked and categorized. In doing so, the concept of a three-layer structure is introduced. First, the needs expressed by people were classified into the layer of “development needs,” as show in the right column of Table 5.3-1. Then, the “development needs” were grouped based on their similarity and proximity, and raised into the layer of “sectors.” Finally, these sectors were further combined to form the highest layer of “categories.” As a result, various development needs were then converged into the four broad need categories of: Basic Social Services, Public Facilities, Economic Infrastructure, and Livelihood. This process of categorization and structure construction were also repeated in the analysis of the IBNA. EMERGENCY RESPONSE MANAGEMENT A. COORDINATION MEETINGS • NDRRMC convened on 17 December 2011which was presided over by the SND and Chairperson, NDRRMC and attended by representatives of all member agencies. His Excellency President Benigno Simeon C. Aquino III provided the following guidance to NDRRMC Member Agencies : ° to consider long-term mitigation measures to address siltation of rivers, mining and deforestation; ° to identify high risk areas for human settlements and development and families be relocated into safe habitation; ° to transfer military assets before the 3-day warning whenever a typhoon will affect communities at risks; ° to review disaster management protocols to include maintenance and transportation costs of these assets (air, land, and maritime); and ° need to come up with a Crisis Manual for natural disasters ° The President of the Republic of the Philippines visited RDRRMC X on Dec 21, 2011 to actually see the situation in the area and condition of the victims particularly in Cagayan de Oro and Iligan City and issued Proclamation No. 303 dated December 20, 2011, declaring a State of National Calamity in Regions VII, IX, X, XI, and CARAGA • NDRRMC formally accepted the offer of assistance from -

Special Rapporteur on Torture c/o Office of the High Commissioner for Human Rights United Nations Office at Geneva CH-1211 Geneva 10 Switzerland E-mail: [email protected] Dear Professor Méndez: We represent Melissa Roxas, who was abducted in the Philippines in May 2009 and brutally tortured over a period of six days. Substantial evidence collected despite the military’s obstruction suggests the Armed Forces of the Philippines (AFP) detained and tortured Ms. Roxas as part of its counterinsurgency campaign, which has been responsible for a staggering number of documented human rights abuses.1 To date, Ms. Roxas’s abductors have not been held accountable. In July 2009, Ms. Roxas returned to the Philippines to testify before the Court of Appeals and submitted an urgent appeal to then-Special Rapporteur Professor Manfred Nowak, to which the Philippine government has not responded. The Court of Appeals subsequently found that Ms. Roxas was in fact abducted, detained, and tortured,2 adding new urgency to Ms. Roxas’s efforts to hold her abductors accountable. In addition, President Benigno Aquino took office on June 1 Ms. Roxas’ experience, in which she was kidnapped and tortured by the AFP while performing human rights work, is not isolated. Rather, it typifies the pattern of abductions, forced disappearances, torture, extra-judicial killings, and other human rights violations committed under the presidency of Gloria Macapagal Arrroyo. Reports issued by the United Nations Special Rapporteur on Extra-Judicial Killings Philip Alston, Amnesty International, Human Rights Watch, and Karapatan have all concluded that the AFP has systematically carried out politically-motivated executions, abductions, torture and arrests against unarmed civilians and human rights activists like Ms.
