During its pioneering era, Hollywood was dominated by women who occupied every aspect of the filmmaking process, both off and on screen; but the consolidation of the studio system in the 1920s and 1930s served to reduce the scope of opportunities for women working in off-screen roles. Off screen, a pattern of gendered employment was effectively established, one that continues to confine women to so-called “feminine” crafts such as scriptwriting and costume. Celebrated exceptions like Ida Lupino, Dorothy Arzner, Norah Ephron, Nancy Meyers, and Katherine Bigelow have found various ways to succeed as producers and directors in Hollywood’s continuing male-dominated culture. More typically, as recently as 2011, “women comprised only 18% of directors, executive producers, cinematographers and editors working on the top 250 domestic grossing films” (Lauzen 2012: 1). At the same time, on-screen representations came to be increasingly predicated on a gendered star system that privileges hetero-masculine desires, and are dominated by historically specific discourses of idealized and fetishized feminine beauty that, in turn, severely limit the number and types of roles available to women. As far back as 1973 Molly Haskell observed that the elision of beauty and youth that underpins Hollywood casting impacted upon the professional longevity of female stars, who, at the first visible signs of aging, were deemed “too old or over-ripe for a part,” except as a marginalized mother or older sister.

Smith, Chairman January 2019 Introduction While most of the attention on H.R. 1 has focused on “hot” issues, such as earmarking government subsidies for political campaigns, gerrymandering, and new restrictions on grassroots organizations that engage in public affairs,1 twenty pages of the bill are devoted to the unsexy, yet vitally important, issue of the Federal Election Commission’s (FEC) composition and operating procedures.2 If you’re a Democrat, do you think Donald Trump should be able to appoint a campaign speech czar to determine and en- force the rules on political campaigns? And if you’re a Republican, would you have wanted those rules enforced by a partisan selected by Barack Obama? Of course not. That’s why for over 40 years, Republicans and Democrats have agreed that campaign regulations should be enforced by an independent, bipartisan agency. The Watergate scandal that forced Richard Nixon to resign the presidency showed the dangers of allowing one party to use the power of government against the other.3 As the late Sen. Alan Cranston (D-Ca.) warned during debate on legislation creating the agency, “We must not allow the FEC to become a tool for harassment by future imperial Presidents who may seek to repeat the abuses of Watergate. I un- derstand and share the great concern expressed by some of our colleagues that the FEC has such a potential for abuse in our democratic society that the President should not be given power over the Commission.”4 That concern led to Congressional adoption of the present method of selecting Commission members.

    TOTO Bio Few ensembles in the history of recorded music have individually or collectively had a larger imprint on pop culture than the members of TOTO. As individuals, the band members’ imprint can be heard on an astonishing 5000 albums that together amass a sales history of a HALF A BILLION albums. Amongst these recordings, NARAS applauded the performances with 225 Grammy nominations. Band members were South Park characters, while Family Guy did an entire episode on the band's hit "Africa." As a band, TOTO sold 35 million albums, and today continue to be a worldwide arena draw staging standing room only events across the globe. They are pop culture, and are one of the few 70s bands that have endured the changing trends and styles, and 35 years in to a career enjoy a multi-generational fan base. It is not an exaggeration to estimate that 95% of the world's population has heard a performance by a member of TOTO. The list of those they individually collaborated with reads like a who's who of Rock & Roll Hall of Famers, alongside the biggest names in music. The band took a page from their heroes The Beatles playbook and created a collective that features multiple singers, songwriters, producers, and multi-instrumentalists. Guitarist Steve Lukather aka Luke has performed on 2000 albums, with artists across the musical spectrum that include Michael Jackson, Roger Waters, Miles Davis, Joe Satriani, Steve Vai, Rod Stewart, Jeff Beck, Don Henley, Alice Cooper, Cheap Trick and many more. His solo career encompasses a catalog of ten albums and multiple DVDs that collectively encompass sales exceeding 500,000 copies.
