„CULTURE FOR SHARED, SMART, INNOVATIVE TERRITORIES - Towards 2020 European Regional development”

What are the ongoing transformations within the European territories? What reorganizations are to be imagined, on a local, European or global scale, to contribute to the development of resilient, sustainable territo- ries, in interaction with today’s challenges and world? What are the roles of cultural operators and stakeholders in these chal- lenges? The conference, organised in partnership by ENCC, Wroclaw 2016 European Capital of Culture and Community Culture Center of Oleśnica will be structured on working groups that will explore the diverse di- mensions of the proposed topics: • Urban and rural territories; the role of cultural practices to imagine new forms of complementarity • Territories as ‘commons’: new strategies for citizens empowerment and the role of cultural stakeholders • Creative territories: the role of cultural practices to sustain imagi- nation, initiative, capacities and leadership • New economic models for smart territories: how to imagine monetary and non-monetary forms of exchange in order to sustain territorial development, entrepreunership and new business models Each working group will be organised using an Open Space methodol- ogy meant to sustain debate and exchange of good practices between diverse local and European stakeholders from various points of view. The outcome of this process will be the production of a shared Manifesto / declaration on the link between culture and territorial development, to be used as an advocacy support. ECoC Wrocław 2016 will organize a summary conference in November 2016, where the outcomes of the conference will be disseminated. The meeting will also aim at fostering cooperation and networking between local actors from Lower and moreover and European stakeholders. P. 3 Dear Friends, I am welcoming you in the Community Culture Centre of Oleśnica, in the hospitable Community of Oleśnica. The International conference „CULTURE FOR SHARED, SMART, -INNO VATIVE TERRITORIES’’ Towards 2020 European Regional development organised on 27-28 October 2016 is an event of particular importance for our region of . The main objective of the conference is to advance advocacy on diverse levels towards coherent territorial development.We want to reflect on the role and capacities of cultural centers (especially from rural com- munities and small cities), in the process of creating regional cultural policies, regardingactual local and global challenges. We want to create an open, interactive space for debate, exchange ideas and different points of view, allowing participants to co-create the conference. When in 2013 with a great enthusiasm we’ve co-organized a national conference First Contact Culture in partnership with Wandering Cultural Forum and Polish National Cultural Centre, we didn’t know that a post- conference report of inspirations will lead to the creation of the “Lower Silesian Cultural Platform” of European Capital of Culture Wrocław 2016 (co-organizer of this conference, together with ENCC network). The main outcome of our meeting now will be to develop recommen- dations towards a concept of territorial development through culture: collaboration between cities and rural areas. We are convinced this time again we would be able to diagnose areas of intervention, which should be reinforced by effective programs in the coming years.

P. 4 Dear colleagues, We are very happy to invite you once again to Poland and especially to Community of Oleśnica that I had the chance to visit thanks to the Erasmus project meeting gathering De Zeyp and GOK Oleśnica as well as other 10 European partners. I learnt a lot during my visit about the rich cultural history of the region and I am very happy that now more of you will have the occasion to discover this beautiful and one-of-its-kind place. We are meeting in Oleśnica to learn and share about how culture con- tributes to the sustainable development of a region and which innova- tive practices, which challenges, concerns and questions are crucial for a fruitful and effective discussion. Being a network of cultural centres, the prosperity of both big cities and small communities, have always been of our highest interest. Since several years we are working through conferences, workshops, working groups, involving many stakeholders on the transformation of old narra- tives to the ones. One in which a region is considered as a total: villages, cities and the capital. One in which each of those actors are fertilizers for each other and in which strong inter- dependence should contribute to sustainable grow and development. Thank you to all who will join us and I am very happy that so many experts from all over Europe will meet in Oleśnica. For me that mean that the future of European communities and regions is important for you and that you want to have a role in their transformations. Hence, the ENCC role is to actively participate, facilitate and empower you to achieve this transformation. I believe that we will have plenty of opportunities during these two days to discuss. Please use this time to learn, to find our more about each other and share. Peer to peer, face-to-face meetings are such precious moments, let’s make the most of it!

Raúl Abeledo Sanchis (Paris, 1973) Doctor in Economic Sciences (2010) and Master in Environmental Strategies and Management (1999), his thesis is focused in the link between local development, environmental sustainabili- ty and cultural planning and management. Cultural rights, arts education, creativity and social and economic innova- tion are some key words in this sense. After seven years in private con- sultancy (1999-2006), he became European Projects Director of Econcult, the Cultural Economics Research Unit of the University of Valencia, where he also teaches since 2008. As researcher as been involved in different european projects as Sostenuto (2009-12), 3C4 Spaces (2013-14) and CreativeMed (2013-14). He is also involved in different international networks as Foundation Roberto Cimetta dedicated to the promotion of artistic mobility. Amateur painter and song-writer.

Dagna Gmitrowicz

Dagna works as a facilitator and process designer who creates meaningful learning spaces at conferences, workshops and retreats for teams, organizations and in- stitutions. Believes in and supports a collaborative work culture – one that uses the potential and strengths of everyone and taps into the collective wisdom of the group. She is inspired by Holacracy, The Way of Council, Art of Hosting, Resonant Leadership. She is a trainer of soft skills, artist and art- therapist. Recently worked among others with: Erasmus + National Agencies, Euroguidance, Bundesvereinigung Kulturelle Kinder- und Jugendbildung (BKJ) and she manages own cultural foundation in Poland.

Cultural animator, educator, trainer, initiator and organizer of projects on culture and social activism field. He graduated from the Faculty of Pedagogy – Artistic University of Silesia, Faculty of Management and Social Communication at the Jagiellonian University in Krakow, Faculty of Social Sciences of the Higher School of Pedagogy in , School of Leaders (Polish-American Freedom Foundation) and the International Visitors Leadership Program by United States De- partment of State. From 2015, the Director of the Chorzów Municipal Cultural Centre, since 2002 director of the Municipal Cultural Center “Batory” in Chorzów. Pre- viously associated with the Voivodeship Consortium for Sports and En- tertainment “SPODEK” in Katowice. Founder and artistic director of the International Blues Festival “BLUESTRACJE” (since 1995). Founder and board member of diverse organizations, e.g. Association of Supporting Development of Creativity AKME, Polish Cultural Society, National Asso- ciation of Cultural Animators “FORUM KRAKOW”. Trainer and animator of CAL Association in Warsaw, a non-governmental organization, initiat- ing and implementing educational programs to support the activisation and development of local communities.

Beate Kegler

Beate Kegler (*1967) studied Cultural Sciences at the University of Lüneburg and the Polytechnics of East London. For over 20 years she ruled socio-cultural organ- isations in rural and remote areas. Since this time she combined the practice-based daily work to the academic research on participatory cultural work for regional devel- opment. Since 2011 she continued research as PhD student at the De- partment of Cultural Policy, University of Hildesheim (Prof. Dr. Wolfgang Schneider) and was involved in several projects connected to the research topic. Since 2016 she teaches and researches as an academic associate and professoral deputy at the University of Hildesheim. In the last years she published a range of relevant studies and articles and is well-reputed expert member of the socio-cultural advisory boards of the Ministry of Science in Culture Lower Saxony, the Landesverband Soz- iokultur, Lower Saxony and the Foundation Lower Saxony. Together with her family she lives in a village at the German North Sea coast. P. 18 Anna Komsta

Project manager, fundraiser, manager of education, teacher, moderator (School of Leaders) and adept of VII edition of the School for Leaders of Polish-American Freedom Foundation. Coach of the Polish National Centre for Culture, a “Lamplighter” of program WHOLE POLAND of EQUAL DIGITAL OPPORTUNITIES. Panelist, trainer, workshop leader at conferences and congresses mainly related to contact culture and community, and cultural animation in small local communities. Co-founder and representative of Wandering Cultural Forum of Lower Silesia and together with Forum, a co-founder of a conference for local cultural institutions in Lower Silesia called “FIRST CONTACT CULTURE” (Community of Oleśnica, 2013). Coordinator of international partnership projects, e.g. with University of Duisburg-Essen in Germany. She was a participant in the study visit to the United States – program of Polish-American Freedom Foundation, with a topic: “Role of Culture in the Development of Local Communi- ties”. Since 2007, a director of the Center for Culture, Sport and Tourism in Wleń (Lower Silesia, Poland). Cooperates with the Regional Support Centre for NGO sector in Wroclaw, a Leader of Local Partnership Act (FOR) Wleń, Forum of Partnerships “Krkonoše”, a president of the Association “Wleń TO TU (WLEŃ – YOU ARE HERE) and editor of the local newspaper “COURIER WLEŃSKI”.

Lone Leth Larsen

Studied art history at Vrije University Amsterdam and University of Copenhagen. Worked at Museum of Modern art, Louisiana, director of Danish Cultural Institute Brussels, founding father of International Cultural Network of Cultural Institutes EUNIC, Head of Culture (Municipality of Kolding). International cultural advisor, central Denmark EU office for Aarhus 2017. Worked on role of people, cultural centres and libraries for villages and rural areas in think tanks, books, conferences and now ECoC Aarhus 2017.

P. 19 Dr. Andrea Lutz-Kluge

Dr. Andrea Lutz-Kluge is a professor for Artistic Education at the department for Social Work and Health Care at the University of Applied Sciences Ludwigshafen at the Rhine/Germany. Her special interest focusses on the de- veloping and the exploration of artistic methods and -par ticipatory settings in matters of education, cultural work and social science research. The essential intention is the contributing to qualitative aspects of communication in societies of increasing ethnic, cultural and religious diversities reinforced by socioeconomic and political conflicts. Born 1962 in Frankfurt at the Main, Andrea Lutz-Kluge grew up mainly in Hamburg/Germany and New Jersey/USA. She finished High School in the United States in 1980 and Abitur in Germany in 1982. Parallel to studies of Art Education and Media Sciences in Lüneburg and Marburg she worked as a teacher in the media center „Parabol“ in Nürnberg, at the department of „Developement in Rural Areas“ at Kamaraj University in Madurai/India and at the department for Science of Education at Uni- versity Leuphana in Lüneburg. In 1999 she finished her PhD in Artistic Education at Leuphana University, Lüneburg. From 1999 to 2008 Andrea Lutz-Kluge worked as professor at the Ev. Fachhochschule Ludwigshafen, since 2008 at the University of Applied Sciences Ludwigshafen at the Rhine. P. 20 Gregor Pellacini

Gregor Pellacini (*1989, Hamburg) studied B.A. Cultural Studies and specialized in cultural mediation in his current M.A. studies in Hildesheim. Working on his artifi- cial arts subject music he’s interested especially in inner cultural policy of Germany and the meaning of cultural politics for democratic developments. His education is connected with an important period of circus arts and music, which are deeply combined with initiative and cultural practices as juggling and performing on stage. Several excursions and an Erasmus residency brought him to different countries like Portugal (Porto) and Turkey (Istanbul). The Meaning of cultural cooperation, international moving and colleting cultural knowledge is a central motivation of his interest. Since 2014 heis working as a student assistant for Prof. Dr. Wolfgang Schneider and since 2016 for Beate Kegler.

Professor Dr. Wolfgang Schneider

Professor Dr. Wolfgang Schneider, born 1954 in Mainz am Rhein, Director of the Department of Cultural Policy at the University of Hildesheim, UNESCO-Chair in Cultural Policy for the Arts in Development, Member of the Inter- national Theatre Institut and the German UNESCO Com- mission, Chair of ASSITEJ Deutschland and Honorary President of the International Association of Theatre for Children and Young People. He was Founding Director of the National Centre for Chil- dren’s and Young People’s Theatre in Germany, Chair of the Theatre Council oft he State Lower Saxony, Member of the Advicery Board for Dance and Theatre of the Goethe-Institut und as an Expert Member of the der Commission „Culture in Germany“ of the German Parliament Examiner for Arts Education, Socio Cultural Centers and Theatre. Independent cultural and local development animator. Advisor, trainer and lecturer. In 2005-2007 he was Director of the Opera at the Castle in Szczecin. A scholar of the Minister of Culture and National Heritage in 2007. He managed the efforts of City of Szczecin to win the title of European Capital of Culture, and was the director of cultural institution SZCZECIN 2016. The President of the Association for the Development of Western Pomerania SZCZECIN-EXPO. He works in a number of non-governmental organizations. He is a board member of the Forum Krakow. Carries out projects in various fields: development and integration on social and professional level, supports social economy, protection of cultural heritage, local development, animation and cultural animation. He is the creator of a regional brand “Drahimski Honey” and author of the concept model of local animation “New Culture”. He was program director of Cultural Conference Non-Congress in 2014 and 2016. He currently works in the City of Wroclaw and coordinates the cooperation of European Capital of Culture Wrocław 2016 with the region of Lower Silesia.

P. 22 FRINGE EVENTS CHAMBER of MEMORIES Boguszyce, Community of Oleśnica 27.10.2016, 8.00 pm Monika Małobęcka, curator of the Chamber, will present a best practice example of engaging with the local community and conjointly build a place of remembrance for several generations of inhabitants of Oleśni- ca’s Comune. This is an ongoing project with constant collection of bio- graphical narratives from the inhabitants about their experiences during the WWII and the period of resettlement after the war into areas of Lower Silesia, Poland. A short documentary film “Sparrows in cream” (12’) will be screened. It tells the story of one inhabitant from the village of Boguszyce during WWII. Piotr Michalowski will present the international project “Remembering the Past, Building the Future” funded by the EU - Europe for Citizens programme. The project concerns the former POW camps and airfields in the Oleśnica Community: military airport and fictional/decoy airport with fictive planes. Søren Søeborg Ohlsen – National Association of Cultural Centres in Denmark and ENCC will present the research project REcCORD – RESE- ARCHING CULTURAL CENTRES IN EUROPE and moderate an open debate on possible future researches concerning cultural centres.

P. 24 Treasures of European traditional culture CURATOR: Hanna Golla The exhibition presents 91 elements of intangible cultural heritage from 28 European countries inscribed on the Lists of Intangible Cultural Heritage of UNESCO and also 17 elements placed on the Polish National List of Intangible Cultural Heritage. The exhibition uses multimedia tools and it consists of presentations, board games, documentary films and photographs. The exhibition was realized by the Ethnographic Museum under the auspices of UNESCO, the Polish Committee for UNESCO and the National Heritage Board of Poland and in cooperation with the Polish Ethnologi- cal Society, in the frame of the project “Intangible heritage of the region and the treasures of European traditional culture” co-financed by Polish Ministry of Culture and National Heritage. The evening will end with workshops of traditional kneading and baking bread in the open-air bread oven and a selection of dishes prepared from traditional cuisine recipes.

The Municipal and Community Cultural Center Międzybórz will present the rich folk traditions of southern Wielkopolska and the border of Lower Silesia with open, interactive “folk dances” prepared by the excellent “Ensemble from Kocina” (Zespół z Kociny, near Międzybórz) in coopera- tion with the Mazovia Institute for Culture in Warsaw. The Independent Manufacture of Dance theatre (Center of Artistic Ini- tiatives in Wroclaw) will perform the play “Brides” (directed byEwa Staroń).

ENCC currently represents over 3 000 cultural centres in at least 15 countries, with more than 15 000 employees, thousands of volunteers and 40 million visitors per year. It has been selected by the European Commission as one of the 22 networks representing the Arts and cultural sector in Europe for 2014-2017. ENCC is organising diverse events con- tributing to the professional development of its members, the structur- ing of the sector, the development of cooperation and innovation at a European level: Travelling academy, BECC Staff exchange programme, Short Cuts conferences, etc. Among the network’s working topics : Arts & Culture, Education and Life long learning, Territorial development, Digital dynamics. Gminny Ośrodek Kultury Oleśnica (Community Culture Centre of Oleśnica, Poland) conducts education, animation and artistic activities in25 village culture centers and 26 artistic groups. Between 2011-2015 the culture centre was pro- ceeding a strategy for development and partici- pated in several international projects and trainings supported by EU Funds, Swiss Contribu- tion, Visegrad Fund, Polish American Freedom Foundation and many more. All those factors contribute to strenghten- ing the participatory governance. The Center builds its networks on 3 levels: European, being active member of ENCC, regional in Poland, and local level. Wrocław 2016 has created open, dynamic and friendly spaces to respond to the need for more contact with culture and arts. We’re participat- ing in a complex process in which both actions and their reception matter, because we need opinions to shape the programme. We use many models – our cultural heritage, multiculturalism and openness – but also an awareness of innovation and the need for sustainable devel- opment. This process transforms the city, proving that all activities are possible. It’s transformative for us, and becomes an investment in our future. Wrocław 2016 means a process. A diversity of autonomous curators and of cultural environments. Building together a programme and a chance to participate in it. WANDERING FORUM OF CULTURE LOWER SILESIA

“Wandering Forum of Culture Lower Silesia” is a cultural network which operates since 2012 in southwestern Poland, Lower Silesia region with the capital at Wrocław. The Forum currently consists of nearly 20 cultural institutions, freelanc- ers, professionals, animators, university research- ers, non-governmental organisations. The network collaborates with European cultural networks, including the ENCC. The Wandering Forum aim is to build a space for voluntary actions and ongoing development of involved partners around jointly defined objectives, open to the needs of the cultural sector in small local communities (mostly rural, semi-ru- ral, and medium-sized agglomerations). The Secretary office of the network is in the Community Culture Center of Oleśnica (Gminny Ośrodek Kultury Oleśnica). WHERE TO FIND US? WHY ARE WE UNIQUE? Oleśnica rural community is located in the eastern part of Lower Silesia, 25 km from the center of Wroclaw. The map above shows the location of the community in Poland. The community is located within the northern part of the Silesian Lowland – Plain Oleśnicka, surrounded by hills, forests and numerous rivers. It is one of the warmest in Poland with an average annual temperature of 8.5°C.

The very favorable climate and good soil conditions conducive to good developed agriculture and 66.5% of the total area is arable land. Oleśnica is characterized also by functional and spatial surroundings, resulting primarily from the proximity and attractiveness of a large urban center, which is the city of Wroclaw. This proximity provides the community with easy access to the administration (local government, justice, finance), health services and also a rich and diverse cultural offer.

The scope of the Community Oleśnica covers 29 villages and it’s seat is the homonymous city, Oleśnica. The community area is of 243km² (24 344 ha), which represents 1.2% of the province and 23% of the county. In 2009 the village community of Oleśnica had 11 120 inhabitants, which accounted for 10.8% of the population of the county. The average popu- lation density is 46 inhabitants/km² (county -98 inhabitants/km²).

The community is part of a developed regional transportation network of roads and rails and it is crossed by the International Route E67 – Route 8 that links Prague to Helsinki. Visitors will find in the Oleśnica community beautiful monuments (churches and palaces), mostly form the eighteenth century. Given it’s strategic geographical setting the community attracts also trades, P. 34 craftsman and diverse industries. The rich woods attract tourists espe- cially mushroom pickers and nature lovers.

The Community Centre of Oleśnica supports a large cluster of folk groups (16 actively operating in the community) and strives to protect traditions through the organisation of special events (including County Review of Groups and Choirs Singing Carols “Pastorale”, Review of rituals and customs Spring and Easter “Kogutek”, “Harvest Festival”) and the direct support of activities of artists, craftsmen, local producers (tinctures, dishes, breads). The Oleśnica’s International Folklore Confrontations (nowadays International Folklore Festival) organised since 1998 in co- operation with many European countries is one of the unique cultural attractions of our community. Wrocław (German: Breslau, Latin: Vratislavia) is the largest city in western Poland and it is situated on the River Oder in the Silesian Lowlands, roughly 350 kilometers from the Baltic Sea to the north and 40 kilome- ters from the Sudeten Mountains to the south. The population of Wrocław is of 635 759 inhabitants (2015), making it the fourth-largest city in Poland. Wrocław is the historical capital of Silesia and Lower Silesia and today is the capital of the Lower Silesian Voivodship.

At crossroads of Empires, Wrocław succeeded to enjoy the benefits and to manage the challenges of a multicultural city with a dramatic fluc- tuation of population, hosting displaced populations from West (espe- cially Germans) and East (relocated from Lviv, Volhynia and Vilnius Region). It has been part of the Kingdom of Poland, Bohemia, Hungary, the Austrian Empire, Prussia, and Germany and it became part of Poland in 1945 as a result of border changes after the Second World War.

P. 36 Severely damaged by wars and natural catastrophes Wrocław is a unique European city of mixed heritage, with architecture marked by Bohemian, Austrian and Prussian traditions, reflected by the Silesian Gothic and Baroque style buildings, as well as by the influence of court builders of Habsburg Austria (such as Fischer von Erlach), Wrocław has a number of notable buildings designed by German modernist architects including the famous Centennial Hall designed by Max Berg.

GaWC has classified Wrocław as a global city, with the ranking of high sufficiency and living standard. Consulting company Mercer ranked Wrocław 99 on 230 international “Best City to Live” and recognised its growing potential as a business center.

In 2016, the city is European Capital of Culture and the World Book Capital. Wrocław will also host in 2016 the Theatre Olympics, the World Bridge Games and the European Film Awards and in 2017 the IFLA Annual Conference and the World Games. Dynamic economic center and cultural hub, Wrocław wants to share today its unique identity with European and worldwide public and partners.
