CULTURE FOR SHARED, SMART, INNOVATIVE TERRITORIES TOWARDS 2020 EUROPEAN REGIONAL DEVELOPMENT COMMUNITY OF OLEŚNICA, 27TH – 28TH OCTOBER 2016 „CULTURE FOR SHARED, SMART, INNOVATIVE TERRITORIES - Towards 2020 European Regional development” What are the ongoing transformations within the European territories? What reorganizations are to be imagined, on a local, European or global scale, to contribute to the development of resilient, sustainable territo- ries, in interaction with today’s challenges and world? What are the roles of cultural operators and stakeholders in these chal- lenges? The conference, organised in partnership by ENCC, Wroclaw 2016 European Capital of Culture and Community Culture Center of Oleśnica will be structured on working groups that will explore the diverse di- mensions of the proposed topics: • Urban and rural territories; the role of cultural practices to imagine new forms of complementarity • Territories as ‘commons’: new strategies for citizens empowerment and the role of cultural stakeholders • Creative territories: the role of cultural practices to sustain imagi- nation, initiative, capacities and leadership • New economic models for smart territories: how to imagine monetary and non-monetary forms of exchange in order to sustain territorial development, entrepreunership and new business models Each working group will be organised using an Open Space methodol- ogy meant to sustain debate and exchange of good practices between diverse local and European stakeholders from various points of view. The outcome of this process will be the production of a shared Manifesto / declaration on the link between culture and territorial development, to be used as an advocacy support. ECoC Wrocław 2016 will organize a summary conference in November 2016, where the outcomes of the conference will be disseminated. The meeting will also aim at fostering cooperation and networking between local actors from Lower Silesia and moreover Poland and European stakeholders. P. 3 Dear Friends, I am welcoming you in the Community Culture Centre of Oleśnica, in the hospitable Community of Oleśnica. The International conference „CULTURE FOR SHARED, SMART, INNO- VATIVE TERRITORIES’’ Towards 2020 European Regional development organised on 27-28 October 2016 is an event of particular importance for our region of Lower Silesia. The main objective of the conference is to advance advocacy on diverse levels towards coherent territorial development.We want to reflect on the role and capacities of cultural centers (especially from rural com- munities and small cities), in the process of creating regional cultural policies, regardingactual local and global challenges. We want to create an open, interactive space for debate, exchange ideas and different points of view, allowing participants to co-create the conference. When in 2013 with a great enthusiasm we’ve co-organized a national conference First Contact Culture in partnership with Wandering Cultural Forum and Polish National Cultural Centre, we didn’t know that a post- conference report of inspirations will lead to the creation of the “Lower Silesian Cultural Platform” of European Capital of Culture Wrocław 2016 (co-organizer of this conference, together with ENCC network). The main outcome of our meeting now will be to develop recommen- dations towards a concept of territorial development through culture: collaboration between cities and rural areas. We are convinced this time again we would be able to diagnose areas of intervention, which should be reinforced by effective programs in the coming years. Dorota Bartczak, Director of Community Culture Center of Oleśnica P. 4 Dear colleagues, We are very happy to invite you once again to Poland and especially to Community of Oleśnica that I had the chance to visit thanks to the Erasmus project meeting gathering De Zeyp and GOK Oleśnica as well as other 10 European partners. I learnt a lot during my visit about the rich cultural history of the region and I am very happy that now more of you will have the occasion to discover this beautiful and one-of-its-kind place. We are meeting in Oleśnica to learn and share about how culture con- tributes to the sustainable development of a region and which innova- tive practices, which challenges, concerns and questions are crucial for a fruitful and effective discussion. Being a network of cultural centres, the prosperity of both big cities and small communities, have always been of our highest interest. Since several years we are working through conferences, workshops, working groups, involving many stakeholders on the transformation of old narra- tives to the ones. One in which a region is considered as a total: villages, cities and the capital. One in which each of those actors are fertilizers for each other and in which strong inter- dependence should contribute to sustainable grow and development. Thank you to all who will join us and I am very happy that so many experts from all over Europe will meet in Oleśnica. For me that mean that the future of European communities and regions is important for you and that you want to have a role in their transformations. Hence, the ENCC role is to actively participate, facilitate and empower you to achieve this transformation. I believe that we will have plenty of opportunities during these two days to discuss. Please use this time to learn, to find our more about each other and share. Peer to peer, face-to-face meetings are such precious moments, let’s make the most of it!
