This reproduction or copy of this thesis has been made available by authority of the copyright owner solely for the purpose of private study and research, and may only be reproduced and copied as permitted by copyright laws or with express written authorization from the copyright owner. ii ABSTRACT Jurisdictional ownership of all natural resources, including wetlands and river channels, belongs to the state in Bangladesh, and access to and control over wetland resource are determined by the existing top-down, command-and-control, bureaucratic management regimes. Grounded solely in the economic aspects of natural resources, the wetland management objective of the government focuses on rent-seeking to maximize revenues and other economic benefits. At the operational level, this approach presumes bounded and closed economic and social systems and an equilibrial environment. It does not consider the economic, social, ecological and political spheres as being open, dynamic and constantly subject to change and thus having a profound impact on the sustainability of natural resources. Present policy practice undermines the inclusion of local resource users as legitimate stakeholders in the decision-making process. Local communities, which largely depend on wetland resources, are persistently excluded from access to and control over such resources. Reinstatement of the rights of local resource users in decision-making and providing them institutional scope for participation in management system are urgently needed for sustainable resource management. The purpose of this research was to investigate options (such as community- based, co-management and partnerships approaches) for institutionalizing participation of stakeholders in wetland (haor) resource management. It was intended to seek alternatives to the state-governed management approach (SMA) and find a means of governance that would encompass multi-stakeholders in the management of natural resources in general and wetlands in particular. The specific objectives of this research were to: i) Examine the state-governed management approach and the relationship between formal and informal institutions concerned with access and control over wetland (haor) resources; ii) Analyze, as an alternative to SMA, the processes and structures of stakeholders’ participation and deliberations in decision-making; and iii) Examine the potential for multi-stakeholder governance in wetland resource management. Together with local communities and other relevant stakeholders of Hakaluki haor, this research selected three development initiatives, namely, Sustainable iii Environment Management Program (SEMP), Community Based Fishery Management -2 (CBFM-2) and Coastal and Wetland Biodiversity Management Program (CWBMP), for assessment. Considering the strengths and weaknesses of participatory research approaches, a set of PRA methods, which included baseline surveys, focus group discussions, key informant interviews, semi-structured interviews, individual discussion meetings, participant observation, addah (informal chatting with friends and fellows during leisure time), and workshops, was used at different stages of the research to attain the objective of the study. By combining interrelated participatory research methods, techniques, approaches, and concepts into a single study design, development of robust research methods has been found effective for handling the challenges, complexities and assessing potential for participatory community research. The research findings have revealed that the community-based organizations (CBOs) of local communities were capable of contributing effectively to the community- based or co-management approach in management of wetland resources. External facilitation by NGOs to mobilize and strengthen CBOs was found to be a critically necessary element in this process. Establishing a multi-level stakeholder governance system as an institutional structure and process is necessary to sustain CBOs’ operations in decision-making regarding wetland resource management. The outcomes of examining the participation of local resource users, as an alternative to a centralized, command-and- control, and hierarchical approach to resource management, have called for a fundamental shift in wetland resource management to facilitate the participation of CBOs in decision-making. This alternative approach to natural resource management would require appropriate degree of integration of the “bottom-up” and “top-down” approaches to include all relevant stakeholders in the decision-making processes at multiple levels of social organizations. Thus, the approach could be an effective instrument to facilitate the deliberations of stakeholders and to strengthen institutional linkages (both vertical and horizontal) to engender benefits to the local resource users. The proposed recommendations for a policy shift in wetland resource management are based on the argument that multi-level stakeholder governance in the decision-making process should be the foundation of participatory wetland resource management in Bangladesh. iv ACKNOWLEDGEMENTS It is not an easy job to start with acknowledging so many people to whom I am indebted during my five-year journey! Fish species diversity data were collected from fishers using Fish species diversity participatory rural appraisal tools and the change in the fish species diversity was determined using Shannon- Fishers Wiener, Margalef's Richness and Pielou's Evenness indices. Principal component analysis (PCA) was conducted Principal component analysis with a dataset of 150 fishers survey to characterize the major factors responsible for the reduction of fish species Climate change fi Anthropogenic activity diversity. Out of 63 sh species, 83% of them were under the available category in 2008 which decreased to 51% in 2018. Fish species diversity indices for all 12 taxonomic orders in 2008 declined remarkably in 2018. The first PCA (climatic change) responsible for the reduced fish species diversity explained 24.05% of the variance and consisted of erratic rainfall (positive correlation coefficient 0.680), heavy rainfall (À0.544), temperature fluctu- ation (0.561), and beel siltation (0.503). The second PCA was anthropogenic activity, including the use of harmful fishing gear (0.702), application of urea to harvest fish (0.673), drying beels annually (0.531), and overfishing (0.513).

    1 Original Research Article 2 3 An Economic Analysis of Agar-wood 4 Production in North-eastern Bangladesh 5 6 7 . 8 ABSTRACT 9 The present study was carried out to examine the economics of agar-wood production and assess the financial viability of agar plantations in north-eastern Bangladesh (Barlekha Upazila, Moulvibazar District). Primary data were collected through structured questionnaire administered on 30 agar farmers using purposive sampling technique during the months of September, 2017. The total cost of agar-wood production was found BDT 1450571 per acre and BDT 1612 per agar tree. The net return was BDT 1892929 per acre and BDT 2103 per agar tree, and undiscounted BCR considering total cost was 2.30. Financial viability of 1 acre of agar-wood plantations for the period of 12 years was found feasible with respect to net present value (NPV) BDT 552327, discounted benefit cost ratio (BCR) 2.07, internal rate of return (IRR) 23.7 per cent. Sensitivity analysis also suggested the viability of agar-wood production in different situations. Since its impact goes beyond the loss of human life and can create a climate of fear and uncertainty, intentional homicide (and violent crime) is a threat to the population. Homicide data can therefore play an important role in monitoring security and justice.

Sunny Received 10 March 2021, Revised 18 May 2021, Accepted 23 June 2021, Published online 30 June 2021 A B S T R A C T A study was carried out to investigate climate resilience vegetable production prospect using tower gardening technology during the period of July 2017 to December 2017 in low-lying areas of northeastern Bangladesh (Sylhet and Moulvibazar). Total 24 participants of DFID and EU funded Suchana program (January-December’2017) were involved in the study. Two sizes of tower (a) medium size (4.5 feet diameter and 5.0 feet height) (b) small size (3.0 feet diameter and 4.0 feet height) and two types growing media protecting material (i.e. plastic bag & bamboo mat) were used separately to perform the study. To prepare the growing media (50%) soil, (40%) cow dung/compost and (10%) decomposed water hyacinth were used. Mainly two types of vegetables, climbers (i.e. bottle gourd and bitter gourd) and herbaceous (i.e. kangkong, Indian spinach, red amaranth and okra) were planted to conduct the study. The vegetable production was significantly influenced by tower size & growing media protecting materials and the highest vegetable production (84.35 kg tower-1 and 42.17 t ha-1) was recorded in medium size tower with plastic bag whose sold value was BDT 1968.50 tower-1 and BDT 98.43 Lac ha-1, respectively.
