Director of Census Operations, Rajasthan PREFACE ONE OF THE CONCEPTS developed at the time of the 1971 Census was that of the Standard Urban Area. Its essentials were that it should have a core town of a minimum population size of 50,000 persons; its contiguous areas made up of other urban as well as rural administrative units should have close mutual socio-economic links with the core town; and, there should be probabilities of the entire area getting fully urbanised in the period of the next two or three decades. The idea behind the development of this· concept was that it is necessary to have a comparative data for such growing areas continuously for at least three decades to enable one to have a really meaningful picture. This thought replaced the 1961 Census concept of the Town-Group which was composed of the independent urban units of the vicinity, not necessarily contiguous to one another but which were to some extent inter-dependent. It was later felt that the population data for such Town-Groups became incomparable from Census to Census as the boundaries of the towns themselves changed and the intermediate areas were left out of account. This was also stressed at one of the symposia of the International Geographic Union in 1968. It was in this way that the concept of the Standard Urban Area came to be developed for adoption at the 1971 Census.
