MONSOON 2013 Info Report: 06-08-13 18-09-12 HIGHLIGHTS

The intense spell of Monsoon rains starting from 30th June is gradually subsiding and a new wave of rains has started over northern parts of the country. The tributaries of River Ravi and River Chenab are likely to attain High Flood Level during next two days (6th & 7th August 2013). So far, according to NDMA report of 6th August 2013, the 2013 monsoon rains have caused 80 deaths (including 3 missing) and 36 people got injured in 333 villages all over the country. NDMA is quoting a figure of 81,341 persons as being displaced, but this figure is of KP, Punjab and Sind only, therefore it’s most likely that this number will increase. PRCS is alert and responding in all the provinces. Disaster response trained teams are out for assessments and distributions and health services have started in district of KP. So far the response is of district level and situation is being monitored.

WEATHER AND HYDROLOGICAL SITUATION Meteorological department and Federal Flood Commission report that fairly widespread thunderstorm /rain with isolated heavy falls & very heavy falls at one or two places is expected over Kashmir (upper catchments of Rivers Jhelum, Chenab, Ravi & Sutlej), Gujranwala, Lahore & Rawalpindi Divisions during the next 24 hours. Scattered thunderstorm /rain may also occur over Faisalabad & Sargodha Divisions and , besides, isolated thunderstorm/rain over Gilgit Baltistan, Balochistan, Southern Punjab (Bahawalpur Division) & Sindh including upper catchment of River Indus during the same period. The tributaries of River Ravi (Bhed, Deg, Hasri, Bassanter & Bein Nullahs) and River Chenab (Halsi, Daulti, Aik & Palku Nullahs) are likely to attain High Flood Level during next two days (6th & 7th August 2013), whereas High to Very High Peak discharge for short interval is also expected upstream of Mangla Dam Project. The weekly forecast (5th to 11th Aug 2013) show the following: Punjab including Islamabad: Heavy falls may also occur at isolated places of upper Punjab during Wednesday/Thursday (7th/8th August 2013). Isolated rain/thunderstorm is likely to occur over Southern Punjab during the weekend (10th/11th August 2013). Khyber Pakhtunkhwa: Heavy falls at few places are also expected in upper Khyber Pakhtunkhwa during Wednesday/Thursday (7th/8th August 2013). Rain/thunderstorm is also expected at few places of Bannu, Kohat and D.I. Khan Divisions during first half of the week and during the weekend (10th/11th August 2013). Balochistan: Rain/thundershower may occur at isolated places of Eastern Balochistan (Sibbi, Nasirabad, Zhob and Kalat Divisions) during the week with occasional gaps. Sindh: However, mostly cloudy weather condition with chances of scattered rain/thundershower may prevail in Southeastern Sindh (Karachi, Mirpur Khas and Hyderabad Divisions) during the weekend (10th/11th August 2013). Kashmir: Rain/thundershower (with isolated heavy falls) is expected at scattered places of Kashmir during the current week with occasional gaps. Gilgit-Baltistan: Mainly dry/ partly cloudy weather is expected in most parts of Gilgit Baltistan during the week, however, rain/thunderstorm may occur at isolated places of Gilgit Baltistan during the weekend (10th/11th August 2013).

SUMMARY OF LOSSES AND DAMAGES In its report of 6th August 2013, NDMA states that the 2013 monsoon rains have caused 80 deaths (including 3 missing) and 36 people got injured in 333 villages all over the country. NDMA is quoting a figure of 81,341 persons as being affected/displaced, but this figure is of KP, Punjab and Sindh only. This figure is bound to escalate as more provinces/districts start reporting in. They are also highlighting increasing damages to agricultural land and livestock.

Coordination with NDMA indicates that since all the districts are not in a position to report as to the extent of damage, so it may take time till an overall picture can be shown.

PRCS Response PRCS disaster response teams which were already on alert have carried out initial information gathering and coordination in AJK, KP, Balochistan, Punjab and Sindh. The primary information reports are coming in after consultation with local government, local community volunteers and district disaster management cells (DMCs).

AJK The initial area to be hit was AJK. PRCS AJK conducted assessment and as per their primary information report District Bagh (detailed areas shared in PRCS info report dated 4th Aug 2013) was affected by flash flooding on 2nd August 2013. PRCS AJK is in close coordination with SDMA and local authorities in affected areas ready to respond as and when required. KP

The rains hit District Chitral and adjoining areas and also heavy downpour in Charsadda Nowshera districts was reported. PRCS KP teams immediately went for initial assessment. Peshawar Charsadda and Nowshera districts were affected but the water receded soon affecting mostly illegal encroachments.

District Chitral Response

Out of the 10 villages being reported by PDMA KP to have been affected in Chitral, PRCS has conducted rapid assessments/collected primary information in 5 villages. The details are as follows:

Relief: So far PRCS has provided the 36 families identified in village Reshun of UC Charun with essential non food items1. Further distributions are delayed due to accessibility problems.

ii. Health: In this spell of rains and flash floods in the catchment areas of PRCS Basic health unit (BHU) Bamboraite and Civil Dispensaries Rumboor and Birrir, loss of access to Health Facilities of PRCS Primary Health Care Program2 was reported from 1st August due to widespread destruction of roads and pathways.

2 PRCS is running this Primary Health Care program in these areas with the support of German Red Cross. Since the teams are running the health facilities on 24/7 basis since the floods, there is a need of transport of medicines for which PRCS is coordinating with the local authorities. PRCS is transporting additional medicines from its BHU Besham to Chitral.

Based on request of local Govt., PRCS is setting up free medical camps. Today the PRCS health team will be providing services in Reshun and will move to village Jaghor on 7th of August, 2013.

SINDH Widespread rain across Sindh paralyzed life across the province and also triggered flooding in most cities, towns and villages causing considerable destruction. All business, trade, commercial and educational activities remained suspended and a negligible number of public transport vehicles appeared on roads and highways. Hundreds of acres of farmland and an unspecified number of villages were submerged when water overtopping different irrigation channels in Ghotki, Mehar, Mirpur Mathelo, Thull, Jacobabad, Kandhkot and Kashmore swept through fields and Kutcha area causing extensive damage to standing crops, agricultural landscape and thatched houses. These include District Thatta, Larkana as well.

Thatta District The rains hit hard on the 4th August and PRCS team immediately went out for initial information collection. The worst affected areas were in UC Jangshahi where there is a dam built to store rain water. As per the team, the rain water stored was not being used and this additional heavy rain caused flash flooding and also caused a breach which inundated 8 villages. The villagers were able to reach safer areas. The team reports that the waters have receded and people are starting to return. The immediate needs are emergency shelter, health, clean drinking water and essential non food items including mosquito nets.

Jacobabad District PRCS Jacobabad team is constantly coordinating with the local authorities and is conducting assessment of the affected areas. As per their reports, all the 10-13 breaches in 3 Talukas (Taluka Jacobabad, Taluka Ghari Khairo and Taluka Thul) have been plugged by the local administration. After the Super Flood 2010 and Torrential/Heavy rainfall of 2012 the irrigation system has become fragile and the river/canal banks are unstable in position to flow in stress. There has been no de silting activity conducted in these areas and all the main Canals have less capacity now. This became one of the major causes of these breaches. The team reported the following losses:

The water has receded and the major need identified by the team is provision of health services and essential non food items including mosquito nets.

Karachi Region Keeping in view the metrological forecast on last Friday, PRCS had already alerted all DMCs, District Branches and Emergency Response Trained (ERT) Teams of Karachi region for any emergency. On Saturday the 3rd Aug. after heavy rains in Sindh, the ERT teams were immediately deployed to their concerned areas for helping the affected people. The ERT teams faced accessibility issues due to high water levels on roads. Approximately 92 people were evacuated by the ERT Karachi Teams from their houses to the safer places due to heavy water in the area (approximately 6 to 10 fit high) and provided First Aid treatment. The Red Crescent Ambulances shifted 31 injured to the nearest hospitals or Clinics and provided First Aid during the transportation. Further assessment teams are deployed in the worst affected areas of Karachi for obtaining detailed information of the affectees so that necessary relief items can be given. As per reports, so far no relief camp in Karachi has been established by the authorities.

PUNJAB

PRCS Punjab Branch’s teams immediately reached the two badly affected districts of Dera Ghazi Khan (DG Khan) and Rajanpur.

DG Khan Two worse affected tehsils of DG Khan by rains and hill torrents as identified by the team are Kot Chutta and Taunsa. Around 1550 people have been displaced so far and quite a few injured. The alarming situation is regarding Health and there is acute need of food as all the stored wheat got damaged in the water.

Rajanpur Based on their initial information reports 15 UC of Tehsils Rojan, Rajhanpur and Jampur, District Rajanpur got affected by the flood and the number is expected to rise due to further flooding and hill torrents. Till 4th August, 4428 families were displaced and in need of urgent emergency shelter. The team reported that 2889 individuals have been transported to camps by the Govt. and efforts continue in Rajanpur. The major needs identified is food, provision of clean drinking water and health services.

BALOCHISTAN PRCS Balochistan is in close coordination with PDMA Balochistan. At the moment the rains have subsided and PDMA Balochistan along with other partners is catering for the needs. PRCS volunteers and DRT personnel are ready as required.
