Subcommittee on Security and Defence European Parliament 2019-2024 Subcommittee on Security and Defence SEDE_PV(2019)0710_1 MINUTES Meeting of 10 July 2019, 17.30-18.00 BRUSSELS The meeting opened at 17.30 on Wednesday, 10 July 2019, with Michael Gahler (EPP, DE) (provisional Chair) in the chair (Rule 14(1) of the Rules of Procedure). 1. Election of the Chair Michael Gahler reminded the Members of: a) the purpose of the meeting: the constitution of the committee Bureau by the election of the Chair and four Vice-Chairs in accordance with Rule 213 of the Rules of Procedure b) the order of election, starting with the election of the Chair followed by the elections of the four Vice-Chairs Michael Gahler announced the names of the substitute members replacing the full members of the Subcommittee, and called for nominations for the Chair of the Subcommittee. Petras Auštrevičius (LT), on behalf of RENEW, proposed Nathalie Loiseau (FR) as Chair for RENEW. Anna Bonfrisco (IT), on behalf of ID, proposed Jérôme Rivière (FR) as Chair for ID. The following speakers took the floor: Arnaud Danjean (EPP, FR), Radosław Sikorski (EPP, PL). Result of the electronic vote: 14 in favour of Nathalie Loiseau, 8 in favour of Jérôme Rivière, 4 abstentions. Nathalie Loiseau was elected. Election of the 1st Vice-Chair The Chair called for the nomination of the 1st Vice-Chair of the Subcommittee: Sven Mikser (S-D, ET) proposed Nikos Androulakis (S-D, EL). He accepted the nomination. The Chair ensured that the candidate had duly completed the declaration of financial interests and the declaration relating to the Code of appropriate behaviour. In the absence of other nominations, the Chair declared the candidate elected by acclamation. 3. Election of the 2nd Vice-Chair The Chair called for the nomination of the 2nd Vice-Chair of the Subcommittee: Arnaud Danjean (EPP, FR) proposed Kinga Gál, (EPP, HU). She accepted the nomination. The Chair ensured that the candidate had duly completed the declaration of financial interests and the declaration relating to the Code of appropriate behaviour. In the absence of other nominations, the Chair declared the candidate elected. Election took place by secret ballot as requested by Sven Mikser on behalf of S-D: 17 in favour, 8 against, 1 abstention. 4. Election of the 3rd Vice-Chair The Chair called for the nomination of the 3rd Vice-Chair of the Subcommittee: Mick Wallace (GUE/NGL, IE) proposed Özlem Demirel, (GUE/NGL, DE). She accepted the nomination. The Chair ensured that the candidate had duly completed the declaration of financial interests and the declaration relating to the Code of appropriate behaviour. In the absence of other nominations, the Chair declared the candidate elected by acclamation. 5. Election of the 4th Vice-Chair The Chair called for the nomination of the 4th Vice-Chair of the Subcommittee: Arnaud Danjean (EPP, FR) proposed Lukas Mandl, (EPP, AT). He accepted the nomination. The Chair ensured that the candidate had duly completed the declaration of financial interests and the declaration relating to the Code of appropriate behaviour. Chair's announcements Nathalie Loiseau informed the committee about the application of Rule 214, regarding the delegation of committee powers to the coordinators in order to take certain decisions. The Chair mentioned that the language profile of the Committee will be approved at the Coordinators’ meeting which will take place on Monday 15 July 2019 in Strasbourg. 7. Confirmation of the calendar of meetings for the remainder of 2019 The calendar was confirmed. 8.     Volodymyr Zelensky President Ukraine CC: Federica Mogherini High Representative of the Union Brussels, 04 september 2019 Dear President, It has come to our attention that the Russian Federation has requested that Mr Vladimir Borisovich Tsemakh be handed over as part of a prisoner exchange negotiated between the Russian Federation and Ukraine. Mr Tsemakh is a former commander of pro-Russian air defence forces in the non-government controlled territory of the so-called "Donetsk People's Republic" and is a key suspect in the tragedy of passenger flight MH17, shot down in eastern Ukraine on 17 July 2014 by a Russian BUK missile. All 298 people on board, including 196 Dutch, were killed. While we understand the context within which such negotiations are taking place and the diplomatic efforts by the Ukrainian authorities to this end, Mr Tsemakh is a suspect in the criminal investigation related to the downing of flight MH17 and his availability and testimony before the Joint Investigation Team is thus of the utmost importance for an effective prosecution by the countries involved. Mr Tsemakh is a Ukrainian citizen and is under Ukrainian custody. UNSC resolution 2166 demands that those directly or indirectly responsible for the downing of MH17 must be held accountable and must be brought to justice. The European Parliament and the European Council have reiterated on numerous occasions their full support to the work of the Joint Investigation Team and the ongoing efforts. All States that are in a position to assist with the investigation and prosecution of those responsible must fully cooperate with the ongoing criminal investigation.

    1 03 Sept. 2014 How the Sakharov Prize 2014 is awarded Background briefing In the next 10 days, the nominations of the Sakharov Prize for Human Rights will be decided by the European Parliament. The prize is awarded to “honour exceptional individuals who combat intolerance, fanaticism and oppression.”1 Previous winners include Nelson Mandela, Reporters without Borders and Anatoli Marchenko. If you believe that Azerbaijani human rights defenders – who are now in jail following years of work on behalf of the rights of others, and most recently on a list of political prisoners in Azerbaijan (on which they are now included) – then let the MEPs who vote on this know. Nominations for the Sakharov Prize can be made by: Political groups in the European Parliament. Or At least 40 MEPs. The deadline for nominations is Thursday 18 September at 12:00 in Strasbourg. Theoretical background of care farming at European level. Care farming, also known as “green care”, “social farming”, "farming for health", and "green therapies", has taken on various forms and is organised in different ways in different European countries. There is great variety in the approaches to social farming across Europe, as well as in how it is connected to other sectors and the funding mechanisms that are used. Care farming has taken on many different forms across Europe, broadly based around three different discourses; multifunctional agriculture, public health, and social inclusion. One could say that care farming is most established in the Netherlands, Belgium, and Italy. Most research in the Netherlands focuses on care farming as part of the agricultural sector and as a new source of farm income. Great importance is also placed on interaction between participants and the farmers and their families. Care farming took off commercially in the Netherlands in the 1990s. It tends to operate on a service-based model. Engaging in care farming activities are seen as a type of social or health service and these activities are paid for directly or indirectly through health insurance. Similarities with the Dutch experience of social farming can be observed in Flanders (Belgium) and Slovenia.
