I. Introduction

The information contained in this guide is intended for participants of the 30th Ordinary Session of the Assembly of Heads of State and Government, the 32nd Ordinary Session of the Executive Council of the African Union, and the 35th Ordinary Session of the Permanent Representatives’ Committee at the African Union Headquarters in Addis Ababa, Ethiopia.

General Information: Member States as well as other Invited Guests shall provide the Secretariat of the Preparatory Committee (of the Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia) a Note Verbal with duly completed registration forms not later than 16 January 2018 in order to make proper preparations with regard to badges, hotel reservations, transportation and other related logistics. III. Liaison Officers

The Ministry shall assign a liaison Officer to all Member-States. The Liaison Officers shall act as a link between the Delegation and the Host Country on all pertinent issues. He/ She will stay with respective delegations until their departure.

The names of Liaison Officers will be communicated to all Member States by the Secretariat of the Preparatory Committee of the Host Country.

IV. Arrival

Diplomatic Missions, Regional and International Organizations should submit over flight and landing permission requests at least 72 hours ahead of time by an official Note Verbal.

V. Airports

There are four airports that serve international flights in and out of Ethiopia. These are:  The Addis Ababa Bole International Airport,  Bahir Dar Ginbot Haya International Airport,  Dire Dawa International Airport and  Mekele Alula Aba Nega International Airport (See Annex VIII for details) Addis Ababa Bole International Airport is the main hub for International flights. Delegations bringing more than one aircraft are strongly encouraged to use the Regional Airports for the stay of their aircrafts until the departure of their delegations. Delegations are also encouraged to advise their crew members to explore such possibilities as returning, first by dropping upon arrival, and second for picking upon departure. VI. Arrival Ceremony and Procedure

A. Heads of State and Government  A Head of State and Government will be welcomed upon arrival by a Senior Government Official, Chief of State Protocol, Chief of Protocol of the AUC, Elected Officials of the AUC and a maximum of ten Diplomatic staff from respective Embassies.  Only the Anthem of the African Union will be performed.

B. Ministers of Foreign Affairs

 Foreign Ministers shall be received by protocol officials of the Ministry of Foreign Affairs and those of the AUC at Bole International Airport.

N.B  Official welcoming ceremonies shall be conducted from 9:00-18:00 hrs.  Security at the Airport shall be conducted according to the International Civil Aviation Organization (ICAO) rules and regulations of international airport as well as the relevant domestic laws.  Time slots shall be allocated for private aircrafts during arrival and departure.

C. Other Participants

Other delegates will be received by Protocol Officers of the Ministry of Foreign Affairs and the AUC. The Officers will operate from both VIP and normal arrival lounges and assist participants in immigration formalities, baggage collection, coordinate transport and transfers to the hotels. To enable the airport Team to receive participants conveniently, Missions are kindly requested to provide the

specific arrival and departure details of their delegation at least 48 hours ahead of time.

VII. Visa and Customs

Visa Formalities

Delegates and other Participants holding Diplomatic or Service Passport of Member States or AU Diplomatic/Service Passport are permitted to enter without visa.

 For Delegates and other Participants holding Ordinary Passport of AU Member States as well as holders of Diplomatic, Service or Ordinary passports of the AU, other States or UN Laissez-passer, Visa on Arrival will be issued upon presentation of accreditation letter or invitation letter from the AU or prior submission of a formal request along with a list of participants to the Ministry of Foreign Affairs. However, delegations are advised to apply for visa at the Ethiopian Missions in their respective home countries. To avoid any inconvenience when processing visas, delegations and journalists are recommended to present invitation letter from the African Union.

Dedicated immigration counter shall be reserved at the Addis Ababa Bole International Airport to provide fast track visa service for participants of the AU summit. For those who wish to request visas online, information could be found on the Main Department for Immigration and Nationality Affairs created website: www.evisa.gov.et

 To comply with the import customs regulations of the Government of the Federal Democratic Republic of Ethiopia, participants should declare the following items they may bring with them into the country:-

 laptops (if it is more than one);

 Desktop Computer, Printer, Scanner, Video camera, etc;

 Any other conference equipment.

 In order to be assisted with the temporary importation of the above items, the participants should send the detailed specifications of the items to be brought in, together with their arrival and departure details to the Secretariat of the Protocol and logistics arrangements of the Conference by 15 January 2018 at the latest.

 The items will be registered for temporary import by the customs office and they will be taken out of the country at the end of the Conference. E) Declaration of Goods and Cash

 Participants are highly advised to declare items stated in A and B, goods that exceed duty free allowance as per C, cash the amount of which exceeds USD 3000.00 or its equivalent to the customs office at the airport or precious metals weighing above 100 grams. N.B. For the purpose of declaring personal effects, an application form is

attached. (See Annex XI) VIII. Members of the Press and Press Equipment

The list of members of the press and their professional equipment to be brought into the country should be communicated to the Secretariat of the Preparatory Committee as per the application form. (See Annex VI)

Special Desk from Government Communication Affairs Office shall be reserved at the airport to provide fast service for Journalists coming to cover the AU summit.

Journalists should arrive one and half hours before meetings start.

IX. Local Transport

The government of Ethiopia will provide local transport for Ministers of Foreign Affairs from 24 January 2018 and for Heads of State and Government and other Heads of Delegations from 27 January 2018 until their departure on 30 January 2018. F. Transportation for Other Delegates

Provision of transport to the remaining delegates is the responsibility of each individual delegation or their respective diplomatic mission.

Regular Shuttle transport will be available to and from the designated hotels and the conference center for participants from 24 - 30 January 2018. entities with a business license.

X. Accommodation

Accommodation for AU Member States during the Summit meetings will be facilitated by the Ministry of Foreign affairs:  For the Heads of Delegation for the Executive Council Meeting from the nights of 24 January 2018 to 30 January 2018  For the Heads of State and Government or other Heads of Delegation from the nights of 27 January 2018 to 30 January 2018 based on the following modalities:

Delegations led by a Head of State and Government: - Executive/classic suite and three standard rooms (1+3) in;

Courtesy extended by the Host Government

The Government of the Federal Democratic Republic of Ethiopia will cover the accommodation cost of Member States’ Heads of Delegation for the Ordinary Session of the Assembly of the African Union. Hospitality includes only bed, meals and non-alcoholic beverages from 27 - 30 January 2018.

Missions are advised to book rooms in other hotels for the remaining members of their delegation. (See Annex XII for list of hotels)

As a courtesy, the Government of Ethiopia will provide golden pins for heads of delegation and silver pins for Foreign Ministers.

XI. Security

The Government of the Federal Democratic Republic of Ethiopia will provide 24- hour security service during the Summit and the Executive Council meeting at all venues and hotels where delegates will be staying.

The Security and Safety arrangements inside the premises of the AU Headquarters are the primary responsibility of the Security and Safety Services (SSS) of the AUC and shall be supported by the National Intelligence and Security Service of the Host Country.

 During both the Executive Council Meeting and the Summit, two perimeter access gates are designated for access to the AU premises. Each gate is designated to different categories of participants. All participants are requested to limit the items inside their vehicles in order to expedite the physical security clearances.

 Car access to the AU compound is restricted only to Ministers, Ambassadors, Heads of Organs, Heads of RECs and the other categories as approved by the Commission. All vehicles are subject to security screening and searching.

 Drivers with access to the AU compound should remain either in their vehicles or at the waiting areas allocated to them until they are called by their respective delegates.  Participants are required to follow advice and guidance from ushers, security officers and protocol staff.  Within the AU complex, there will be some restrictions on movements. The AUC Safety and Security Services will enforce controls over access to restricted areas.  Participants must cooperate and follow the directives and advice of the AUC Safety and Security Personnel in all circumstances.

 Standing position is strictly prohibited inside the Plenary Hall. Those without seats could use the TV screens outside the Plenary Hall to follow the event.  All Summit participants and their belongings entering the AU premises and buildings are subject to a series of thorough security screening and searching measures and procedures.

 Parking reservation inside premises of the AU is only permitted after obtaining a Parking Permit issued by AUC Security and Safety Services. Other participants are encouraged to look for parking areas outside the AU premise which are arranged and available for this purpose.  No fire-arms/weapons are allowed in the AU premises with exception of Heads of State and Government Security protection officers whose list should be provided to AU Safety and Security Services.  A Close Protection Security Officer of a Head of State/Government is required to obtain weapon clearance from the Host Government and subsequent permission from the AUC Security.

 This information could be adjusted to fit the prevailing operational circumstances, before and during the course of the Summit.

 The AU venue is only for meeting participants during the Summit; therefore, visitors are restricted and denied access during this period.

 The AU Commission wishes to request all participants to the Summit to extend full cooperation.

Diplomatic Missions are advised to provide the list of Security Officers accompanying Heads of State and Government as well as Ministers to the 18 F.D.R.E. Ministry of Foreign Affairs

Secretariat at the Ministry of Foreign Affairs at least a week ahead of the Executive Council Meeting and the Summit. The list should include detailed information on Firearms and Communication Equipment they carry in accordance with the security procedures of the Host country as indicated below.

N.B. Security advance teams are advised to participate in security briefing by the State Security as well as African Union Security& Safety briefing session in advance in order to avoid any inconvenience that might occur due to information gaps. (See Annex X)

Security Fire Arms

It should be noted that each delegation led by Heads of State is allowed to bring into Ethiopia only five side arms. Delegations led by Head of Government or Minister are allowed to bring only two side arms.  Firearms to be brought into Ethiopia have to get permission 72 hours prior to the arrival of the Delegation.  All firearms should be declared at the Airport during the arrival and departure time. (See Annex III)

Except exemption from the Commission, all delegates will be subjected to security checks when accessing AU Premises including the Conference Halls.

Communication equipment to be used by security officers should get permission 72 hours before entering the Federal Democratic Republic of Ethiopia. Hence, each Mission is advised to submit the duly completed form to the Secretariat at least a week ahead of arrival. (See Annex IV)

N.B. Only one protection officer with side arm per Head of State or Government shall be allowed in the lobby of Conference and Banquet venues. The rest of protection officers with the remaining side arms shall stay inside their vehicle or in shelters designated for this purpose.

XII. Accreditation

Accreditation of delegates shall take place at Ghion Hotel from 15 - 25 January 2018 between 09:00 – 19:00hrs and from 25 – 28 January 2018 between 08:00- 21:00hrs.

Security Badges

Access into the Conference Center will be highly restricted to delegates having the appropriate access badges. Hence, all delegates are required to be accredited.

i) Special Label Pins: a) Heads of State and Government, Former Heads of State and Government, other Heads of Delegation of Member states, Chairperson and Deputy Chairperson of the AUC will be issued with special golden pins by the Host country b) Ministers of Foreign Affairs, Commissioners, Heads of AU Organs & RECs, Former OAU/AU Secretaries General and Chairpersons will be issued with special silver pins by the Host Country.

ii) Badges:

 Ministers with other portfolios in the delegation will be issued with badge entitled “Minister”  Non-Minister Delegates will be issued with “Delegate” badges  Security officers will be issued with badges labeled Security badges (armed or unarmed)  Members of the media team will be issued with Media/press badges  Other Participants shall be issued with appropriate category of badges.

Obtaining security badges requires the delegate’s physical presence at the Ghion Hotel’s badge centre. However, for such dignitaries as First Ladies, Heads of Diplomatic Missions, Regional and International Organizations, badges could be issued by submitting photos in soft copy. Such photos should be submitted only in a CD format (other formats such as USB flash will not be accepted). Diplomatic Missions, International and Regional Organizations are required to give their

representatives an official authorization to process and collect the badges. Other members of the delegation shall appear in person for registration and accreditation.

iii) Conference Badges & Registration:

The AU Commission issues different categories of conference badges. Participants are required to obtain security badges issued by host Government before requesting conference badges. Member States and other participants are requested to submit comprehensive official delegation list. Access to the meeting venues is subject to the presentation of both valid conference badge and security badge.

Distribution will be in accordance with the guidelines and invitation letters. a) Press/Media:

Department of Information and Communication (DIC) will handle accreditation and distribution of press and media personnel.

b) Badges for the side-line meetings/events:

Separate badges will be prepared for the side-line meetings and parallel events. Distribution will be through the Organizing Institutions/Departments.

PRC & Executive Council conference badges will be distributed in sealed envelopes to member states including AU organs & RECs. Distribution to the other participants will be on 25 January 2018 at the Information desk located at the lobby, in front of Nelson Mandela Hall.

Observers will only attend the opening and closing ceremonies as per the invitation letter and should obtain security badges from the accreditation center.

N.B. Conference badges are non-transferable. And Participants are requested to wear the right badges all the time during the meetings.

Car Passes

Car passes have to be obtained for all vehicles to have access to the relevant venues such as the Conference Center, Bole International Airport and designated hotels. Diplomatic missions are advised to submit a duly completed form to the Secretariat at the Ministry of Foreign Affairs. The forms should contain the following information: model of cars, their registration numbers, and the full names and dates of birth of the drivers with copies of driving license and ID before 22 January, 2018. (See Annex II). The car passes shall be collected from the badge Center at Ghion Hotel starting from 25 January 2018. All vehicles of participants which do not possess AUC Safety and Security Services valid Access Permit (AP) will be denied access to the venue and will be turned away at all gates. But parking area is available outside the premise. It is mandatory to have a car pass from the host security services in order to pass different security check points that would be established on roads before reaching the Venue. Requests that are not readable will not be processed.  A list that is not completed according to the format provided by the Ministry, and has not been signed and stamped by the respective Mission/ Organization will be void.

XIII. Arrival and Welcoming Ceremony at the AU

On 28th of January 2018, the Chief of Protocol of AUC will welcome Heads of State and Government, First Ladies and the other Heads of Delegation from the dropping point (i.e. VIP entrance at the basement).

Protocol staff will be deployed to receive Honorable Ministers, other Dignitaries, etc… through the staff tower entrance and escort them to the holding rooms.

To prevent double booking, only the delegation initiating the bilateral meeting should submit the request. Reservations will be for 30-minutes only. All requests should specify the date and time of each meeting, and include the name and level of the other delegation participating in the bilateral meeting. Every effort will be

Formalities for the departure of Heads of State and Government from the AU Headquarters

 At the end of the meetings, Heads of State & Government will be escorted to the holding room No.1, B41 by the AUC and State Protocol staff.  Accompanying Delegation members are kindly advised not to follow and assemble/gather at the VIP entrance and lobby area.  Convoy will be organized based on Order of Precedence.  When the convoy is ready, protocol staff/security calls upon respective protocol staff of member states to inform their respective Heads of State to depart.

Calendar – Ethiopia uses a Julian calendar, which divides the year into 12 months of 30 days each. The remaining five or six days in a leap year constitute the short 13th month known as “Pagume”. The Ethiopian Calendar is seven years behind the Gregorian calendar, with the Ethiopian New Year falling on the 11th of September.

Weather - Ethiopia is mostly covered by the Ethiopian Highlands and generally has a climate cooler than other countries in the same region. Addis Ababa, the capital city is situated at a high altitude of around 2,400 m (7,874 ft). The average annual temperature in Addis Ababa is 16 °C (60.8 °F), with daily maximum temperatures averaging 20–25 °C (68.0–77.0 °F) throughout the year. The overnight temperature is generally low averaging 5–10 °C (41.0–50.0 °F).

January and July fall within the rainy season with temperatures between 12–16 °C lowest and 22–26 °C highest. The temperatures usually suddenly drop after rains.

Environment and Biodiversity – Ethiopia is the fourth largest biodiversity zone on earth with a number of endemic plants and animals, 850 species of birds of which around 15 of them are endemic. Ethiopia boasts landscapes of stunning beauty and dramatic contrasts from the soaring pinnacles of the Simein Mountains- the roof of Africa- to the plummeting depths of the Danakil depression, the lowest, and the hottest place on earth. Cloud forests such as those in the Kafa Biosphere Reserve- the sole home of many wild coffee varieties- active volcanoes, hot springs, cool underground Caverns, rugged gorges, waterfalls, lakes and rivers. The largest, Lake Tana, is the source of life nurturing Blue Nile.

Ethiopian Legislative Framework that Governs Access to Genetic Resources With the objective of promoting the conservation and sustainable utilization of the country’s biological resources and also ensuring fair and equitable share of benefits arising from the use of genetic resources, the Federal Democratic Republic Government of Ethiopia has put in place a legal framework that governs access to genetic resources. (See Annex IX for details)

Medical Coverage

As a result of the high altitude/ dehydration (Lack of adequate water in your body) you may experience mild headaches, mild dizziness, fatigue, mild breathlessness, mild insomnia (inability to sleep) and dry mouth especially at night. These symptoms should improve with rest and adequate rehydration. If the symptoms are severe or persist, please see the medical team; as you may have altitude illness that requires treatment.

Also, certain conditions may be exacerbated by high altitude (low blood level (anemia), high blood pressure, chronic respiratory disease), or by cold, dust, fumes (asthma, respiratory infections and allergies). If you have any of these conditions report to the medical team.

Medical coverage and cost

Medical coverage during the Summit will be provided by the African Union Medical and Health Services and the Host Government Medical Team while in the AUC compound. The coverage will be limited to emergency cases only. Summit participants are advised to use the AU Satellite Clinic (Rm 13, ground floor of the New Conference Center (NCC)) when open. The Main Clinic (at the basement of the NCC, close to the VIP entrance) and the Old Clinic (close to the old main gate) should be used only if emergencies occur close to these locations or when the Satellite Clinic is closed.

If additional medical services is required outside of the AUC (including prescriptions for medicines, hospital admissions etc), the cost of such will be borne by the participants or their sponsors.

All summit participants are advised to obtain an international medical insurance cover with a reputable insurance company. This insurance cover should take effect as soon as they leave their home Country or Country of residence. It should be recognized by the major hospitals in Addis Ababa like International Cardiac Hospital (ICMC), St Gabriel, Kadisco, Halleluya and Korean Hospitals. outside Addis Ababa and repatriation back to home Country or Country of residence.

If you have been diagnosed with any chronic medical condition (s) (e.g. Diabetes Mellitus, Hypertension, Asthma, Epilepsy, HIV etc.) and you are on treatment, ensure that you have sufficient supply of your medications as your preferences/brands may not be available in Addis Ababa.

Travel Immunization and Disease Screening

Yellow fever vaccination and the proof of having received it, is an entry requirement for Ethiopia. Please carry your Yellow fever vaccination card (Yellow card) with you. You may be requested to present it at the airport. Ethiopia accepts one yellow fever vaccination for life.

Screening for diseases of Public Health importance may be instituted (at the recommendation of WHO) at the airport and/or Summit venue depending on the disease outbreak situation at the time of the Summit.

Protect yourself and others:

 Maintain strict hand hygiene. Wash your hands often with soap and water, especially before eating, before and after using the bathrooms. Alcohol based hand sanitizers are installed at all the main entrances of the AU buildings. Please use them. You can buy pocket sized ones (containing at least 60% alcohol) at local pharmacies for your personal use.  Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing. Encourage others to do so also.  Avoid close body contact or contact with body fluids of any sick person. If this happens accidentally, wash it off immediately and report promptly to the medical team.  If you find someone who is ill, call for help immediately. Do not try to attend to him/her by yourself.

Annex VIII

Ethiopian Airlines Group Airport Service Introduction Group Airport Service is a public enterprise. Its purposes are stated in the regulations as follows:  To construct maintain and administer aerodromes in Ethiopia.

 To provide safe, reliable and efficient airport service for aircraft; passengers and other user: to coordinate and develop in the aerodrome non aeronautical services.

A) Location of Addis Ababa Bole International Airport

It is located in the Bole area, 6 km (3.7 mi] southeast of the city centre and 65 km (40 mi] north of Debre Zeit. It is the main hub of Ethiopian Airlines, the national airline that serves destinations in Ethiopia and throughout the African continent, as well as nonstop service to Asia, Europe, North America and South America. More than 200 flights per day were departing from and arriving at the airport.

Facilities The Addis Ababa Bole International airport has 53 aircraft parking areas that accommodate heavier aircrafts such as the Boeing 747-400 and Boeing 777-300. It has also additional 52 Aircraft parking areas that accommodate small Aircrafts in the Airport.

The airport has two terminals with a total of 11 gates. Accordingly, Terminal 1 has 4 gates and Terminal 2 has 7 gates. Terminal 1 serves Domestic flights for the Ethiopian Airlines. Terminal 2 serves International flights.

The Ethiopian Legislative Framework that Governs Access to Genetic Resources

Ethiopia is endowed with immense biological resources that resulted in the labeling of the country as one of a few mega-diverse countries around the globe. The rich biological wealth is expressed in the form of availability of diverse ecosystems, high flora and fauna species diversity as well as high proportion of endemic species. Besides the contribution of the Country’s topographic ecological variability that resulted in the occurrence of the enormous biological diversity, Ethiopian communities are recognized to have contributed to the conservation and sustainable utilization of this vital resource.

With the objective of promoting the conservation and sustainable utilization of the country’s biological resources and also ensuring fair and equitable share of benefits arising from the use of genetic resources, the Government of Federal Democratic Republic of Ethiopia has put in place a legal framework that governs access to genetic resources. The basic legislative instruments, in this regard, are the Proclamation on Access to Genetic Resources and Community Knowledge, and Community Rights, Proclamation No. 482/2006 and Access to Genetic Resources and Community Knowledge, and Community Rights Council of Ministers Regulation, Regulation No.169/2009.

According to Proclamation No.482/2006 and Regulation No. 169/2009, access to genetic resources and community knowledge and export of genetic material out of the Country is possible only when the below stated conditions are met:

. A person who wants to access genetic resource or community knowledge from Ethiopia should get access permit from the competent national authority that grants access, i.e. the Ethiopian Biodiversity Institute (Article 11 sub-article 1 of the Proclamation). In other words, no person shall access and export genetic resource out of Ethiopia without the permit granted by the Institute.

[In the context of the Proclamation and Regulation, “Access” refers to the collection, acquisition, transfer and utilization of genetic resource and community knowledge]

. Since access to genetic resources shall be subject to the prior informed consent of the Institute (Article 12 sub-article 1 of the Proclamation), an access applicant who is a foreigner shall present a letter from the competent authority of his national state or that of his domicile assuring that it shall uphold and enforce the access obligation of the applicant (Article 12 sub- article 4 of the Proclamation).

. The Institute may issue export permit for genetic material when the specific resource is required for research purpose or bioprospecting. However, the research-related permit can be granted only when undertaking the intended research is proven to be impossible in Ethiopia (Article 12 sub-article 6, and article 14 sub-article 4 of the Proclamation).

. When the research based on the genetic resources accessed is permitted to be carried out abroad, the institution sponsoring and/or hosting the research shall give a letter of assurance that they shall observe the access obligations of attached thereto (Article 12 sub-article 7 of the Proclamation).

. Since access to genetic resources shall be subject to the prior informed consent of the Institute (Article 12 sub-article 1 of the Proclamation), a person who wants to obtain permit to access genetic resources or community knowledge shall preset an application in writing to the Institute (Article 14 sub-article 1 of the Proclamation). Up on giving of prior informed consent, the Institute shall, based on the provisions of the Proclamation, negotiate and conclude genetic resources access agreement (Article 14 sub-article 2 of the Proclamation).

. The Institute may deny access to genetic resources when the access requested is in relation to genetic resources of an endangered species; when the access may have adverse effects to human health or the cultural values of local communities; when the access may cause undesirable impact to the environment; when the access may cause danger of loss of ecosystems; 61 F.D.R.E. when the access is intended to use genetic resources for purposes contrary to the national laws of Ethiopia or the international treaties to which Ethiopia is a party; or the applicant has violated hitherto access conditions or access agreements (Article 13 of the Proclamation).

. Organs of the state which are empowered by the law to conserve genetic resources may not be required to obtain access permit from the Institute to collect genetic resources or community knowledge in the discharge of their duties; provided however, that they shall not transfer the genetic resources or community knowledge to third person or export the same out of Ethiopia unless they are given explicit permit by the Institute (Article 11 sub-article 4 of the Proclamation).

. However, the above stated conditions do not apply to the sale of produce of biological resources for direct consumption (i.e. food and feed) that do not involve the use of the genetic resources. The Institute has no mandate to grant access and export permit with regard to genetic resources destined to direct consumption (Article 4 sub-article 2(b) of the Proclamation).

In general, any access applicant who wants to export genetic resource from Ethiopia must fulfill the preconditions and procedures stipulated by the Proclamation and Regulation.

Security Briefing Guidelines

General Information

 On Jan 25th and Jan 30th Reception and Dinner shall be hosted by the FDRE Minister of Foreign Affairs and the Prime Minister of Ethiopia respectively.  Event venues shall mean or include Airport, AU, Sheraton Addis, Hilton Addis and places where different events take place  Security Badges are issued by host government security, and Conference Badges are issued by AU. 1. Airport Security Procedures  All Security equipments should be declared and get security clearance on arrival.  Delegates and their luggage should pass through security screening as per the ICAO regulations, regulations of international Airports and according to the law of the host country. 2. Fire arms and other Security equipments  Only a maximum of five side arms shall be allowed to enter the country, all other types of fire arms are strictly forbidden by the law of the hosting Country.  Only one side arm shall have an access to event venues lobbies, the rest should stay in a given car. 3. Motorcade  The hosting country’s government shall provide a maximum of five cars for Heads of states and governments or Heads of delegations. They are Protocol car, Security one (S1), VVIP limo car, Security two (S2) and one car for private assistant of the Heads of States (If any). 4. Badges and access to event venues  All events venues shall be accessed only by security Badges, and access to conference halls is by conference badge issued by African Union, which shall be issued for the purpose of sits inside plenary halls.  The number and types of badges to be issued shall be according to the rules, procedures and decision of African Union Outlined on the protocol and administration guide.

 Reception and Dinner which shall be hosted by the host government at Sheraton Addis shall be accessed only by invitation cards. 5. Security Search  Only heads of states and governments or heads of delegations are granted a search exemption including their luggage.  Searching at the airport shall be according to the rules of international Airports and ICAO rules, regulations and procedures.  Security and Searching at the African Union:- those who are in a motorcade shall directly access the conference building with their presidents without body search except armed security are strictly forbidden to access the building but only special armed
