I was born and raised in the region and attended Eastern Washington University. I've always cherished my time at EWU and always felt compelled to return and give back to the insitution that has given so much to me. EWU set me on a path to sucess and it never ceases to amaze me how many doors continue to open and the endless opportunities to be had. I've literally traveled the world and met many, many forgeign and national digitaries, which includes the President of the United States on five seperate ocassions. Growing up, I never thought this would be possible.

Having been raised on the Colville Reservation, it can be a difficult transition to the college atmoshphere for some. But EWU welcomed me with open arms and allowed me realize my potential. Although my expereinces at EWU were by and large positive, there's always room for improvement, especially for those students that come from humble roots and/or a diverse ethinic background. I was one of them, and I know firsthand their struggles. I want to help make that transition into college life easier in hopes that more students will stay enrolled and realize their goals.

01/2008-Present Colville Confederated Tribes Nespelem, WA. Colville Business Council

 The Colville Confederated Tribes (CCT) is a sovereign nation governed by a 14- person board of Colville tribal members (elected positions) officially titled the Colville Business Council (CBC). The CBC is the legislative body of the CCT and its membership. Served as Chairman of the CBC for four years and Vice Chairman for two.  Charged with enhancing the quality of life for the Colville Indian People and protecting the resources of the Colville Indian Reservation, which encompasses 1.4 million acres of land, (2,100 square acres) located in North Central Washington State. These lands are diverse with natural resources including standing timber, streams, rivers, lakes, minerals, varied terrain, native plants and wildlife.  Developed policies and laws within the jurisdiction of the exterior boundaries of the reservation and within non contagious tribal trust properties and Usual and Accustom places where pertinent.  CBC oversees an administration and budget of over $150 million dollars annually, which is financed primarily from revenues generated from the sale of the Tribes timber products, gaming, and other sources, including federal, state and private contributions, and employs over 1,300 individuals in permanent, part- time and seasonal positions.  Continuous government to government communication with outside governmental agencies—whether federal, state or local—to protect, promote and enhance the interests and rights of the CCT and its membership.  Oversees the board of directors of the Colville Tribal Federal Corporation (CTFC), which is a Section 17 corporation comprising of several enterprise divisions. The Corporation employs over 1000 people.

7/2012-9/2013 Colville Tribal Federal Corporation Coulee Dam, WA. Board of Directors

 Wholly owned by the CCT, CTFC is one of the largest, most diverse Native American owned businesses in northeastern Washington State. The company currently manages 13 enterprises that include gaming, recreation and tourism, retail and construction, employing over 1000 people and generating over $120 million in revenues each year.  Charged with maximizing the wealth and generate surplus revenues for the benefit of the Corporation and the Tribes. The surplus revenues are used to provide necessary governmental services and other benefits to tribal members.  Provide opportunities for investing tribal and corporate resources in future enterprises.  Responsible for establishing policy and guidelines for management of the BOD and affairs of the CTFC. Adopted rules and regulations for the conduct of BOD meetings and the management of the Corporation as deemed proper, consistent with the Charter or the laws of the Tribes.  Reviewed and provided guidance to organizational goals and associate performance results related to quality of service & product, quantity, cost and timelines.  Maintained advanced working knowledge of the full spectrum of financial operations and issues, including budget development, audits, contract administration and payroll.  Created partnerships in developing and implementing financial goals that includes working with diverse financial institutions.  Worked collaboratively and effectively with both private and public sectors, including their respective staff, managers, clients, stockholders and customers.  Reported directly to the Management & Budget Committee of the CBC.

01/2005-01/2008 Colville Confederated Tribes Nespelem, WA. Traditional Cultural Property Coordinator

 Researched archives, manuscripts, newspapers, special collections and libraries for linguistics and ethnographical and anthropological information pertaining to assigned projects and reports, as mandated by the Tribal Historic Preservation Officer (THPO) or various local, state and government agencies.  Communicated with elders of the Colville Confederated Tribes to elicit ethnographic, historic, and linguistic information relating to assigned projects. Operated field equipment such as digital video cameras, mini disc recorders, and mapping equipment such as GPS units to ensure the information each elder provided was documented correctly.  Continued use of various database programs, i.e. MS Access, MS Excel, MS Word, Arc View GIS, and Pathfinder (GPS).  Regularly used and implemented knowledge of local, state and federal cultural resources laws and regulations, including NEPA, ARPA, NAGPRA, and AIRFA.  Assisted the THPO of the Colville Confederated Tribes with ensuring compliance of local, state, and federal laws pertaining cultural resources within the traditional territory of the tribes.  Assisted archaeological excavations and surveys by forming grids, digging test probes at designated locations, and numerous other tasks as directed by the lead archaeologist. Each test probe was screened and documented as necessary. Cultural items where collected, bagged and labeled accordingly for curation.  Established one by one meter areas for excavation. Excavation was conducted by digging ten-centimeter depth levels within established area. Each level was screened then documented by identifying cultural material, soil content, and stratigraphy when applicable. Cultural items and soil samples were collected, bagged and labeled accordingly.

10/2001-06/2005 Northern Quest Casino Airway Heights, WA. Surveillance Shift Supervisor

 Maintained overall shift operations, directions, and functions as well as coordinate payroll and organize scheduling for the entire Surveillance Department.  Responsible for compliance with all NIGC, Tribal, State, and Federal Regulations and training all employees directly under supervision to assist them in comprehending and complying with all such regulations as well as the ability to recognize cheats, scams, and thefts.  Protecting casino assets at all times via closed circuit television.  Comply with all confidentiality policies.

Michael O. Finley CHAIRMAN Confederated Tribes of the Colville Indian Reservation Post Office Box 150 Nespelem, Washington 99155

An enrolled member of the Confederated Tribes of the Colville Reservation, Colville Business Council Chairman Michael O. Finley was born and raised on the Colville Reservation and attended public school at Inchelium, WA. He earned an Associate of Arts Degree from Spokane Community College in 2001 and has both a Bachelor’s Degree in American Indian Studies and a Master’s Degree in History from Eastern Washington University.

He served for two terms as the Chairman of the Colville Business Council (at age 30, he was the youngest Chairman ever to be elected by the Colville Tribes). He has received numerous awards for his academic and professional achievements, including the Cecil Dryden Alumni Award from Eastern Washington University’s History Department, given to a distinguished graduate in History at EWU. He co- authored “Finding Chief Kamiakin: A Life and Legacy of a Northwest Patriot,” in part because of a then-recently passed Washington law providing for Tribes to assist in the development of a curriculum for Native American history and culture classes in public schools. All proceeds from the sale of the book go toward an endowment fund for a “Chief Kamiakin Scholarship” or other beneficial causes for Native American diversity for tribal youth.

Also in 1999, Chairman Finley and his family developed the Duke Finley Memorial Scholarship fund in memory of his older brother Duke who passed away unexpectedly at a young age. The scholarship is support by various fund raising events which include the flagship Duke Finley Memorial Basketball Tournament held each spring in Inchelium to support the annual scholarship that is awarded each June to an Inchelium High School graduate.

Chairman Finley continues to work hard for his Tribe and all Indian people by holding national seats on the Tribal Interior Budget Council as the Northwest Representative, the Inter Tribal Monitoring Association on Indian Trust Funds as the Chairman, as well as the 1st Vice President to the National Congress of American Indians.

Chairman Finley exemplifies the best qualities of young and forward-looking tribal leaders while honoring and practicing the Colville Tribes’ traditional values.
