With offices throughout the United States and globally, Skip has directed his company’s efforts since 1978 relevant to development, development management, project management and tenant finish consultation services. Mr. Greeby is an International Council of Shopping Centers (ICSC) Trustee, serves on the ICSC CenterBuild Program Committee as past Conference Chairman, is Chair of the ICSC United States Design and Development Awards Committee, is Co-Chair of the ICSC CDP (Certified Development, Design, and Construction Professional) Admissions and Governing Committee, is an instructor and past Dean at the ICSC University of Shopping Centers, is an Executive Learning Series and John T. Riordan School for Professional Development instructor, serves on the Board of Trustees’ Professional Development Committee, and is the 1999 recipient of ICSC’s Board of Trustees Distinguished Service Award. Skip has a Bachelor of Science degree from the U.S. Military Academy at West Point (1968), a Master of Science from Stanford University in Soil Mechanics (1971), and a second Master of Science from Stanford University in Construction Management (1972). He is a registered professional engineer (P.E.) in Illinois. After some years in the luxury fashion market in London and Paris, and a rewarding period in the airport retail industry, Stephen started his Real Estate career in 1990 at Norwich Union, managing a portfolio of 6 Shopping Centres in France. Joining Jones Lang LaSalle France in 1995 as an associate, he worked as Asset manager and retail consultant for Adia, DGI, EuroCommercial Properties, and Bouygues. From early 2002, Stephen was with the French shopping centre developer, manager and investor Apsys Group, first in Warsaw as General Manager of Apsys Polska, and then from May 2008 in Paris as Group Director for External Relations. A leader in Poland, Apsys manages a portfolio of 19 Shopping centres for major institutional investors (GE, Heitman, Dawnay Day, Pradera, Oppenheim…and Apsys), and their development achievements include the award winning Manufaktura in Łódź, one of Europe’s largest urban regeneration life-style and retail projects. From August 2009 until January 2011, he joined Ikea Real Estate (Russia & CIS) in Moscow as the head of the 420 strong Mega management team. With 12 regional centres in 9 major cities, representing over 1, 8 million M2 GLA and receiving more than 200 million visitors per annum, Mega is the leading retail destination and shopping centre brand in the Russian market. Stephen is past Chairman of the ICSC European Shopping Centre Awards programme, a member of the ICSC International Faculty, a regular speaker at International conferences, and an active member of ICSC, CNCC, RCSC, ULI and GRI. He is also the founder and former President of the Polish Council of Shopping Centres (PRCH). JAMES F. TINKUM, SCDP, MCR Retail Development Design and Construction Consultant 2601 SW 35th Terrace Topeka, Kansas U.S.A. 66611-1830 +1 785 554 5024 [email protected] Jim Tinkum, SCDP, MCR recently retired from Payless ShoeSource Store Development Department after 20 years. He joined in Payless in 1987 after closing out his own construction company. Prior to joining Payless Jim worked in the commercial general contracting side of the business since graduating from Kansas State University in 1973 with a Bachelor of Science in Construction Science. Jim has worked with every method of construction administration: Design-Build, Construction Management, Hard-Bid, Negotiated, and Turnkey Development. Jim has experience at every level of the construction business as a workman, assistant superintendent, superintendent, project manager, company officer, and state licensing QP, safety director, and business owner, owner’s representative in both Open Shop and Union environments. He still keeps his Florida license current in an inactive status. Jim’s experience at Payless ShoeSource has definitely qualified him in management of Multiple Projects. Since 1987, Payless has developed an average of 250 new and relocated stores a year throughout the continental United States, Hawaii, Alaska, Puerto Rico, Virgin Islands, Guam, Saipan, Canada, Central America, South America, Dominican Republic, Trinidad, Tobago and Japan. Jim’s responsibilities also included overseeing of Store Planning and Design, remodeling and maintenance of existing stores. Jim is currently Co-Chairman of the CDP Admission and Governing Council, Past Chairman of the 2007 CenterBuild Committee Program Planning Committee, Active Member of the CenterBuild Advisory Council. In JLL, he has served in projects like Cevahir, Antares, ViaPort, Optimum Istanbul, Ozdilek, SankoPark, MalatyaPark, DemirPark, Kozzy, Afium, KentPark, GebzeCenter, Optimum Adana, Family Mall Erbil. As a founder member and still vice chairman of TCSCR (Turkish Council of Shopping Centers and Retailers) and also he is the president of Services & Consulting Group, he has also been serving as a board member in ICSC (International Council of Shopping Centers) European Advisory Board along with his presence in the ICSC European Award Jury. Along with being a faculty member in ICSC J. Riordan School for Professional Development Avi Alkas was honoured with ICSC Distinguished Service Award in 2010. Avi also holds, the professional recognition titles of MRICS (Member of RICS Organisation), SCSM (Senior Certified Shopping Center Manager), SCMD (Senior Certified Marketing Director) and SCLS (Senior Certified Leasing Specialist) being the first in Europe. She is responsible for overseeing 11 operating shopping centres across the Middle East – which have a combined GLA of over 900,000 square meters (9.7 million square feet); with an additional 8 centres - which are currently under development – representing over 1.2 million additional square meters of GLA. Prior to this, Pam was the Marketing Manager at CITYSTARS, Egypt during the pre-opening launch of the massive integrated development which included 7 office towers – 2 residential and 3 hotels along with a super regional centre. She spent two years prior to Egypt as Marketing Manager of Sahara Centre in Sharjah, UAE. Before Pam’s stint in the Middle East she held the position of Director, Regional Marketing for 21 shopping malls in Canada at Ivanhoe Cambridge. Pam is a graduate of the University of Calgary, Canada and holds a Bachelor of Commerce Degree with a Major in Marketing.     UDC 711.4 (497.11) 711.4 (560.118) CHASING THE LIMELIGHT: BELGRADE AND ISTANBUL IN THE GLOBAL COMPETITION Aleksandra Stupar, Cenk Hamamcioglu The purpose of this paper is to analyze and compare main changes of contemporary Belgrade and Istanbul - two urban nodes at the crossroads of different and multileveled flows. Following the same pattern of global activation, inevitable competition and networking, these cities are trying to synchronize their multidimensional background, establish new patterns of global behavior and adjust them to the dynamism of modern life. Consequently, their historical role has been modified, urban tissue has been developed, recreated and regenerated, and the output of this process represents an attractive testimony of their global initiation. Revealing the ambiguous nature of strong economic forces as well as a new fusion of urban cultures, Belgrade and Istanbul are structuring the globalized image with the new key-elements. However, their true potential and the real efficiency of this process should be re-evaluated - the changed physiognomy of the city could improve its position in the global hierarchy and facilitate its integration into the global community, but, sometimes, local limitations are too complex and too strong to be ignored.
