The total amount requested for CASA has decreased from $34,221,291 US (Revision 3) to $26,663,778 US (a reduction of $7,557,513 US). The revision has been made because of the partial but substantial disengagement of CASA from the Andaman and Nicobar islands. CASA has played a significant role in projecting the aspirations and desires of the local Tribal Council to the local and national governments. Unfortunately, lengthy negotiations with the government for approval of the structural design of houses and other infrastructure in the Car Nicobar island, developed by CASA in close consultation with the local Tribal Council of the island, failed. Therefore, CASA felt forced to withdraw completely from the housing and certain other infrastructure construction components of the planned programme in Car Nicobar. Key changes are as follows: a) House construction cancelled except for 11 prototype houses already constructed in Car Nicobar. b) Construction of 3 Disaster Shelters in the entire Andaman and Nicobar Islands is now reduced to 1. c) CASA had planned to undertake construction of 8 schools (Primary and middle), including 7 in Car Nicobar, implemented by the Church of North India (CNI). CASA had already undertaken construction of 3 schools with pre- fabricated materials due to communication difficulties in the island. However, the local administration put up a condition to CNI that the remaining schools should be concrete construction (contrary to steel structure housing promoted by the government). Therefore, CASA propose to put up 4 concrete structures instead, which will include 1 Secondary school and 3 Primary schools. Another school is being constructed in the islands in collaboration with the Orthodox Church. d) CASA are also proposing to undertake construction of 3 community centres at Kamorta Island with the prefabricated materials mobilized earlier for schools. This request was received from the local Tribal Council of Kamorta Island. Please note, that alongside this revision of CASA’s ASRE51 programme, the ACT Coordinating Office will also be issuing a separate tsunami appeal for “housing for Dalits in South India” who have been excluded from post-tsunami assistance. The Coordinating Office will be requesting approval from some ASRE51 funders of CASA for transfer from ASRE51 to this new tsunami-related appeal. IMPLEMENTING ACT MEMBER AND PARTNER INFORMATION The relief programme will be implemented directly by CASA, with the assistance of partner organisations and the church network. CASA is registered as a Society under the Societies’ Registration Act XXI of 1860. Its members consist of 24 Protestant and Orthodox Churches in India and CASA functions as the only outreach arm of these Churches. As the Related Agency of the National Council of Churches in India, CASA is mandated to do relief work on behalf of all the Protestant Churches in India. CASA has a history of responding to emergencies and disasters since 1947 and is mandated to work in a purely secular manner in all spheres of its programme activities including humanitarian assistance programmes. CASA’s response is regardless of discrimination based on caste, creed, language, religion, ethnic origin or political affiliation. Local Partners CASA is working in the states of Tamil Nadu, Kerala, Andhra Pradesh and Andaman and Nicobar islands directly and with the active collaboration of partner organisations and Churches. DESCRIPTION OF THE SITUATION IN THE AREAS OF RESPONSE Locations for proposed response Tamil Nadu, Kerala and Andhra Pradesh in South India and the Andaman and Nicobar Islands: In Revision 3 of CASA’s ASRE51 program, they had been allocated 36 villages (22 in Tamilnadu, 12 in Kerala and 2 in the Andaman and Nicobar Islands) by the government for undertaking rehabilitation and reconstruction work. CASA did not propose to take up reconstruction work in Andhra Pradesh but will be concentrating on livelihood focused activities, capacity building and community organization activities in 18 villages from 4 districts of Andhra Pradesh i.e Krishna, Guntur, Prakasam and Nellore. Under the Tsunami Relief and Rehabilitation Programme (ASRE51), CASA is providing assistance in a total number of 52 villages. Ananthavaram ST Colony ü Ramayapatnam Pallipalem ü Mondivaripalem ü Andaman and Dering ü Nicobar ü Islands Champin Kakana ü Bhatu Basti - Portblair ü Diglipur ü Tapong ü Alrong ü Bengali ü The main reason for this fourth revision of the CASA ASRE51 program emerged from the unfortunate necessity for CASA to partially but substantially disengage from implementation in the Andaman and Nicobar group of Islands, including complete withdrawal from the housing reconstruction and certain infrastructure construction in Car Nicobar Island. This was due to the failure of negotiations with the government who refused to accept housing plans developed in consultation with the local tribal communities. Other changes in this revision are shown and explained in the sections below. In addition, a separate tsunami-related rehabilitation and reconstruction appeal will soon be issued for a CASA to support dalit families who have been excluded from housing assistance, for which the ACT Coordinating Office will be asking approval of some funders of ASRE51 for transfer of funds to this new appeal. IV. TARGETED BENEFICIARIES Crisis Phase During the crisis phase, CASA targeted 50,000 of the most affected families (32,500 in Tamilnadu, 10,000 in Kerala, and 7,500 in Andhra Pradesh) regardless of their religion, caste or political background. However, special attention was given to ensure that widows, single female headed households, physically challenged people, dalits and tribals were included in CASA’s programme. Indian Ocean Tsunamis & Earthq., Rev. 4_CASA 5 ASRE51 Post-Crisis Phase During the reconstruction and rehabilitation phase, CASA is targeting work with small fisher-folk, fishing labourers, marginal and small farmers, artisans and small traders and vendors who have lost their livelihood due to the tsunami disaster. CASA will be working in 52 interior villages and would focus to invest on the socially excluded i.e. the children, women, dalits, tribals and the poor. Beneficiaries targeted by type of assistance For housing reconstruction, CASA initially targeted 4024 households. However, after detailed screening and verification of beneficiary lists, and consultation with the district administration, the number of houses had got reduced to 3153 (2653 in South India and 500 in Andaman and Nicobar). This is now reduced to 2,664 for reasons explained elsewhere. Please
