But this was neither a sporting event nor some pantomime moment. The occasion was a citizenship ceremony, and the rallying cry came from a young man from New Zealand as he collected his citizenship certificate. The people in the crowd, most of them waving miniature Australian flags, were there to celebrate Australia Day 2009. Everyone watched as one by one the 18 individuals on the out- door stage received their citizenship documents – official recogni- tion of their naturalisation as Australians. Mostly young men and women in their 20s and 30s, they each wore their distinctiveness with pride. There was a young woman from Sarajevo wearing a tra- ditional white, embroidered Bosnian dress. There was a man from Scotland sporting a tartan kilt. There was a man from Malaysia dressed casually in an unmistakable homage to Steve Irwin: wide- brimmed hat, short-sleeved khaki shirt and matching shorts, a pair of brown boots. All, though, were now Australian citizens. Reiterating the new bond they shared with those watching on from the lawn, the master of ceremonies called on all citizens present, new and old, to reaffirm their commitment to Australia: ‘I pledge my loyalty to Australia and its people, whose democratic beliefs I share, whose rights and liberties I respect, and whose laws I will uphold and obey.’ The crowd obliged. -

ABSTRACT The teaching of progressive patriotism, as an inclusive, open-ended and interpretive project, is needed in state schooling to counter significant threats to modern liberal democracies. This thesis argues that various forms of civic education, with a particular focus on England over recent decades, have not been adequate. It is argued here that these conceptions of civic education have all, in various ways, failed to provide enough vital force to engage the young in our increasingly complex and demanding plural democracies. An important affective dimension has been missing. Recent civic education has also failed to be sufficiently liberal by promoting an exclusive sense of national solidarity. It is argued here that these failures need to be addressed given the levels of informed, critical democratic engagement needed in our complex modern democracies and the real and growing threats they face. -

5 Australia’s “Liberal Nationalist” Multiculturalism Geoffrey Brahm Levey, University of New South Wales Australia doubled its population through immigration in the space of fifty years following World War II, a feat otherwise achieved only by countries with much smaller populations, such as Israel and Luxembourg. The Australian population numbered 7.6 million in 1947, including some 87,000 Aboriginal and Torres Strait Islander people. The rest were mostly the descendants of people from Great Britain and Ireland. Three-quarters of the overseas born—then about 10 percent of the total population—came from the British Isles. By June 2013, Australia’s population had reached 23.13 million. The overseas born now amounted to 27.6 percent of the estimated resident Australian population and another 20 percent had at least one parent born overseas.1 As of the 2011 census, the United Kingdom accounted for only about one-fifth of the overseas born, while another fifth came from five Asian countries: China, India, Vietnam, Philippines, and Malaysia.2 For some years, Australia has been even more immigrant-rich than the other major “immigrant democracies,” the United States (13.1 percent foreign-born ca. 2013) and Canada (20 percent). And it well surpasses the former imperial powers of Europe, now grappling with immigration, including Britain (12.3 percent), France (12 percent), and the Netherlands (11.6 percent).3 Accompanying this demographic transformation has been an equally profound shift in Australia’s policy response to cultural diversity. After trying policies of racial exclusion and cultural assimilation, Australia has fashioned a distinctive “liberal nationalist” architecture that governs its approach to citizenship, cultural diversity, and national identity.
