WITI, MILWAUKEE, WI This report covers the time period September 1, 2003 – August 31, 2004 (except where otherwise specifically noted). Local Newscasts and Key Stories WITI airs 43.5 hours of local news each week, at the following times: Monday – Friday, 5 a.m. – 9 a.m. Monday – Friday, 12 p.m. – 12:30 p.m. Monday – Friday, 5 p.m. – 6:30 p.m. Monday – Sunday, 9 p.m. – 10:30 p.m. Saturday – Sunday, 8 a.m. – 9 a.m. Saturday, 6 p.m. – 6:30 p.m. Sunday, 5 p.m. – 5: 30 p.m. Provided below is a brief summary of important local news stories that WITI has covered recently within its local news broadcasts: * Education Funding for Schools: Is money the answer to improving the way math is taught at Milwaukee public schools? The National Science Foundation thinks it takes 20 million dollars. FOX 6's Gus Gnorski shows you that's how much MPS is getting. * Public Health Costs: State Senator Dave Hansen says if the pharmaceutical companies don't like the competition from Canada they have to make pricing changes. Canada Drug Service Wisconsin is part of a franchise – and more are expected to open in the state. * Neighborhood Stabilization: Metcalfe Park could soon see a multi-million dollar change. Two million dollars in federal money is on the way. It's in an effort to help reduce the violence there and increase residents' quality of life. FOX 6's Dawn Hasbrouck has the story. * Education Funding for Schools, Student Performance: Milwaukee trails the nation in the percentage of black students who graduate from high school for the third year in a row. Education reporter Joanne Williams talks with the Superintendent of Milwaukee's schools to see how he plans to close this graduation gap. * Economy New Business Developments & Job Creation: What do you worry about? New numbers show more people in Wisconsin are concerned about jobs. For the first time in ten years, unemployment is a big worry in Wisconsin – mostly for Green Bay and here in Milwaukee. New research shows unemployment comes in second on a survey of the most important state problems. A comprehensive list of the station's local news stories is attached hereto as Exhibit A. Breaking News Updates WITI broke into and/or preempted regularly-scheduled programming on numerous occasions during the period covered by this report in order to bring its viewers breaking news or disaster information. This coverage included extended reporting on tornado warnings and other severe weather, amber alerts, school closings, and other emergencies. In addition, WITI regularly inserted severe weather crawls into its programming in an effort to provide its viewers with vitally important local weather updates as quickly as possible. Public Affairs Programming WITI broadcasts has undertaken extensive projects like the Bully Project – a groundbreaking program designed to better understand the problem of school bullying and to develop strategies to reduce it. The project works closely with area schools, students, parents, teachers, mental-health professionals and local leaders to create a community-based program that addresses a community-wide problem. In early April 2004, more than 13,000 students and hundreds of teachers from 63 schools completed detailed surveys about bullying. Survey results were released in May 2004, providing important information about school bullying, its possible causes and potential solutions. More than 300 teachers attended the FOX 6 Bully Project forum on September 20, 2004. It was a free two-hour session with national experts. FOX 6 has aired more than 300 PSAs supporting the Bully Project and a series of news stories have been broadcast on the subject. In addition, WITI profiles a child every week as part of its Adoption Connection series and promotes other local philanthropic projects. WITI also locally produces several sports and holiday specials covering items of interest to the community. Political Coverage WITI has devoted extensive coverage to political issues important to its viewers. During a sample two-week time period, for example, WITI aired pieces on the presidential campaign and several local campaigns. The station also provided coverage of local debates and profiled 10 candidates for mayor. Exhibit B attached hereto includes a detailed list of WITI's political programming specials as well as the political issues covered in the station's local newscasts. Public Service Announcements WITI makes its air-time throughout the broadcast day available to public service announcements for a variety of causes, such as: 2 • FOX 6 Salutes Black History Month. Spots profiled local African-Americans named on local buildings including Sarah Scott Middle School, Isaac Coggs Health Center, and Felmers Chaney Center. The series of PSAs started airing in January 2004. • FOX 6 Be a Reader. Series continued with a focus on summer reading. PSAs were created encouraging kids to read throughout the summer. This was in partnership with the Milwaukee Public Library and addressed the issue of education. • Other local organizations receiving PSA time: First Stage Milwaukee, Adoption Resources of Wisconsin, Task Force on Family Violence, Second Harvest of Wisconsin, Junior Achievement of Wisconsin, United Performing Arts Fund, Ozaukee Humane Society, Gathering on the Green, Partnership for Drug Free America, St. Ann Center and others. • Paid PSAs. Major campaigns with paid PSAs are: Coats for Kids, the Holiday Toy Chest, Read Across America, Make a Wish Run to Fiesta, and Second Harvest Hike for Hunger. • WITI has also worked with several local organizations to produce PSAs to meet their specific needs and help educate the community. The station continues to air these PSAs. • Dec 2003 -- FOX 6 produced a spot for the local American Legion about proper destruction of flags and spots for the Task Force on Family Violence. • October 2003 -- FOX 6 produced two spots for Junior Achievement of Wisconsin. • Sept 2003 -- Produced three PSAs for Second Harvest of Wisconsin. Participation in the Community WITI's on-air newscasters and behind-the-scenes employees have made a commitment to participate in the Milwaukee community. The station's employees take part in a variety of events in and around the city. * FOX 6 employees serve on United Way, Shorewood BID, Junior Achievement and Heart Association Boards * On average, 3 community appearances are made each week by FOX 6 news anchors/reporters. A comprehensive list of the station's participation in the community is attached as Exhibit C hereto. 3 WITI also seeks community input. Communication with the community consists of meetings with both individuals and groups regarding various issues. In addition, FOX 6 receives hundreds of e-mails every day from viewers giving input. FOX 6 also attended the "formal" Milwaukee broadcast ascertainments October 28 & 29, 2003, and April 14 & 15 2004. Speakers come in every 30-minutes from local organizations. Some of the groups who spoke to the station: • Milwaukee Downtown BID, NORI (neighborhood outreach group), Lincoln Park Community Center, Milwaukee Center for Independence, Avenues West Association, Children's Hospital, NAACP Waukesha, YMCA, Racine Mayor, Social Development Commission, United Community Center, African American Chamber, Jewish Family Services. Cops-n-Kids Reading Program, Special Olympics, Pearls for Teen Girls, Interfaith Older Adult Programs, Milwaukee Police Association, Salvation Army, Milwaukee Public Schools, MS Society, Indian Chamber, Milwaukee Christian Center, Red Cross, United Way January 14, 2003, WITI hosted its own outreach meetings with organizations in Kenosha.
